The effects of increasing emission Fee rates on Chinese firms' emissions: Evidence from a quasi-experiment

Over the last four decades, the Chinese government has predominantly employed emission fees as a regulatory strategy to mitigate pollution from firms. However, the effectiveness of escalating emission fee rates on the emission levels of Chinese firms has not been examined. This study utilizes data from more than 80,000 Chinese firms spanning 2004-2013, employing difference-in-differences models to assess the effects of rising emission fee rates on firm emissions. The findings indicate the following: (1) Increased emission fee rates substantially reduce sulfur dioxide and chemical oxygen demand emissions among Chinese firms; (2) These heightened fees encourage firms to implement both end-of-pipe treatment and source control for sulfur dioxide and end-of-pipe treatment for chemical oxygen demand; (3) The emission reduction effects vary according to firm ownership and size. This research offers empirical evidence on the efficacy of emission fee systems and provides valuable insights for developing market incentive-based environmental regulations in the future.

China’s South-to-North Water Diversion Project Empowers Sustainable Water Resources System in the North

Global freshwaters are severely depleted. Provision of improved water infrastructure technologies and innovation can address challenges posed by water shortages to environmental sustainability. China’s South-to-North Water Diversion Project has generated extensive debates over sustainability of water resources system in the northern drier region, which faces severe water scarcity hindering ecosystems, agriculture, industries and livelihoods. Some arguments extend the views that large infrastructure projects can have negative implications for biodiversity conservation and ecosystem goods and services. However, this study strengthens the opposite view, as such projects would resolve increasing environmental challenges northern China has been facing over many decades due to severe water shortages. The project empowers connectivity among individuals, community, and organizations that the sustainability of goods and services such as energy, irrigation and water supply are perceived, and livelihoods and the standard of peoples’ living is improved. A resilient, robust and adaptive water infrastructure framework can overcome the challenges of water shortages by meeting a long term social, economic and environmental goals for water resources systems in northern China. Such framework can also identify the thresholds of change and the threats associated with environmental sustainability.

The improvement on the implementation level of environmental policies is demanded in China

So far, on the national level, 52 environmental laws, 266 environmental regulations and rules, and 983 environment standards have been issued in China from 1979. However, environmental qualities are still far away from the goals of environmental policies. The implementation process of environmental policies might be one of the key negative reasons. The implementation of environmental policies in local agencies remained at a rather low level not matching the demands corresponding to the rapid development of economy in the nation. A significant improvement of environmental conditions could be achieved if proper environmental protection policies are executed completely and local agencies are active in their administrative, supervising, and educational responsibilities.

Using portable X-ray fluorescence spectrometry and GIS to assess environmental risk and identify sources of trace metals in soils of peri-urban areas in the Yangtze Delta region, China

Portable X-ray fluorescence (PXRF) spectrometry may be very suitable for a fast and effective environmental assessment and source identification of trace metals in soils. In this study, topsoils (0-10 cm) at 139 sites were in situ scanned for total trace metals (Cr, Cu, Ni, Pb and Zn) and arsenic concentrations by PXRF in a typical town in Yangtze Delta region of Jiangsu province, China. To validate the utility of PXRF, 53 samples were collected from the scanning sites for the determination of selected trace metals using conventional methods. Based on trace metal concentrations detected by in situ PXRF, the contamination extent and sources of trace metals were studied via geo-accumulation index, multivariate analysis and geostatistics. The trace metal concentrations determined by PXRF were similar to those obtained via conventional chemical analysis. The median concentration of As, Cr, Cu, Ni, Pb and Zn in soils were 10.8, 56.4, 41.5, 43.5, 33.5, and 77.7 mg kg(-1), respectively. The distribution patterns of Cr, Cu, Ni, Pb, and Zn were mostly affected by anthropogenic sources, while As was mainly derived from lithogenic sources. Overall, PXRF has been successfully applied to contamination assessment and source identification of trace metals in soils.

Rural industries and water pollution in China

Water pollution from small rural industries is a serious problem throughout China. Over half of all river sections monitored for water quality are rated as being unsafe for human contact, and this pollution is estimated to cost several per cent of GDP. While China has some of the toughest environmental protection laws in the world, the implementation of these laws in rural areas is not effective. This paper explains the reasons for this implementation gap. It argues that the factors that have underpinned the economic success of rural industry are precisely the same factors that cause water pollution from rural industry to remain such a serious problem in China. This means that the control of rural water pollution is not simply a technical problem of designing a more appropriate governance system, or finding better policy instruments or more funding. Instead, solutions lie in changes in the model that underpins rural development in China.

Evolution of particulate regulation in China--prospects and challenges of exposure-based control

China's urban and rural populations face very serious health risks from combustion particles. Major sources of exposure to inhalable particulates include the burning solid fuels (biomass and coal) for household cooking and heating, coal-fired industrial and residential boilers, tobacco smoking, and diesel motor vehicles. China began to address particulate pollution problems over 25 years ago and has implemented a series of progressively more aggressive policies. This paper reviews the successes and limitations of past and existing policies for particulate controls, as well as the effects of China's economic reforms and energy policies on particulate exposure and pollution management. We examine the challenge of emissions reporting, required as part of both China's pollution levy system and emerging system for "total emissions control." Finally, we discuss practical steps toward exposure-based regulation of particulates, which would take advantage of the high cost-effectiveness for lifesaving of controlling particulate exposure from household and neighborhood sources relative to that of controlling exposure from industrial sources.
