Systematic mapping of gender equality and social inclusion in WASH interventions: knowledge clusters and gaps

INTRODUCTION

Poor access to water, sanitation and hygiene (WASH) services threatens population health and contributes to gender and social inequalities, especially in low-resource settings. Despite awareness in the WASH sector of the importance of promoting gender equality and social inclusion (GESI) to address these inequalities, evaluations of interventions focus largely on health outcomes, while gender equality and other social outcomes are rarely included. This review aimed to collate and describe available research evidence of GESI outcomes evaluated in WASH intervention studies.

METHODS

We applied a systematic mapping methodology and searched for both academic and grey literature published between 2010 and 2020 in 16 bibliographic databases and 53 specialist websites. Eligibility screening (with consistency checking) was conducted according to predetermined criteria, followed by metadata coding and narrative synthesis.

RESULTS

Our evidence base comprises 463 intervention studies. Only 42% of studies measured transformative GESI outcomes of WASH interventions, referring to those that seek to transform gender relations and power imbalances to promote equality. A majority of studies disaggregated outcome data by sex, but other forms of data disaggregation were limited. Most included studies (78%) lacked a specific GESI mainstreaming component in their intervention design. Of the interventions with GESI mainstreaming, the majority targeted women and girls, with very few focused on other social groups or intersectional considerations.

CONCLUSION

The review points to various areas for future primary and secondary research. Given the potential contribution of WASH to GESI, GESI considerations should be incorporated into the evaluation of WASH interventions. Regular collection of data and monitoring of GESI outcomes is needed as well as developing new and testing existing methods for monitoring and evaluation of such data.

COVID-19 lockdowns: Employment and business disruptions, water access and hygiene practices in Nairobi's informal settlements

Host to one billion people around the world, informal settlements are especially vulnerable to COVID-19 lockdown measures as they already lack basic services such as water, toilets, and secure housing. Additionally, many residents work in informal labor markets that have been affected by the lockdowns, resulting in further reductions in access to resources, including clean water. This study uses a cross-sectional design (n = 532) to examine the vulnerabilities of households to employment and business disruptions, water access and hygiene practices during the COVID-19 lockdowns between April and June 2020 in three informal settlements in Nairobi, Kenya. We used survey questions from the Household Water Insecurity Experience Scale (HWISE) to investigate the relationship between employment and business disruptions, water access, and hygiene practices (i.e., hand washing, body washing, clothes washing, and being able to use or drink clean water). Of the sampled households, 96% were forced to reduce work hours during the lockdowns, and these households had 92% lower odds of being able to afford water than households who did not experience a work hour reduction (OR = 0.08, p < .001). Household challenges in affording water were likely due to a combination of reduced household income, increased water prices, and pre-existing poverty, and were ultimately associated with lower hygiene scores (Beta = 1.9, p < .001). Our results highlight a compounding tragedy of reduced water access in informal settlements that were already facing water insecurities at a time when water is a fundamental requirement for following hygiene guidelines to reduce disease burden during an ongoing pandemic. These outcomes emphasize the need for targeted investments in permanent water supply infrastructures and improved hygiene behaviors as a public health priority among households in informal settlements.

Review of Community-Managed Water Supply—Factors Affecting Its Long-Term Sustainability

Although water is considered a human right, rural communities in many countries face challenges related to the lack of a safe water supply. In rural areas, where there is no access to public or private water supply, populations have no other choice than to rely on other unsafe sources of water. Community-managed water supply (CMWS) has emerged as an alternative to address the lack of access to safe water. Nonetheless, this alternative has several critical characteristics that harm the sustainability of water supplies. Studies on sustainability and the long-term impact of the CMWS were explored through a review of recent literature using Scopus and Web of Science databases, which analyzed 86 papers reporting on research into the sustainability and efficiency of water supply systems managed and operated by local communities, as well as the long-term critical factors that can interfere with the functionality of these systems. Based on the critical factors most cited in the literature, we proposed a framework of strategies that interrelate and integrate the critical factors into levels of responsibility. The most critical factors are related to the community level, such as inadequate capacity and ineffective systems. This demonstrates the relevance of local characteristics in the implementation of water management systems. The most cited sustainability strategies refer to the local level as the one requiring action to promote effective community involvement and post-construction support. The framework helps to conceptualize what we called an enabling environment for decision-making, and thus, the achievement of the long-term sustainability of water supply.

Sustainable Materials and their Contribution to the Sustainable Development Goals (SDGs): A Critical Review Based on an Italian Example

The Sustainable Development Goals (SDGs) have been proposed to give a possible future to humankind. Due to the multidimensional characteristic of sustainability, SDGs need research activities with a multidisciplinary approach. This work aims to provide a critical review of the results concerning sustainable materials obtained by Italian researchers affiliated to the National Interuniversity Consortium of Materials Science and Technology (INSTM) and their contribution to reaching specific indicators of the 17 SDGs. Data were exposed by using the Web of Science (WoS) database. In the investigated period (from 2016 to 2020), 333 works about sustainable materials are found and grouped in one of the following categories: chemicals (33%), composites (11%), novel materials for pollutants sequestration (8%), bio-based and food-based materials (10%), materials for green building (8%), and materials for energy (29%). This review contributes to increasing the awareness of several of the issues concerning sustainable materials but also to encouraging the researchers to focus on SDGs’ interconnections. Indeed, the mapping of the achievements can be relevant to the decision-makers to identify the opportunities that materials can offer to achieve the final goals. In this frame, a “Sustainable Materials Partnership for SDGs” is envisaged for more suitable resource management in the future.
