Preliminary study of dose equivalent evaluation for residents in radioactivity contaminated rebar buildings

Effects of cobalt-60 exposure on health of Taiwan residents suggest new approach needed in radiation protection

The conventional approach for radiation protection is based on the ICRP's linear, no threshold (LNT) model of radiation carcinogenesis, which implies that ionizing radiation is always harmful, no matter how small the dose. But a different approach can be derived from the observed health effects of the serendipitous contamination of 1700 apartments in Taiwan with cobalt-60 (T(1/2) = 5.3 y). This experience indicates that chronic exposure of the whole body to low-dose-rate radiation, even accumulated to a high annual dose, may be beneficial to human health. Approximately 10,000 people occupied these buildings and received an average radiation dose of 0.4 Sv, unknowingly, during a 9-20 year period. They did not suffer a higher incidence of cancer mortality, as the LNT theory would predict. On the contrary, the incidence of cancer deaths in this population was greatly reduced-to about 3 per cent of the incidence of spontaneous cancer death in the general Taiwan public. In addition, the incidence of congenital malformations was also reduced--to about 7 per cent of the incidence in the general public. These observations appear to be compatible with the radiation hormesis model. Information about this Taiwan experience should be communicated to the public worldwide to help allay its fear of radiation and create a positive impression about important radiation applications. Expenditures of many billions of dollars in nuclear reactor operation could be saved and expansion of nuclear electricity generation could be facilitated. In addition, this knowledge would encourage further investigation and implementation of very important applications of total-body, low-dose irradiation to treat and cure many illnesses, including cancer. The findings of this study are such a departure from expectations, based on ICRP criteria, that we believe that they ought to be carefully reviewed by other, independent organizations and that population data not available to the authors be provided, so that a fully qualified epidemiologically-valid analysis can be made. Many of the confounding factors that limit other studies used to date, such as the A-bomb survivors, the Mayak workers and the Chernobyl evacuees, are not present in this population exposure. It should be one of the most important events on which to base radiation protection standards.

Radiation surveys and dose equivalent assessments for 60Co-contaminated rebar buildings

The first 60Co-contaminated rebar building was found in Taipei City in 1992. In order to provide effective remedial suggestions to the building owner and residents of contaminated housing units, and to evaluate the dose equivalent to the residents, the Atomic Energy Council (AEC) organized a survey team on October 17, 1992. The main object of this team was to perform a detailed survey and dose equivalent evaluation of the 60Co-contaminated buildings. By the end of 2000, 181 buildings with 1607 housing units were identified as being contaminated with radioactive rebars at different levels. This article presents the detailed radiation survey and dose equivalent evaluation procedures employed by the survey team.

Chromosomal damage in long-term residents of houses contaminated with cobalt-60

Chromosomal translocations in people who have lived in houses contaminated with radiation were substantially raised compared with controls. Retrospective biological dosimetry indicated cumulative exposures less than 1.0 Gy, which were lower than values derived from physical measurements.

Estimation of organ dose equivalents from residents of radiation-contaminated buildings with Rando phantom measurements

Since August 1996, a dose reconstruction model has been conducted with thermoluminescent dosimeter (TLD)-embedded chains, belts and badges for external dose measurements on the residents in radiation-contaminated buildings. The TLD dosimeters, worn on the front of the torso, would not be adequate for dose measurement in cases when the radiation is anisotropic or the incident angles of radiation sources are not directed in the front-to-back direction. The shielding and attenuation by the body would result in the dose equivalent estimation being somewhat skewed. An organ dose estimation method with a Rando phantom under various exposure geometries is proposed. The conversion factors, obtained from the phantom study, may be applicable to organ dose estimations for residents in the contaminated buildings if the incident angles correspond to the phantom simulation results. There is a great demand for developing a mathematical model or Monte Carlo calculation to deal with complicated indoor layout geometry problems involving ionizing radiation. Further research should be directed toward conducting laboratory simulation by investigating the relationship between doses delivered from multiple radiation sources. It is also necessary to collaborate with experimental biological dosimetry, such as chromosome aberration analysis, fluorescence in situ hybridization (FISH) and retrospective ESR-dosimetry with teeth, applied to the residents, so that the organ dose equivalent estimations may be more reliable for radio-epidemiological studies.
