Abstract
Purpose
This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.
Design/methodology/approach
A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.
Findings
Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.
Originality/value
Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract
Purpose Humanitarian organizations have faced the unprecedented consequences of the coronavirus disease 2019 (COVID-19) pandemic. In this article, the authors therefore discuss how epidemics and pandemics, specifically Ebola and COVID-19, have affected humanitarian operations and supply chain management (HumOSCM), and how HumOSCM has contributed to preparedness for and response to epidemics and pandemics. The authors present lessons learned from responses to Ebola and COVID-19.Design/methodology/approach For this study, the authors review the scholarly HumOSCM literature, use documentary evidence from practitioner literature and apply a theory synthesis approach to derive recommendations on how HumOSCM could strengthen future responses to epidemics and pandemics.Findings The conceptualizations highlight the importance of strengthening collaboration, capability and capacity for the response to epidemics and pandemics. Furthermore, the components that can enhance the degree of collaboration, and hence, response formation, are discussed.Research limitations/implications As a non-empirical article, it suffers from the limitations of conceptual research. Hence, empirical testing of the proposed framework is recommended. The framework and propositions can serve as a basis for future studies.Practical implications The conceptual framework can help humanitarian organizations and other actors in the humanitarian sector to better understand how to prepare for future responses to epidemics and pandemics, in particular by considering the components that enhance the degree of collaboration, as well as through capability development and capacity building.Originality/value This article begins a discussion of how HumOSCM should evolve to better respond to future epidemics and pandemics.

Abstract
PurposeThis paper proposes a maturity model (MM) for assessing disaster operations and identifying strategies for organisations to evolve their maturity stages.Design/methodology/approachThis study applies a systematic literature review to identify state-of-the-art work related to maturity models for disaster operations. In addition, the study develops a case study to validate the proposed maturity model in a generic scenario and two real-life scenarios.FindingsThe analysis of 158 papers in the literature resulted in identifying 8 maturity models for disaster operations. Based on their structure, the authors proposed a new model with five maturity stages suitable for any of the four phases of the disaster life cycle (i.e. mitigation, preparedness, response and recovery). In addition, the research identified and presents 24 strategies for improving disaster operations according to each maturity stage transition. Finally, the research presents a case study that evaluates the disaster response operations from a Civil Defense organisation considering a response scenario disaster in general, a flood scenario, and the COVID-19 pandemic scenario.Originality/valueThis study provides the following three main contributions useful for academics and practitioners in the disaster operations area: a new maturity model for assessing disaster operations, a strategy guide for improving disaster operations based on a maturity evolution and an empirical study exploring the approximation between academia and professionals involved in real-life disaster operations management.

Abstract
Humanitarian operations are increasingly receiving attention due to the numerous recent disasters and crises caused by both natural and man-made events, from mass human exodus to pandemics such as COVID-19. The successful management of humanitarian supply chains requires the effective use of human resource practices, which in turn requires strong leadership in the so-called 'soft side' of management. This study aims to investigate the current status of research on the human aspects of humanitarian supply chains. Through a systematic and comprehensive literature review, encompassing an original codification and in-depth analysis of journal articles, this work provides a research agenda and a number of lessons concerning human resource management (HRM) in humanitarian operations. The main findings reveal that: (i) HRM impacts the ability of humanitarian organizations to adequately prevent, prepare for and respond to disasters; (ii) training programs for aid personnel are a vital aspect of humanitarian responsiveness; (iii) humanitarian operations require a workforce with a variety of soft and hard skills; (iv) lack of trained staff is one of the main challenges in this field; and (v) building relationships and strengthening networks can enlarge the human resource pool available. Therefore, the findings of this study and its proposed research agenda have implications for both theory and practice. In terms of theory, this work provides seven recommendations, representing opportunities for scholars to advance this body of knowledge. For humanitarian practitioners, this paper offers insightful lessons to guide them in the management of human resources in humanitarian operations.

Abstract
Purpose
The aim of this research is to improve the responsiveness of the healthcare network of a large city to a major earthquake, by applying a combined methodology to reduce human suffering and death.
Design/methodology/approach
Scenario analysis, a non-linear programming (NLP) model, and the analytical network process are sequentially applied to find the “best location pattern”.
Findings
When considering the occurrence of major earthquakes in cities with high population density, as a rule of thumb, the location of healthcare facilities should prioritize areas characteristically overcrowded and/or that were built based on poor standards of seismic resistance.
Research limitations/implications
The proposed research design does not include a cost criterion in the set of decision variables involved. Furthermore, the results derived from the NLP-model are restricted by the input simulation data.
Practical implications
The performance of the “best location pattern” is compared with the current location of healthcare facilities in terms of their distances to the affected zones. Metropolis areas worldwide with similar conditions to the city under consideration could be benefited from applying the general methodology for relocation of healthcare facilities described in this research.
Originality/value
This research implements a diverse combination of methodologies to examine the problem of relocating of healthcare facilities in a large city in the wake of an assumed earthquake. In addition, to the best of authors' knowledge, this is the first study of its kind that proposes improvements in the responsiveness of the healthcare facilities' network in the city in question.

Abstract
PurposeAt the inception of the Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM), logistics coordination was identified as important, both in practice and research, but few studies on the topic had been published. Ten years later, many, if not most, papers in the journal mention the topic. So the picture has changed, but to what extent? This paper discusses how coordination research has followed humanitarian logistics practice and vice versa.Design/methodology/approachThe point of departure in the present article is the most salient topic from the study’s original papers (Jahre et al., 2009; Jahre and Jensen, 2010). The authors discuss how these topics have developed in research and practice. A recent literature review (Grange et al., 2020) enables us to pick relevant papers from JHLSCM and supplement them with more recent ones. The authors complement this approach with updated data on the cluster system, particularly the logistics cluster, to add insights from the empirical domain.FindingsIn practice, the cluster concept has developed from coordination within clusters in response to the inclusion of inter-cluster coordination in preparedness, and more recently a focus on localized preparedness. However, JHLSCM research does not appear to have kept pace, with a few notable exceptions. The majority of its papers still focus on response. To the extent that preparedness is covered, it is primarily done so at the global level.Originality/valueThe authors use a framework to discuss humanitarian logistics coordination research and identify important gaps. Based on developments in practice, the study’s key contribution is a revised model with suggestions for further research.

Abstract
OBJECTIVE Coronavirus disease 2019 (COVID-19) screening stations set up by Iranian Red Crescent Society have been available for 17 d with the aim of identifying and treating people with coronavirus, reducing road trips, and sensitizing people to the problem. This study aims to investigate the challenges of the procedure. METHODS A qualitative study was used to find the challenges of the COVID-19 screening centers. Volunteers, branch managers, and headquarter managers of the Iranian Red Crescent Society participated in this study applying snowball sampling. Data were collected by means of in-depth semi-structured telephone interviews in April 2020 after completion of the fever screening plan. All interviews were recorded and transcribed verbatim, always with prior permission of interviewees. RESULTS The interviews with 20 participants in the plan indicated 6 relevant challenges, including logistics, lack of planning, lack of coordination, legal challenges, mental health, and ethical challenges. CONCLUSIONS The results indicated that, although establishing fever detection centers in Iran was a rapid response to COVID-19, it had significant flaws in the structure and adversely affected volunteers' and staff's health and financial resources. Therefore, well-structured protocols are required for similar responses in the future.

Abstract
PurposeTo meet the rising global needs, the humanitarian community has signed off on making a strategic change toward more localisation, which commonly refers to the empowerment of national and local actors in humanitarian assistance. However, to this date, actual initiatives for localisation are rare. To enhance understanding of the phenomenon, the authors explore localisation of logistics preparedness capacities and obstacles to its implementation. The authors particularly take the perspective of the international humanitarian organisation (IHO) community as they are expected to implement the localisation strategy.Design/methodology/approachA phenomenon-driven, exploratory and qualitative study was conducted. Data collection included in-depth interviews with 28 experienced humanitarian professionals.FindingsThe findings showed the ambiguity inherent in the localisation strategy with largely different views on four important dimensions. Particularly, the interviewees differ about strengthening external actors or internal national/local offices. The resulting framework visualises the gap between strategy formulation and implementation, which forms major obstacles to the localisation aims.Research limitations/implicationsFurther research is required to support the advancement of localisation of logistics preparedness capacities. Important aspects for future research include triangulation of results, other stakeholder perspectives and the influence of context.Practical implicationsThe authors add to the important debate surrounding localisation by offering remedies to overcoming obstacles to strategy implementation. Further, the authors’ proposed framework offers a language to precisely describe the ways in which IHOs (should) view localisation of logistics preparedness capacities and its operationalisation.Originality/valueTo the best of authors’ knowledge, this paper is the first academic article on localisation within the humanitarian logistics context.

PurposeOutsourcing of logistics has great importance in disaster relief. Aid agencies spend several billion US dollars every year on logistics services. However, the concept of outsourcing has not been established adequately in literature on humanitarian logistics, leading to a fragmented view of the practice. This paper provides a holistic perspective of the concept by constructing a conceptual framework to analyze both practice and research of outsourcing in humanitarian operations. Based on this analysis, we explore future trends and identify research gaps.Design/methodology/approachThe paper is based on a structured review of academic literature, a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with twelve experts from aid agencies and logistics service providers.FindingsThe paper systemizes the current practice of outsourcing in humanitarian logistics according to a conceptual framework of five dimensions: subject, object, partner, design and context. In addition, it reveals ten probable developments of the practice over the next years. Finally, it describes eight important research gaps and presents a research agenda for the field.Research limitations/implicationsThe literature review considered peer-reviewed academic papers. Practitioner papers could provide additional insights into the practice. Moreover, the Delphi study focused on the perspective of aid agencies. Capturing the views of logistics service providers in more detail would be a valuable addition.Originality/valueThe paper establishes the academic basis for the important practice of outsourcing in humanitarian logistics. It highlights essential research gaps and, thereby, opens up the field for future research.

Abstract
Purpose
The purpose of this paper is to determine best practices of aid agencies for outsourcing logistics to commercial logistics service providers (LSPs) in disaster relief. Moreover, it evaluates the application of the Delphi method for research in humanitarian logistics.
Design/methodology/approach
The paper is based on a two-round Delphi study with 31 experts from aid agencies and a complementary full-day focus group with 12 experts from aid agencies and LSPs.
Findings
The study revealed 12 best practices for outsourcing logistics in disaster relief and a compilation of more than 100 activities for putting these practices into action. Experts consider a proper balance between efficiency and compliance, a detailed contract and a detailed service request most important. Additionally, the Delphi method was found to be a promising technique for research on humanitarian logistics.
Research limitations/implications
By critically examining the Delphi method, this study establishes the basis for a wider application of the technique in the field of humanitarian logistics. Furthermore, it can help to prioritize future research as the ranking of practices reflects the priorities of practitioners.
Practical implications
The paper provides guidance to practitioners at aid agencies in charge of outsourcing logistics.
Originality/value
This research is one of the first in the field of humanitarian logistics to apply the Delphi method. Moreover, it addresses the lack of literature dealing with approaches for building successful cross-sectoral partnerships.

Abstract
Purpose
Previously use of drones as a relief distribution vehicle was studied in several studies where required number of drones and the best locations for the relief centers were investigated. The maximum travel distance of drones without a need to recharge is limited by their endurance. Recharge stations can be used to extend the coverage area of the drones. The purpose of this paper is to find the best topology for both relief centers and recharge stations to cover a large-scale area with minimum and feasible incurred costs and waiting times.
Design/methodology/approach
A multi-level facility location problem (FLP) is utilized to find the optimum number of relief centers and refuel stations and their locations. It is supposed that the demand occurs according to Poisson distribution. The allocation of the demand is based on nearest neighborhood method. A hybrid genetic algorithm is proposed to solve the model. The performance of the algorithm is examined through a case study.
Findings
The proposed method delivers increased efficiency and responsiveness of the humanitarian relief system. The coverage area of the drones is extended by refuel stations, total costs of the system are reduced and the time to respond an emergency, which is an important factor in survival rate, is significantly decreased.
Originality/value
This study proposes a multi-level FLP to simultaneously account for recharge stations, relief centers and the number of required drones to cover all the demand for relief in a post-disaster period.

Abstract
Purpose
The purpose of this paper is to link humanitarian logistics (HL) and supply chain risk management (SCRM) to provide an understanding of risk mitigation strategies that humanitarian organisations use, or could use, to improve their logistics preparedness.
Design/methodology/approach
Based on systematic reviews of RMS in SCRM and supply chain strategies (SCS) in HL literature, a framework is developed and used to review published case studies in HL.
Findings
The study finds that humanitarian actors use a number of the strategies proposed in the framework, particularly those related to strategic stocks, postponement, and collaboration. Strategies related to sourcing and procurement, however, especially those on supplier relationships, seem to be lacking in both research and practice.
Research limitations/implications
The study is based on secondary data and could be further developed through case studies based on primary data. Future studies should explore the generalisability of the findings.
Practical implications
Practitioners can use the framework to identify potential new SCS and how strategies can be combined. Findings can help them to understand the abnormal risks of main concern, how they may impact normal risks, and provide ideas on how to tackle trade-offs between different risks.
Social implications
The results can support improvements in humanitarian supply chains, which will provide affected people with rapid, cost-efficient, and better-adapted responses.
Originality/value
The paper connects SCRM and HL to develop a framework and suggests propositions on how humanitarian actors can mitigate supply chain risks. Questioning the focus on strategic stock it suggests complementary or alternative strategies for improving logistics preparedness.
