Abstract
One Biosecurity is an interdisciplinary approach to policy and research that builds on the interconnections between human, animal, plant, and ecosystem health to effectively prevent and mitigate the impacts of invasive alien species. To support this approach requires that key cross-sectoral research innovations be identified and prioritized. Following an interdisciplinary horizon scan for emerging research that underpins One Biosecurity, four major interlinked advances were identified: implementation of new surveillance technologies adopting state-of-the-art sensors connected to the Internet of Things, deployable handheld molecular and genomic tracing tools, the incorporation of wellbeing and diverse human values into biosecurity decision-making, and sophisticated socio-environmental models and data capture. The relevance and applicability of these innovations to address threats from pathogens, pests, and weeds in both terrestrial and aquatic ecosystems emphasize the opportunity to build critical mass around interdisciplinary teams at a global scale that can rapidly advance science solutions targeting biosecurity threats.

Abstract
Many Aboriginal and Torres Strait Islander communities face barriers in accessing animal healthcare and are exposed to disproportionate environmental health exposures leading to increased risk of disease. A One Health approach has been promoted to address public health risks and improve human, animal, and environmental health outcomes in communities. We undertook a pilot One Health study in Aboriginal and Torres Strait Islander communities in Queensland collecting animal, human, and environmental health data from 82 households. We performed a descriptive analysis and assessed the association between human and environmental health exposures and animal health outcomes. Most households were not crowded (82.9%) but did report a high level of environmental health concerns (86.6%). The majority of households owned cats and dogs (81.7%), with most animals assessed as healthy. There was no association between human and environmental health exposures and animal health outcomes. As most households experienced concerns regarding housing conditions, environmental health programs should prioritise improving household factors. There was also strong support for animal healthcare (including access to medicines and veterinarians, education programs and population management), indicating that a One Health approach is desired by communities.

Abstract
Wicked problems in One Health are associated with dynamicity and uncertainty that require experts, authorities and community members to reach for innovative means of collective inquiry, and collaborative interventions to address the deep social issues at the root of interspecies problems. In this study we explore the value of harm reduction concepts to understand a hundreds of year old issue, the St. Kitts’ “monkey problem,” which involves the invasive African green monkey (Chlorocebus sabaeus) as the cause of deleterious effects on agriculture, but concurrent positive effects on tourism and biomedical research. The harm reduction approach, a systems and settings-based approach with decades of success in public health, can serve as a framework to produce action on persistent societal problems. Harm reduction concepts and methods and participatory epidemiology were used to uncover local perceptions about human-monkey interactions and “meet people where they are” by asking the research question: Are there commonalities in perceptions and values linked to the St. Kitts’ “monkey problem” that are shared across diverse representatives of society that can act as a common starting place to launch collaborative responses to this invasive species? Through a series of focus group activities and interviews we found that the Kittitian “monkey problem” is a contentious and dichotomous problem pervasive in most of society that has no single stakeholders nor one solution. Harm reduction helped to map the island’s human-monkey system and elucidated an entry point toward tackling this problem through the identification of shared values, and also provided a model for incremental gains that may be achieved. Likening the St. Kitts “monkey problem” to a wicked problem enabled stakeholders to seek more options to manage the problem rather than to conclusively solve it. Frequently mentioned shared values including the protection of farmer crops and backyard harvests likely represent strong entry points to this problem and a jumping-off point to begin collective action toward future improvements.

Abstract
Purpose of Review Rabies is an ancient yet still neglected tropical disease (NTD). This review focuses upon highlights of recent research and peer-reviewed communications on the underestimated tropical burden of disease and its management due to the complicated dynamics of virulent viral species, diverse mammalian reservoirs, and tens of millions of exposed humans and animals – and how laboratory-based surveillance at each level informs upon pathogen spread and risks of transmission, for targeted prevention and control. Recent Findings While both human and rabies animal cases in enzootic areas over the past 5 years were reported to PAHO/WHO and OIE by member countries, still there is a huge gap between these “official” data and the need for enhanced surveillance efforts to meet global program goals. Summary A review of the complex aspects of rabies perpetuation in human, domestic animal, and wildlife communities, coupled with a high fatality rate despite the existence of efficacious biologics (but no therapeutics), warrants the need for a One Health approach toward detection via improved laboratory-based surveillance, with focal management at the viral source. More effective methods to prevent the spread of rabies from enzootic to free zones are needed.

Abstract
With limited access to animal health services, and high disease burdens among domesticated animals, Aboriginal and Torres Strait Islander communities in Australia face higher risk of disease including zoonoses. However, we lack understanding of the contribution of often preventable zoonoses to the health of these communities, which would enable us to enhance public health strategies and improve health outcomes. We conducted a scoping review to identify the current state of evidence on zoonoses in the Aboriginal and Torres Strait Islander population. We examined the size, scope and characteristics of the evidence base and analysed the zoonoses detected in the studies within a One Health framework. We identified 18 studies that detected 22 zoonotic pathogens in animals, people, and the environment, with most studies detecting pathogens in a single One Health sector and no studies investigating pathogens in all three sectors. Findings indicate that despite the strong conceptual foundations of One Health throughout the evidence base, evidence is lacking in application of this concept. There is a need to undertake further research that prioritises Aboriginal and Torres Strait Islander leadership, considers the contribution of human, animal and environmental health factors, and investigates the prevalence and impact of zoonoses in communities through a One Health approach.

Abstract
Indigenous populations around the world face disproportionately high rates of disease related to the environment and animals. One Health is a concept that has been used effectively to understand and address these health risks. One Health refers to the relationships and interdependencies between animal, human, and environmental health and is an emerging research field that aligns with indigenous views of health. To understand the applicability of One Health in indigenous communities, a critical review was undertaken to investigate evidence of One Health research in indigenous communities internationally, assess the strength of evidence, and understand what gaps are present. This review included the appraisal of twenty-four studies based in five regions: Canada, Africa, Australia, South America, and Central America. The review found that there is a need for studies of high strength, with rigorous methods, local leadership, and active involvement of indigenous viewpoints, to be undertaken in indigenous communities internationally that focus on One Health. It highlights the need to further consider indigenous viewpoints in research to reduce limitations, increase effectiveness of findings, consider appropriateness of recommendations, and benefit communities.

Abstract
This qualitative media analysis explores how the Canadian Broadcasting Corporation (CBC) portrayed 'dog problems' and their solutions in Indigenous communities in Canada from 2008 through 2018. We apply a One Health framework to demonstrate how human, animal, and the socio-environmental health are interconnected, which aligns more explicitly with Indigenous worldviews. Through this analysis, we respond to the Truth and Reconciliation Commission (TRC) of Canada's Calls to Action, specifically Action 19 (health inequity) and Action 84 (media). We found that the CBC portrayed dogs as "strays" and focused mainly on the removal of dogs, whether rehoming by animal rescue groups or through culling, and that rescue groups were portrayed as 'animal lovers'. Meanwhile, journalists sometimes mentioned the lack of policies to support community-driven dog population control and veterinary services, but these policy deficits did not receive emphasis. The CBC coverage did not highlight systemic injustices that can impact dog health and welfare in Indigenous communities. This media analysis outlines ways forward for reconciliation with Indigenous communities when the media reports on dogs; we recommend journalists (i) focus on lack of veterinary services in communities and the impacts rather than the removal of dogs, (ii) discuss broader systemic structures and policies that limit access to veterinary services in Indigenous communities and (iii) how such resource constraints impact human and animal health.

Abstract
BACKGROUND Rabies is a fatal yet vaccine-preventable disease. In the last two decades, domestic dog populations have been shown to constitute the predominant reservoir of rabies in developing countries, causing 99% of human rabies cases. Despite substantial control efforts, dog rabies is still widely endemic and is spreading across previously rabies-free areas. Developing a detailed understanding of dog rabies dynamics and the impact of vaccination is essential to optimize existing control strategies and developing new ones. In this scoping review, we aimed at disentangling the respective contributions of mathematical models and phylodynamic approaches to advancing the understanding of rabies dynamics and control in domestic dog populations. We also addressed the methodological limitations of both approaches and the remaining issues related to studying rabies spread and how this could be applied to rabies control. METHODOLOGY/PRINCIPAL FINDINGS We reviewed how mathematical modelling of disease dynamics and phylodynamics have been developed and used to characterize dog rabies dynamics and control. Through a detailed search of the PubMed, Web of Science, and Scopus databases, we identified a total of n = 59 relevant studies using mathematical models (n = 30), phylodynamic inference (n = 22) and interdisciplinary approaches (n = 7). We found that despite often relying on scarce rabies epidemiological data, mathematical models investigated multiple aspects of rabies dynamics and control. These models confirmed the overwhelming efficacy of massive dog vaccination campaigns in all settings and unraveled the role of dog population structure and frequent introductions in dog rabies maintenance. Phylodynamic approaches successfully disentangled the evolutionary and environmental determinants of rabies dispersal and consistently reported support for the role of reintroduction events and human-mediated transportation over long distances in the maintenance of rabies in endemic areas. Potential biases in data collection still need to be properly accounted for in most of these analyses. Finally, interdisciplinary studies were determined to provide the most comprehensive assessments through hypothesis generation and testing. They also represent new avenues, especially concerning the reconstruction of local transmission chains or clusters through data integration. CONCLUSIONS/SIGNIFICANCE Despite advances in rabies knowledge, substantial uncertainty remains regarding the mechanisms of local spread, the role of wildlife in dog rabies maintenance, and the impact of community behavior on the efficacy of control strategies including vaccination of dogs. Future integrative approaches that use phylodynamic analyses and mechanistic models within a single framework could take full advantage of not only viral sequences but also additional epidemiological information as well as dog ecology data to refine our understanding of rabies spread and control. This would represent a significant improvement on past studies and a promising opportunity for canine rabies research in the frame of the One Health concept that aims to achieve better public health outcomes through cross-sector collaboration.

Abstract
Purpose This paper examines whether the usage of the concept of One Health in Canada-based research aligns with traditional Indigenous notions of health and wellness. Methods A comprehensive search of the literature was conducted using primary databases, including Scholars Portal, ProQuest Social Science, Sociological Abstracts (ProQuest), OVID Healthstar, Embase, Medline, Pubmed and Google Scholar. Papers discussing One Health and Indigenous Health were selected and analyzed through Nvivo12 to generate common themes across the studies. Results The analysis identified three major themes that focused on One Health as it relates to climate change, zoonosis, and social relationships between humans and animals. Climate change was seen to have affected the environmental health of Northern latitude areas where many Indigenous communities reside. Infectious diseases within Indigenous communities were a frequent topic of study and indicated that infections transmitted by dogs are likely to be addressed with One Health interventions. One Health interventions are likely to equally address the health of humans, animals, and the environment. Conclusions No significant connection between One Health and Indigenous knowledges was established in the analyzed articles. Articles discussed One Health as it pertains to epidemiological surveillance and research. The implications of utilizing One Health towards Indigenous Peoples and culture were not explicitly addressed.

Abstract
Emerging infectious disease (EID) events have the potential to cause devastating impacts on human, animal and environmental health. A range of tools exist which can be applied to address EID event detection, preparedness and response. Here we use a case study of rabies in Southeast Asia and Oceania to illustrate, via nearly a decade of research activities, how such tools can be systematically integrated into a framework for EID preparedness. During the past three decades, canine rabies has spread to previously free areas of Southeast Asia, threatening the rabies-free status of countries such as Timor Leste, Papua New Guinea and Australia. The program of research to address rabies preparedness in the Oceanic region has included scanning and surveillance to define the emerging nature of canine rabies within the Southeast Asia region; field studies to collect information on potential reservoir species, their distribution and behaviour; participatory and sociological studies to identify priorities for disease response; and targeted risk assessment and disease modelling studies. Lessons learnt include the need to develop methods to collect data in remote regions, and the need to continuously evaluate and update requirements for preparedness in response to evolving drivers of emerging infectious disease.

Abstract
Simple Summary Many remote Australian Aboriginal communities face barriers in accessing animal health care for their pets. A community that faces these barriers implemented a community-driven program with the objective of improving animal health and population management. The program was evaluated by comparing the percentage of animals desexed, the body and hair condition of dogs, and the presentations at the health clinic for dog bites before versus after 12 months of program implementation. Results show improved animal health measures and no measurable change in human presentations for dog bites. This program, with One Health considerations, could be suitable for other communities facing similar animal health care barriers. Abstract This study evaluated a community-driven animal health and management program in the remote community of Wadeye, Northern Territory. This evaluation used a pre-post design to assess changes in animal and human health outcomes over a 12-month period of program implementation, from June 2018 to June 2019. The evaluation assessed the program by comparing animal health outcomes before versus one year after program implementation and comparing human health outcomes before versus during the first 12 months of the program. Outcome measures included the desexing status of dogs and cats, body condition and hair score of dogs, and rates of people presenting to the health clinic for a dog bite. Animal health outcomes significantly improved after program implementation. From pre to post program, there was a 77% increase in the prevalence of good body condition score among dogs and a 9% increase in the prevalence of good hair score among dogs, and the prevalence of desexed dogs and cats more than doubled. There was no significant change in the number of people presenting to the health clinic for a dog bite. Consideration on how to further incorporate human and environmental health aspects into the program could be useful for future One Health programs.

Abstract
We thank Zohar Lederman and Benjamin Capps for engaging with our paper on One Health (OH) and ethical frameworks, however we want to take issue with them on three points. First, they appear to misunderstand the distinction we appeal to between ethical theory and ethical frameworks, and so misinterpret what we are trying to achieve in our paper. Second, in spite of what they seem to imply, we agree that an OH approach can obscure differences in values, and that to progress the field there needs to be recognition of competing values and their implications for OH. Finally, we are puzzled by their interest in pursuing a deliberative process, as this seems at odds with other positions they take in their paper, and also opens up many questions that need to be addressed.

Abstract
Community perspectives are rarely sought or integrated into dog management policy and practice. Dog management in remote communities in Australia has focused on reducing the number of dogs, which is often implemented by visiting veterinarians, despite widely-held opinions that fly-in-fly-out services provide only temporary solutions. We conducted participatory research in a group of remote communities in northern Australia to explore how dog-related problems arise and are managed, and explain their impacts from a One Health perspective. Over the course of a year, 53 residents from a range of backgrounds contributed through in-depth interviews with key community service providers, and informal semi-structured discussions with community residents. Free-roaming dogs have broader impacts on canine and human health than previously documented. Dog-keeping norms that enable free-roaming can enhance human and dog wellbeing and intra-family connectivity. This can also cause disengagement and conflict with other residents, leading to resentment and occasionally violence towards dogs. Dog-related problems are underpinned by constraints associated with remote-living, governance and differing sociocultural norms. Focusing on dog population reduction detracts from the welfare benefits and sociocultural value of free-roaming dogs and undermines community-determined management that can overcome constraints to support local values and co-promote canine and human wellbeing.

Abstract
Simple Summary Dingoes are an Australian icon with cultural, as well as ecological, value, yet defining a dingo is complicated by hybridisation with domestic dogs. Northern Australia is a high-risk zone for the arrival of rabies, a disease which affects dogs (including dingoes) and people. In a rabies outbreak, Aboriginal and Torres Strait Islander peoples who live in this region would want dingoes protected. We visited the Northern Peninsula Area (NPA), Queensland, in 2018–2019 and surveyed Aboriginal and Torres Strait Islander residents about how they define dingoes, using pictures from camera traps previously placed and operated in the area. We found that dingo definition was based on characteristics traditionally associated with the iconic dingo (medium to large-framed dogs, with a long nose, pointed ears, narrow abdomen, bushy tail, smooth tan coats, and white feet and tail tip) but hybrid features, such as curled tail or a lack of white points, were also acceptable features. Local definitions are important when designing and implementing management plans so that actions are supported by local communities, and our findings are a useful guide for identifying dingoes in the NPA so that, in the event of a rabies outbreak, locally valued dingoes could be identified and protected. Abstract Dingo classification and management is complicated by hybridisation with domestic dogs. Northern Australia is a relatively high-risk zone for a rabies incursion, and in the event of an incursion, Aboriginal and Torres Strait Islander peoples who reside in this region would prioritise the protection of dingoes. Therefore, the classification of dingoes in this context is important. Twelve pictures of canids with features associated with both dingoes and domestic dogs from camera traps in the Northern Peninsula Area (NPA), northern Queensland, were shown to Aboriginal and Torres Strait Islander rangers (n = 3), biosecurity officers (n = 2), environmental health workers (n = 2), and residents (n = 39) in the NPA. Nearly all pictures (10/12) were classified as dingo or domestic dog (none as hybrid) and two were inconclusive (no overall agreement). Dingoes were consistently identified as medium to large-framed dogs, with a long nose, pointed ears, narrow abdomen, a bushy or feathered tail, and smooth coats of a single base colour. Some hybrid features were acceptable, including sable coats, lack of white tail tip or feet, and curled tail. These findings are a preliminary guide for identifying canids in the NPA region for whom management might be controversial. Building on this approach via further consultation with residents is needed to inform rabies response policy. Our approach using locally acquired camera trap pictures could also be extended to other regions in which dingoes have value but their management is controversial.

Abstract
Dogs are important companions to people but can also present challenges to health and safety of communities if their populations are not effectively managed. Dog population management (DPM) is often undertaken by individual dog owners; however, some communities require additional DPM interventions, especially when veterinary services are unavailable or underutilised. This study evaluated the effectiveness of a DPM intervention conducted in 13 communities between September 2016 and November 2019 and assessed the utility of routinely collected data-program metrics and secondary data collected by local governments-to measure indicators of impacts. The intervention resulted in significant increases in the proportion of dogs presenting that were microchipped and surgically sterilised in participating communities. The intervention also resulted in significant reductions in dog attack incidents and euthanasia of dogs in council pounds in communities that participated for three or more years. Ongoing monitoring and evaluation of DPM interventions is critical to determine if impacts are being achieved. This study demonstrates the potential benefits of a DPM intervention for community safety and dog welfare and highlights the utility of routinely collected data. We also suggest benchmarks for indicators of community engagement to guide planning and monitoring of similar interventions.

Simple Summary Dogs are an important part of many communities; however, they can also cause problems, especially when they are able to roam freely. The best way to manage dog populations to avoid health and safety risks to people varies between different societies and communities. We aimed to better understand the role of dogs in Aboriginal communities in Australia, to inform dog health interventions. Interviews with dog owners in nine Aboriginal communities in New South Wales, Australia showed that dogs are valued as companions and guardians and are considered part of the family. Many dogs spend a lot of time with their families, are allowed indoors and often share beds with people. However, many dog owners had trouble accessing veterinary services for their dogs; cost and lack of transport were the most important barriers. Our findings demonstrate the positive role of dogs in Aboriginal families and communities but also highlight major challenges in accessing the veterinary services necessary to effectively maintain dog health and welfare. We also show that different ideas about the role of dogs in different communities should inform how dog management interventions are designed and delivered. Abstract Dogs are important companions to people in many societies; however, dogs can also be associated with risks to public health and safety. Dog population management is therefore an important consideration globally. This study aimed to better understand the role of dogs in Aboriginal communities and the barriers to accessing veterinary services. Semi-structured interviews were conducted with 85 dog owners from nine Aboriginal communities across New South Wales, Australia. Many positive aspects of dog ownership were identified and few negatives. Dogs are considered an important part of family and community life and many dogs are allowed indoors (63.4%), even sharing beds with their owners. Most dogs were kept for companionship (84.7%) and/or as guard dogs (45.9%) and all respondents considered their dog part of their family. However, respondents had low levels of engagement with mainstream veterinary services, and many respondents identified significant barriers to accessing veterinary services, especially cost and transport. This study demonstrates the important and positive role of dogs in Aboriginal families and communities but also highlights a significant veterinary service gap. Our findings demonstrate that different perspectives on the role of dogs necessitates a different, culturally inclusive approach to dog management interventions.

Abstract
To continue dialogue over proposed Australian trials of Trap-Neuter-Return (TNR), we applied a framework requiring identification of areas of agreement, areas of disagreement, and identification of empirical data collection required to resolve disagreements. There is agreement that Australia has a problem with stray cats, causing problems of impacts on wildlife, nuisance, disease transmission (including public health issues and exchange of diseases between stray cat and pet cat populations), poor welfare outcomes for stray cats, and an emotional burden on staff euthanising healthy stray cats. There is disagreement on whether (i) current measures are failing, leading to unacceptably high euthanasia levels, (ii) some contributors to the debate misunderstand TNR, (iii) TNR trials will reduce urban cat populations and associated problems, (iv) TNR is an ethical solution to cat overpopulation, and (v) some contributors to the debate promulgated misinformation. Although not everyone agrees that TNR trials should proceed, as a hypothetical exploration, we propose an experimental approach explicitly comparing TNR to alternatives. Trials could only be considered if other detailed and well-funded attempts at stray cat control focusing across an entire Local Government Area (LGA) prove ineffective.

Abstract
The One Health concept has inspired a rich vein of applied research and scholarly reflection over the past decade, yet with little influence from qualitative methodologists. With this overview, we describe the underpinning assumptions, purposes, and potential pitfalls of data collection techniques and methods of data analysis in key qualitative research methodologies. Our aim is to enhance One Health collaborations involving qualitative researchers, veterinary epidemiologists, and veterinary economists. There exist several distinct traditions of qualitative research, from which we draw selectively for illustrative purposes. Notwithstanding important distinctions, we emphasize commonalities and the potential for collaborative impact. The most important commonality is a shared focus on contextualizing human behavior and experience–culturally, economically, historically, and socially. We demonstrate that in-depth attention to context can assist veterinary economists and epidemiologists in drawing lessons from the implementation of policies and programs. In other words, qualitative researchers can assist One Health teams in distilling insights from “success stories,” but also from adverse events and unintended consequences. As a result, qualitative researchers can contribute to One Health research and policy discussions by formulating more accurate and contextually-relevant parameters for future quantitative studies. When performed well, qualitative methodologies can help veterinary economists and epidemiologists to develop impactful research questions, to create more accurate and contextually-relevant parameters for quantitative studies, and to develop policy recommendations and interventions that are attuned to the political and socio-cultural context of their implementation. In sketching out the properties and features of influential methodologies, we underscore the value of working with seasoned qualitative researchers to incorporate questions about “what,” “how,” and “why” in mixed-methods research designs.

Abstract
It is unacceptable that as we advance into the 21st century rabies is still a threat to humans and animals alike. Given public health interventions that focus solely on disease prevention in humans have no effect on the reduction of infection in the reservoir hosts, the most effective way to combat human rabies infection is to control the disease transmission by mass vaccination of the animal source, e.g. dogs and wildlife1. This short communication focuses on the global strategic target to end human deaths from dog-mediated rabies by 20302 in line with the Sustainable Development Goals by providing recent updates on World Health Organization (WHO) and OIE guidelines3–5 and recommendations as well as highlighting Australian rabies research activities to prevent an incursion of rabies into the country.

Abstract
In this article, we reflect on the institutional and everyday realities of people-street dog relations in India to develop a case for decolonised approaches to rabies and other zoonoses. Dog-mediated rabies in Asia and Africa continues be a major concern in transnational public health agendas despite extensive research and knowledge on its prevention. In India, which carries 35% of the global rabies burden and has large street dog populations, One Health-oriented dog population management programmes have been central to the control of this zoonotic disease. Yet, rabies continues to be a significant problem in the country. In this article, we address this impasse in rabies research and practice through investigations of interactions between people, policy, and street dogs. Drawing primarily on field and archival research in Chennai city, we track how street dogs are perceived by people, explore how these animals have come into interface with (public) health concerns over time, and examine the biosocial conditions that frame people-dog conflict (and thereby rabies). These analyses create a picture of the multidimensional character of people-dog relations to offer new insights on why One Health-oriented rabies initiatives have not borne out their full promise. In effect, the article makes a case for a shift in public health orientations-away from intervening on these animals as vectors to be managed, and towards enabling multispecies habitats. This, we argue, requires the decolonisation of approaches to dog-mediated rabies, and expanded conceptions of 'healthy more-than-human publics'. In conclusion, the article chalks out broader implications for public health approaches to zoonoses in a world marked by mutual risk and vulnerability that cuts across human and nonhuman animals.

Abstract
Australia is canine rabies free but free-roaming, domestic dog populations in remote northern communities are at risk of an incursion due to proximity to rabies-endemic south-east Asia. Unrestricted contact between dogs could facilitate rabies spread following an incursion, and increase the impact on both dogs and people. Whilst dog vaccination is the foundation of rabies prevention, control strategies could be enhanced by understanding the temporal pattern of roaming and associated risk factors, so that movement restrictions can be targeted. Global positioning system datasets from 132 dogs in eight Indigenous communities in the Torres Strait and Northern Peninsula Area (NPA) of Australia were analysed using regression methods. The influence of risk factors (including age, sex, location, season and hour of day) on dogs' distance from their residences were assessed. Dogs roamed furthest in the NPA and during the dry season. Daily peaks in mean roaming distance were observed at 1000-1100 hrs and 1700-1800 hrs in the Torres Strait, and 1700-1800 hrs in the NPA. These findings demonstrate that understanding community-specific temporal roaming patterns can inform targeted movement restrictions during an outbreak of rabies in remote communities in northern Australia.

Abstract
Australia is free of canine rabies, however northern regions - such as the Northern Peninsula Area (NPA), Queensland - are at risk of an incursion from nearby rabies-infected Indonesian islands. Early detection and reactive vaccination is the current Australian policy to eradicate an incursion. Early detection in this region is challenging, so pre-emptive vaccination might be an effective strategy. The NPA dog population also has a heterogenous contact structure, with three roaming categories previously characterised, which could be exploited in targeted pre-emptive vaccination strategies for more efficient use of limited resources. To evaluate the effectiveness of a pre-emptive vaccination program, an agent-based rabies spread simulation model was used to simulate outbreaks with a range of pre-emptive vaccination coverages. Increasing proportions (10% increments) of the dog population randomly vaccinated were modelled, and at the most efficient random vaccination coverage we then explored 10 pre-emptive vaccination strategies targeting different dog roaming categories (whilst maintaining the same overall population level vaccination coverage). All pre-emptive vaccination strategies were simulated 2000 times without and with a 70% random reactive vaccination strategy, following rabies detection. All random pre-emptive vaccination coverages reduced outbreak size and duration compared to no pre-emptive vaccination. A 40% random coverage was most efficient. Targeted strategies that pre-emptively vaccinated proportionally more roaming dogs were more effective than a random 40% vaccination coverage and strategies that targeted non-roaming dogs. The pre-emptive vaccination strategies that targeted non-roaming dogs produced significantly larger and longer outbreaks. These results suggest that pre-emptive vaccination can reduce potential rabies outbreaks in this region and that such a strategy should not just focus on easily accessible dogs that do not roam often or at all. A cost-benefit analysis is required to determine whether the implementation of such pre-emptive vaccination strategies is also cost-effective, which is essential in the resource-poor communities of this region.
