Abstract
Anthropogenic activity is a major driver of seabird injury and mortality in the 21st century. Although most seabirds perish within the natural environment as a result of human activities, some are rescued and admitted to rehabilitation centres. Despite the considerable number of admissions, little is known regarding the physiological response seabirds have to specific admission reasons and the rehabilitation process. In this study, we aimed to determine the effect of injury, emaciation, oiling, individual removal from the natural environment and the rehabilitation process on the physiological stress response of the African penguin (Spheniscus demersus). Urofaecal samples were collected from African penguins throughout a three-stage rehabilitation process and quantified for glucocorticoid metabolites (ufGCM). The three stages included an initial ICU crate stage (Stage 1), an ICU pen stage (Stage 2) and a rehabilitation stage (Stage 3). Data were analysed using a generalised linear model in order to determine the effect of admission reason, age and rehabilitation stage (Stage 1, 2 and 3) on ufGCM levels. Although the model indicated that only Stage 1 was a significant driver of adrenocortical activity in the study population, ufGCM levels of injured and emaciated animals within Stage 1 were considerably higher than those of birds with any other admission reason across all stages. This is the first study examining the causes and effect of rehabilitation on the physiological stress response in African penguins. Enhanced care and attention should be given to rescued individuals, especially during the first stage of rehabilitation, to reduce perception of additional stressors and thus increase the chance of full recovery.

Abstract
Not much is known about the fleet level total seabird bycatch from pelagic longlines of United States vessels in the western North Atlantic or other fleets of the Atlantic or other oceans. Onboard observers generally only record seabird bycatch during line hauling. Seabirds are predominantly caught during the line setting stage, and, due to predation or mechanical action, those caught prior to the haul can drop off the hook and be lost to the onboard observer. We developed a model to gauge the size of this bycatch loss problem and provide a first approximation of its impact on estimates of total fleet bycatch. We started with a traditional loss-free bycatch model, which assumes that birds recorded were the only birds captured, and integrated into it two crucial components of the bycatch process: capture origin (set or haul) and bycatch loss of set-captures. We extracted count data on seabird bycatch loss and bycatch mortality from the literature on other longline fisheries and used these data to simulate potential total seabird bycatch in the western North Atlantic. Simulations revealed the shortcomings of both the traditional bycatch model and the current haul-only observer protocol, each of which contributed to biologically significant underestimation of total bycatch and estimation uncertainty. Based on our results, we recommend a loss-corrected modeling approach to provide a more accurate estimate of seabird mortalities in pelagic longline fisheries. Where possible, fishery-specific seabird bycatch loss rates need to be ascertained via specific set and haul observing protocols. But, even where fishery-specific estimates for a region are not available, the methodology developed here is applicable to other pelagic longline fisheries to approximate fleet-level loss-corrected bycatch.

Abstract
In Baffin Bay and Davis Strait, reports indicate that Northern Fulmars (Fulmarus glacialis) are vulnerable to bycatch in the fisheries for Greenland Halibut (Reinhardtius hippoglossoides). We modeled the potential current and future impacts the expanding halibut fishery may have on fulmar populations in the region using population viability analysis. By varying age-specific bycatch vulnerability, detectability, and the size of the at-risk population, we tested how different scenarios may influence population trajectories. From 2011 to 2015, the bycatch rate of fulmars was approximately 212 (SD ± 111) individuals per year. This could cause declines (-12%) over three generations (66 years) at the three colonies closest to the fishing grounds. However, declines could be as high as -33% over this same period if unobservable bycatch is considered, and as low as -0.4% if bycatch is distributed among a larger population. Several uncertainties we modeled could be reduced by improving how bycatch data are recorded by at-sea observer programs.

Abstract
Conservation and management of migratory species can be complex and challenging. International agreements such as the Convention on Migratory Species (CMS) provide policy frameworks, but assessments and management can be hampered by lack of data and tractable mechanisms to integrate disparate datasets. An assessment of scalloped (Sphyrna lewini) and great (Sphyrna mokarran) hammerhead population structure and connectivity across northern Australia, Indonesia and Papua New Guinea (PNG) was conducted to inform management responses to CMS and Convention on International Trade in Endangered Species listings of these species. An Integrated Assessment Framework (IAF) was devised to systematically incorporate data across jurisdictions and create a regional synopsis, and amalgamated a suite of data from the Australasian region. Scalloped hammerhead populations are segregated by sex and size, with Australian populations dominated by juveniles and small adult males, while Indonesian and PNG populations included large adult females. The IAF process introduced genetic and tagging data to produce conceptual models of stock structure and movement. Several hypotheses were produced to explain stock structure and movement patterns, but more data are needed to identify the most likely hypothesis. This study demonstrates a process for assessing migratory species connectivity and highlights priority areas for hammerhead management and research.

Abstract
Capture in global pelagic longline fisheries threatens the viability of some seabird populations. The Hawaii longline tuna fishery annually catches hundreds of seabirds, primarily Laysan (Phoebastria immutabilis) and black-footed (P. nigripes) albatrosses. Since seabird regulations were introduced in 2001, the seabird catch rate has declined 74%. However, over the past decade, seabird catch levels significantly increased due to significant increasing trends in both effort and nominal seabird catch rates. We modelled observer data using a spatio-temporal generalized additive mixed model with zero-inflated Poisson likelihood to determine the significance of the effect of various risk factors on the seabird catch rate. The seabird catch rate significantly increased as annual mean multivariate ENSO index values increased, suggesting that decreasing ocean productivity observed in recent years in the central north Pacific may have contributed to the increasing trend in nominal seabird catch rate. A significant increasing trend in number of albatrosses attending vessels, possibly linked to declining regional ocean productivity and increasing absolute abundance of black-footed albatrosses, may also have contributed to the increasing nominal seabird catch rate. Largest opportunities for reductions are through augmented efficacy of seabird bycatch mitigation north of 23° N where mitigation methods are required and during setting instead of during hauling. Both side vs. stern setting, and blue-dyed vs. untreated bait significantly reduced the seabird catch rate. Of two options for meeting regulatory requirements, side setting had a significantly lower seabird catch rate than blue-dyed bait. There was significant spatio-temporal and seasonal variation in the risk of seabird capture with highest catch rates in April and May and to the northwest of the main Hawaiian Islands.

Abstract
Bycatch in longline fisheries threatens the viability of some seabird populations. The Hawaii longline swordfish fishery reduced seabird captures by an order of magnitude primarily through mitigating bycatch during setting. Now, 75% of captures occur during hauling. We fit observer data to a generalized additive regression model with mixed effects to determine the significance of the effect of various factors on the standardized seabird haul catch rate. Density of albatrosses attending vessels during hauling, leader length and year had largest model effects. The standardized haul catch rate significantly increased with increased albatross density during hauling. The standardized catch rate was significantly higher the longer the leader: shorter leaders place weighted swivels closer to hooks, reducing the likelihood of baited hooks becoming available to surface-scavenging albatrosses. There was a significant linear increasing temporal trend in the standardized catch rate, possibly partly due to an observed increasing temporal trend in the local abundance of albatrosses attending vessels during hauling. Swivel weight, Beaufort scale and season were also significant but smaller model effects. Most (81%) haul captures were on branchlines actively being retrieved. Future haul mitigation research should therefore focus on reducing bird access to hooks as crew coil branchlines, including methods identified here of shorter leaders and heavier swivels, and other potentially effective methods, including faster branchline coiling and shielding the area where hooks becomes accessible. The proportion of Laysan albatross (Phoebastria immutabilis) captures that occurred during hauling was significantly, 1.6 times, higher than for black-footed albatrosses (P. nigripes), perhaps due to differences in the time of day of foraging and in daytime scavenging competitiveness; mitigating haul bycatch would therefore be a larger benefit to Laysans. Locally, findings identify opportunities to nearly eliminate seabird bycatch. Globally, findings fill a gap in knowledge of methods to mitigate seabird bycatch during pelagic longline hauling.

Abstract
Cryptic, not readily detectable, components of fishing mortality are not routinely accounted for in fisheries management because of a lack of adequate data, and for some components, a lack of accurate estimation methods. Cryptic fishing mortalities can cause adverse ecological effects, are a source of wastage, reduce the sustainability of fishery resources and, when unaccounted for, can cause errors in stock assessments and population models. Sources of cryptic fishing mortality are (1) pre-catch losses, where catch dies from the fishing operation but is not brought onboard when the gear is retrieved, (2) ghost-fishing mortality by fishing gear that was abandoned, lost or discarded, (3) post-release mortality of catch that is retrieved and then released alive but later dies as a result of stress and injury sustained from the fishing interaction, (4) collateral mortalities indirectly caused by various ecological effects of fishing and (5) losses due to synergistic effects of multiple interacting sources of stress and injury from fishing operations, or from cumulative stress and injury caused by repeated sub-lethal interactions with fishing operations. To fill a gap in international guidance on best practices, causes and methods for estimating each component of cryptic fishing mortality are described, and considerations for their effective application are identified. Research priorities to fill gaps in understanding the causes and estimating cryptic mortality are highlighted.

Abstract
Although seabirds that are trans-equatorial migrants show apparently broad overlap among populations in the non-breeding season, such large-scale pattern may conceal subtle but nevertheless key differences in migratory behaviour. These specializations could reflect adaptation to different environments during the breeding season, carry-over effects from the breeding to the nonbreeding period, or asymmetries in competitive ability of birds of different origin. We compared the migratory and wintering behaviour of Cory's shearwaters Calonectris diomedea nesting in Berlengas and in the Selvagens, two colonies in contrasting oceanographic environments, separated by ca. 1200 km. Although no differences were found in winter distribution, there was a marked divergence in timing, route and the use of staging areas during the postbreeding (autumn) migration. Birds from Berlengas typically travelled to oceanic waters in the North Atlantic for an extended stopover, whereas those from Selvagens rarely did so. In the South Atlantic, birds from Selvagens spent more time in flight, perhaps because they had higher energy and nutrient requirements for feather replacement compared to birds from Berlengas, which moult more flight feathers during breeding. Stable isotope analyses of feathers suggested that this variation in activity patterns was unrelated to trophic ecology. Differences in migration routes and stopovers may expose populations to distinct threats, and should be taken into consideration when defining units for conservation purposes and developing appropriate management strategies.

Abstract
The concept of biodiversity offsets is well established as an approach to environmental management. The concept has been suggested for environmental management in fisheries, particularly in relation to the substantial numbers of non-target species—seabirds in particular—caught and killed as incidental bycatch during fishing activities. Substantial areas of fisheries are being closed to protect these species at great cost to the fishing industry. However, other actions may be taken to offset the impact of fishing on these populations at lower cost to the fishing industry. This idea, however, has attracted severe criticism largely as it does not address the underlying externality problems created by the fishing sector, namely seabird fishing mortality. In this paper, we re-examine the potential role of compensatory mitigation as a fisheries management tool, although from the perspective of being an interim management measure while more long-lasting solutions to the problem are found. We re-model an example previously examined by both proponents and opponents of the approach, namely the cost effectiveness of rodent control relative to fishery area closures for the conservation of a seabird population adversely affected by an Australian tuna fishery. We find that, in the example being examined, invasive rodent eradication is at least 10 times more cost effective than area closures. We conclude that, while this does not solve the actual bycatch problem, it may provide breathing space for both the seabird species and the industry to find longer term means of reducing bycatch.

Abstract
Fisheries have major impacts on seabirds, both by changing food availability and by causing direct mortality of birds during trawling and longline setting. However, little is known about the nature and the spatial-temporal extent of the interactions between individual birds and vessels. By studying a system in which we had fine-scale data on bird movements and activity, and near real-time information on vessel distribution, we provide new insights on the association of a threatened albatross with fisheries. During early chick-rearing, black-browed albatrosses Thalassarche melanophris from two different colonies (separated by only 75 km) showed significant differences in the degree of association with fisheries, despite being nearly equidistant to the Falklands fishing fleet. Most foraging trips from either colony did not bring tracked individuals close to vessels, and proportionally little time and foraging effort was spent near ships. Nevertheless, a few individuals repeatedly visited fishing vessels, which may indicate they specialise on fisheries-linked food sources and so are potentially more vulnerable to bycatch. The evidence suggests that this population has little reliance on fisheries discards at a critical stage of its nesting cycle, and hence measures to limit fisheries waste on the Patagonian shelf that also reduce vessel attractiveness and the risk of incidental mortality, would be of high overall conservation benefit.
