Sociodemographic inequities in the burden of carcinogenic industrial air emissions in the United States

BACKGROUND

Industrial facilities are not located uniformly across communities in the United States, but how the burden of exposure to carcinogenic air emissions may vary across population characteristics is unclear. We evaluated differences in carcinogenic industrial pollution among major sociodemographic groups in the United States and Puerto Rico.

METHODS

We evaluated cross-sectional associations of population characteristics including race and ethnicity, educational attainment, and poverty at the census tract level with point-source industrial emissions of 21 known human carcinogens using regulatory data from the US Environmental Protection Agency. Odds ratios and 95% confidence intervals comparing the highest emissions (tertile or quintile) to the referent group (zero emissions [ie, nonexposed]) for all sociodemographic characteristics were estimated using multinomial, population density-adjusted logistic regression models.

RESULTS

In 2018, approximately 7.4 million people lived in census tracts with nearly 12 million pounds of carcinogenic air releases. The odds of tracts having the greatest burden of benzene, 1,3-butadiene, ethylene oxide, formaldehyde, trichloroethylene, and nickel emissions compared with nonexposed were 10%-20% higher for African American populations, whereas White populations were up to 18% less likely to live in tracts with the highest emissions. Among Hispanic and Latino populations, odds were 16%-21% higher for benzene, 1,3-butadiene, and ethylene oxide. Populations experiencing poverty or with less than high school education were associated with up to 51% higher burden, irrespective of race and ethnicity.

CONCLUSIONS

Carcinogenic industrial emissions disproportionately impact African American and Hispanic and Latino populations and people with limited education or experiencing poverty thus representing a source of pollution that may contribute to observed cancer disparities.

Variation and correlation between ultraviolet index and tropospheric ozone during COVID-19 lockdown over megacities of India

Worldwide spread out of COVID-19 in a short-time has brought a significant decline of road traffic, tourist flow and industrial ventures. During this emergency period, the restricted human dealings with nature have appeared as blessing for health of the total environment. The variation of atmospheric O₃ may modulate the range of UV index (UVI) at any region of the earth. The objective of the study is to examine the variation of UV index over the megacities of India with respect to tropospheric O₃ level modification during COVID-19 lockdown. The meteorological or environmental data (temperature in °C, gust in km/h, wind speed km/h, relative humidity in %, air pressure in mb and cloud cover in okta) of four selective megacities of India (Kolkata, Chennai, Delhi, Mumbai) during and pre lockdown period have been obtained to comprehend about the variation of UV index and tropospheric O₃. The descriptive statistical applications i.e. standard deviation, standard errors and K-means clustering have been done through standard statistical software. In the present study, t-test has been used to understand level of significance of surface O₃ and UVI during pre-lockdown (2019) and lockdown (2020) phase. The result shows that the four major megacities in India namely New Delhi, Mumbai, Kolkata and Chennai have experienced the vibrant diminution in terms of the concentration of UV index with slightly increasing the tropospheric O₃ level during the lockdown phase. The higher accumulation of O₃ during the lockdown in the lower atmosphere of four megacities does not exceed the permissible limit. The excess amount of O₃ has remarkably contributed to trap the harmful UV radiation which has lowered the UVI in these worst polluted megacities of India. In the meantime, the prominent reduction of NO_x during the lockdown period decreases the titration impact to O₃ and this mechanism helps to revitalize the ozone concentration level. The uniqueness of the current study is highlighted the ground reality regarding reduction of UV index and amplification of tropospheric O₃ concentration during lockdown phase. This study definitely assists to make new environmental policy, act and law for recover the health of the total environment.

Characterizing the Performance of a Compact BTEX GC-PID for Near-Real Time Analysis and Field Deployment

In this study, we test the performance of a compact gas chromatograph with photoionization detector (GC-PID) and optimize the configuration to detect ambient (sub-ppb) levels of benzene, toluene, ethylbenzene, and xylene isomers (BTEX). The GC-PID system was designed to serve as a relatively inexpensive (~10 k USD) and field-deployable air toxic screening tool alternative to conventional benchtop GCs. The instrument uses ambient air as a carrier gas and consists of a Tenax-GR sorbent-based preconcentrator, a gas sample valve, two capillary columns, and a photoionization detector (PID) with a small footprint and low power requirement. The performance of the GC-PID has been evaluated in terms of system linearity and sensitivity in field conditions. The BTEX-GC system demonstrated the capacity to detect BTEX at levels as high as 500 ppb with a linear calibration range of 0–100 ppb. A detection limit lower than 1 ppb was found for all BTEX compounds with a sampling volume of 1 L. No significant drift in the instrument was observed. A time-varying calibration technique was established that requires minimal equipment for field operations and optimizes the sampling procedure for field measurements. With an analysis time of less than 15 min, the compact GC-PID is ideal for field deployment of background and polluted atmospheres for near-real time measurements of BTEX. The results highlight the application of the compact and easily deployable GC-PID for community monitoring and screening of air toxics.

Composition of Clean Marine Air and Biogenic Influences on VOCs during the MUMBA Campaign

Volatile organic compounds (VOCs) are important precursors to the formation of ozone and fine particulate matter, the two pollutants of most concern in Sydney, Australia. Despite this importance, there are very few published measurements of ambient VOC concentrations in Australia. In this paper, we present mole fractions of several important VOCs measured during the campaign known as MUMBA (Measurements of Urban, Marine and Biogenic Air) in the Australian city of Wollongong (34°S). We particularly focus on measurements made during periods when clean marine air impacted the measurement site and on VOCs of biogenic origin. Typical unpolluted marine air mole fractions during austral summer 2012-2013 at latitude 34°S were established for CO2 (391.0 ± 0.6 ppm), CH4 (1760.1 ± 0.4 ppb), N2O (325.04 ± 0.08 ppb), CO (52.4 ± 1.7 ppb), O3 (20.5 ± 1.1 ppb), acetaldehyde (190 ± 40 ppt), acetone (260 ± 30 ppt), dimethyl sulphide (50 ± 10 ppt), benzene (20 ± 10 ppt), toluene (30 ± 20 ppt), C8H10 aromatics (23 ± 6 ppt) and C9H12 aromatics (36 ± 7 ppt). The MUMBA site was frequently influenced by VOCs of biogenic origin from a nearby strip of forested parkland to the east due to the dominant north-easterly afternoon sea breeze. VOCs from the more distant densely forested escarpment to the west also impacted the site, especially during two days of extreme heat and strong westerly winds. The relative amounts of different biogenic VOCs observed for these two biomes differed, with much larger increases of isoprene than of monoterpenes or methanol during the hot westerly winds from the escarpment than with cooler winds from the east. However, whether this was due to different vegetation types or was solely the result of the extreme temperatures is not entirely clear. We conclude that the clean marine air and biogenic signatures measured during the MUMBA campaign provide useful information about the typical abundance of several key VOCs and can be used to constrain chemical transport model simulations of the atmosphere in this poorly sampled region of the world.

On the sources and sinks of atmospheric VOCs: an integrated analysis of recent aircraft campaigns over North America

We apply a high-resolution chemical transport model (GEOS-Chem CTM) with updated treatment of volatile organic compounds (VOCs) and a comprehensive suite of airborne datasets over North America to (i) characterize the VOC budget and (ii) test the ability of current models to capture the distribution and reactivity of atmospheric VOCs over this region. Biogenic emissions dominate the North American VOC budget in the model, accounting for 70 % and 95 % of annually emitted VOC carbon and reactivity, respectively. Based on current inventories anthropogenic emissions have declined to the point where biogenic emissions are the dominant summertime source of VOC reactivity even in most major North American cities. Methane oxidation is a 2x larger source of nonmethane VOCs (via production of formaldehyde and methyl hydroperoxide) over North America in the model than are anthropogenic emissions. However, anthropogenic VOCs account for over half of the ambient VOC loading over the majority of the region owing to their longer aggregate lifetime. Fires can be a significant VOC source episodically but are small on average. In the planetary boundary layer (PBL), the model exhibits skill in capturing observed variability in total VOC abundance (R 2 = 0:36) and reactivity (R 2 = 0:54). The same is not true in the free troposphere (FT), where skill is low and there is a persistent low model bias (~ 60 %), with most (27 of 34) model VOCs underestimated by more than a factor of 2. A comparison of PBL: FT concentration ratios over the southeastern US points to a misrepresentation of PBL ventilation as a contributor to these model FT biases. We also find that a relatively small number of VOCs (acetone, methanol, ethane, acetaldehyde, formaldehyde, isoprene C oxidation products, methyl hydroperoxide) drive a large fraction of total ambient VOC reactivity and associated model biases; research to improve understanding of their budgets is thus warranted. A source tracer analysis suggests a current overestimate of biogenic sources for hydroxyacetone, methyl ethyl ketone and glyoxal, an underestimate of biogenic formic acid sources, and an underestimate of peroxyacetic acid production across biogenic and anthropogenic precursors. Future work to improve model representations of vertical transport and to address the VOC biases discussed are needed to advance predictions of ozone and SOA formation.

Exploring ozone pollution in Chengdu, southwestern China: A case study from radical chemistry to O3-VOC-NOx sensitivity

We present the in-situ measurements in Chengdu, a major city in south west of China, in September 2016. The concentrations of ozone and its precursor were measured at four sites. Although the campaign was conducted in early autumn, up to 100 ppbv (parts per billion by volume) daily maximum ozone was often observed at all sites. The observed ozone concentrations showed good agreement at all sites, which implied that ozone pollution is a regional issue in Chengdu. To better understand the ozone formation in Chengdu, an observation based model is used in this study to calculate the RO_x radical concentrations (RO_x = OH + HO₂ + RO₂) and ozone production rate (P(O₃)). The model predicts OH daily maximum is in the range of 4-8 × 10⁶ molecules cm^-3, and HO₂ and RO₂ are in the range of 3-6 × 10⁸ molecules cm^-3. The modelled radical concentrations show a distinct difference between ozone pollution and attainment period. The relative incremental reactivity (RIR) results demonstrate that anthropogenic VOCs reduction is the most efficient way to mitigate ozone pollution at all sites, of which alkenes dominate >50% of the ozone production. Empirical kinetic modelling approach shows that three out of four sites are under the VOC-limited regime, while Pengzhou is in a transition regime due to the local petrochemical industry. The ozone budget analysis showed that the local ozone production driven by the photochemical process is important to the accumulation of ozone concentrations.

Impact of Changes in Oil and Gas Production Activities on Air Quality in Northeastern Oklahoma: Ambient Air Studies in 2015-2017

A total of three ground-based ambient air studies were conducted in February through March of 2015, 2016, and 2017 at the Phillips 66 Research Center in northeastern Oklahoma. C₂-C₁₂ nonmethane hydrocarbons (NMHCs) were measured using whole-air sampling and gas chromatography-mass spectrometry. In 2016 and 2017, online methane and ethane measurements were also conducted. Strong methane-ethane correlation identified oil and gas (O&G) upstream and midstream operations to be the primary methane source. C₂-C₅ alkanes were the dominant NMHCs whose average mixing ratio peaked in 2016 before dropping in 2017. This observation is attributed to regional O&G upstream operations, which peaked in 2015. Mean mixing ratios of C₂-C₅ alkanes ranged from 0.99 to 16.99 ppb. Measured ratios of i-C₅/ n-C₅ were 0.97 ± 0.03, 1.18 ± 0.04, and 1.06 ± 0.02 in 2015, 2016, and 2017, respectively, indicating that O&G upstream and midstream operations were their primary source. Photochemical age was estimated using observed ratio between hexane and propane. Emission ratios of NMHCs at zero photochemical age were calculated, which resembled the composition reported in the literature for natural gas field condensate tank flashing. Back-trajectory analysis showed that hydrocarbon-rich plumes came from the south and west directions, where O&G upstream and midstream operations are abundant. High OH reactivity values were calculated from C₂-C₆ alkanes mixing ratios, with the average reactivity for the 3 years being 1.55, 1.88, and 1.16 s^-1. This indicates that VOC emissions from O & G operations may contribute to ozone production.

Instrumentation and Measurement Strategy for the NOAA SENEX Aircraft Campaign as Part of the Southeast Atmosphere Study 2013

Natural emissions of ozone-and-aerosol-precursor gases such as isoprene and monoterpenes are high in the southeast of the US. In addition, anthropogenic emissions are significant in the Southeast US and summertime photochemistry is rapid. The NOAA-led SENEX (Southeast Nexus) aircraft campaign was one of the major components of the Southeast Atmosphere Study (SAS) and was focused on studying the interactions between biogenic and anthropogenic emissions to form secondary pollutants. During SENEX, the NOAA WP-3D aircraft conducted 20 research flights between 27 May and 10 July 2013 based out of Smyrna, TN. Here we describe the experimental approach, the science goals and early results of the NOAA SENEX campaign. The aircraft, its capabilities and standard measurements are described. The instrument payload is summarized including detection limits, accuracy, precision and time resolutions for all gas-and-aerosol phase instruments. The inter-comparisons of compounds measured with multiple instruments on the NOAA WP-3D are presented and were all within the stated uncertainties, except two of the three NO₂ measurements. The SENEX flights included day- and nighttime flights in the Southeast as well as flights over areas with intense shale gas extraction (Marcellus, Fayetteville and Haynesville shale). We present one example flight on 16 June 2013, which was a daytime flight over the Atlanta region, where several crosswind transects of plumes from the city and nearby point sources, such as power plants, paper mills and landfills, were flown. The area around Atlanta has large biogenic isoprene emissions, which provided an excellent case for studying the interactions between biogenic and anthropogenic emissions. In this example flight, chemistry in and outside the Atlanta plumes was observed for several hours after emission. The analysis of this flight showcases the strategies implemented to answer some of the main SENEX science questions.

Characterization and source identification of sub-micron particles at the HKUST Supersite in Hong Kong

Particle size distribution measurements were conducted continuously at a 30-second interval using the Fast Mobility Particle Sizer (FMPS) in August, September, November and December of 2011 at a coastal background site in Hong Kong. Concurrent measurements of CO, NOx, O3, SO2 and volatile organic compounds (VOCs) were used to determine the causes of high particle number concentration (PNC) events. In all sampling months, PNC were usually higher in the evening, likely resulting from the arrival of upwind air pollutants as wind direction changed in the late afternoon. On the more polluted days, the PNC were usually higher around noon, particularly in August, similar to the diurnal trend of O3. The mode diameter at noon was smaller than in other time periods in all sampling months, further highlighting the role of secondary formation at this urban background site. A prolonged period of pollution episode occurred in late August. High PNC resulted from the arrival of pollution laden air from the PRD region or super regions. In December, new particle formation followed by subsequent growth accounted for most of the polluted days. Overall, meteorology was the most important parameter affecting particle concentrations and formation at this Hong Kong background site.

Intermediate-volatility organic compounds: a large source of secondary organic aerosol

Secondary organic aerosol (SOA) is a major component of atmospheric fine particle mass. Intermediate-volatility organic compounds (IVOCs) have been proposed to be an important source of SOA. We present a comprehensive analysis of atmospheric IVOC concentrations and their SOA production using measurements made in Pasadena, California during the California at the Nexus of Air Quality and Climate Change (CalNex) study. The campaign-average concentration of primary IVOCs was 6.3 ± 1.9 μg m(-3) (average ± standard deviation), which is comparable to the concentration of organic aerosol but only 7.4 ± 1.2% of the concentration of speciated volatile organic compounds. Only 8.6 ± 2.2% of the mass of the primary IVOCs was speciated. Almost no weekend/weekday variation in the ambient concentration of both speciated and total primary IVOCs was observed, suggesting that petroleum-related sources other than on-road diesel vehicles contribute substantially to the IVOC emissions. Primary IVOCs are estimated to produce about 30% of newly formed SOA in the afternoon during CalNex, about 5 times that from single-ring aromatics. The importance of IVOCs in SOA formation is expected to be similar in many urban environments.

Air quality in Mecca and surrounding holy places in Saudi Arabia during Hajj: initial survey

The Arabian Peninsula experiences severe air pollution, the extent and sources of which are poorly documented. Each year in Saudi Arabia this situation is intensified during Hajj, the Holy Pilgrimage of Islam that draws millions of pilgrims to Mecca. An initial study of air quality in Mecca and surrounding holy sites during the 2012 Hajj (October 24-27) revealed strongly elevated levels of the combustion tracer carbon monoxide (CO, up to 57 ppmv) and volatile organic compounds (VOCs) along the pilgrimage route-especially in the tunnels of Mecca-that are a concern for human health. The most abundant VOC was the gasoline evaporation tracer i-pentane, which exceeded 1200 ppbv in the tunnels. Even though VOC concentrations were generally lower during a follow-up non-Hajj sampling period (April 2013), many were still comparable to other large cities suffering from poor air quality. Major VOC sources during the 2012 Hajj study included vehicular exhaust, gasoline evaporation, liquefied petroleum gas, and air conditioners. Of the measured compounds, reactive alkenes and CO showed the strongest potential to form ground-level ozone. Because the number of pilgrims is expected to increase in the future, we present emission reduction strategies to target both combustive and evaporative fossil fuel sources.

Air quality in the Industrial Heartland of Alberta, Canada and potential impacts on human health

The "Industrial Heartland" of Alberta is Canada's largest hydrocarbon processing center, with more than 40 major chemical, petrochemical, and oil and gas facilities. Emissions from these industries affect local air quality and human health. This paper characterizes ambient levels of 77 volatile organic compounds (VOCs) in the region using high-precision measurements collected in summer 2010. Remarkably strong enhancements of 43 VOCs were detected, and concentrations in the industrial plumes were often similar to or even higher than levels measured in some of the world's largest cities and industrial regions. For example maximum levels of propene and i-pentane exceeded 100 ppbv, and 1,3-butadiene, a known carcinogen, reached 27 ppbv. Major VOC sources included propene fractionation, diluent separation and bitumen processing. Emissions of the measured VOCs increased the hydroxyl radical reactivity (kOH), a measure of the potential to form downwind ozone, from 3.4 s-1 in background air to 62 s-1 in the most concentrated plumes. The plume value was comparable to polluted megacity values, and acetaldehyde, propene and 1,3-butadiene contributed over half of the plume kOH. Based on a 13-year record (1994-2006) at the county level, the incidence of male hematopoietic cancers (leukemia and non-Hodgkin lymphoma) was higher in communities closest to the Industrial Heartland compared to neighboring counties. While a causal association between these cancers and exposure to industrial emissions cannot be confirmed, this pattern and the elevated VOC levels warrant actions to reduce emissions of known carcinogens, including benzene and 1,3-butadiene.

Source signature of volatile organic compounds from oil and natural gas operations in northeastern Colorado

An extensive set of volatile organic compounds (VOCs) was measured at the Boulder Atmospheric Observatory (BAO) in winter 2011 in order to investigate the composition and influence of VOC emissions from oil and natural gas (O&NG) operations in northeastern Colorado. BAO is 30 km north of Denver and is in the southwestern section of Wattenberg Field, one of Colorado's most productive O&NG fields. We compare VOC concentrations at BAO to those of other U.S. cities and summertime measurements at two additional sites in northeastern Colorado, as well as the composition of raw natural gas from Wattenberg Field. These comparisons show that (i) the VOC source signature associated with O&NG operations can be clearly differentiated from urban sources dominated by vehicular exhaust, and (ii) VOCs emitted from O&NG operations are evident at all three measurement sites in northeastern Colorado. At BAO, the reactivity of VOCs with the hydroxyl radical (OH) was dominated by C(2)-C(6) alkanes due to their remarkably large abundances (e.g., mean propane = 27.2 ppbv). Through statistical regression analysis, we estimate that on average 55 ± 18% of the VOC-OH reactivity was attributable to emissions from O&NG operations indicating that these emissions are a significant source of ozone precursors.

Vertically resolved measurements of nighttime radical reservoirs in Los Angeles and their contribution to the urban radical budget

Photolabile nighttime radical reservoirs, such as nitrous acid (HONO) and nitryl chloride (ClNO(2)), contribute to the oxidizing potential of the atmosphere, particularly in early morning. We present the first vertically resolved measurements of ClNO(2), together with vertically resolved measurements of HONO. These measurements were acquired during the California Nexus (CalNex) campaign in the Los Angeles basin in spring 2010. Average profiles of ClNO(2) exhibited no significant dependence on height within the boundary layer and residual layer, although individual vertical profiles did show variability. By contrast, nitrous acid was strongly enhanced near the ground surface with much smaller concentrations aloft. These observations are consistent with a ClNO(2) source from aerosol uptake of N(2)O(5) throughout the boundary layer and a HONO source from dry deposition of NO(2) to the ground surface and subsequent chemical conversion. At ground level, daytime radical formation calculated from nighttime-accumulated HONO and ClNO(2) was approximately equal. Incorporating the different vertical distributions by integrating through the boundary and residual layers demonstrated that nighttime-accumulated ClNO(2) produced nine times as many radicals as nighttime-accumulated HONO. A comprehensive radical budget at ground level demonstrated that nighttime radical reservoirs accounted for 8% of total radicals formed and that they were the dominant radical source between sunrise and 09:00 Pacific daylight time (PDT). These data show that vertical gradients of radical precursors should be taken into account in radical budgets, particularly with respect to HONO.

Air quality implications of the Deepwater Horizon oil spill

During the Deepwater Horizon (DWH) oil spill, a wide range of gas and aerosol species were measured from an aircraft around, downwind, and away from the DWH site. Additional hydrocarbon measurements were made from ships in the vicinity. Aerosol particles of respirable sizes were on occasions a significant air quality issue for populated areas along the Gulf Coast. Yields of organic aerosol particles and emission factors for other atmospheric pollutants were derived for the sources from the spill, recovery, and cleanup efforts. Evaporation and subsequent secondary chemistry produced organic particulate matter with a mass yield of 8 ± 4% of the oil mixture reaching the water surface. Approximately 4% by mass of oil burned on the surface was emitted as soot particles. These yields can be used to estimate the effects on air quality for similar events as well as for this spill at other times without these data. Whereas emission of soot from burning surface oil was large during the episodic burns, the mass flux of secondary organic aerosol to the atmosphere was substantially larger overall. We use a regional air quality model to show that some observed enhancements in organic aerosol concentration along the Gulf Coast were likely due to the DWH spill. In the presence of evaporating hydrocarbons from the oil, NO(x) emissions from the recovery and cleanup operations produced ozone.
