Developing human capital for successful implementation of international marine scientific research projects

Advances in life-history knowledge for 35 seahorse species from community science

Marine community science presents an important route to gather valuable scientific information while also influencing local management and policy, thus contributing to marine conservation efforts. Because seahorses are cryptic but charismatic species, they are good candidates for engaging diverse people to help overcome the many gaps in biological knowledge. We have synthesized information contributed to the community science project iSeahorse from October 2013 to April 2022 for 35 of 46 known seahorse species. We then compared the obtained results with information in existing IUCN Red List assessments, executed from 2014 to 2017, to explore the potential of iSeahorse in expanding seahorse knowledge. Our results show updated geographic ranges for 7 seahorse species, new habitats described for 24 species, observations outside the previously recorded depth range for 14 species, and new information on sex ratio for 15 species and on pregnancy seasonality for 11 species. As one example of the power of iSeahorse, contributed observations on Coleman's pygmy seahorse (Hippocampus colemani) indicated that its geographic range is thousands of square kilometers larger, its habitat more diverse, and its depth range shallower than previously known. It is clear that iSeahorse is expanding knowledge on seahorses to a level that will help improve IUCN Red List assessments. The power of community science for marine conservation in general needs to be fully explored.

Realizing the Improvement of Green Total Factor Productivity of the Marine Economy-New Evidence from China's Coastal Areas

Paying attention to the mechanisms of the GTFP of the marine economy and designing a scientific and reasonable optimization path are the keys to achieving a "win-win" balance between environmental protection and high-quality marine development. Therefore, this paper considers the rigid constraints of resources and negative environmental effects to construct a multi-factor evaluation model of the GTFP of the marine economy including capital, labor, and resources to expand the evaluation method system for the sustainable development of the marine economy. On this basis, this paper determines the influencing factors of the GTFP of China's marine economy, qualitatively analyzes the mechanism of each influencing factor on the GTFP of the marine economy, uses multi-dimensional data of coastal areas, quantitatively analyzes the direct and indirect effects of the factors that influence the GTFP, and proposes practical optimization paths and safeguarding measures, which provide a decision-making reference for the implementation of China's marine development strategy. The results showed that the GTFP of China's marine economy was in a state of improvement and increased from 0.9878 in 2006 to 1.2789 in 2018. The direct effects of environmental regulations have a negative and significant impact on GTFP, whereas economic development, human capital, and technological innovations have a positive and significant impact on GTFP. In addition, environmental regulations have an "inclined N" double-threshold effect on GTFP. The impact of environmental regulations on the GTFP of the marine economy depends on the intensity of the environmental regulations, as different intensities of environmental regulations have different dominant levels of the "innovation compensation effect" and "offset effect" that affect the GTFP of the marine economy.

Enhancing Satellite Oceanography-Driven Research in West Africa: a Case Study of Capacity Development in an Underserved Region

Marine business and resources play a major role in the economics and way of life in coastal West African countries. Such countries see great profitability from their marine resources while also facing challenges that come with a bordering sea. Despite this fact, there has been limited research into the optimal way for West African Coastal States to coexist with, and sustainably use their marine resources, a research deficit that is mainly due to a lack of infrastructure for in-situ work, lack of capacity development, and comprehensive datasets to undertake oceanographic research. The Coastal Ocean Environment Summer School in Ghana (COESSING; www.coessing.org) was developed to help meet some of these challenges. Each summer since 2015, ocean scientists (e.g., biologists, chemists, physicists, hydrologists) from the USA and Europe have collaborated with West African colleagues to lead a week-long intensive summer school in Accra, Ghana, alternating in location between the Regional Maritime University and the University of Ghana. The school receives in excess of 100 participants drawn from universities, government agencies, and the private sector organizations, mainly from Ghana and neighboring Liberia, Nigeria, Togo, and Benin, among others. The format of the school includes morning lectures, afternoon field trips, and hands-on laboratory exercises and one-on-one coaching of students. Important to the COESSING program is the satellite oceanography component which introduces participants to the extensive and often free, remotely sensed oceanographic datasets. Participants develop skills that allow them to access, process, and analyze these datasets in order to better understand regional oceanographic phenomena, such as upwelling, pollution, habitat characterization, sea level rise, and coastal erosion. Following the school, facilitators keep in touch with program participants, helping them acquire and analyze data for their studies, dissertations, and often graduate school applications, etc. In summary, schools such as COESSING are critical not only for science in the region but for the global ocean community as such training develops eager, bright minds while leading to improved regional observing and modeling strategies in severely under-sampled seas. Here, we describe a unique case in which satellite oceanography has led to such outcomes for countries bordering the Gulf of Guinea, West Africa.

Fifty years of capacity building in the search for new marine natural products

This research deals with the development of capacity-building through marine bioresearch from a scientific standpoint, particularly through a new approach based on publication and authorship metrics. By using a 50-y dataset on the discovery of marine natural products, this study draws verifiable conclusions on capacity-building, a process that is often difficult to quantify. This is a stepping-stone toward evidence-based capacity building for bioprospecting as originally envisioned in the framework of high-level international fora, such as the Convention on Biological Diversity and, more recently, the Nagoya Protocol.

The Convention on Biological Diversity, and the Nagoya Protocol in particular, provide a framework for the fair and equitable sharing of benefits arising from the utilization of biological resources and traditional knowledge, and ultimately aim to promote capacity-building in the developing world. However, measuring capacity-building is a challenging task due to its intangible nature. By compiling and analyzing a database of scientific peer-reviewed publications over a period of 50 y (1965 to 2015), we investigated capacity-building in global marine natural product discovery. We used publication and authorship metrics to assess how the capacity to become scientifically proficient, prolific, and independent has changed in bioprospecting countries. Our results show that marine bioprospecting is a dynamically growing field of research with continuously increasing numbers of participating countries, publications, and scientists. Yet despite longstanding efforts to promote equitability and scientific independence, not all countries have similarly increased their capacity to explore marine biodiversity within their national jurisdiction areas. Although developing countries show an increasing trend in the number of publications, a few developed countries still account for almost one-half of all publications in the field. Multiple lines of evidence suggest that economic capacity affects how well countries with species-rich marine ecosystems can scientifically explore those resources. Overall, the capacity-building data analyzed here provides a timely contribution to the ongoing international debate about access to and benefit-sharing of biological resources for countries exploring biodiversity within and outside their national jurisdiction areas.

Interdisciplinary knowledge exchange across scales in a globally changing marine environment

The effects of anthropogenic global environmental change on biotic and abiotic processes have been reported in aquatic systems across the world. Complex synergies between concurrent environmental stressors and the resilience of the system to regime shifts, which vary in space and time, determine the capacity for marine systems to maintain structure and function with global environmental change. Consequently, an interdisciplinary approach that facilitates the development of new methods for the exchange of knowledge between scientists across multiple scales is required to effectively understand, quantify and predict climate impacts on marine ecosystem services. We use a literature review to assess the limitations and assumptions of current pathways to exchange interdisciplinary knowledge and the transferability of research findings across spatial and temporal scales and levels of biological organization to advance scientific understanding of global environmental change in marine systems. We found that species-specific regional scale climate change research is most commonly published, and "supporting" is the ecosystem service most commonly referred to in publications. In addition, our paper outlines a trajectory for the future development of integrated climate change science for sustaining marine ecosystem services such as investment in interdisciplinary education and connectivity between disciplines.

Evaluating impacts of training in conservation: a case study in Mauritius

The need for increased monitoring and evaluation within the conservation sector has been well documented, and includes the monitoring and evaluation of training activities. We evaluated the impacts of a long-term training programme in Mauritius, using a questionnaire and semi-structured key informant interviews to develop a theory of change from the perspective of the trainers, and validated it against participants' perceptions of the benefits of training. Our findings indicated that an important outcome of training was to increase participants' belief that they could effect change, also called perception of control; this is related to an increase in a trainee's practical skills, which enables them to become more effective in their work. However, if a trainee's work environment was negative, the impact of training on practical skills, job performance and perception of control was lower. Neither the acquisition of conservation theory nor the opportunity to network was perceived by participants as improving their conservation performance, despite trainers anticipating that these matters would be important. Perception of control and work environment should therefore be considered when designing conservation training programmes, and the effectiveness of teaching conservation theory and networking should be examined further.
