Can Grassland Rental Lead to Herders' Rotational Grazing Under the Grassland Household Responsibility System? Evidence from Pastoral Areas in Northern China

Grassland property rights privatization has alleviated the problem of 'the tragedy of the commons' but led to an unintended ecological consequence-traditional nomadic modes declination. However, with the grassland rental market formation in countries with property rights privatization, grassland rental has reshaped the pattern of grassland allocation and provided opportunities for herders to optimize their grazing modes. Based on the survey data of herders in northern China, we theoretically analyze and empirically test grassland rental's impact on herders' rotational grazing behavior under the household responsibility system. The results show that grassland rental promotes herders' rotational grazing, and the probability of individual rotational grazing is increased by 58.27%. By increasing the operated grazing grassland area and the number of grassland plots fenced, grassland rental promotes herders' grassland endowment match with the large-scale livestock activity space and the number of grazing blocks required for rotational grazing, reduces the input cost and operation difficulty required for rotational grazing, and increase herders rotational grazing probability. Grassland rental's impact on herder's rotational grazing is heterogeneous, showing the dependence of the number of plots fenced and the scale of grazing grassland. It has a higher promotion effect on herders with more plots fenced; It cannot promote the generation of herders' rotational grazing behavior when the rented grassland area fails to make the grassland operation scale reach the minimum threshold of rotational grazing. The study emphasizes the importance of developing a grassland rental market to promote the optimization of grazing modes in grassland privatization countries.

Sales Scale, Non-Pastoral Employment and Herders’ Technology Adoption: Evidence from Pastoral China

The adoption of livestock husbandry technologies has been an important factor affecting the welfare of herders and the efficiency of grazing-based livestock production and grassland protection in China’s pastoral areas. The small-scale herder is the main body of grassland-based grazing husbandry, and so technology adoption is particularly important, though it is currently scarce. To identify the factors influencing technology adoption behavior by Chinese herders, especially its effect on the scale of livestock sales and non-pastoral employment (NPE), we conducted a survey in the Gansu and Qinghai provinces of China with a sample of 296 herder households. The results show that the scale of livestock sale promotes the adoption of technology, while non-pastoral employment has a generally negative effect. In detail, the substitution effect of NPE is positive, but the wealth effect is negative. In addition, NPE and its wealth effect have moderating effects that can enhance the effect of the sales scale on the adoption of herders’ technology. After distinguishing the technologies into profit-seeking technology and pro-environmental technology, we found that NPE and its substitution effect have a significant influence on pro-environmental technology, while the wealth effect has a significant impact on both profit-seeking and pro-environmental technology. Environmental awareness and altruism also have significant positive impacts on pro-environmental technology. These findings are relevant to policy implications dealing with technology adoption in pastoral areas.

Cooperative grassland management practices promoted by land tenure system transformation benefit social-ecological systems of pastoralism on the Qinghai-Tibetan plateau, China

China has recently implemented the latest rural land tenure reform with the "Separating Three Property Rights" as non-tradable land ownership, non-tradable land contracting right and tradable land use right, leading to a dramatic change in grassland management strategies in vast pastoral areas. However, the impact of this new reform on grassland management practices is widely debated by scholars and policy analysts. To identify the factors impacting the pastoralists' choice of grassland management practice and the social, economic and ecological benefits derived from different grassland management practices, we conducted a field survey of pastoralists (n = 259) in 7 counties on the Qinghai-Tibetan Plateau. The results showed that respondents' gender, grassland area, scale and location of the village, grassland condition perception significantly exerted positive influence on pastoralists' willingness to participate in cooperative grassland management practices, while grassland fence and urban life expectation negatively influenced the willingness. We found that cooperative grassland management practices led to significantly higher household incomes, more equal gender relationships and better-managed grasslands than individual ones. In spite of this, there were still a large number of pastoralists who chose individual grassland management practices due to their long-term customary operations. In conclusion, this new rural land tenure reform has facilitated pastoralists' choice for diverse grassland management practices and the promoted voluntary large-scale cooperative grassland management practices benefit the social-ecological system of pastoralism.

Preventing rangeland degradation: a shared problem for Australia and China

Rangeland degradation continues in Australia, China and elsewhere. The stocking rate/animal production relationship has been a successful concept for pastoralists wanting to avoid degradation and/or raise incomes. However, there are no means available of alerting pastoralists to the approach of critical thresholds that would ‘flip’ rangelands into alternative states when grazing-stressed. Critical threshold forecasting for avoiding degradation (and seizing restoration opportunities) could be made available online. Research has yet to find, assemble and test the set of indicators needed to forecast the approach of critical thresholds envisaged in State-and-Transition thinking. Forecasting at paddock, property and regional scales would have to involve high-performance computing because the thresholds will be space and time dependent. The case for Australia and China to contribute cooperatively to this research effort rests on the large number of contrasting rangeland ecosystems across the two countries that represent rangelands globally. A proven history of past collaboration is extant with existing research programs on plant population dynamics, landscape patchiness/leakiness and soil biota status, and their responses to the separate and combined effects of climate and grazing animals. The road to adoption would involve partnerships with pastoralists throughout the process, remote sensing to identify approaching thresholds in real time, application of high-performance computing and possibly artificial intelligence, and packaging of forecasts for different socio-economic rangeland systems.
