Use of Rod Compactors for High Voltage Overhead Power Lines Magnetic Field Mitigation

In the last decades, strengthening the high voltage transmission system through the installation of new overhead power lines has become critical, especially in highly developed areas. Present laws concerning the human exposure to electric and magnetic fields introduce constraints to be considered in both new line construction and existing systems. In the paper, a technique for passive magnetic field mitigation in areas close to overhead power lines is introduced, fully modelled and discussed through a parametric analysis. The investigated solution, which basically consists in approaching line conductors along the span making use of rod insulators, is applicable on both existing and under-design overhead lines as an alternative to other mitigating actions. Making use of a 3-dimensional representation, the procedure computes both positions of phase conductors and forces acting on insulators, towers, conductors and compactors, with the aim of evaluating the additional mechanical stress introduced by the compactors. Finally, a real case study is reported to demonstrate and quantify the benefits in terms of ground magnetic field reduction achievable by applying the proposed solution, in comparison to a traditional configuration. Furthermore, using compactors to passively reduce the magnetic field is simple to be applied, minimally invasive and quite inexpensive as regards to alternative mitigating actions.

A precautionary public health protection strategy for the possible risk of childhood leukaemia from exposure to power frequency magnetic fields

Background

Epidemiological evidence showing a consistent association between the risk of childhood leukaemia and exposure to power frequency magnetic fields has been accumulating. This debate considers the additional precautionary intervention needed to manage this risk, when it exceeds the protection afforded by the exposure guidelines as recommended by the International Commission on Non-Ionizing Radiation Protection.

Methods

The Bradford-Hill Criteria are guidelines for evaluating the scientific evidence that low frequency magnetic fields cause childhood leukaemia. The criteria are used for assessing the strength of scientific evidence and here have been applied to considering the strength of evidence that exposures to extremely low frequency magnetic fields may increase the risk of childhood leukaemia. The applicability of precaution is considered using the risk management framework outlined in a European Commission (EC) communication on the Precautionary Principle. That communication advises that measures should be proportionate, non-discriminatory, consistent with similar measures already taken, based on an examination of the benefits and costs of action and inaction, and subject to review in the light of new scientific findings.

Results

The main evidence for a risk is an epidemiological association observed in several studies and meta-analyses; however, the number of highly exposed children is small and the association could be due to a combination of selection bias, confounding and chance. Corroborating experimental evidence is limited insofar as there is no clear indication of harm at the field levels implicated; however, the aetiology of childhood leukaemia is poorly understood. Taking a precautionary approach suggests that low-cost intervention to reduce exposure is appropriate. This assumes that if the risk is real, its impact is likely to be small. It also recognises the consequential cost of any major intervention. The recommendation is controversial in that other interpretations of the data are possible, and low-cost intervention may not fully alleviate the risk.

Conclusions

The debate shows how the EC risk management framework can be used to apply the Precautionary Principle to small and uncertain public health risks. However, despite the need for evidence-based policy making, many of the decisions remain value driven and therefore subjective.

Importance of addressing National Electrical Code violations that result in unusual exposure to 60 Hz magnetic fields

We evaluated wiring in multifamily developments containing National Electrical Code(R) (NEC(R)) violations as a source of unusual exposure to 60 Hz magnetic fields. Two methods were used in this evaluation: measurement and modeling. We measured the building wiring as a source of magnetic fields in six multifamily developments in Michigan. In this small sample, building wiring proved to be an important source of exposure in four of the six cases. In all four cases with exposure from building wiring, one or more NEC violations were involved. To supplement our measurement efforts, we used computer modeling to compare magnetic field exposure due to building wiring with magnetic field exposure from external power lines. Our calculations showed that where the building wiring has a NEC violation leading to net current loops, the exposure due to wiring is likely to be more important than that from external power lines. Our results support the results obtained in a recent study of the exposure of Californian K-12 students to magnetic fields, where building wiring with one or more NEC violation was found to be the single most important exposure source. If 60 Hz magnetic fields are important to avoid, then improved enforcement of the NEC, as required by law, is perhaps the single most important mitigation policy to adopt. The precautionary principle also applies to public health actions

The precautionary principle asserts that the burden of proof for potentially harmful actions by industry or government rests on the assurance of safety and that when there are threats of serious damage, scientific uncertainty must be resolved in favor of prevention. Yet we in public health are sometimes guilty of not adhering to this principle. Examples of actions with unintended negative consequences include the addition of methyl tert-butyl ether to gasoline in the United States to decrease air pollution, the drilling of tube wells in Bangladesh to avoid surface water microbial contamination, and villagewide parenteral antischistosomiasis therapy in Egypt. Each of these actions had unintended negative consequences. Lessons include the importance of multidisciplinary approaches to public health and the value of risk-benefit analysis, of public health surveillance, and of a functioning tort system-all of which contribute to effective precautionary approaches.
