Management of the COVID crisis in Reunion Island (SW Indian Ocean): representations of COVID-19 and acceptance of public health measures

Context

The coronavirus pandemic (COVID-19) has caused a major health crisis, requiring the implementation of various public health measures in order to slow the spread of the virus and reduce the associated mortality. However, the success of these measures depends on people's acceptance of them. This research aimed at understanding people's representations of COVID-19 and its crisis management, and ultimately at understanding their attitudes toward health measures for counteracting the spread of COVID-19 in Reunion Island together with the behaviours expected of them.

Method

Using Random Digit Dialling, a qualitative study was conducted with 53 inhabitants between February and May 2021. The COREQ checklist was followed. A dual textometric and manual thematic analysis was adopted in order to identify representations of COVID and the management of the crisis.

Results

Some respondents perceived COVID-19 as a serious disease, while others saw it as a banal virus or even doubted its existence. A perceived ineffectiveness of public health measures and the incompetency of public actors predominated in the participants' discourse.

Conclusions

Thus, there was a considerable lack of trust and negative attitudes toward health measures, possibly influencing people's acceptance and explaining numerous controversies. This research examines the importance of considering people's representations of the health situation in order to improve people's acceptance of protective measures.

Policy learning and change during crisis: COVID-19 policy responses across six states

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.

Political attitude change over time following COVID-19 lockdown: Rallying effects and differences between left and right voters

Restrictions to curb the spread of COVID-19 have required widespread compliance over long periods, but citizens' attitudes to these often change over time. Here, we examine the time course of political attitudes in New Zealand over the months before and after the announcement of the country's first nationwide COVID-19 lockdown in 2020 using a large-scale national survey (Ns = 41,831-42,663). Government satisfaction increased immediately following the lockdown announcement and remained elevated 5 months later. Trust in institutions and political efficacy also increased gradually over the same period. However, these trends varied by political party vote: Compared to center-left voters who supported the largest governing party, center-right voters who supported the opposition party returned to baseline levels of government satisfaction quicker and showed more pronounced dips in their satisfaction with the economy. These same attitudes also predicted compliance with COVID-19 guidelines. Results illustrate a rally-around-the-flag effect during the pandemic and suggest that support wanes faster among center-right (opposition party) voters.

Basic personal values in the midst of the COVID-19 pandemic in Italy: A two-wave longitudinal study

This study investigated value change during two phases of the COVID-19 pandemic in Italy, one of the most affected countries in the world. The first wave of data was collected in summer 2020, when the virus was on the retreat. The second wave was collected in autumn, at the peak of the second pandemic wave (November 2020). We investigated how Schwartz’s higher-order values changed over the two waves of the study, using economic condition as a predictor of change. We also examined whether value change predicted subsequent value-expressive behavior. Results showed no mean-level change for self-enhancement, self-transcendence, conservation, and openness to change values, but significant interindividual differences in the amount of change for each of the four values. Economic condition emerged as a significant predictor of change in conservation values: Individuals with a decreasing income since the beginning of the pandemic were more likely to increase the importance assigned to these values with respect to individuals whose economic well-being has remained unchanged. Moreover, an increase in conservation and openness to change values predicted behaviors that are mostly expressive of these values, above and beyond value importance at Time 1. Results and their implications for the study of values are discussed.

Public Health Management of the COVID-19 Pandemic in Australia: The Role of the Morrison Government

The Australian Commonwealth government has four health-related responsibilities during the SARS-CoV-2 pandemic: to provide national leadership; to manage external borders; to protect residents of residential aged care facilities; and to approve, procure and roll-out tests and vaccines. State governments are responsible for determining what public health measures are appropriate and implementing them-including managing the border quarantine arrangements and the testing, tracing, and isolation regime-and managing the hospital response. This paper analyses the national government's response to the pandemic and discusses why it has attracted a thesaurus of negative adjectives.
