The role played by environmental factors in the integration of a transfer station in a municipal solid waste management system

Characteristics of leachate from refuse transfer stations in rural China

The properties of leachate from refuse transfer stations (RTSs) in rural China were indefinite. In this study, a total of 14 leachate samples from RTSs in nine provinces of China were characterized for their pH, electric conductivity, chromaticity, concentration of organic substances, nitrogen distribution, volatile organic compounds (VOCs), organic phosphorous pesticide, and heavy metals. The structural composition of fluorescent dissolved organic matter (FDOM) was also determined. To evaluate the leachate pollution potential in this study, a leachate pollution index was derived and used. Chromium (Cr) was the most polluting heavy metal present in rural leachate. Ethanol and ethyl acetate were the most frequently detected VOCs at high concentrations. Three-dimensional fluorescence excitation-emission matrix spectra were used to characterize the FDOM. Three components, tryptophan (C₁), tyrosine-like (C₂), and humic acid- and fulvic acid-like (C₃) substances, were identified from all 14 samples. Tryptophan was the major component of FDOM and present in 45.7% of the samples by calculating the fluorescence intensity percentage, on average. Pearson correlations revealed that the fluorescence intensity of C₁ and C₃ was strongly related to soluble chemical oxygen demand and dissolved oxygen carbon, while C₂ had significant positive correlations with ammonia nitrogen and total phosphorus of the solid waste. This study provided detailed data and findings that could serve as a preliminary basis for broadening options for the treatment and management of leachate from rural RTSs in China.

Stochastic economic analysis of coal-alternative fuel production from municipal solid wastes employing hydrothermal carbonization in Zimbabwe

Hydrothermal carbonization (HTC) is a promising technology for converting high moisture municipal solid waste (MSW) to a safe low-chlorine hydrochar. The key objective is to assess the economic viability of an HTC based MSW management system in Zimbabwe. Previous studies have only used deterministic estimates of hydrochar production costs disregarding uncertainties in their model parameters. Herein, a probabilistic economic analysis is introduced to quantify the uncertainty concerning costs. The goal is to determine factors that will consolidate the venture to achieve a certain level of return. The effectiveness of different investment strategies, namely, a government or private sector-run operation will be tested using Monte Carlo simulations. Results indicate a 55% and 18% probability for a positive Net Present Value (NPV) for a state-run and private operation respectively. A specific investment cost of US$54 - 67 per Mg of MSW treated, a return on investment (ROI) of 5.4-29.0% and internal rate of return (IRR) of 5.2-22.9% can be expected if the project is undertaken by government. The private sector can expect an ROI of -0.8-18.2% at a 90% confidence level and a lower IRR of -2.1-16.2% from US$57 - 71 per Mg of MSW invested. Contingency costs are US$25 per Mg and US$38 per Mg of MSW for the government and private sector respectively at a 100% confidence interval. A 70% rise in collection tariffs or a minimum selling price of US$91/Mg of the hydrochar would ensure a positive NPV for the government-run operation.

Emission of volatile organic compounds from a small-scale municipal solid waste transfer station: Ozone-formation potential and health risk assessment

Volatile organic compounds (VOCs) are the main precursors of tropospheric ozone and secondary aerosol generation, posing a threat to human health and affecting the environmental climate. A large quantity of VOCs can be produced in the initial decomposition stage of municipal solid waste (MSW). In this study, the atmosphere in an MSW transfer station was monitored for one year. The emission characteristics of VOCs in different seasons and working hours were analyzed, and the ozone-formation potential of VOCs was calculated through the maximum incremental reaction method, and health risks posed by the VOCs in the MSW transfer station were assessed. The results showed that the highest concentration of VOCs appeared in spring and summer, accounting for 70.6% and 26.6% of total VOCs (TVOCs) in peak working periods, respectively. Oxygenated compounds and terpenes contributed most to ozone formation, accounting for 41.0% and 50.6% of total ozone formation, respectively. The carcinogenic risks were above the safe threshold, labeled "probable risks". Tetrachloroethylene and 1,2-dichloroethane were the main contributors to carcinogenic risks. The mean non-carcinogenic risks were within the safe threshold in the MSW transfer station. From the perspective of protecting human health and ecological environmental safety, VOC control needs to be further strengthened in the transfer station.

A spatial analysis of hierarchical waste transport structures under growing demand

The design of waste management systems rarely accounts for the spatio-temporal evolution of the demand. However, recent studies suggest that this evolution affects the planning of waste management activities like the choice and location of treatment facilities. As a result, the transport structure could also be affected by these changes. The objective of this paper is to study the influence of the spatio-temporal evolution of the demand on the strategic planning of a waste transport structure. More particularly this study aims at evaluating the effect of varying spatial parameters on the economic performance of hierarchical structures (with one transfer station). To this end, three consecutive generations of three different spatial distributions were tested for hierarchical and non-hierarchical transport structures based on costs minimization. Results showed that a hierarchical structure is economically viable for large and clustered spatial distributions. The distance parameter was decisive but the loading ratio of trucks and the formation of clusters of sources also impacted the attractiveness of the transfer station. Thus the territories' morphology should influence strategies as regards to the installation of transfer stations. The use of spatial-explicit tools such as the transport model presented in this work that take into account the territory's evolution are needed to help waste managers in the strategic planning of waste transport structures.

Multi-criteria GIS-based siting of transfer station for municipal solid waste: The case of Kumasi Metropolitan Area, Ghana

The increase in the quantity of municipal solid waste generated as a result of population growth in most urban areas has resulted in the difficulty of locating suitable land areas to be used as landfills. To curb this, waste transfer stations are used. The Kumasi Metropolitan Area, even though it has an engineered landfill, is faced with the problem of waste collection from the generation centres to the final disposal site. Thus in this study, multi-criteria decision analysis incorporated into a geographic information system was used to determine potential waste transfer station sites. The key result established 11 sites located within six different sub-metros. This result can be used by decision makers for site selection of the waste transfer stations after taking into account other relevant ecological and economic factors.

Dynamic waste management (DWM): towards an evolutionary decision-making approach

To guarantee sustainable and dynamic waste management, the dynamic waste management approach (DWM) suggests an evolutionary new approach that maintains a constant flow towards the most favourable waste treatment processes (facilities) within a system. To that end, DWM is based on the law of conservation of energy, which allows the balancing of a network, while considering the constraints of incoming (h1 ) and outgoing (h2 ) loads, as well as the distribution network (ΔH) characteristics. The developed approach lies on the identification of the prioritization index (PI) for waste generators (analogy to h1 ), a global allocation index for each of the treatment processes (analogy to h2 ) and the linear index load loss (ΔH) associated with waste transport. To demonstrate the scope of DWM, we outline this approach, and then present an example of its application. The case study shows that the variable monthly waste from the three considered sources is dynamically distributed in priority to the more favourable processes. Moreover, the reserve (stock) helps temporarily store waste in order to ease the global load of the network and favour a constant feeding of the treatment processes. The DWM approach serves as a decision-making tool by evaluating new waste treatment processes, as well as their location and new means of transport for waste.

Life cycle assessment of integrated municipal solid waste management systems, taking account of climate change and landfill shortage trade-off problems

Steps taken to counter the climate change problem have a significant impact on the municipal solid waste management (MSW) sector, which must tackle regional environmental problems such as the shortage of sanitary landfills, especially in Japan. Moreover, greenhouse gas emissions and final disposal have a trade-off relationship. Therefore, alleviation of both these environmental problems is difficult, and Japanese local municipalities are anxious for action to solve these problems and reduce treatment costs. Although ambitious waste management measures have been enacted in many countries, they appear to lack a holistic view and do not adopt a life cycle approach. Therefore, it is important to reconstruct the MSW management system, taking into account environmental and economic aspects. In the present study, life cycle assessment and mathematical modelling were used to seek ways of redesigning the MSW management system in order to minimize environmental impacts and/or reduce treatment costs. One economic block was selected as the study area (Iwate Prefecture in Japan). The life cycle inventory and costs data for every MSW transportation and treatment process in this region were collected and processed. Then, taking account of geographic information, an optimal solution for the minimization of environmental impact or treatment costs was derived. To solve the trade-off problem, a sensitivity analysis was conducted to find optimal reduction targets for climate change and final disposal.

Solid waste management in European countries: a review of systems analysis techniques

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.

Municipal solid waste management in Africa: strategies and livelihoods in Yaoundé, Cameroon

This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaoundé, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer stations have already been set up by non-governmental organizations (NGOs) and community-based organizations (CBOs), but they require technical, institutional and funding support. Research is needed on the quality and safety of community-made compost, as well as on soil fertility in urban and peri-urban areas. Most of the stakeholders, municipalities, the official waste collection company and households acknowledge the need for better monitoring and regulation of MSW management. The urban community of Yaoundé also needs to maintain its support of MSW management and promote the sustainability of NGOs and CBOs operating in underserved areas not yet covered by adequate infrastructures. A major opportunity for implementation of such waste policy is the heavily indebted poor countries (HIPC) program dedicated to urban planning and good governance.
