An evaluation of contemporary savanna fire regimes in the Canastra National Park, Brazil: Outcomes of fire suppression policies

Historical survey of research related to fire management and fauna conservation in the world and in Brazil

Abstract: Fire is a key ecological factor affecting biodiversity structure and composition. Fires' effects on biodiversity can be beneficial or harmful depending on how, where, when, and why they occur. The impacts of fire on fauna vary according to species ecology and the fire regime. To understand the research effort relating fire, fauna, and mammals, we surveyed papers published in World and in Brazil. Only 5% of the publications between 1970 and 2019 with fire subject dealt with fauna and 0.5% with mammal. For Brazil, we obtained 7% of papers for fauna and 3% for mammal. The Brazilian Biome with more papers was Cerrado, followed by Atlantic Forest, Amazon, Pampas, Caatinga and Pantanal. The United States of America and Australia stand out as protagonists in their continents with the largest papers number. The volume of research is related to investment in Research and Development and to occurrence of fires. The slope of temporal trend shows the terms related to wildfire have more papers than prescribed burn and there is less interest in fauna and mammal research. It is necessary to form research groups with these themes as research lines and intensify research relating fire ecology and mammals. There is yet no unified understanding of how fire may influence animal diversity and how it influences the vegetative structure and subsequently the resources which wildlife rely on. We consider this information is essential to establish efficient conservation policies.

Environmental diagnoses and effective planning of Protected Areas in Brazil: Is there any connection?

Protected Areas (PAs) are essential to maintaining biodiversity, while effective management plans (MPs) are essential for the management of these areas. Thus, MPs must have relevant data analyses and diagnoses to evaluate ecological conditions of PAs. We evaluated the environmental diagnoses of 126 Brazilian federal PAs, the methods used to collect data and defined the diagnostic level of PMs according to the type and number of analyzes performed for each PA category. We found a low level of diagnosis in MPs. Primary field data or research programs resulted in environmental diagnostics of higher levels. Participatory workshops and secondary data, most used in Extractive Reserves, were related to low levels of diagnoses. The most frequent analysis was the identification of threats (97% of MPs), while the least frequent were the definition of conservation targets and future scenarios for management (1.6% of MPs). Our results show that the diagnoses of the MPs need to be more analytical to generate useful information for decision-making. MPs should prioritize data analysis and specific management studies, focused on the use of natural resources, the status of conservation targets, future scenarios, and key information to planning.

Temporal changes in bird communities in areas with different histories of fire disturbance in highland grasslands of Brazil

Despite the importance and ubiquity of grasslands, the degradation and the loss of these habitats have negatively affected bird populations throughout the world. The use of fire to manage grassland areas in some regions of southern Brazil can help to maintain these areas but can also influence the bird community in different ways. We assessed temporal changes in richness, abundance, and composition of bird communities in areas with different histories of fire disturbance in highland grasslands of southern Brazil, the most extensive remnant of grassland of the Atlantic Forest domain. We censused birds during four breeding seasons (2015-2018), through point counts in areas burned only once in the last ten years (OF, n = 3), areas burned annually (AF, n = 2), and areas without fire in the last ten years (WF, n = 2). In OF the richness, abundance, and species composition changed in the year of the fire, compared to the previous year, and returned to the initial values two years later. In AF and WF we found some differences among the years, but not with an equally clear pattern. Three of the six grassland associated species assessed individually for density responded significantly to temporal habitat modification since the fire. Our results show that two years without fire were enough time for the bird community to recover after a fire, but some responses are species-specific. Therefore, fire can be used as a management tool for grasslands and may help in the conservation of birds of southern Brazil, as long as with a minimum interval between fires in an area is guaranteed.

Remote Sensing Applications for Monitoring Terrestrial Protected Areas: Progress in the Last Decade

Terrestrial protected areas (PAs) play an essential role in maintaining biodiversity and ecological processes worldwide, and the monitoring of PAs is a useful tool in assessing the effectiveness of PA management. Advanced remote sensing technologies have been increasingly used for mapping and monitoring the dynamics of PAs. We review the advances in remote sensing-based approaches for monitoring terrestrial PAs in the last decade and identify four types of studies in this field: land use & land cover and vegetation community classification, vegetation structure quantification, natural disturbance monitoring, and land use & land cover and vegetation dynamic analysis. We systematically discuss the satellite data and methods used for monitoring PAs for the four research objectives. Moreover, we summarize the approaches used in the different types of studies. The following suggestions are provided for future studies: (1) development of remote sensing frameworks for local PA monitoring worldwide; (2) comprehensive utilization of multisource remote sensing data; (3) improving methods to investigate the details of PA dynamics; (4) discovering the driving forces and providing measures for PA management. Overall, the integration of remote sensing data and advanced processing methods can support PA management and decision-making procedures.

The legacy of colonial fire management policies on traditional livelihoods and ecological sustainability in savannas: Impacts, consequences, new directions

Land occupation and management systems have defined fire regimes and landscapes for millennia. The savanna biome is responsible for 86% of all fire events, contributes to 10% of the total carbon emissions annually and is home to 10% of the human population. European colonization has been associated with the implementation of fire suppression policies in many tropical savanna regions, markedly disrupting traditional fire management practices and transforming ecosystems. In this paper we assess savanna burning approaches from pre-colonial to contemporary eras in three regions: northern Australia, southern Africa and Brazil. In these regions, fire suppression policies have led to (i) conflicts between government authorities and local communities; (ii) frequent late dry season wildfires and/or (iii) woody encroachment. Such consequences are facilitating changes to fire management policies, including recognition and incorporation of traditional ecological knowledge in contemporary community-based adaptive savanna fire management. Such programs include implementation of prescribed early dry season fires and, in some regions, generating income opportunities for rural and traditional communities through the reduction of late dry season wildfires and associated greenhouse gas emissions. We present a brief history of fire management policies in these three important savanna regions, and identify ongoing challenges for implementation of culturally and ecologically sustainable fire management policies.

The Year 2017: Megafires and Management in the Cerrado

The year 2017 was a megafire year, when huge areas burned on different continents. In Brazil, a great extension of the Cerrado burned, raising once more the discussion about the “zero-fire” policy. Indeed, most protected areas of the Cerrado adopted a policy of fire exclusion and prevention, leading to periodic megafire events. Last year, 78% of the Chapada dos Veadeiros National Park burned at the end of the dry season, attracting media attention. Furthermore, 85% of the Reserva Natural Serra do Tombador burned as a result of a large accumulation of fuel caused by the zero-fire policy. In 2014, some protected areas started to implement the Integrate Fire Management (IFM) strategy. During 2017, in contrast to other protected areas, the Estação Ecológica Serra Geral do Tocantins experienced no megafire events, suggesting that a few years of IFM implementation led to changes in its fire regime. Therefore, we intended here to compare the total burned area and number of fire scars between the protected areas where IFM was implemented and those where fire exclusion is the adopted policy. The use of fire as a management tool aimed at wildfire prevention and biodiversity preservation should be reconsidered by local managers and environmental authorities for most Cerrado protected areas, especially those where open savanna physiognomies prevail. Changing the paradigm is a hard task, but last year’s events showed the zero-fire policy would bring more damage than benefits to Cerrado protected areas.

Resilience and restoration of tropical and subtropical grasslands, savannas, and grassy woodlands

Despite growing recognition of the conservation values of grassy biomes, our understanding of how to maintain and restore biodiverse tropical grasslands (including savannas and open-canopy grassy woodlands) remains limited. To incorporate grasslands into large-scale restoration efforts, we synthesised existing ecological knowledge of tropical grassland resilience and approaches to plant community restoration. Tropical grassland plant communities are resilient to, and often dependent on, the endogenous disturbances with which they evolved - frequent fires and native megafaunal herbivory. In stark contrast, tropical grasslands are extremely vulnerable to human-caused exogenous disturbances, particularly those that alter soils and destroy belowground biomass (e.g. tillage agriculture, surface mining); tropical grassland restoration after severe soil disturbances is expensive and rarely achieves management targets. Where grasslands have been degraded by altered disturbance regimes (e.g. fire exclusion), exotic plant invasions, or afforestation, restoration efforts can recreate vegetation structure (i.e. historical tree density and herbaceous ground cover), but species-diverse plant communities, including endemic species, are slow to recover. Complicating plant-community restoration efforts, many tropical grassland species, particularly those that invest in underground storage organs, are difficult to propagate and re-establish. To guide restoration decisions, we draw on the old-growth grassland concept, the novel ecosystem concept, and theory regarding tree cover along resource gradients in savannas to propose a conceptual framework that classifies tropical grasslands into three broad ecosystem states. These states are: (1) old-growth grasslands (i.e. ancient, biodiverse grassy ecosystems), where management should focus on the maintenance of disturbance regimes; (2) hybrid grasslands, where restoration should emphasise a return towards the old-growth state; and (3) novel ecosystems, where the magnitude of environmental change (i.e. a shift to an alternative ecosystem state) or the socioecological context preclude a return to historical conditions.
