Abstract
The current paper presents a strategic way to design and develop materials with properties adapted for various applications from biomedicine to environmental applications. In this context, blends of (hydroxypropyl)methyl cellulose (HPMC) and poly(vinylpyrrolidone) (PVP) were obtained to create new materials that can modulate the membrane properties in various fields. Thus, to explore the possibility of using the HPMC/PVP system in practical applications, the solubility parameters in various solvents were initially evaluated using experimental and theoretical approaches. In this frame, the study is aimed at presenting the background and steps of preliminary studies to validate the blends behavior for targeted application before being designed. Subsequently, the analysis of the behavior in aqueous dilute solution of HPMC/PVP blend offers information about the conformational modifications and interactions manifested in system depending on the structural characteristics of polymers (hydrophilicity, flexibility), polymer mixtures composition, and used solvent. Given this background, based on experimental and theoretical studies, knowledge of hydrodynamic parameters and analysis of the optimal compositions of polymer mixtures are essential for establishing the behavior of obtained materials and validation for most suitable applications. Additionally, to guarantee the quality and functionality of these composite materials in the targeted applications, e.g., biomedical or environmental, the choice of a suitable solvent played an important role.

Abstract
Novel bis- and tris-complexes of ruthenium(III) with 5-(4′-derivative phenyldiazo)-8-hydroxy-7-quinolinecarboxaldehyde (HL n) have been characterised on the basis of elemental and thermal analysis, IR, magnetic and electronic spectral analysis as well as conductivity measurements. Electronic spectra show that all complexes are octahedral with chloride are attached to the metal ion in a 1:2 (metal:ligand) ratio. The spectral data were utilised to compute the ligand field parameters B, β and Dq. The B-values suggest a strong covalency in the metal-ligand σ-bond and the Dq-values indicate a medium-strong ligand field. It is apparent that the β values depend greatly upon the electronegativity of the donor atoms and the ligand structure and also the effect of the p-substituent groups. IR spectra indicate that the ligand is bidentate forming a six-membered chelating ring with concomitant formation of an intramolecular hydrogen bond. The ligands are present in associated form in solution via intermolecular hydrogen bonding. The effect of Hammett's constant on the ligand field parameters is also discussed.

Abstract
A novel series of (5-(4'-derivatives phenyl azo)-8-hydroxy-7-quinolinecarboxaldehyde) (AQLn) (n=1, p-OCH3; n=2, R=H; and n=3; p-NO2) and their complexes [Cu(AQLn)2]·5H2O are synthesized and investigated. The optimized bond lengths, bond angles and the calculated quantum chemical parameters for AQLn are investigated. HOMO-LUMO energy gap, absolute electronegativities, chemical potentials, and absolute hardness are also calculated. The thermal properties, dielectric properties, alternating current conductivity (σac) and conduction mechanism are investigated in the frequency range 0.1-100kHz and temperature range 293-568K for AQL1-3 and 318-693K for [Cu(AQL1-3)2]·5H2O complexes. The thermal properties are of ligands (AQLn) and their Cu(II) complexes investigated by thermogravimetric analysis (TGA). The temperature and frequency dependence of the real and the imaginary part of the dielectric constant are studied. The values of the thermal activation energy of conduction mechanism for AQLn and their complexes [Cu(AQLn)2]·5H2O under investigation are calculated at different test frequencies. The values of thermal activation energies ΔE1 and ΔE2 for AQLn and [Cu(AQLn)2]·5H2O decrease with increasing the values of frequency. The ac conductivity is found to be depending on the chemical structure of the compounds. Different conduction mechanisms have been proposed to explain the obtained experimental data. The small polaron tunneling (SPT) is the dominant conduction mechanism for AQL1 and its complex [Cu(AQL1)2]·5H2O. The quantum mechanical tunneling (QMT) is the dominant conduction mechanism for AQL2 and its complex [Cu(AQL2)2]·5H2O. The correlated barrier hopping (CBH) is the dominant conduction mechanism for AQL3 and its complex [Cu(AQL3)2]·5H2O, and the values of the maximum barrier height (Wm) are calculated.

Abstract
The combination of ditopic ligand 4-(8-hydroxyquinoline-5-azo)-benzensulfonic acid (H2QBS) with metal ions (M = Na(+), Pb(2+), Zn(2+), Mn(2+), Cd(2+)) leads to five different coordination polymers (CPs): [Na2(QBS)(H2O)2]n (1 , 3D framework), {[Pb(QBS)(DMSO)]·2((i)PrOH)}n (2·2(i)PrOH, 2D layer), {[Zn(QBS)(DMSO)]·2DMSO}n (3·2DMSO, 1D chain), [Mn(QBS)((i)PrOH)(DMSO)]n (4, 1D ladder), and [Cd2(QBS)2(DMSO)2(H2O)4]n (5, 1D chain). All compounds were characterized by FT-IR, elemental analysis and TG analysis, and their structures were determined by single crystal X-ray diffraction. As expected, H2QBS acted as a multimode ligand and the azo bond in the trans-form existed in all compounds. Their photo-stability was also studied using irradiation from different light sources (450 nm, 365 nm and 254 nm). Under blue light (450 nm) and lower energy UV light (365 nm), the colors of all compounds were well preserved and the absorption spectra show slight changes. However, when irradiated using higher energy UV light (254 nm), the coordination interaction between the metal ions and the ligand was disassociated and the color faded.

Abstract
The synthetic methods of novel Cu(II) and adduct complexes, with selective azodyes containing nitrogen and oxygen donor ligands have been developed, characterized and presented. The prepared complexes fall into the stoichiometric formulae of [Cu(L(n))(2)](A) and [Cu(L(n))(2)(Py)(2)](B), where two types of complexes were expected and described. In type [(A) (1:2)] the chelate rings are six-membered/four coordinate, whereas in type [(B) (1:2:2)] they are six-membered/six coordinate. The important bands in the IR spectra and main (1)H NMR signals are tentatively assigned and discussed in relation to the predicted assembly of the molecular structure. The IR data of the azodye ligands suggested the existing of a bidentate binding involving azodye nitrogen and C-O oxygen atom of enolic group. They also showed the presence of Py coordinating with the metal ion. The coordination geometries and electronic structures are determined from the framework of the proposed modeling of the formed novel complexes. The complexes (1-5) exist in trans-isomeric [N,O] solid form, while adduct complexes (6-10) exist in trans isomeric (Py) form. The square planar/octahedral coordination geometry of Cu(II)/adduct is made up of an N-atom of azodye, the deprotonated enolic O-atom and two Py. The azo group was involved in chelation for all the prepared complexes. ESR spectra show the simultaneous presence of a planar trans and a nearly planar cis isomers in the 1:2 ratio for all N,O complexes [Cu(L(n))(2)]. The ligands in the dimmer are stacked over one another. In the solid state of azo-rhodanine, the dimmers have inter- and intramolecular hydrogen bonds. Interactions between the ligands and Cu(II) are also discussed.

Abstract
Sulfonamide substituted 8-hydroxyquinoline derivatives were prepared using a microwave synthesizer. The interaction of sulfonamide substituted 8-hydroxyquinoline derivatives and their transition metal complexes with Plasmid (pUC 19) DNA and Calf Thymus DNA were investigated by UV spectroscopic studies and gel electrophoresis measurements. The interaction between ligand/metal complexes and DNA was carried out by increasing the concentration of DNA from 0 to 12 μl in UV spectroscopic study, while the concentration of DNA in gel electrophoresis remained constant at 10 μl. These studies supported the fact that, the complex binds to DNA by intercalation via ligand into the base pairs of DNA. The relative binding efficacy of the complexes to DNA was much higher than the binding efficacy of ligands, especially the complex of Cu-AHQMBSH had the highest binding ability to DNA. The mobility of the bands decreased as the concentration of the complex was increased, indicating that there was increase in the interaction between the metal ion and DNA. Complexes of AHQMBSH were excellent for DNA binding as compared to HQMABS.

Abstract
Novel five binuclear polymeric dioxouranium(VI) of azosulphadrugs [(azodrug substances) azobenzene sulphonamides] were prepared for the first time. The infrared spectra of the samples were recorded and their fundamental vibration wave number was obtained. The resulting polymeric uranyl complexes were characterized on the basis of their elemental analyses, conductance and spectral (IR, NMR, and electronic spectra) data. The ligation modes of the azosulphadrugs ligands towards uranyl(II) ions were critically assigned and addressed properly on the basis of their IR and their uranyl(II) complexes. The theoretical aspects are described in terms of the well-known theory of 5d-4f transitions. The coordination geometries and electronic structures are determined from a framework for the modeling of novel polymer complexes. The values of nu(3) of the prepared complexes containing UO(2)(2+) were successfully used to calculate the force constant, F(UO) (1n 10(-8)N/A) and the bond length R(UO) of the U-O bond. Wilson's, matrix method, Badger's formula, and Jones and El-Sonbati equations were used to calculate the U-O bond distances from the values of the stretching and interaction force constants. The most probable correlations between U-O force constant to U-O bond distance were satisfactorily discussed in terms of "Badger's rule", "Jones" and "El-Sonbati equations".

Abstract
Novel supramolecular rare earth polymeric hydrazone complexes of 5-sulphadiazineazo-3-phenyl-2-thiaxo-4-thiazolidinone (HL) of the composition [(Ln)(2)(HL)(3)(NO(3))(6)](n) (where Ln = La(1), Y(2), Pr(3), Nd(4), Sm(5), Gd(6) and Ho(7)) have been prepared and characterized on the basis of their chemical analyses, magnetic measurements, conductance, visible and IR spectral data. Composition, conductance and IR spectral data of complexes show that all these act as a tetradentate ligand. Electronic spectra indicate weak covalent character in the metal-ligand bond. The spectra of Nd(3+) and Ho(3+) show characteristic f-f transitions and the metal-ligand covalency in % has been evaluated. The spectral properties of the above polymeric complexes are also discussed.

Abstract
Novel complexes of Mn(II), Fe(II), Co(II), Ni(II), Cu(II), Zn(II) and UO2(II) with a new Schiff base derived from 8-hydroxy-7-quinolinecarboxaldehyde and 2-aminoethanethiol (LH2) (system name: 2-(8-hydroxy-7-carboxalimino)ethanethiol.) have been prepared and characterized on the basis of analytical, thermal, magnetic moment, infrared, electronic, NMR and EPR spectral data. From the analytical, NMR and thermal data and stoichiometry of the complexes indicate that LH2 act as a dibasic tridentate ligand with ONS donors towards all the metal ions. The magnetic moment, electronic and EPR spectral data commensurate that the Mn(II), Fe(II), Ni(II) and UO2(II) complexes are dimeric with octahedral configuration while the Cu(II) and Zn(II) complexes are monomeric with square-planar and tetrahedral geometries, respectively. Various ligand field parameters Dq, B and beta for complex 5 was calculated. The complexes 3+4 have lower symmetries and the amount of distortion in terms of DT/DQ applying NSH "Hamiltonian Theory" has been evaluated which indicate that the complexes are moderately distorted.

Abstract
New polymeric complexes of Cu(II), Co(II), Ni(II) and UO2(II) with 5-(2(1)-carboxyphenylazo)-8-hydroxyquinoline (LH2) have been prepared and characterized on the basis of analytical, magnetic, 1H NMR, EPR and electronic spectral studies. Tentative structures for the polymeric complexes are proposed. The important infrared (IR) bands and the main 1H NMR signals are assigned and discussed relative to the molecular structure. EPR spectrum of copper(II) complex has been studied with a view to assigning their stereochemistries. Various EPR parameters have been calculated. Each metal has six-coordinates in an octahedral environment. The ligand acts as a dibasic (bis-bidentate chelating agent coordinating through CN, N=N, COOH and OH groups by replacement of a proton from the two latter groups. Considerable interest has also been focused on the synthesis of the azo compounds and its polymeric metal complex due to its wide potential applications. The thermal decomposition behavior of the complexes is also discussed.

Abstract
Reaction of 8-hydroxy-7-quinolinecarboxaldehyde (LH) with RuC3 x XH2O afforded the compounds [RuL3] and/or [RuL2CIOH2]. Reactions of LH with RuCl3 x XH2O in the presence of N-heterocyclic bases led to the formation of complexes of type [RuL2 x ClPy] and [RuLCl2(o-Phen)] (Py = pyridine or o-Phen = 1,10-phenanthroline). The amine exchange reactions of coordinated Schiff bases in these complexes have been also carried out which give symmetrical tetradentate Schiff base complexes. These complexes were characterized by a combination of elemental analysis, IR, magnetic susceptibility measurements, 1H, 13C NMR and electronic spectral analysis methods. The spectral data were utilized to compute the important ligand field parameters B, beta and Dq. Electronic spectra show all complexes are octahedral. The B-values suggest a strong covalency in the metal-ligand sigma-bond and the Dq-values indicate a medium-strong ligand field. The stereochemistry and the nature of the complexes are markedly dependent upon the molar ratios of the reactants, the pH of the system and the nature of the anions involved. The ligands behave as bi-(0,0) and tetradentate (N2,O2) donors.

Abstract
Mono, bis and tris complexes of rhodium(III) oxine (systematic name 8-hydroxy-7-quinolinecarboxaldehyde) and mixed ligand have been prepared. The amine exchange reaction of coordinated Schiff base in these complexes has also been carried out, which gives symmetrical tetradentate Schiff base complexes. The complexes are characterized by elemental and thermal analysis, IR, magnetic and electronic spectral analysis methods were also employed as well as conductivity measurements. An octahedral structure is proposed for all the new complexes in which chloride is attached to the metal ion in 1:1; 1:2 (metal:ligand) ratio. The spectral data were utilized to compute the important ligand field parameter B, beta and Dq. The B-values suggest a strong covalency in the metal-ligand sigma-bond and the Dq-values indicate a medium strong ligand field. 1H NMR spectra show that the tris (ligand) complex is cis isomer. IR spectra show that the ligand is mono-basic bidentate.

Abstract
Copper(II) and cadmium(II) complexes of 5-(4'-derivatives phenyldiazo)-3-phenyl-2-thioxo-4-thiazolidinone (HLn) were prepared, their compositions and physicochemical properties were characterized by elemental analysis, magnetic suseptibility measurements, and infrared, electronic spectra. The novel complexes have the stoichiometric formulae [Cu(HLn)(OAc)n(H2O)(X)] (OAc = acetate, X = H2O or acetate) and [Cd(L)(OAc)(H2O)], respectively. Elemental analysis and IR spectra denote, that two types of complexes with different octahedral and tetrahedral structure for Cu(II) and Cd(II) ions. I.R. spectra show that the ligand is monobasic/neutral bidentate forming thereby a six-membered chelating ring and concomitant formation of an intramolecular hydrogen bond. The stoichiometeries of these complexes were determined conductometrically and indicated the formation of 1:1 and 1:2 (metal:ligand) complexes.
