Public governance and national environmental performance nexus: Evidence from cross-country studies

This study examines how public governance, including voice and accountability, political stability, government effectiveness, regulatory quality, rule of law, and control of corruption, affects national environmental performance in various countries. It also looks at how gross national income moderates the relationship between public governance and environmental performance. The findings show that political stability and regulatory quality positively influence environmental performance at the national level. In contrast, voice and accountability, government effectiveness, and the rule of law negatively correlate. Furthermore, in wealthier countries, voice and accountability, government effectiveness, and the rule of law enhance national environmental performance, while political stability and regulatory quality benefits diminish as income increases. These results emphasize the importance of the economic context in the interaction between public governance and environmental performance, indicating that wealthier nations are more capable of leveraging public governance for environmental improvements. The study offers crucial insights for policymakers aiming to align public governance reforms with environmental objectives, particularly in countries at varying economic development stages.

Institutional Quality in Green and Digital Transition of EU Regions - A Recovery and Resilience Analysis

This paper assesses the National Recovery and Resilience Plans (NRRPs) of EU member states and regions to uncover commonalities and differences between green and digital transitions, focusing on the role of institutions, among additional socio-economic drivers, in modeling them. To that end, relevant indicators have been assembled, and several econometric models have been developed and tested to evaluate institutional performance in relation to green and digital transformations. The study reveals discrepancies in the two explored transition fields and highlights the power of institutional factors in boosting them. Specifically, the findings demonstrate that the green transition in EU regions is positively associated with variables such as life expectancy, institutional quality, tertiary education attainment, and small and medium enterprises (SMEs) with innovative activities, while the fruits of digitalization are mainly allied to population with higher studies, core creative class employment, accountability of institutions, and innovative SMEs. These insights offer valuable guidance for decision-makers to draw lessons from high-performing or successful regions and strategically assign resources. This includes paying attention to regional financial allocations and their alignment with territorial planning and long-term policies.

Measuring urban environmental performance in China: A Euclidean distance function approach

Air pollution has been one of the biggest environmental challenges for cities in their pursuit of sustainability. The removal of air pollutants usually entails a cost that can negatively impact economic activities. Assessing urban environmental performance can offer valuable insights for cities to balance their economic production and environmental protection. This paper develops a novel approach to measuring environmental performance by using the Euclidean distance function. An appealing feature of this approach is its ability in endogenously allocating the optimization pathway to each emitter, thereby avoiding arbitrary estimation results and distorted managerial implications. We apply this approach to study the environmental performance of Chinese key environmental protection cities. We find the heterogeneity in performance estimates and endogenous optimization pathways. Prioritizing the reduction of a specific type of emissions while simultaneously increasing industrial output value seems to be the most appropriate objective for the majority of cities. Our study can serve as a basis for urban governments to pinpoint the underlying factors contributing to low urban environmental performance and establish diverse objectives for enhancing environmental performance.

Selection of tropical trees and shrubs for urban greening in coal mine complex: a case study of Singrauli, Madhya Pradesh

An experimental investigation was conducted to determine the effectiveness of roadside trees for removing dust and the effects of dust load on the physiology and micromorphology of the foliage. The present study was conducted near an open coal mining complex situated in Singrauli, Madhya Pradesh, India, to assess the air pollution tolerance index (APTI), anticipated performance index (API), dust capturing capacity (DCC), and leaf morphology of trees and shrubs growing around the coal fields. Results showed that Azadirachta indica, Mangifera indica, Ficus religiosa, Ailanthus excelsa, and Ficus benghalensis were the most tolerant species towards air pollution (high APTI scores), while plants like Calotropis gigantea, Lantana camara, and Tectona grandis were proven to be bio-indicator species. Butea monosperma, Ficus benghalensis, Alstonia scholaris, and Terminalia arjuna were plant species with the highest DCC. Two-way ANOVA showed significant differences site-wise and season-wise in the biochemical parameters of APTI and a considerable difference site-wise with respect to dust capturing capacity. Correlation and regression analyses revealed a very high positive correlation between APTI and ascorbic acid value. The study recommends suitable plant species to manage rising air pollution in the coal mine and nearby areas apart from suggesting the development of a green belt.

Composite environmental indices-a case of rickety rankings

Composite indices have been widely used to rank the environmental performance of nations. Such environmental indices can be useful in communicating complex information as a single value and have the potential to generate political and media awareness of environmental issues. However, poorly constructed, or poorly communicated indices, can hinder efforts to identify environmental failings, and there are considerable differences in rank among existing environmental indices. Here, we provide a review of the conceptual frameworks and methodological choices used for existing environmental indices to enhance our understanding of their accuracy and applicability. In the present study, we review existing global indices according to their conceptual framework (objectives of the index and set of indicators included) and methodological choices made in their construction (e.g., weighting and aggregation). We examine how differences in conceptual frameworks and methodology may yield a more, or less, optimistic view of a country's environment. Our results indicate that (1) multidimensional environmental indices with indicators related to human health and welfare or policy are positively correlated; (2) environment-only indices are positively correlated with one another or are not correlated at all; (3) multidimensional indices and environment-only indices are negatively correlated with each other or are not correlated at all. This indicates that the conceptual frameworks and indicators included may influence a country's rank among different environmental indices. Our results highlight that, when choosing an existing environmental index-or developing a new one-it is important to assess whether the conceptual framework (and associated indicators) and methodological choices are appropriate for the phenomenon being measured and reported on. This is important because the inclusion of confounding indicators in environmental indices may provide a misleading view of the quality of a country's environment.
