Moving up the ladder or stuck on the bottom rung? Homeownership as a solution to poverty in urban South Africa

Economic vulnerability and poor service delivery made it more difficult for shack-dwellers to comply with COVID-19 restrictions

In South Africa, demand for housing close to viable/sustained sources of employment has far outstripped supply; and the size of the population living in temporary structures/shacks (and in poorly serviced informal settlements) has continued to increase. While such dwellings and settlements pose a number of established risks to the health of their residents, the present study aimed to explore whether they might also undermine the potential impact of regulations intended to safeguard public health, such as the stringent lockdown restrictions imposed to curb the spread of COVID-19 in 2020 and 2021. Using a representative sample of 1381 South African households surveyed in May–June 2021, the present study found that respondents in temporary structures/shacks were more likely to report non-compliance (or difficulty in complying) with lockdown restrictions when compared to those living in traditional/formal houses/ flats/rooms/hostels (OR: 1.61; 95% CI: 1.06, 2.45). However, this finding was substantially attenuated and lost precision following adjustment for preceding socio-demographic and economic determinants of housing quality (adjusted OR: 1.20; 95% CI: 0.78, 1.87). Instead, respondents were far more likely to report non-compliance (or difficulty in complying) with COVID-19 lockdown restrictions if their dwellings lacked private/indoor toilet facilities (adjusted OR: 1.56; 95% CI: 1.08, 2.22) or if they were ‘Black/ African’, young, poorly educated and under-employed (regardless of their socio-economic position, or whether they resided in temporary structures/shacks, respectively). Restrictions imposed to safeguard public health need to be more sensitively designed to accommodate the critical roles that poverty and inadequate service delivery play in limiting the ability of residents living in temporary structures/shacks and inadequately serviced dwellings/settlements to comply.

Who sells to whom in the suburbs? Home price inflation and the dynamics of sellers and buyers in the metropolitan region of Paris, 1996-2012

Price inflation has outbalanced the income of residents and buyers in major post-industrial city-regions, and real estate has become an important driver of these inequalities. In a context of a resilient inflation of home values during the last two decades in the greater Paris Region, it is critical to examine housing price dynamics to get a better understanding of socioeconomic segregation. This paper aims at presenting spatial analysis of the dynamics of segregation pertaining to inflation, analyzing price and sellers and buyers data. Using interpolation techniques and multivariate analysis, the paper presents a spatial analysis of property-level data from the Paris Chamber of Notaries (1996-2012) in a GIS (159,000 transactions in suburban areas, single family homes only). Multivariate analysis capture price change and local trajectories of occupational status, i.e. changes in balance between inward and outward flows of sellers and buyers. We adopt a method that fits the fragmented spatial patterns of suburbanization. To do so, we remove the spatial bias by means of a regular 1-km spatial grid, interpolating the variables within it, using a time-distance matrix. The main results are threefold. We document the spatial patterns of professionalization (a rise of executives, intermediate occupation and employees) to describe the main trends of inward mobility in property ownership in suburbs, offsetting the outward mobility of retired persons. Second, neighborhood trajectories are related the diverging patterns of appreciation, between local contexts of accumulation with a growth of residential prices, and suburbs with declining trends. The maturity of suburbanization yields a diversified structure of segregation between the social groups, that do not simply oppose executives vs. blue collar suburbs. A follow-up research agenda is finally outlined.

An Exploration of Human Well-Being Bundles as Identifiers of Ecosystem Service Use Patterns

We take a social-ecological systems perspective to investigate the linkages between ecosystem services and human well-being in South Africa. A recent paper identified different types of social-ecological systems in the country, based on distinct bundles of ecosystem service use. These system types were found to represent increasingly weak direct feedbacks between nature and people, from rural "green-loop" communities to urban "red-loop" societies. Here we construct human well-being bundles and explore whether the well-being bundles can be used to identify the same social-ecological system types that were identified using bundles of ecosystem service use. Based on national census data, we found three distinct well-being bundle types that are mainly characterized by differences in income, unemployment and property ownership. The distribution of these well-being bundles approximates the distribution of ecosystem service use bundles to a substantial degree: High levels of income and education generally coincided with areas characterised by low levels of direct ecosystem service use (or red-loop systems), while the majority of low well-being areas coincided with medium and high levels of direct ecosystem service use (or transition and green-loop systems). However, our results indicate that transformations from green-loop to red-loop systems do not always entail an immediate improvement in well-being, which we suggest may be due to a time lag between changes in the different system components. Using human well-being bundles as an indicator of social-ecological dynamics may be useful in other contexts since it is based on socio-economic data commonly collected by governments, and provides important insights into the connections between ecosystem services and human well-being at policy-relevant sub-national scales.

Everyday hazards and vulnerabilities amongst backyard dwellers: A case study of Vredendal North, Matzikama Municipality, South Africa

The populations of many small towns in South Africa continue to expand unmatched by parallel economic growth, entrenching high levels of poverty. The town of Vredendal, located close to the national route between Namibia and Cape Town in South Africa, is a West Coast development node and an emergent industrial and processing area that continues to attract an influx of people seeking economic opportunities. This is challenging the capacity of the local municipality, which has a waiting list for state-provided low-cost housing units, whilst the provision of adequate infrastructure to meet growing local need is also a developmental concern. In the suburb of Vredendal North this has resulted in the proliferation of unplanned informal dwellings in the backyards of formalised low-cost housing areas. Largely overlooked by urban researchers, little is known or understood about small town backyard populations. This prompted a brief study of Vredendal North backyard dwellers commissioned by the local municipality to identify their everyday hazards and livelihood vulnerabilities to inform future development planning. A community workshop identified critical development needs and suggested that backyard dwellers in small towns experience similar living conditions and hazards to those in the cities, although underlain by some unique differences.

Social movements and the struggle for shelter: A case study of eThekwini (Durban)

The needs of informal settlement dwellers across towns and cities in the global South are acute. While much emphasis has been placed on income poverty, for urban dwellers affordable access to improved secured accommodation and basic services such as water and sanitation is essential for well-being. In part due to the lack of such access, urban citizens organize in multiple ways to address these needs and to press for state investment and redistribution. South Africa, despite relatively high levels of income and a state with redistributive capacity, is no exception. Indeed, this country is particularly interesting for those seeking to understand effective approaches to addressing housing need because of the efforts that have been made and the resultant scale of state investment in the housing sector. This paper draws on the experiences of urban social movement organizations in South Africa to understand better how shelter needs can be addressed. We reflect on their goals, strategies and activities and explore what this means for themes discussed within the social movement literature. The research has a specific focus on the city of eThekwini/Durban primarily because of the scale of social movement activities there. The paper describes the core concerns with respect to shelter as elaborated by social movement activists, staff of other civil society agencies and officials. While there is a broad consensus about the shelter problems, there is less agreement about solutions. The discussion summarises the shelter objectives and core strategies used by the social movement activists, and considers the success they have had. This includes reviewing their understanding of what success is and how success is achieved. Movement organisations have been able to secure access to the housing subsidy scheme for their members. However, their progress has been limited. The paper concludes that there is a primary focus on what is offered through state programmes and policies despite evident shortcomings. While there is an awareness of the misfit between available programmes, the needs of movement members and more general shelter needs, no fundamental challenge is being made to the dominant approach. A second finding is that while movement members and leaders have an explicit focus on material improvements, underlying their motivations and some of their strategies and actions is the more fundamental goal to be treated as equal citizens. In this dimension, movement organizations seek both recognition of their citizenship as well as the redistribution of state resources. Third, we argue that while social movement progress is related to the political opportunity structures, it also depends on the ability of movement organizations to manage the emerging opportunities, particularly their relationships with the state, professional support organizations and other movement organizations. Relations shift between contention and collaboration to improve negotiating positions, secure access to shelter and achieve greater political inclusion.
