Effectiveness of Occupational Safety and Health interventions: a long way to go

Background

Occupational Safety and Health (OSH) has become an area of increasing concern for organizations and institutions. As it evolves, it has gradually posed ongoing challenges, becoming more complex, for organizations. Consequently, more comprehensive studies are required to advance academic and institutional research. From this perspective, this study aims to gather research contributions on the effectiveness of existing interventions for OSH improvement and identify areas for further exploration.

Methods

According to the nature of scientific literature, the overall process of a literature review was investigated following an integrative approach, which involved searching for, selecting, and analyzing various literature in a creative and integrated manner, without a predefined structure.

Results

The analysis suggests that there is room for improvement in understanding the effectiveness of OSH interventions and more concrete guidance is still desirable. Based on the literature, some research areas for future developments in OSH interventions are identified. One potential area to explore further is fostering human-centered technological development and a more conscious network of stakeholders, with higher coordination, shared knowledge, and open communication.

Implications

Focusing on the proposed directions will support scholars and practitioners in pursuing continuous OSH improvement through more effective and well-grounded workplace interventions and encourage organizations to be proactive in daily OSH management.

Development and psychometric evaluation of an occupational health and safety performance tool for manufacturing companies

Background

The occupational health and safety (OHS) performance of organizations maybe affected by internal and external factors. According to a literature review, standardized tools for studying these factors are limited. Therefore, the main aim of this study was to examine psychometric properties of a tool for evaluating OHS performance. The tool was used to investigate the relationship between the identified OHS performance influencing factors and occupational injury.

Methods

The questionnaire developed through conducting a literature review about the OHS performance and constructing a question pool. The number of items was reduced to 93 after performing a screening process. Sixteen OHS scholars offered feedback on the tool's phrasing and applicability to check face and content validity. Test-retest reliability was examined through intraclass correlation coefficients. 850 questionnaires were distributed at 12 manufacturing companies in the West Azerbaijan province in Iran, 600 valid questionnaires were returned. Exploratory and confirmatory factor analysis were conducted to assess construct validity. Criterion validity was investigated by measuring agreement between its OHS performance scores and occupational injury. A set of regression analyses examined the variables associated with OHS influencing factors.

Results

Validity analysis revealed that 93 items had an excellent content validity ratio (>0.79) and content validity index (>0.47). The exploratory factor analysis resulted in eleven OHS performance factors. Thirty-three items were removed because of inadequate reliability. The result of confirmatory factor analysis showed that the OHS performance model is satisfactory. The final 60-item scale's reliability score was 0.96. The safety system was identified as the main influencing factor (3.54 ± 0.65). Participants with more safety training reported more injuries. Safety training and injury experiences, company size, and occupational health and safety management system (OHSMS) adoption affected OHS performance influencing factors. Occupational injuries were linked to company size (OR = 1.39, CI = 1.06-1.82), whereas the absence of OHSMS was connected with an increased risk of occupational injury (OR = 0.09, CI = 0.02-0.55).

Conclusions

The developed tool had satisfactory psychometric properties for assessing OHS performance in manufacturing companies. OHS performance could be improved by implementing safety systems and focusing more on incentive programs. Implementing the requirements of an OHSMS may improve the OHS performance and decrease occupational injuries.

Effect of an occupational health and safety management system based on KOSHA 18001 on industrial accidents

BACKGROUND

Many Korean enterprises have been operating an occupational health and safety management system (OHSMS) based on Korea Occupational Safety and Health Agency (KOSHA) 18001 certification standards, which were developed in South Korea.

OBJECTIVE

This study analyzed health and safety performance among enterprises operating KOSHA 18001.

METHODS

Accident rates from 2010 to 2017 of 1,541 enterprises that implemented KOSHA 18001 and those that did not (N = 2,507,363) were analyzed by industry and size. The differences in the accident reduction rate before and after KOSHA 18001 implementation were analyzed in enterprises that implemented the system.

RESULTS

Compared to before implementation, the accident reduction rate was greater after KOSHA 18001 was implemented. The year that an enterprise began operating KOSHA 18001 was defined as T. For industry-specific analysis, the accident reduction rate between T and T + 1 was greater than that between T-2 and T-1 increased among both manufacturing (p = 0.020) and other enterprises (p = 0.011). For size-specific analyses, the accident reduction rate between T and T + 1was greater than that between T-2 and T-1 among enterprises with 299 or fewer workers (p = 0.008) and enterprises with 300 or more workers (p = 0.043). However, the accident rates of enterprises that implemented KOSHA 18001 and those that did not varied by industry and size.

CONCLUSIONS

The findings suggest that enterprises that do not utilize an OHSMS should consider doing so to prevent and reduce industrial accidents, and industry- and size-specific features should be considered to boost safety performance through the implementation of OHSMS.

Sustainable Development of Mountain Hotels through the Implementation of International Management Standards: The Romanian Case

This paper aims to identify the current level of implementation of the principles of sustainable development among hotels in the mountain area of Romania, how these standards influence the occupancy rate with the help of communication strategies, and to what extent the implementation of international management standards leads to an increase in the profitability rate. The research was carried out on the basis of questionnaires addressed to the hotels in the mountain areas of Romania, with information being collected from a number of 77 hotels, rated between 2 and 5 stars. The results obtained from the research highlighted the existence of positive correlations, both between the use of a communication strategy on the sustainable development objectives and the occupancy rate, as well as between the implementation of international management standards and the increase of the profitability rate.

OHSAS 18001 certification and work accidents: Shedding light on the connection

INTRODUCTION

The implications of OHSAS 18001 for substantive Occupational Health and Safety outcomes such, as a reduction in work accidents, have been under-researched in the scholarly literature. The impact of this standard on other aspects of performance, such as profitability and productivity, has attracted more attention.

METHOD

This article aims to fill this gap by shedding light on the relationship between OHSAS 18001 certification and the rates of minor, serious, and fatal accidents per employee at work experienced in certified and non-certified companies.

RESULTS

Based on an analysis of a sample of 5,147 Spanish firms, the findings show that OHSAS 18001 certification is only loosely related with better occupational health and safety performance measured in terms of rate of accidents at work. A propensity for OHSAS 18001 certification to be found in economic sectors of activity with worse occupational health and safety outcomes in terms of rate of work-related accidents is identified. There is evidence of a negative selection-effect of the main international management standard for occupational health and safety. Potential distortions and biases that may be related to these and other findings in the scholarly literature are analyzed. Managerial implications of the main findings, implications for policy makers, and avenues for future research are discussed.

Diagnosis of poor safety culture as a major shortcoming in OHSAS 18001-certified companies

The evaluation of safety performance in occupational health and safety assessment series (OHSAS) 18001-certified companies provides useful information about the quality of the management system. A certified organization should employ an adequate level of safety management and a positive safety culture to achieve a satisfactory safety performance. The present study conducted in six manufacturing companies: three OHSAS 18001-certified, and three non-certified to assess occupational health and safety (OHS) as well as OHSAS 18001 practices. The certified companies had a better OHS practices compared with the non-certified companies. The certified companies slightly differed in OHS and OHSAS 18001 practices and one of the certified companies had the highest activity rates for both practices. The results indicated that the implemented management systems have not developed and been maintained appropriately in the certified companies. The in-depth analysis of the collected evidence revealed shortcomings in safety culture improvement in the certified companies. This study highlights the importance of safety culture to continuously improve the quality of OHSAS 18001 and to properly perform OHS/OHSAS 18001 practices in the certified companies.
