Reappraising and Redirecting Research on the Victim-Offender Overlap

Levels of Involvement with Child Protection Services Associated with Early Adolescent Police Contact as a Victim and Person of Interest

The relationship between childhood maltreatment and subsequent offending/victimization is well established. However, the magnitude of this relationship for different levels of child protection services (CPS) involvement is poorly understood, due to measurement issues, lack of longitudinal data, and reliance on reports of substantiated maltreatment, which can underestimate the impact of maltreatment. This study examined associations between CPS involvement during childhood (ages 0 to <11 years) and police services contact (as a victim and/or a person of interest) for criminal incidents in early adolescence (11 to ~14 years), differentiated according to levels of CPS involvement (i.e., no risk of significant harm [non-ROSH], unsubstantiated ROSH, substantiated ROSH, and out-of-home care; each examined relative to no CPS contact). Data for 71,465 children were drawn from the New South Wales Child Development Study, an intergenerational, longitudinal investigation that uses administrative records from CPS and police alongside other health, justice, and education data. Multinomial regression analyses were conducted to determine associations between increasing levels of CPS involvement and police contact as a victim only, a person of interest only, and as both victim and person of interest while accounting for covariates (i.e., child's sex, Aboriginal, and/or Torres Strait Islander background, socioeconomic status, maternal age at child's birth, and parental offending history). Children exposed to any of the four levels of CPS involvement had higher odds of police contact, relative to children with no CPS involvement. Odds ratios were higher for contact with police as both a victim and a person of interest, compared to police contact as a victim or a person of interest only. These findings highlight that children with even unsubstantiated CPS reports (i.e., non-ROSH and unsubstantiated ROSH reports) are at heightened risk of police contact compared to children who are unknown to CPS, underlining the need to support all families in contact with CPS.

The Relationship Between Family Member Incarceration, Criminal Offending, and Victimization

Mass incarceration has significantly impacted families nationwide. Recent evidence suggests that at least 45% of Americans have experienced the incarceration of an immediate family member (Enns et al., 2019). Prior evidence has demonstrated that adolescents and young adults who experience family member incarceration experience increases in criminogenic outcomes. However, less is known about whether family member incarceration contributes to increases in victimization and if it occurs indirectly through increases in offending. To address this question, the current study uses 10 waves of the Pathways to Desistance Study, which is a longitudinal study that followed justice-involved youth over 7 years (N = 8,346 person waves). Using fixed-effects negative binomial regression, findings demonstrate that experiencing familial incarceration is associated with increases in victimization and that criminal offending may be one mechanism that indirectly explains this relationship. Policy and programming implications are further discussed.

The Victim-Offender Overlap in Technology-Facilitated Abuse: Nationally Representative Findings Among U.S. Young Adults

There has been limited examination of the phenomenon of the victim-offender overlap in the field of technology-facilitated abuse (TFA). To design effective strategies to prevent TFA, it is important to understand which individuals are most at risk of victimization, perpetration, and to what extent a subset of people both experience victimization and engage in perpetration. This study drew on Cyber-Abuse Research Initiative (CARI) data, a nationally representative U.S. sample of adults ages 18-35. TFA measurement consisted of parallel scales for victimization and perpetration, each with 27 items assessing forms of technology-facilitated surveillance, monitoring/tracking, interference/communications, reputational harm, controlling/limiting access, and fraud. A bivariate probit of TFA perpetration and TFA victimization, as separate outcomes, was fit to allow for joint estimation of regression coefficients and robust standard errors. Analyses confirmed that TFA, similar to other forms of interpersonal aggression, is characterized by a substantial victim-offender overlap, with 30 percent of the sample reporting involvement both as a victim and as a perpetrator. Internet/social media use and social isolation did not distinguish victimization and perpetration. However, positive and negative affect as well as Lesbian, Gay, Bisexual, Queer, Asexual, or other sexual orientation (LGBQA+) were positively correlated with victimization, whereas female gender and having postsecondary education were positively associated with perpetration. These results may be used to design interventions and anticipate service needs. TFA, as a new topic of research, should capitalize on the theoretical and empirical article related to other forms of the victim-offender overlap.

Within-Individual Effects of Dropping out of School on Violent Victimization Among Serious Adolescent Offenders

Despite a recent decrease in both school dropout and victimization rates, many harsh and exclusionary school policies continue to push school-aged adolescents out of school. This study combines two research areas-school dropout and violent victimization-by investigating if dropping out of school increases the chance of violent victimization. It is hypothesized that a change in the opportunity structure associated with risky lifestyles and routine activities accounts for the link between school dropout and violent victimization. Drawing on longitudinal panel data collected from a relatively homogenous sample of 1354 serious adolescent offenders who are predominantly minorities (75%) and males (86%) and fixed-effects models which enhance the causal validity of the findings by using the same individuals as their own counterfactuals over time, this study shows that dropping out of school leads to the perpetuation of violent victimization, primarily due to a change in the opportunity structure associated with risky lifestyles and routine activities. By uncovering the pathway between school dropout and victimization, this study contributes to the knowledge base on the impact of school dropouts, the source of violent victimization, and the causal mechanism underlying the link between dropping out of school and violent victimization-all of which are relatively understudied despite their significant implications for theory and policy.

Is There Such a Thing as a Hate Crime Paradigm? An Integrative Review of Bias-Motivated Violent Victimization and Offending, Its Effects and Underlying Mechanisms

Despite the growing number of bias-motivated violence studies, the evidence available remains limited, and there are several gaps in our understanding of the complex relationship between negative attitudes and biased violence. In addition, the literature on this topic has many facets and nuances and is often contradictory, so it is difficult to obtain a clear overall picture. Research has made good progress in this area, but it still suffers from a lack of systematization and from a highly segmented approach to victimization and offending. To contribute to a more comprehensive understanding of the subject, this integrative narrative review provides a critical reappraisal of the theoretical, methodological, and empirical research from a systemic perspective. To this end, 134 academic publications on personality and social psychology, clinical psychology, sociology, criminology, and related disciplines were examined. The evidence suggests that although bias-motivated violence shares characteristics with other types of offensive behavior, it is actually a unique phenomenon due to its background rooted in prejudice, identity, and attitudes in which the intersection of individual, psychosocial, and ecological factors is especially relevant. The impact on the victim and their community is diverse, but it has a series of distinctive severe psychological consequences that significantly reduce the probability that incidents will be reported. Here, we present a series of findings and reflections on bias-motivated violence and provide recommendations for research, practice, and policy.

Lifetime Prevalence of Victimization and Perpetration as Related to Men's Health: Clinical Insights

Violence is a known risk factor for health problems. In this epidemiological study across 5,385 male patients, we investigate the prevalence of perpetrated violence, exposure to violence, their overlap and the relationship between violence, mental, and psychosomatic health, as well as adverse health behaviors, such as self-harming behavior and the consumption of drugs. Participants completed an anonymous questionnaire addressing violence experience (i.e., both expose and perpetration), age of victimization/perpetration, frequency, and perceived severity of violence exposure. We considered physical, psychological as well as sexual violence. Information on health status and adverse health behaviors complemented the data. Results showed that 48.4% of the sample reported having experienced violence (perpetration, victimization, or both). The victim-perpetrator overlap formed the largest group, in which the incidence of having experienced multiple types of violence was significantly higher compared to victims and perpetrators. The age-crime curve flattened more slowly with increasing age in this group. Although the perceived severity of exposure to violence is lower in the overlap group, its health status and adverse health behaviors were worse. Interventions should focus on this group since they constitute a burden for the healthcare system.

Betrayal Trauma and Gender: An Examination of the Victim-Offender Overlap

Empirical research has demonstrated widespread support for the association between violent victimization and offending, or the "victim-offender overlap." This study adds to this body of research by applying the betrayal trauma framework to investigate whether the relationship between the victim and perpetrator impacts the presence of the victim-offender overlap and whether these effects differ across gender. Specifically, this study utilizes a series of binary logistic regressions to investigate (a) whether violent victimization is associated with violent offending, (b) whether this relationship varies by victim-perpetrator relationship (familial vs. nonfamilial vs. both), and (c) whether the impact of this relationship varies across gender. Data come from the third and most recent wave of the National Survey of Children's Exposure to Violence (NatSCEV III; n = 1,949). Results indicate that violent victimization is associated with violent offending. When disaggregated by perpetrator-type, the results show that experiencing familial-only perpetrated violence and experiencing both familial and nonfamilial perpetrated violence are significantly associated with violent offending while experiencing nonfamilial-only perpetrated violence is not significantly associated with violent offending. Furthermore, the results indicate that the effects of the perpetrator-victim relationship vary across gender, such that the impacts of familial- and nonfamilial-only perpetrated violence were significantly weaker for males compared with females. The effects of experiencing violent victimization from both familial and nonfamilial perpetrators does not vary across genders. These findings lend support to a gender-specific betrayal trauma framework as well as research on the effects of cumulative victimization. Directions for future research and clinical implications are identified.

Deviant Versus Nondeviant Routines, Social Guardianship and Adolescent Victimization in the Rural Context of China

There is limited knowledge on the possible pathways of victimization among rural dwellers during adolescence in developing contexts, such as rural China, where victimization may compound developmental disadvantages of rural adolescents. Guided by the lifestyle/routine activity theory, the goal of this study thus was to examine how far delinquent lifestyles (delinquent involvement and delinquent peer association); nondeviant routine activities (unstructured socializing with peers, structured activities, and solitary activities); and social guardianship within family, school, and neighborhood contribute to juvenile victimization in a rural setting. The outcomes of interest covered direct victimization (violent, property, and sexual) and indirect victimization (witnessing community violence). The study included 2,839 adolescents (51.2% male; mean age = 13.88 ± 0.90 years) from 30 middle schools in rural China. The delinquent peer influence as a risk factor of direct and indirect victimization appeared to be more profound than delinquent involvement. Solitary activities consistently put rural adolescents at greater risk of direct and indirect victimization, and their role was stronger than that of rural adolescents' delinquent involvement. No victimization outcomes were predicted by unstructured socializing with peers and structured activities. Attachment to family caregivers and neighborhood cohesion were the strongest social guardianship predictors across all forms of victimization. These results suggest that alongside social guardianship and delinquent lifestyles, rural isolation should be addressed in managing juvenile victimization. The insignificant role of unstructured socializing with peers may raise the need to clarify its conceptual relevance to rural settings. The implications for improving the underdeveloped preventive measures against victimization of rural adolescent populations in developing societies are described.

The gender symmetry problem in physical teen dating violence: A commentary and suggestions for a research agenda

Dating violence is a serious manifestation of harmful behaviour during adolescence. During the past decades, considerable research has shed light on patterns, causes, and consequences of dating violence. One of the most notable findings emerging from widely used survey instruments is that female adolescents report perpetrating physical dating violence more or equally frequently as male adolescents. Similarly, male youth appear to equally frequently report that they have been victims of physical dating violence as female adolescents. This commentary reviews issues emerging from the debate on gender symmetry in dating violence and proposes directions for future research. It suggests that future research needs to consider three interrelated issues to advance the field, namely: to improve the understanding of differences in harm, advance the knowledge of gender differences in the short-term dynamics involved in conflict and aggression, and strengthen the evidence base on shared and gender-specific developmental aetiologies of dating violence.

Assessing the relationship between agency and peer violence among adolescents aged 10 to 14 years in Kinshasa, Democratic Republic of Congo and Blantyre, Malawi: A cross-sectional study

BACKGROUND

Interpersonal violence has physical, emotional, educational, social, and economic implications. Although there is interest in empowering young people to challenge harmful norms, there is scant research on how individual agency, and, specifically, the "power to" resist or bring about an outcome relates to peer violence perpetration and victimization in early adolescence. This manuscript explores the relationship between individual agency and peer violence perpetration and victimization among very young adolescents (VYAs) living in two urban poor settings in sub-Saharan Africa (Kinshasa, Democratic Republic of Congo (DRC) and Blantyre, Malawi).

METHODS AND FINDINGS

The study draws on two cross-sectional surveys including 2,540 adolescents 10 to 14 years from Kinshasa in 2017 (girls = 49.8% and boys = 50.2%) and 1,213 from Blantyre in 2020 (girls = 50.7% and boys = 49.3%). The sample was school based in Malawi but included in-school and out-of-school participants in Kinshasa due to higher levels of early school dropout. Peer violence in the last 6 months (dependent variable) was defined as a four categorical variable: (1) no victimization or perpetration; (2) victimization only; (3) perpetration only; and (4) both victimization and perpetration. Agency was operationalized using 3 scales: freedom of movement, voice, and decision-making, which were further divided into tertiles. Univariate analysis and multivariable multinomial logistic regressions were conducted to evaluate the relationships between each agency indicator and peer violence. The multivariable regression adjusted for individual, family, peer, and community level covariates. All analyses were stratified by gender and site. In both sites, adolescents had greater voice and decision-making power than freedom of movement, and boys had greater freedom of movement than girls. Boys in both settings were more likely to report peer violence in the last six months than girls (40% to 50% versus 32% to 40%, p < 0.001), mostly due to higher rates of a perpetration-victimization overlap (18% to 23% versus 10% to 15%, p < 0.001). Adolescents reporting the greatest freedom of movement (Tertile 3) (with the exception of girls in Kinshasa) had a greater relative risk ratio (RRR) of reporting a perpetrator-victim overlap (boys Kinshasa: RRR = 1.9 (1.2 to 2.8, p = 0.003); boys Blantyre: RRR = 3.8 (1.7 to 8.3, p = 0.001); and girls Blantyre: RRR = 2.4 (1.1 to 5.1, p = 0.03)). Adolescents with the highest decision-making power in Kinshasa also had greater RRR of reporting a perpetrator-victim overlap (boys: RRR = 3.0 (1.8 to 4.8, p < 0.001). Additionally, girls and boys in Kinshasa with intermediate decision-making power (tertile 2 versus 1) had a lower RRR of being victimized (Girls: RRR = 1.7 (1.02 to 2.7, p = 0.04); Boys: RRR = 0.6 (0.4 to 0.9, p = 0.01)). Higher voice among boys in Kinshasa (Tertile 2: RRR = 1.9 (1.2 to 2.9, p = 0.003) and Tertile 3: 1.8 (1.2 to 2.8, p = 0.009)) and girls in Blantyre (Tertile 2: 2.0 (1.01 to 3.9, p = 0.048)) was associated with a perpetrator-victim overlap, and girls with more voice in Blantyre had a greater RRR of being victimized (Tertile 2: RRR = 1.9 (1.1 to 3.1, p = 0.02)). Generally, associations were stronger for boys than girls, and associations often differed when victimization and perpetration occurred in isolation of each other. A main limitation of this study is that the cross-sectional nature of the data does not allow a causal interpretation of the findings, which need further longitudinal exploration to establish temporality.

CONCLUSIONS

In this study, we observed that peer violence is a gendered experience that is related to young people's agency. This stresses the importance of addressing interpersonal violence in empowerment programs and of including boys who experience the greatest perpetration-victimization overlap.

Gender Differences in the Victim-Offender Relationship for On- and Offline Youth Violence

Youth violence affects millions of young people in the United States every day, and violent victimization has significant consequences for mental and physical health, academic performance, and long-term well-being. Forms of youth violence such bullying and teen dating violence (TDV) are often studied separately from one another with disjointed attention paid to on- and offline aggression. Furthermore, gender differences in the victim/offender overlap for these diverse forms of aggression have been understudied. This is notable given research demonstrating that boys and girls engage in diverse forms of aggression as a result of different gendered socialization processes. This study uses a sample of 5,647 middle and high school students in three states to assess gender differences in the victim-offender relationship across on- and offline modalities of bullying and TDV. Descriptive results show significant gender differences for bullying and dating violence victimization and perpetration experiences. Multivariate regression models indicate that the victim-offender relationship varies by the type of aggression and modality in question. Furthermore, gender significantly interacts with certain forms of dating violence and bullying victimization to influence the risk of perpetration. The results underscore the importance of youth violence prevention strategies that account for gender differences across the spectrum of on- and offline peer relationships.

A scoping review of recommendations in the English language on conducting research with trauma-exposed populations since publication of the Belmont report; thematic review of existing recommendations on research with trauma-exposed populations

OBJECTIVE

To identify recommendations for conducting public health research with trauma-exposed populations.

METHODS

Researchers searched Embase, PubMed, Scopus, Web of Science, Open Grey, and Google Scholar for recommendations. Trauma that causes psychological impact was our exposure of interest and we excluded clinical articles on treating physical trauma. We reviewed titles and abstracts of 8,070 articles and full text of 300 articles. We analyzed recommendations with thematic analysis, generated questions from the existing pool of recommendations, and then summarized select gaps.

RESULTS

We abstracted recommendations from 145 articles in five categories: community benefit, participant benefit, safety, researcher well-being, and recommendations for conduct of trauma research.

CONCLUSIONS

Gold standards to guide the conduct of trauma-informed public health research do not yet exist. The literature suggests participation in trauma research is not inherently harmful, and current recommendations concern using research to benefit communities and participants, protecting participants and researchers from harm, and improving professional practice. As public health researchers increasingly analyze trauma as a determinant of health, gold standards for the conduct of trauma-informed public health research would be appropriate and timely.

Special Section Introduction: Revitalizing Developmental Research on Adolescent Gun Involvement

Although firearm violence is universally recognized as a paramount public health problem in the United States, for nearly two decades a Congressional budget amendment prevented federal agencies from funding research aimed at understanding the antecedents and consequences of gun violence. These restrictions have been lifted in recent years; however, the field is struggling to overcome a considerable lapse in developmentally-informed longitudinal research on adolescent gun involvement. Some key areas in need of further investigation include: (a) examining developmental and gender differences in risk factors for adolescent gun carrying, (b) clarifying the mechanisms through which socio-economic disadvantage confers risk for engaging in adolescent gun violence, (c) identifying proximal risk and protective factors that are associated with engagement in adolescent gun violence among high risk youth, and (d) delineating the unique effect the exposure to gun violence has on adolescents' emotional and behavioral problems. This special section was organized in an attempt to revitalize research on these issues using a diverse array of longitudinal data sets consisting of both epidemiological and juvenile justice samples. Collectively, the findings from these studies are based upon repeated assessments conducted from childhood through early adulthood, making this set of papers uniquely positioned to advance our understanding of adolescent gun involvement from a developmental perspective.

Exposure to Gun Violence: Associations with Anxiety, Depressive Symptoms, and Aggression among Male Juvenile Offenders

Objective: To examine whether at-risk male youth experience increases in anxiety, depressive symptoms, and aggression during years when they are exposed to gun violence, adjusting for relevant covariates.Method: Participants were 1,216 male, justice-involved adolescents who were recently arrested for the first time for a moderate offense. They were interviewed 9 times over 5 years. Fixed effects (within-individual) regression models were used to estimate concurrent associations between exposure to gun violence and three outcomes: depressive symptoms, anxiety symptoms, and aggression (both overall and separately for proactive and reactive aggression). The reverse direction (anxiety, depressive symptoms, and aggression predicting gun violence exposure) was also modeled.Results: After controlling for covariates, exposure to gun violence was significantly associated with increases in reactive aggression and, to a lesser extent, increases in proactive aggression. In addition, gun violence exposure was associated with increased anxiety but not depressive symptoms. We found no support for the reverse direction.Conclusions: At-risk males experienced significant increases in anxiety and aggression (particularly reactive aggression) during years when they are exposed to gun violence, even after accounting for several potential confounding factors. The greater impact on reactive aggression suggests that exposure to gun violence may affect self-regulation and/or social information processing. The analyses shed light on the less-visible damage wrought by gun violence and underscore the importance of mental health screening and treatment for youth who have been exposed to violence - especially gun violence - both to assist individual youths and to disrupt cycles of violence.

Cumulative lifetime violence severity scale: development and initial testing among men

BACKGROUND

Knowledge of the relationship between men's health and violence is flawed by narrow and faulty conceptualization and measurement of violence that often results in attribution of health problems to one form or type of violence without consideration of other exposures. Our purpose is to describe the development and initial testing of the Cumulative Lifetime Violence Severity scale designed for use in health research to measure men's perceptions of the severity of their cumulative lifetime violence.

METHODS

We framed the dimensions of violence severity as: type (physical, psychological, sexual), timing (childhood, adulthood), focus (perpetrator, target), context, frequency, and degree of distress. Items reflecting these dimensions were vetted by local experts including individuals who identified as men, with particular attention to meaningful language for men. The measure was pretested, revised to 64 items, and tested for test-retest reliability prior to use in a study of 685 English-speaking Eastern Canadian men, ages 19 to 65 years. We used Principal Components Analysis to illuminate the underlying dimensionality of the items.

RESULTS

Principal Components Analysis yielded a 44-item 11 component solution that accounted for 64.06% of variance with good model fit and a Cronbach's alpha of .92. All dimensions of our conceptualization of violence severity were reflected in the components, except Adult Target Sexual Violence. Convergent validity between the Cumulative Lifetime Violence Severity-44 Scale and a global lifetime violence rating scale was r = .750 (p < .001) and concurrent validity was moderate and significant between the Cumulative Lifetime Violence Severity-44 scale and measures of mental health problems commonly experienced by people with violence histories.

CONCLUSIONS

The Cumulative Lifetime Violence Severity-44 scale shows promise as the first comprehensive measure of cumulative lifetime violence for health research that considers gender, individual distress and experiences as both perpetrator and target. Next steps include further exploratory analysis with a more diverse sample of men and confirmatory factor analysis.
