Controversial Topics in Animal Welfare in Latin America: A Focus on the Legislation Surrounding the Human-Companion Animal Relationship and Animals Used for Recreational Practices

Animal welfare is a societally relevant issue that is globally attracting increased attention. This is in addition to the importance placed on welfare for the animals themselves. However, the content and application of laws protecting animals' welfare vary across countries. In Latin America, there are a range of common practices or activities involving certain animal species, many of which are legal, that can impair an animal's quality of life. These include the performance of aesthetic surgical procedures; bull-, cock-, and dog fighting; and the existence of circuses that exhibit animals. The extent and impact of these practices being dependent on the socioeconomic, cultural, territorial, and regulatory landscape of each country. Particularly, Ibero-American regions face welfare challenges that might be influenced by traditions and relevant legal gaps. The objective of this article is to review controversial practices carried out in companion and entertainment animals in Latin America, with a focus on legal aspects, as well as the current efforts being made to address and incorporate global welfare standards into domestic and wild animal practice and regulation.

Evaluation of Muscle Proteins for Estimating the Post-Mortem Interval in Veterinary Forensic Pathology

Postmortem cadaveric changes are commonly used to estimate the postmortem interval (PMI) in humans and animals. However, these modifications have been poorly investigated in animals of interest to veterinary forensic pathology. The aim of this study was to investigate the potential use of muscle proteins (desmin and dystrophin) as biomarkers for estimating the PMI in dogs. For this study, 10 dead adult dogs were evaluated for 4 days in a temperature-controlled room at 19 ± 1 °C. For each animal, at 3, 24, 48, 72, and 96 h after death, a 1 × 1 × 1 cm cube of muscle tissue was removed from the vastus lateralis and triceps brachii. Protein expression levels were analyzed by immunohistochemical examination and immunoblot analysis. The obtained results showed rapid dystrophin degradation, with complete disappearance at 72 h after death. In contrast, desmin-positive fibers and desmin protein bands detected by immunoblot were observed on all 4 days of observation. Our findings suggest the potential use of muscle proteins as biomarkers for estimating the PMI in dogs.

Intimate Partner Violence, Animal Maltreatment, and Animal Safekeeping: Findings From a Public Survey

While research on the link between intimate partner violence (IPV), animal maltreatment, and the need for animal safekeeping has increased significantly in recent years, previous research has included samples of victims/survivors and service providers. The present study examined public awareness of the link between IPV, animal abuse, and the need for animal safekeeping. The study also examined awareness of services and supports and inquired about respondents' experiences with animal safekeeping in situations of IPV through an online survey that was open to the public. The survey included quantitative and qualitative questions and asked about three types of animals: pets, livestock, and service animals. Respondents were 176 residents of Saskatchewan who live in urban, rural, and northern areas of the province. Findings indicate that many respondents knew people who experienced IPV where their animals were also abused. Several respondents had assisted someone in planning for temporary animal safekeeping as part of their plan to exit a relationship when they were experiencing IPV. These results demonstrate the importance of "natural supports," including family, friends, and neighbors, for providing information, support, and assistance with animal safekeeping in situations of IPV, especially in rural and northern communities that do not have domestic violence and animal welfare agencies nearby. Findings also indicate public support for increasing services and supports for people who experience IPV and own animals, including pet-friendly domestic violence shelters and rental housing, to allow people and animals escaping IPV to remain together.

Measurement and Correlates of Zoophilic Interest in an Online Community Sample

Sexual interest in animals (zoophilia) is a scant investigated topic owing partially to difficulties in assessing the behavior outside of a clinical setting. While there have been previous attempts to categorize individuals with a sexual interest in animals into classification systems, this requires extensive clinical interviews and psychometric testing. Previous classifications also lack clarity on the adjacent concept of furryism (i.e., interest in anthropomorphized animals) and how it may be related to zoophilia. As there are currently no validated psychometric measures of zoophilia, individuals with a sexual interest in animals are a challenging population to research and may be underdetected in clinical settings. The central aim of the present study was to examine the measurement and correlates of sexual attraction to nonhuman animals through the development and refinement of psychometric and visual stimulus measures of animal sexual interest. Participants included 1,228 respondents (72% zoophilic and 35% furries; 67% men and 22.9% women) recruited from the online community. The results indicated that a Sexual Interest in Animals-Self-Report (SIA-SR) scale had four distinct subscales with excellent discrimination for self-reported zoophilia. Moreover, endorsement of sexual interest in horses and dogs from visual stimuli was most common among the individuals in the sample, while dog and horse sexual and romantic attractiveness ratings also had the largest and most consistent associations with SIA-SR scores and self-reported zoophilia. The results contribute to a greater understanding of the sexual interest patterns for persons with zoophilia and have implications for theory, future research, and clinical practice.

A Survey of Veterinary Medical Professionals' Knowledge, Attitudes, and Experiences with Animal Sexual Abuse

There has been little study of animal sexual abuse (ASA). Subsequently, little is known about veterinary medical professionals' (e.g., Veterinarians, Veterinary Technicians, Veterinary Nurses) knowledge of ASA and how they may contribute to the prevention of ASA. Thus, the objective of this paper is to comprehensively study ASA in a sample of veterinary medical professionals. Eighty-eight professionals were recruited through professional associations and posts on social media to take part in a survey examining non-sexual animal abuse, ASA, and criminal justice perceptions. Results indicated that, levels of knowledge and training were much lower for ASA than non-sexual abuse. Professionals also responded punitively toward individuals who have committed sexual abuse against animals and supported long prison sentences and registries for offenders. Veterinary medical professionals were supportive of mandatory reporting of all types of abuse but did not feel prepared to testify in these cases should they go to court. These results have implications for practice as they indicate that veterinary medical professionals are not receiving enough training on abuse - particularly ASA - which could put their patients at risk of continued harm.

Animal Safekeeping in Situations of Intimate Partner Violence: Experiences of Human Service and Animal Welfare Professionals

Although knowledge of the link between intimate partner violence (IPV) and animal maltreatment has increased significantly in recent years, few studies have examined service providers' experiences with IPV and concurrent animal abuse, as well as animal safekeeping in situations of IPV. The present study documented human service and animal welfare service providers' experiences supporting victims/survivors of IPV, who owned pets and livestock, and included service providers in rural and northern communities in Saskatchewan. Online surveys were completed by 128 human service professionals (including domestic violence shelter workers, domestic violence counsellors, victim services workers, police, and legal professionals) and 43 animal welfare professionals (including workers from animal rescues, humane societies, Societies for the Prevention of Cruelty to Animals [SPCAs], and veterinary clinics) (n = 171). Respondents shared information relating to their awareness of the link; their experiences responding in situations of IPV and concurrent animal abuse, including arranging animal safekeeping in situations of IPV; and successes and challenges related to effective service provision. Results include descriptions of intersecting risks to people and animals. Service providers shared ways that they have assisted victims/survivors who own animals, such as through animal safekeeping programs. Both human service and animal welfare professionals expressed the need for pet-friendly domestic violence shelters and pet-friendly long-term housing options. Service providers offered recommendations for improving education and training; improving provision of services of victims/survivors of IPV and their animals, including improving access to Emergency Intervention Orders and establishing funding for animal safekeeping in situations of IPV; and strengthening existing and building new partnerships.

Veterinarians' experiences of treating cases of animal abuse: An online questionnaire study

BACKGROUND

This study aimed to examine veterinarians' experiences of treating cases of nonaccidental injury and other forms of animal abuse and to assess their support needs and barriers to reporting cases.

METHODS

An online questionnaire was completed by 215 veterinarians. The survey included items on demographics and veterinary experience, experience of nonaccidental injuries during the last 12 months, case studies, perceptions of the roles of veterinarians in identifying and reporting cases, and barriers to reporting.

RESULTS

Fifty-three percent reported treating cases and 9% reported suspected cases of abuse in the last 12 months. Experience of abuse in the last 12 months did not vary in terms of veterinarians' age, sex or number of years in practice. The most commonly affected animals were dogs, cats and rabbits, and the most common forms of abuse were neglect and physical abuse. Case studies focused on physical abuse cases, but neglect cases more often resulted in death. Veterinarians showed high concern about animal abuse but varied in their confidence to intervene and perceived barriers to reporting.

CONCLUSION

Experience of animal abuse is common, and veterinarians feel a strong moral duty to act, but can lack confidence in intervening. Abuse cases affect stress levels and compassion fatigue; therefore, support and training are needed.

Veterinary needs for animal cruelty recognition and response in the United States center on training and workplace policies

OBJECTIVE

To better understand the experiences and perceptions of veterinary professionals in the US responding to suspected cases of animal cruelty.

SAMPLE

1,027 US veterinary professionals.

PROCEDURES

An anonymous survey was distributed via social media and veterinary professional associations between October 15 and November 15, 2020.

RESULTS

Responses indicated that more cases of suspected animal cruelty were seen by those who reported having had cruelty training and in workplaces with emergency intake or a relationship with law enforcement. In addition, suspected cases were more likely to be reported to authorities by respondents who indicated there was a workplace policy for handling cruelty cases and by individuals who indicated that they were aware that they were mandated reporters.

CLINICAL RELEVANCE

The important needs for veterinary professionals in relation to animal cruelty are more training to recognize animal cruelty, workplace policies for reporting, and knowledge of reporting laws.

Pilot Study of Attitudes of Taiwanese Veterinarians and Undergraduate Veterinary Students toward Animal Abuse and Interpersonal Violence

There is a strong association between animal abuse and interpersonal violence; therefore, veterinarians may encounter both. Dealing with animal abuse cases is beneficial for advancing animal welfare and the overall public health. Veterinarians play an important role in identifying and responding to this relationship. This study estimated the incidence of animal abuse encountered by veterinarians, examined veterinarians' awareness of the relationship between animal abuse and human abuse, examined veterinarians' attitudes towards how they deal with abuse cases, and related demographic characteristics to their attitudes of intervention and the frequency of encountering abuse cases. An anonymous self-administered questionnaire was designed and distributed through social media. Our results show that respondents' motivation to interfere for animal abuse cases was positively related to their moral or legal responsibility, willingness to assist, and agreement of mandatory reporting. Our results indicated that respondents who believed they had been provided with adequate training were more willing to deal with animal abuse, more capable of distinguishing abuse cases, and did not believe that dealing with abuse cases was beyond their ability. However, more than 60% of our respondents self-evaluated that the animal cruelty awareness training courses were insufficient. Hence, in addition to the traditional role of veterinarians, identifying and responding to animal cruelty should be enhanced through education.

Animal Abuse as an Indicator of Domestic Violence: One Health, One Welfare Approach

For years now, the importance of animal cruelty has been gaining recognition in the industrialized cities of the West. Animal cruelty encompasses any act that causes a non-human animal unnecessary pain or suffering, including negligence, abandonment, abuse, torture, bestiality, and even theriocide. This represents a red flag for society as a whole because people who commit such acts can escalate violence and direct it to other individuals. Animal cruelty and interpersonal violence—as well as other socially undesirable conduct such as bullying, antisocial personality disorder, rape, and serial murder—are closely related, so timely diagnoses of either one can help prevent acts of aggression. It is necessary, therefore, to analyze and try to understand whether there are early indicators that may help identify potentially violent individuals. It is well known that kids from homes with actual violence in their homes show a high tendency to reproduce such behaviors with both animals and other people. In conclusion, much research and rethinking of the importance of the veterinarian in detecting animal abuse and cruelty is needed to help detect and prevent cases of interpersonal violence that may arise over time.

Medicina Veterinaria Forense, Bienestar y Maltrato Animal: Percepciones y Conocimiento de Estudiantes de Medicina Veterinaria Colombianos y Brasileños

Los médicos veterinarios juegan un papel fundamental en la detección de casos de maltrato animal y violencia doméstica. Por lo tanto, es esencial que las escuelas de medicina veterinaria brinden una formación adecuada en bienestar animal y medicina veterinaria forense. El objetivo del presente artículo es caracterizar la percepción y el conocimiento de los estudiantes de medicina veterinaria sobre la formación en medicina veterinaria forense, bienestar animal y la asociación entre maltrato animal y violencia humana. Un cuestionario online fue distribuido a los estudiantes de las 227 y 22 facultades de medicina veterinaria en Brasil y Colombia, respectivamente. Pruebas de chi-cuadrado fueron realizadas para comparar las respuestas de las variables categóricas entre los estudiantes de Brasil y Colombia. La mayoría de los estudiantes encuestados indicaron que su escuela ofrecía capacitación en bienestar animal. Sin embargo, solo el 21.8% (47/216) de los estudiantes colombianos y el 43.1% (216/523) de los brasileños mencionaron que su facultad ofrecía formación en medicina veterinaria forense. En ambos países fueron identificadas deficiencias en la capacitación sobre la identificación de traumas no accidentales, denuncia de maltrato animal y el conocimiento sobre la asociación entre maltrato animal y violencia interpersonal. A pesar de esto, más del 90% de los estudiantes relataron ser conscientes de la relación que existe entre estos dos crímenes y la importancia de recibir capacitación obligatoria sobre maltrato animal y medicina veterinaria forense. Adicionalmente, la mayoría de los encuestados reconocieron que el maltrato animal incluye tanto el abuso físico como el mental. Nuestros resultados destacan la necesidad de mejorar la educación en bienestar animal, maltrato animal, violencia humana y medicina veterinaria forense en las facultades de medicina veterinaria de Brasil y Colombia.

Investigation of causes of death in wildlife using veterinary molecular and wound analysis methods

Investigating the cause of animal death is helpful to understand the reasons behind the interactions and conflicts between humans and animals. To further develop the cause of death investigation, we report a case of a Chinese spot-billed duck (Anas zonorhyncha) which hatched from a rescued duck and died 10 days after release. We inspected the duck’s cause of death using an interview of concerned people, external body examination, necropsy, and genetic examinations. Based on the fractures, the main cause of death was determined to be a traffic accident. Furthermore, molecular tests helped to detect raccoon DNA in the visible bite wounds. This case shows that molecular biological method is one of the methods of clarify the animals’ cause of death.

An Analysis of Veterinary Practitioners' Intention to Intervene in Animal Abuse Cases in South Korea

Simple Summary

In South Korea, from 2013–2018, the number of animal abuse crimes has increased by 3.3 times. Since veterinarians are at the forefront of witnessing and identifying such issues, we aimed to investigate the perceived barriers and factors that influence their intention toward reporting animal abuse cases and counseling animal owners in South Korea to develop insights into how they can be encouraged to engage in abuse prevention. We collected data regarding the number of cases witnessed, responses to these cases, barriers associated with reporting cases, belief in the link between animal abuse and human crimes and moral and legal obligations, and participant characteristics via a questionnaire. On analyzing the responses, we uncovered that 80% of the participants witnessed suspected animal abuse cases, and more than half of them were reluctant to report them to the authorities. We found that a “pro-animal” attitude and belief in the “link” between animal abuse and human abuse and moral and legal obligations toward animals are significantly associated with intervening in animal abuse cases. To reinforce these aspects, we recommend that veterinarians be trained in legal liability, moral responsibility, and veterinary forensic medicine. To overcome perceived barriers, legislation to protect victims and reporting veterinarians should be introduced.

Abstract

Due to their professional abilities, veterinarians have a duty to reduce animal abuse. Therefore, it is crucial to understand their attitude and behavior on encountering animal abuse cases. We analyzed the responses from completed questionnaires (n = 593) filled by small and large animal practitioners in South Korea. The majority (n = 513, 86.5%) of the respondents witnessed suspected animal abuse cases in their practice. The female participants, small animal practitioners, and younger veterinarians tended to report animal abuse cases more frequently. Based on a hierarchical regression model, moral obligation was the statistically significant predictor of intention toward counseling owners (F = 22.089, R² = 0.232, p < 0.001) while “pro-animal” attitudes, belief in the “link” between animal and human crimes, and moral and legal obligation were significant predictors of intention to report (F = 22.877, R² = 0.239, p < 0.001). The most frequent barrier in reporting abuse cases was the difficulty in assuring animal safety afterwards. Our findings revealed that individual characteristics (sex, age, practice type, pro-animal attitude) affect veterinarian sensitivity in recognizing animal abuse. Participants lacked self-efficiency in managing animal abuse cases. Therefore, strengthening professionalism and training veterinarians in identifying nonaccidental injuries caused by abuse are recommended to motivate them to intervene in abuse cases.

To report, or not to report, animal abuse: the role of perceived self-efficacy in veterinarians' decision-making

BACKGROUND

Veterinarians are on the frontline of animal welfare, but little is known about the factors that facilitate their decision to report cases of abuse to authorities. Using perceived self-efficacy as a basis, the primary aim of this study was to examine the psychological and experiential factors linked to veterinarians' reporting behaviour.

METHODS

We administered questionnaires to 176 veterinarians assessing the amount of training received on detecting/reporting animal abuse, perceived self-efficacy to report animal abuse, and whether they have reported animal abuse incidents to the relevant authorities.

RESULTS

We found that perceived self-efficacy positively correlated with suspecting and reporting animal abuse, number of hours of specialised training, and years working in practice. As hypothesised, we also found that perceived self-efficacy explained the relationship between specialised training (in hours) and reporting animal abuse.

CONCLUSIONS

These findings highlight the psychological impact of specialised training on veterinarians' reporting behaviour. Simply put, specialist training equips veterinarians with the confidence and self-efficacy to report suspected cases of animal abuse. The implications for training curriculum and veterinary policy are discussed.

Perception, knowledge and attitudes of small animal practitioners regarding animal abuse and interpersonal violence in Brazil and Colombia

Identification and report of animal abuse by veterinarians are fundamental to the promotion of animal welfare and the prosecution of this crime. Likewise, these professionals have an important responsibility to cope with the cycle of violence. This study aims to characterize the perception, knowledge, and attitudes of small animal practitioners regarding animal abuse and interpersonal violence in Brazil and Colombia. An online survey containing 27 questions was distributed to small animal practitioners of both countries. Multiple correspondence analysis (MCA) was employed to construct relationships among categorical variables and the chi-square statistic was used for testing these relationships. An important number of respondents had suspected that their patients could be victims of animal abuse (Brazil 48.1%; Colombia 64.5%). However, only a minority reported this situation to competent authorities (Brazil 32.7%; Colombia 10.8%). To receive training about veterinary forensics and/or animal welfare sciences in veterinary college was associated with identifying and denouncing animal abuse (p < .05). Deficiency in training received by veterinarians on veterinary forensic and animal welfare science in veterinary college was evident. Despite this, small animal practitioners recognize the existence of an association between animal abuse and interpersonal violence (Brazil 94.2%; Colombia 96.8%). The results highlight the need to strengthen education on animal abuse and promote the participation of veterinarians in the prosecution of this crime in Latin America.

Eternally Vulnerable: The Pathology of Abuse in Domestic Animals

Animals are amongst the most vulnerable of all sentient beings. Animal neglect and abuse may involve a single animal and one person, or hundreds of animals and many people. Animals and people are victims of the same types of fatal injury and severe neglect; however, the anatomy and physiology of different animal species and even breeds of animals are a unique challenge for veterinary pathologists. Identifying and describing external lesions of blunt force trauma and projectile wounds requires that the entire skin be reflected from the animal because fur and feathers partially or totally mask the injuries. Because quadrupeds or birds may react differently to the same traumatic force applied to bipedal humans, extrapolating from medical forensic pathology must be done with caution. Animal abuse, however, does not occur in a vacuum. An established link exists between animal abuse, interpersonal violence, and other serious crimes. Using examples, this paper describes specific injuries in abused and neglected animals in the context of domestic violence, interpersonal violence, mental illness, and drug addiction. Medical examiners should be aware that animal abuse affects not only the animal, but individuals, families, and society as a whole.

Forensic Veterinary Pathology

Sharp-force injuries are injuries caused by a mechanical force using sharp objects against the skin. Sharp-force injuries are mainly classified as stab, incised, chop, and therapeutic wounds and are less frequent than blunt-force injuries in animals. The analysis of the edges of the wound is crucial, especially if more than one type of lesion is involved. It may be difficult to differentiate between sharp trauma and blunt trauma, because lacerations can resemble incised wounds. The accurate documentation and examination of these injuries may indicate the instrument involved, the relationship between the animal and the perpetrator, and the force of the stab. Situations in which this type of trauma occurs may involve social violence, accidents, hunting, veterinary medical management, and religious rituals. The causes of death related to this type of trauma include hypovolemic shock, pneumothorax, or asphyxiation due to aspiration of blood. Necropsy findings should provide objective and unbiased information about the cause and manner of death to aid the investigation and further judgment of a possible crime.

A Survey of Attitudes of Board-Certified Veterinary Pathologists to Forensic Veterinary Pathology

An electronic survey was conducted to determine the attitudes of veterinary pathologists toward forensic pathology and the adequacy of their training in the discipline. The survey was sent to 1933 diplomates of the American College of Veterinary Pathologists and 311 completed responses were analyzed. Of respondents, 80% report receiving at least 1 type of medicolegal case, with cases from law enforcement received most frequently. Most (74%) of the respondents indicated that their previous training did not prepare them adequately to handle forensic cases and almost half of the respondents (48%) indicated that they needed more training on serving as an expert witness. Relative risk ratios (RRR) and odds ratios (OR) were generated to determine the strength of a statistically significant association. Responses from a free-text entry question determining additional training needs could be grouped into 3 main categories: (1) veterinary forensic pathology science and procedures, (2) documentation, evidence collection and handling, and (3) knowledge of the medicolegal system. Last, a field for additional comments or suggestions regarding veterinary forensic pathology was completed by 107 respondents and many reinforced the need for training in the categories previously described. The survey highlights that a significant proportion of diplomates of the American College of Veterinary Pathologists are currently engaged in veterinary forensic pathology but feel their training has not adequately prepared them for these cases. Hopefully, the survey results will inform the college and residency training coordinators as they address the training requirements for an important emerging discipline.

Animal Abuse and Interpersonal Violence: The Cruelty Connection and Its Implications for Veterinary Pathology

The role of the veterinary forensic pathologist in the investigation of animal abuse or neglect can go beyond documenting the condition of animals presented as evidence. Although animal cruelty is a moral concern and a crime in itself, law enforcement response to such crimes is often enhanced by the recognition that crimes against animals can be both indicators of other ongoing crimes against people and predictors of the potential for interpersonal violence. An understanding of common motives underlying animal cruelty can aid the pathologist in asking appropriate questions. The authors review the forms of pathology evidence commonly seen in various presentations of animal cruelty. Understanding these forms of evidence can help the pathologist describe findings that can be significant for assessing the potential risks the alleged perpetrator may pose to other animals and humans.

Recognizing and responding to cases of suspected animal cruelty, abuse, and neglect: what the veterinarian needs to know

The identification of a "battered pets" syndrome, which put the veterinary profession on a parallel footing with its counterparts in human medicine who respond to battered children, women, and elders, expanded the veterinarian's role as an advocate for animals' welfare to include the recognition of, response to, and prevention of animal abuse. Professional policies and legislation in several nations have been amended to define these responsibilities and delineate appropriate responses when animal maltreatment or other forms of family violence are suspected. This article reviews these changes, discusses abuse as a matter of animal welfare and public health, and summarizes research describing animal abuse as a possible indicator and predictor of interpersonal violence. Five steps that helped build human health care's response to child abuse, domestic violence, and elder abuse, and that are analogous to forces in contemporary veterinary practice, are described. It familiarizes practitioners with terminology used in animal cruelty investigations. It describes clinical presentations, client profiles and behaviors, and environmental conditions that may raise a practitioner's index of suspicion of possible animal maltreatment. It reviews protocols that practitioners may employ to respond compassionately and effectively to suspected animal abuse and enhance successful law enforcement investigations and prosecutions. Such responses can unite human and veterinary medicine in a common concern for vulnerable, victimized, and at-risk populations and position veterinarians as an essential part of public health approaches to break the cycles of violence affecting animals and human members of the family and community.

Animals Used in Research and Education, 1966-2016: Evolving Attitudes, Policies, and Relationships

Since the inception of the Association of American Veterinary Medical Colleges (AAVMC), the use of animals in research and education has been a central element of the programs of member institutions. As veterinary education and research programs have evolved over the past 50 years, so too have societal views and regulatory policies. AAVMC member institutions have continually responded to these events by exchanging best practices in training their students in the framework of comparative medicine and the needs of society. Animals provide students and faculty with the tools to learn the fundamental knowledge and skills of veterinary medicine and scientific discovery. The study of animal models has contributed extensively to medicine, veterinary medicine, and basic sciences as these disciplines seek to understand life processes. Changing societal views over the past 50 years have provided active examination and continued refinement of the use of animals in veterinary medical education and research. The future use of animals to educate and train veterinarians will likely continue to evolve as technological advances are applied to experimental design and educational systems. Natural animal models of both human and animal health will undoubtedly continue to serve a significant role in the education of veterinarians and in the development of new treatments of animal and human disease. As it looks to the future, the AAVMC as an organization will need to continue to support and promote best practices in the humane care and appropriate use of animals in both education and research.

Legally protecting and compelling veterinarians in issues of animal abuse and domestic violence

The majority of veterinarians recognise their important role and responsibility to society and animal welfare in the detection and reporting of suspected abuse of animals and humans. In spite of the existing moral, ethical, and legal duties applied to veterinarians, they face substantial barriers that prohibit them from fulfilling their professional role in handling cases of suspected abuse. With increasing public and legal attention on issues of animal welfare, the non-fulfillment of these duties places the profession and its members at considerable risk of public criticism and adverse legal accountability. The issue is raised here that the veterinary profession in New Zealand needs to provide a clear policy statement and take pro-active measures that provide practical enforceable solutions to these existing barriers and legal risks. Such an initiative will assist in ensuring that all registered members consistently fulfil their obligations, and are legally protected while doing so. Veterinary counterparts overseas already provide a legislative immunity for their veterinarians who report suspected abuse as part of a mandated duty to report. Implementation of such a duty has significant benefits for all veterinarians, including the requirement for education and effective support systems. In the absence of such a mandatory duty, intermediary measures can be introduced, demonstrating social responsibility and commitment by the profession to their existing duty of care.
