Abstract
Building material is one of the essential aspects in accommodating the supply and demand of low-cost housing in Indonesia. Recently, several researchers have devoted much time and effort to developing waste recycling for building materials since it is more ecologically benign, particularly for non-degradable waste. This article focuses on recycling disposable diaper waste as composite material for a structural and architectural component of the building based on Indonesian building standards. In addition to offering a broad perspective on the implementation of experimental findings, the design scenario comprised the construction of low-cost housing with a floorplan area of 36 m2. The experimental results indicate that disposable diapers waste to use as composite materials of the building has a maximum capacity of 10% for structural components and 40% for nonstructural and architectural components. The prototype housing also reveals that 1.73 m3 of disposable diaper waste can be decreased and utilised for a housing area of 36 m2.

Abstract
PurposeStakeholder engagement in construction projects is an ingredient that contributes to project optimal performance. Many developing countries have a paucity of literature about stakeholders' engagement in construction projects. Therefore, the study investigated South Africa's shareholders' engagement in construction projects and recommended possible measures to mitigate potential limitations.Design/methodology/approachThe researchers collated data from South African experts in stakeholder engagement via a phenomenology type of qualitative research design. They explored the “perceived hindrances” facing stakeholders' engagement in construction projects and proffer measures to mitigate them. The study analysed collected data via thematic analysis and achieved saturation. Three themes emerged from the analysed data.FindingsFindings show that efficient stakeholder engagement will enhance team collaboration and integrated construction project delivery. Results identified the perceived limitations facing stakeholders' engagement in South Africa's construction projects and categorised them into individual perceived hindrances, organisational perceived hindrances and government-related perceived hindrances. Also, findings proffer measures to mitigate perceived hindrances via policies and programmes within the sector.Practical implicationsBesides enhancing policymakers and other stakeholders in South Africa's construction industry to understand the benefits of stakeholder engagement better, the study may stir up the construction sector's stakeholders to embrace enhanced and effective stakeholders' management.Originality/valueThis study contributes to construction project practice that involves stakeholders, as it reveals the underlying causes of perceived hindrances facing stakeholders' engagement in construction projects. Also, it proffers feasible solutions to mitigate these hindrances and enhance stakeholders' engagement within South Africa's construction projects.

Abstract
Purpose
Aerospace is a demanding technological and industrial sector. Several regulations and policies via innovative digital transformation have been integrated to impact production systems and supply chains, including safety measures. Studies demonstrated that the Fourth Industrial Revolution (4IR) technologies could enhance productivity growth and safety measures. The 4IR role in influencing airlines’ growth is yet to receive in-depth studies in South Africa. Thus, this study aims to investigate the role of 4IR technologies in influencing airlines’ growth in South Africa.
Design/methodology/approach
This research used a qualitative research method. Primary data were compiled via 56 face-to-face semi-structured interviews with major stakeholders. The study achieved saturation. A thematic method was used to analyse the collected data.
Findings
Findings reveal the nine major factors influencing South African airlines’ growth in the 4IR era. This includes investment in ergonomics applications and research, governance is driven by 4IR, collaboration and incorporation of 4IR concepts, partnership with drone technology and high precision and efficiency with 4IR. Others are reskilling and upskilling, investment in 4IR software, policies to promote 4IR usage in the industry and policies to reduce human interface.
Originality/value
Understanding the relative significance of 4IR technologies’ role in airlines’ growth can assist critical stakeholders in promoting innovative policies and regulations tailored towards digitalised aerospace. Thus, the study contributes to strategies to improve digital innovation, airline growth and safety as components of the air travel demands in South Africa.

Abstract
Lockdown is a common policy used to deter the spread of COVID-19. However, the question of how our society comes back to life after a lockdown remains an open one. Understanding how cities bounce back from lockdown is critical for promoting the global economy and preparing for future pandemics. Here, we propose a novel computational method based on electricity data to study the recovery process, and conduct a case study on the city of Hangzhou. With the designed Recovery Index, we find a variety of recovery patterns in main sectors. One of the main reasons for this difference is policy; therefore, we aim to answer the question of how policies can best facilitate the recovery of society. We first analyze how policy affects sectors and employ a change-point detection algorithm to provide a non-subjective approach to policy assessment. Furthermore, we design a model that can predict future recovery, allowing policies to be adjusted accordingly in advance. Specifically, we develop a deep neural network, TPG, to model recovery trends, which utilizes the graph structure learning to perceive influences between sectors. Simulation experiments using our model offer insights for policy-making: the government should prioritize supporting sectors that have greater influence on others and are influential on the whole economy.

Abstract
Purpose
Studies show that the fourth industrial revolution (4IR) technologies can be used to transform the built environment sector in the 21st century. Blockchain technology has been identified as one of the drivers of 4IR that could be a channel of innovation in the built environment. Studies concerning the application of blockchain technology in Nigeria’s built environment are scarce. Thus, this study aims to investigate the relevance of blockchain technology to the Nigerian built environment professionals (BEP) in the 21st century and proffer ways to promote the applications in the sector.
Design/methodology/approach
Given the unexplored nature of the issue in Nigeria’s context, 20 semi-structured virtual interviews were conducted across Lagos and Abuja cities. The participants were knowledgeable in construction-related information technology, from construction contracting firms and construction consulting firms, academicians in construction consultancy and internet and communication technology experts. The collated data were coded, analysed and presented in themes via a thematic approach.
Findings
Automating construction progress payments in smart contracts, financial management and supply chain management reduces transaction costs emerged as the key areas where blockchain technology can benefit the Nigerian BEP if well implemented. Others are blockchain-based BIM and prevents forgery and alteration of data, contract management and blockchain-based building information modelling (BIM). Blockchain technology applications are not without some hindrances. The 22 perceived hindrances were government, employer and employee related in Nigeria’s built environment.
Research limitations/implications
This research is restricted to the relevance and encumbrances facing the applications of blockchain technology in Nigeria’s built environment. Also, this study proffers policy solutions to promote the application of blockchain technology in the built environment via a qualitative method. Future study becomes pertinent to explore other components of the 4IR and their relevance within Nigeria’s built environment.
Practical implications
Results from this paper will strengthen and offer a rich insight into the relevance of blockchain technology in the Nigerian built environment. Other developing nations with similar challenges may consider the recommendations from this study. This study will contribute towards stirring the parties to create a good platform and supporting policies to promote the applications and implementation of blockchain technology across the industry.
Originality/value
This paper is one of the few papers that attempted to uncover issues that hinder blockchain technology applications in the Nigerian built environment via a qualitative approach and proffer feasible solutions from the practitioners’ perspective.

Abstract
PurposeHousing provision and the neighbourhood's safety are significant social sustainability concerns. If structural issues are not well checked, housing provision and the neighbourhood's safety may become threatened, especially in Lagos State, Nigeria. Thus, this study aims to investigate the perceived root cause of collapsed buildings at the construction stage using two case studies, its effect on social sustainability aspects and suggested measures to mitigate future happening and enhance achieving social sustainability aspects goals.Design/methodology/approachThe researchers collected data from Nigeria's built environment experts and eyewitnesses/employees of selected cases of collapsed buildings. The study adopted a phenomenology type of qualitative research design and analysed collated data via thematic analysis and achieved saturation. The analysed data created three themes.FindingsResults reveal that inadequate heavy equipment and personnel incapacitated relevant government agencies are responsible for handling emergency and rescue during building projects collapse. Preliminary findings show developers' greed and systematic failures as the root cause of Nigeria's building project collapse (BPC). It categorised the root causes into three groups (developer's related-cause, design team related-cause and government entities related-cause). The study suggested measures to mitigate future happening. The emerged measures were grouped into a penalty, regulatory, byelaw act, technical and safety measures.Originality/valueThis study contributes to curbing the threat to social sustainability of housing provision in cities. It reveals the underlying perceived root cause of collapsed buildings in Nigeria's building industry. Also, it suggested feasible measures to mitigate BPC. These measures may be modified and adopted by other developing countries facing similar challenges.

Purpose
Dynamic governance practices are key in the administration of 21st-century airlines. Knowledge transfer via the fourth industrial revolution (4IR) is germane in governance practices. Studies have proven that the 4IR technologies could enhance airline governance and improve safety measures and productivity. The 4IR role in improving airline governance is yet to receive in-depth studies in South Africa. Thus, this study aims to investigate the governance challenges facing South African airlines in the era of 4IR.
Design/methodology/approach
This research used a qualitative research method. The main data were collected via 56 face-to-face semi-structured interviews with key stakeholders. The research achieved saturation. A thematic technique was used to analyse the collected data.
Findings
Findings reveal 12 challenges and are grouped into six governance barriers facing South African airlines in the era of 4IR. Also, findings suggest measures to mitigate governance barriers and promote 4IR technologies usage in the airline sector.
Originality/value
The study assesses critical governance challenges facing South African airlines in the era of 4IR. Understanding the importance of vital governance challenges can assist critical stakeholders in promoting innovative policies and regulations tailored towards digitalised aerospace. Thus, the study contributes strategies to improve digital innovation and reduce airline risks in South Africa. Also, it contributes to the paucity of academic literature on developing countries’ airline governance in the 4IR era and the South African aviation sector.

Abstract
The COVID-19 crisis has been a core threat to the lives of billions of individuals over the world. The COVID-19 crisis has influenced governments' aims to meet UN Sustainable Development Goals (SDGs); leading to exceptional conditions of fragility, poverty, job loss, and hunger all over the world. This study aims to investigate the current studies that concentrate on the COVID-19 crisis and its implications on SDGs using a bibliometric analysis approach. The study also deployed the Strengths, Weaknesses, Opportunities, and Threats (SWOT) approach to perform a systematic analysis of the SDGs, with an emphasis on the COVID-19 crisis impact on Malaysia. The results of the study indicated the unprecedented obstacles faced by countries to meet the UN's SDGs in terms of implementation, coordination, trade-off decisions, and regional issues. The study also stressed the impact of COVID-19 on the implementation of the SDGs focusing on the income, education, and health aspects. The outcomes highlighted the emerging opportunities of the crisis that include an improvement in the health sector, the adoption of online modes in education, the swift digital transformation, and the global focus on environmental issues. Our study demonstrated that, in the post-crisis time, the ratio of citizens in poverty could grow up more than the current national stated values. We stressed the need to design an international agreement to reconsider the implementation of SDGs, among which, are strategic schemes to identify vital and appropriate policies.

Abstract
PurposeThe purpose of this paper is to analyze the leadership decisions taken during the crisis and their influence on the goals recognized by managers as crucial for surviving.Design/methodology/approachDuring the survey, conducted in April 2020 (one month after the first economic lockdown in Poland), as part of a research project called Sur(VIR)val – Survival during the virus, data was collected from 178 leaders from randomly selected companies from Poland using the CAWI method. Ordered logistic regression modeling was used to examine the impact of the decisions taken by company leaders on the goals seen by leaders as most important for company survival.FindingsThe results obtained in the study show that during the first Covid-19 lockdown in 2020, leaders made decisions that can be seen as oriented toward survival and continuity. Changing to remote working, extending payment deadlines for customers, as well as selective employment reduction turned out to have the greatest influence on strategic support for maintaining current production levels and retaining competent employees in order to survive the crisis.Research limitations/implicationsThis study has certain limitations. First, the list of leadership decisions and company goals used as dependent variables is not exhaustive. Second, the selection of business goals oriented toward survival may not derive directly from the lockdown situation. Third, our study did not measure the actual accomplishment of the company goals, but the managerial perceptions as to which ones are crucial for company survival during crises, and which of them should be given strategic support respectively. Fourth, the research sample was randomly constructed and covered only business organizations in Poland. Fifth, the hypotheses were formulated in a way that treated leadership decisions as one construct. Finally, we used survey, with a scale measuring managerial perceptions.Practical implicationsLeaders should ensure that proper IT tools are developed within the organization, and that the skill level of employees is high enough for fast shifting employees on to remote working. At the same time, it is important to maintain IT infrastructure at a high level. In terms of general recommendations for leaders, they should make quick decisions, maintain the most valuable resources of the company (human resources and cash flow) and take actions aimed at taking advantage of opportunities (R&D) during and after the crisis.Social implicationsAdditionally, due to the key importance of human resources for the survival of the organization, leaders should respond quickly by making flexible decisions about sending employees on leave and downtime. As human resources are the most valuable assets of the company from the point of view of its survival, decisions concerning employment reduction should be taken carefully. Leaders who acted in panic after the first lockdown and made employees redundant, later on had problems recruiting skilled employees back and strived to return to full organizational capacity.Originality/valueAlthough scholars have investigated leadership decisions and actions taken during economic crises, little is known about how leaders behave when taken by surprise, and what decisions they make when the duration of a crisis is difficult to predict. The results of this study show which leadership decisions during the first Covid-19 lockdown in 2020 influenced prioritizing critical company goals oriented toward survival.

Abstract
The construction industry has been incorporating digital technology over the last two decades, albeit gradually, as “technology-push” continues to overcome customary and traditional passivity typical in the sector. The objective of the study presented in this paper is to investigate how digital technology is making a headway in the construction industry as a consequence of COVID-19. For the purpose of this paper, digital technology applications are divided into three groups: data acquisition, processing, and communication. The methodology involved conducting a questionnaire survey among the construction professionals in the UAE. The survey included questions on the extent of use and level of investment on the three types of technology in three periods—pre-COVID, during COVID, and post-COVID. The results clearly show the increasing level of usage of digital technology in the construction industry from pre-COVID to during COVID and post-COVID periods. Among the three categories, communication technology indicated higher extent of use as compared to the other two. In addition, a marked difference was observed between the “small” project organizations and the “large” ones. Unsurprisingly, both usage and investment in digital technology, in smaller organizations, indicated higher extent of increase in during and post-pandemic periods when compared to the larger organizations.

Abstract
PurposeProcurement management in infrastructure development has gained considerable attention in developing countries. It is because of the success in the developed nations. Studies have shown that Nigeria's infrastructure development needs far exceed its current provision. Also, studies are scarce to reveal whether procurement management has been successful in infrastructure development projects in Nigeria. Therefore, this paper investigated the root cause of the perceived encumbrances impeding procurement management in infrastructure development projects and proffered policy measures to improve future Nigeria's infrastructure development.Design/methodology/approachData were collected via unexplored exploratory virtual interviews and selected cases from secondary sources. The engaged construction and engineering consultants have been involved in the procurement management of infrastructure projects in Nigeria. Thematic analysis was adopted to analyse the collected data.FindingsThe root causes of the pitfalls that emerged from the study include lack of competition and transparency, embezzlement and mismanagement of public funds, snail speed bureaucracy and bottleneck and lack of skills and knowledge. Others are collusion/bid-rigging/price-fixing/cartel formation, corruption, lack of professionalism, unbridled politicking, embezzlement and mismanagement of public funds, incompetence of tender boards, lack of patriotism to national service and lack of government organisations’ procurement capacity.Research limitations/implicationsThis paper is restricted to unravelling the encumbrances in procurement management of Nigeria's infrastructure development projects. Future research is desirable to adopt a quantitative approach for more extensive coverage and validate findings from this paper.Practical implicationsThe paper findings, including those learnt from each case study evaluated, would undoubtedly influence policymakers and construction and engineering practitioners on the key strategies to employ in implementing future procurement management in Nigeria's infrastructure development projects.Originality/valueThis paper would assist policymakers and other stakeholders desirous of improved infrastructure to focus their priorities in mitigating the identified root cause hindering procurement management in Nigeria's infrastructure management.

Purpose
In the past, the construction sector faced a low technological development level. Recently, studies have shown that the fourth industrial revolution (4IR) technologies play a significant role in construction project performance. But how prepared are the developing countries’ construction consultants, a focus in Nigeria, in embracing the 4IR technologies in construction administration is yet to receive in-depth research. Thus, this paper aims to examine how Nigerian construction consultants are prepared to embrace 4IR technologies in pre- and post-construction activities.
Design/methodology/approach
To evaluate the perceptions of construction consultants, the study conducted a virtual interview. The participants were asked the following key questions: What technologies that are currently linked with the 4IR and used by construction consultants in the industry? What factors may hinder the strategic application of 4IR by the construction consultants? What initiatives may be necessary to overcome the perceived encumbrances faced by the construction consultants? Twelve semi-structured interviews from selected construction consultants were engaged and collated data analysed via a thematic approach.
Findings
The paper identifies digital software used by construction consultants that have a link with 4IR technologies. From the ten emerged hindrances, cost of adopting the technologies, unwillingness on the part of stakeholders to adopt, inadequate standards and reference architectures and absence of awareness were ranked high as the factors hindering construction consultants from using 4IR technologies. Initiatives that can overcome the perceived encumbrances are examined in detail.
Research limitations/implications
This study is restricted to construction consultants in Nigeria, and only 12 participants were engaged, but these do not affect the strength of the results. Thus, this study recommends a mixed-methods approach for future research with broader coverage.
Practical implications
The Government should intervene via subsidy regime and overhaul the academic curriculum to reflect the current trend of practices regarding technologies. Also, there should be vigorous enlightenment and pragmatic sensitisation of construction stakeholders and knowledge training of practitioners, among others, were suggested. As part of this paper’s implications, a perception-based model was developed to promote 4IR technologies for construction consultants in the Nigerian construction sector. This model encourages the construction consultants to embrace 4IR technologies for better service delivery, project performance and client satisfaction.
Originality/value
This paper appraised 4IR technologies’ role in the construction sector, focusing on the preparedness of the construction consultants in Nigeria. Also, the study identified the issues and proffer initiatives to improve 4IR usage by construction consultants.

Abstract
Purpose
The sound viability of small and medium enterprises (SMEs) positively influences nations’ economic growth. Studies investigating the impact of the Covid-19 pandemic on SMEs in Saudi Arabia (KSA) and how the owners will source for working capital and short-term loans to kick start in the post-Covid-19 recovery are scarce. Hence, this study aims to investigate the perceived negative impact of Covid-19 on SMEs and suggests policy solutions to improve access to finance and investment sustainability for the SMEs owners in the post-Covid-19 recovery via the stakeholders’ perception in KSA.
Design/methodology/approach
The paper sourced data from Medina, Riyadh and Alqassim via virtual interviews. The study engaged SMEs owners, government agencies and banks within the covered regions in KSA. The sourced data were analysed via a thematic, and the results were presented in themes.
Findings
The findings show that the SMEs sector plays a pertinent role in KSA gross domestic product growth. But, the recent ravaging of the SME sector by the Covid-19 pandemic was adversely unprecedented, and stakeholders were caught unaware. The paper categorised the perceived impacts into most severe, severe and fairly severe. The findings show that SMEs sector post-Covid-19 recovery will require access to finance-friendly policies to revive the unique sector. This should be supported with an enabling business environment via policies that encourage investment and sustainability to achieve KSA Vision 2030.
Research limitations/implications
The study is restricted to the impact of the Covid-19 pandemic on SMEs and data collected via virtual interviews across three cities in KSA. Other developing Islamic nations can modify the policy suggestions from this paper to improve their SMEs sectors.
Practical implications
The significance of a robust SMEs sector to grow the economy has been established. The emerged recommendations from this paper may provide insights to the policymakers and other stakeholders. This will enhance the rebuilding of the SMEs sector across KSA in the post-Covid-19 era.
Originality/value
This study is unique because it investigated the impacts of the ravaging pandemic on SMEs owners and proffered possible solutions for quick post-Covid-19 recovery from the KSA stakeholders’ perspective.

Abstract
To cope with the coronavirus disease (COVID-19), national or sub-national regions have carried out many powerful anti-pandemic measures such as locking down, which may improve their regional air quality. This paper examines the relation between regional air pollution and work resumption from a novel post-pandemic perspective. Using a unique panel dataset on China's detailed industrial electricity consumption, this paper does not find a positive relation between post-COVID-19 work resumption and regional air pollution during China's early-stage recovery. This result is obtained after controlling for province and date fixed effects, as well as local weather conditions. However, the positive relations are found in a particular sub-sample of large industrial enterprises and a particular sub-sample of April. These findings indicate that large industrial enterprises may recover first, and the resumption is progressing gradually. Finally, several policy implications are provided, which are essentially helpful for other countries' post-pandemic recovery.

Abstract
The Coronavirus disease 2019 (COVID-19) pandemic has resulted in significant delays and cost overrun in construction projects. The implementation of health and safety (H&S) technologies is one of the most important strategies to alleviate the adverse impacts of COVID-19 on the construction industry and help the industry adapt to the new normal. This study aims to evaluate the adoption of H&S technologies for pandemic management in the construction sector under the COVID-19 pandemic. Semi-structured interviews with eighteen practitioners engaged from construction companies and technology firms were conducted to collect their views on the driving forces and issues of the adoption of H&S technologies for pandemic management in Chinese construction projects. The results reveal that the major H&S technologies used included the health quick response (QR) code system, artificial intelligence (AI)-powered fever monitoring, and site access control system. These technologies were reported to be effective in preventing the spread of the pandemic in workplaces. The findings of the study amplify that the pandemic may serve as an acceleration of the adoption of H&S technologies in the construction sector. Other technologies, such as building information modeling, drones, AI-based safety monitoring, and robotics, however, were seldom used in the studied projects. The interviewees addressed several problems regarding the implementation of these technologies. High costs of technologies, a lack of client support, and disruptions to the normal work process were the main hurdles of the adoption of these technologies. The results indicated that the external influence factor-the COVID-19 pandemic-could considerably drive the use of H&S technologies, whereas the internal influence factors-cost and compatibility of technology-might be the major barriers to technology adoption. To encourage the wider use of H&S technologies in construction, the government is recommended to support the technology transformation by granting financial subsidies for costs involved in innovation adoption. Project owners may consider investing substantially in H&S technologies that can strengthen their resilient and innovative ability to adapt to the post-COVID-19 landscape. The present results will be useful to industry stakeholders and researchers interested in developing H&S technologies for combating the COVID-19 pandemic and future crises.

Abstract
Purpose
Studies have proved that wood sawmill workers are exposed to high occupational risks if not well managed. In developing countries, many wood sawmills are found in urban and semi-urban areas. Studies exploring how residents near these wood sawmills perceive and react to these risks is scarce in Nigeria. The application of the fourth industrial revolution (4IR) technology is possibly one of the ways to manage the likely hazards. This study aims to investigate the possible hazards associated with timber sawmills in residential areas and the role of 4IR technologies in proffering feasible solutions to mitigate them in Nigeria’s cities.
Design/methodology/approach
Data were sourced from three cities and nine sawmills across Nigeria. Face-to-face interviews were conducted with authoritative participants (residents, environmentalists, government agencies, sawmill owners, 4IR technology experts and medical experts) who have been championing the regulation and safety of timber sawmill locations within the cities (Lagos, Benin City and Owerri) via a phenomenology type of qualitative research and supplemented by secondary sources.
Findings
Findings show that timber sawmills are located across the three cities in Nigeria and may have contributed to the health and environmental challenges of the people living in the neighbourhood. The identified hazards were grouped into three sub-themes (physical, health and environmental hazards). Findings identify robots, modularisation, cyber-physical systems, the internet of things and services and human-computer interaction as the digitalised technology that can be used in sawmills to mitigate hazards for the benefit of mankind.
Research limitations/implications
The paper is limited to hazards that residents in timber sawmills locations may face in Nigeria’s cities and data collected via face-to-face 23 interviews. The paper’s referral to past publications in the findings and discussion section compensated for the small sample size.
Practical implications
As part of this paper’s implications, the emerged recommendations will strengthen collaboration with relevant stakeholders regarding control measures via the use of 4IR technologies in timber sawmills. This will stir up policymakers to develop possible policies that will promote and create the platform for the implementation of 4IR technologies in city sawmills.
Originality/value
Apart from probably being the first paper to explore the hazards of residents in timber sawmill locations and proffer solutions via the usage of the 4IR technology, this paper’s contribution emphasis the need for in-depth future studies regarding the risk perceptions of Nigeria’s residents living in timber sawmill area.

Abstract
Purpose
Frequent fire incidences in various hospitals across the globe with devastating effects on humans and other resources have multiplied. Stakeholders in the health-care sector are worried because of the yearly fire outbreak increase. However, fire safety management has been proved as a successful platform to mitigate fire in health-care facilities. How far regarding public health-care facilities is yet to receive in-depth studies in Malaysia. This paper aims to investigate the issues associated with fire safety management and proffers possible solutions to improve safety in public health-care facilities from the operators’ perception.
Design/methodology/approach
The objectives were achieved through a combination of case studies of five selected Malaysia’s public hospitals and a qualitative approach. Thematic analysis with the assistance of MAXQDA (software program designed for computer-assisted qualitative and mixed methods data) 2018, a type of qualitative data analysis software was used to analyse the collated data which emerged from the knowledgeable participants.
Findings
Lax implementation of safety policy, inadequate water pressure, poor maintenance, inadequate communication system, amongst others, emerged as the issues. Findings proffer five main measures to possibly improve fire safety management in public health-care buildings. This includes a feasible institutional framework, improve the emergency response team, improve the occupational health and safety system and others.
Research limitations/implications
This paper is limited to exploring the issues associated with fire safety management and proffer possible solutions to improve safety in public health-care facilities from the operators’ perception. Future research is needed to engage useful information in advancing fire safety management in public hospital buildings and possibly developing a qualitative model using a generic fire response model. Also, to investigate the level of compliance with the requirements of a fire safety management plan and possibly develop a well-detailed fire safety plan in Malaysia’s public health-care buildings.
Practical implications
As part of the paper implications, the paper concludes that improved fire protection systems via modern technologies and training of key staff members in accident response and recovery during fire emergencies should be encouraged. This can be achieved through the enforcement and implementation of a fire safety management plan. Thus, this study is encouraging the implementation and sustainability of a fire safety management plan for health-care buildings across Malaysia.
Originality/value
To the best of this paper’s knowledge, this is possibly the first comprehensive paper on fire safety management in public health-care facilities that engaged operators in Malaysia. Moreover, this paper proffers feasible policy solutions to improve the fire safety management plan in public health-care buildings.

AbstractThis study explores the potentials of digital transformation for achieving the United Nations Sustainable Development Goals (SDGs), with emphasis on SDG 4 and SDG 9 in Nigeria. The study adopts a conceptual approach, reviewing existing literature to explore the topic from various views of authors on the issue. It focuses on the contextual factors such as stakeholder input to the process of the implementation of digitalisation and SDGs 4 and 9 which focuses on educational development at all levels, industrial collaborations and improvements, respectively. The results indicate that digital transformation potentially enhances the attainment of SDGs 4 and 9, but this is mediated by the level of stakeholder commitment and e-governance performance. Part of the recommendation is the adoption of a multi-disciplinary approach to development-oriented digital transformation interventions for SDGs 4 and 9 in Nigeria, through a process of effective stakeholder engagement and transparent institutional signalling. The study draws research attention to the use of digital transformation for social development, especially in a developing economy such as Nigeria, to enhance the compendium of knowledge in the implementation of digital approach to the attainment of SDGs 4 and 9. It is also suggested for the government institutions to take further responsibility to provide a fair platform for the implementation of digital transformation and the attainment of SDGs 4 and 9 in Nigeria.

Abstract
The construction sector has been heavily impacted by COVID-19 due to the restricted conditions required by construction projects to perform physical activities. Given this context, it is of interest for the industry to identify the impacts that COVID-19 has had on the development of construction projects. However, little is known regarding how the impacts of COVID-19 have affected multiple stakeholders in construction projects and whether there is some interaction among such impacts. This study aims to explore the impacts of COVID-19 and their influence among different construction stakeholders (i.e., engineers and managers, workers, suppliers). This study was enabled by 40 semi-structured interviews that were performed with stakeholders in construction projects in Chile. Content analysis from the interviews led to the identification of categories of impacts and stakeholders, to the development of a cognitive map of the impacts, and to the application of correspondence analysis. Fifteen categories of impacts were identified, and six construction stakeholders were identified as having been impacted by COVID-19. Identifying the causes and effects of the impacts felt by multiple stakeholders revealed that these impacts interacted among each other. Understanding the impacts of COVID-19 on construction stakeholders may facilitate the development of effective mitigation strategies to reduce COVID-19 impacts on the construction sector.

Purpose
Globally, several studies have shown that biosphere reserves faced severe threats related to climate and human changes. Community participation in environmental sustainability may mitigate these threats in biosphere reserve destinations. Therefore, this paper aims to examine the community perceptions regarding the proposed Penang Hill Biosphere Reserve with the support of Community Readiness Theory to the framework via qualitative research.
Design/methodology/approach
To achieve this, 13 face-to-face interviews were conducted that covered major communities within the hill and validated via secondary sources. Phenomenological type of qualitative research and a combination of purposeful and snowball type of non-probability sampling techniques were used.
Findings
This paper found that Penang Hill Corporation does collaborate with communities around the hill in matters connected with hill conservation.
Research limitations/implications
This paper is limited to investigating community perceptions regarding the proposed Penang Hill Biosphere Reserve. Future research is needed to further investigate the framework and the supporting theory (Community Readiness Theory).
Practical implications
This paper recommended that Penang Hill Corporation should build more effective communication capacity for the communities around the hill via coordinated synergy within the various agencies and communities. Also, the act that established the corporation should be reviewed to capture the provision of liaison offices for agencies controlling various sections of the hill.
Originality/value
This paper demonstrates that positive community engagement will enhance environmental sustainability and possibly facilitate recognition by UNESCO’s Man and Biosphere Reserve Programme.

Abstract
Aspects of sustainable construction investment and real estate development (CIRED) and their interrelations during the period pre-, intra-, and post-COVID-19, are presented in the research. Applications of the topic model, environmental psychology theory, building life cycle method, and certain elements of bibliometrics, webometrics, article level metrics, altmetrics, and scientometrics make it possible to perform a quantitative analysis on CIRED. The CIRED topic model was developed in seven steps. This paper aims to present a literature review on CIRED throughout the pandemic and to look at the responses from the real estate and construction sector. This sector is a field that appears to be rapidly expanding, judging from the volume of current research papers. This review focuses on last year’s leading peer-reviewed journals. A combination of various keywords was applied for the review and the criteria for paper selections included construction investment, real estate development, civil engineering, COVID-19, and sustainability, as well as residential, industrial, commercial, land, and special purpose real estate, along with their risks, strategies, and trends. The articles reviewed for this paper, which analyzes three hypotheses, look at pre-, intra-, and post-pandemic CIRED. The three hypotheses were validated by analyzing scientific publications from around the world. Two innovative elements make this study stand out among the most advanced research on pre-, intra-, and post-pandemic CIRED. The first of the two innovations is the integrated analysis of the COVID-19 pandemic, COVID-19-related national policies, and business investment strategies relevant to CIRED and the interests of investors as well as on the impact a CIRED policy and investors make on the spread of COVID-19. In addition, this research demonstrates a marked increase in the effectiveness of a CIRED analysis, when the life cycle of a CIRED, the involved stakeholders with their own individual interests, the COVID-19 situation, and the external micro-, meso-, and macro-environments are covered comprehensively as a single entity.

Abstract
Purpose
The recent COVID-19 pandemic has exposed the declining conditions of many of the hospital buildings, especially in developing countries. Past studies have shown inadequate maintenance practices but how far regarding Nigerian public hospital buildings is yet to receive empirical research. This paper aims to investigate the underlying issues leading to inadequate maintenance practices and proffers policy options to improve Nigerian public hospital buildings via an unexplored dimension.
Design/methodology/approach
The study used a mixed research design method involving both qualitative and quantitative data. First, results from the qualitative phase were analysed and verified at the quantitative phase through a well-structured questionnaire, developed from the qualitative findings across hospital maintenance experts (work/maintenance department, health-care provider, design team and health-care building/service contractor) in Abuja, Lagos and Benin City.
Findings
Insufficient funds for maintenance works, absence of planned maintenance programmes, inadequately trained personnel, etc., emerged as the maintenance inadequacies in the public hospital buildings across the cities covered. The paper categorised the cause of inadequate maintenance practices of public hospital buildings into six groups: statutory requirements, design stage, construction stage, budget for maintenance task, managing maintenance unit activities and user’s perception regarding maintenance management.
Research limitations/implications
This paper is limited to maintenance practices of Nigerian public hospital buildings. Future research is needed to evaluate factors that will enhance outsourcing maintenance and the use of the 4th industrial revolution (building information modelling for refurbishment and building automation systems) amongst others in maintenance practices of public hospital buildings.
Practical implications
As part of the practical implication, the government and hospital administrators should make provision for adequate funding and accountability of annual maintenance budgetary allocation. Also, the government should establish a national maintenance policy for public infrastructure with an emphasis on preventive maintenance and contractor’s reputation, outstanding pedigree, technical and financial soundness during build maintenance contract award, etc., were recommended.
Originality/value
This paper reveals that the stakeholders, especially hospital administrators, policymakers and political office holders that are concern with maintenance budget, approval and disbursement concerning maintenance practices in public hospital buildings need to reawaken to her responsibility because of the inadequate implementation across the cities covered.

Abstract
The development of human civilization over the last decade has reached a landmark as Industry 4.0 has been widely introduced. Several aspects of industry and manufacturing activities are changing due to the Internet of Things (IoT), location detection technologies, and advanced human–machine interfaces. To enact industrial affairs under those specifications, a sensor is required to transform physical events into numerical information. The use of sensors in marine applications also appears in research and studies, in which the sensor is used for both monitoring the phenomena of a designated subject and data acquisition. Achievements in quantifying complex phenomena in critical maritime designs are fascinating subjects to discuss regarding their development and current states, which may be reliable references for further research on developing sensors and related measurement analysis tools in marine, shipbuilding, and shipping fields. This comprehensive review covers several discussion topics, including the origins and development of sensor technology, applied sensor engineering in logistic and shipping activities, the hydrodynamic characterization of designed hulls, the monitoring of advanced machinery performance, Arctic-based field observations, the detection of vibration-based damage to offshore structures, corrosion control and monitoring, and the measurement of explosions on critical maritime infrastructures.
