Abstract
Simple Summary Free-roaming cats in New Zealand include companion, stray, and feral cats, mostly defined based on their relationship with people. As such, the different policy mechanisms in New Zealand related to addressing the impacts of free-roaming cats reflect these different types of relationships. In this paper, we review the current laws and related regulations, codes, plans, and local bylaws related to cat management and identify the implications they have on cat welfare. Currently, there is no national law for cat management in New Zealand; however, we suggest that there is reason to create national legislation to ensure that cat management is humane and consistent across New Zealand. Abstract A lack of national legislation for cat management in New Zealand poses challenges for ensuring that practices are consistently humane and effective. In this paper, we review the current cat management policies in New Zealand and the implications they have on the welfare of free-roaming cats (from here on, referred to as ‘cats’). Our review demonstrates that there are multiple policy mechanisms used to manage cats in New Zealand for a variety of reasons, including animal welfare, pest management, and nuisance, and that these different policies have both positive and negative implications for cat welfare. We provide context pertaining to New Zealanders’ acceptance of current or future laws and regulations and compare the New Zealand policy landscape with other countries, with a particular emphasis on Australia, to identify potential directions and outcomes of increased regulation. We discuss the future of the regulatory environment in New Zealand, including the need to better understand the impact of policies on cats, people, and other animals in urban, rural, and wild spaces. We further discuss the need to better understand the cat–human relationship for future policy decisions and offer a solution based on national cat legislation.

A shift towards early-age desexing of cats under veterinary care in Australia. Sci Rep 2021; 11:811. Abstract
The global problem of unowned domestic cats, driven by their phenomenal reproductive success, carries significant economic, animal welfare and biodiversity costs. Desexing owned cats prior to puberty prevents unwanted litters that contribute to unowned cat populations. The prevalence and predictors of desexing, and the age at which surgery was carried out were investigated using anonymized electronic patient records in the VetCompass Australia database of cats presented to veterinary practices. Of 52,941 cats born between 2010 and 2017, 83.6% were desexed. Among 7463 desexed females, 21.5% had been desexed by 4 months of age, 59.8% by 6 months and 85.4% by 1 year. Sex, breed, location and socioeconomic indices significantly influenced desexing status and age at surgery. Cats born between 2010 and 2017 had greater odds of being desexed than cats born between 1995and 2009 at each age cut-off (≤ 4 months [OR 1.76, CI95 1.58-1.97], ≤ 6 months [OR 1.50, CI95 1.38-1.62] and ≤ 1 year [OR 2.33, CI95 2.11-2.57] p < 0.001). Most cats presented to veterinarians in Australia are desexed. Compared with cats born before 2010, cats born later are significantly younger at desexing but, even so, many cats would have reached sexual maturity before surgery. These findings will inform the design of front-line strategies promoting prepubertal desexing and they demonstrate, for the first time, a shift towards desexing younger cats.

Abstract
This is a mapping study conducted to evaluate the characteristics of where content that engages in perspectives or attitudes on female dog spaying is published. Three databases, CAB Direct, PubMed, and Scopus, were systematically searched. There were 84 out of 642 papers identified and screened for relevance on attitudes or perceptions on female canine spaying. These 84 articles were then examined for recurring authors, institutional representation, and publisher information. Additionally, information regarding the population being addressed, veterinarian or client, was noted with most literature addressing the veterinary perspective. Many important articles were published in a wide array of journals from many countries, which suggests the importance of not only browsing journals but also searching for relevant literature in databases like CAB Abstracts and MEDLINE.

Abstract
BACKGROUND Although data are still needed, early neutering of cats appears to be as safe as neutering at the traditional age of six months or older and beneficial to the individual and the population. The aim of this observational study was to obtain an overview of veterinarians' opinions and practices about feline early neutering (ie, until the age of four months). METHODS In this retrospective work, a web survey was distributed to French practitioners. RESULTS A total of 609 veterinarians returned the survey. Majority of the veterinarians (56 per cent) reported never performing early neutering, 42 per cent reported performing it inconsistently, and 2 per cent reported consistently performing it. When carried out, it was mainly on kittens from commercial breeding, following breeders' request, and performed at the age of three months. An overwhelming majority (93 per cent) of veterinarians performing early neutering reported no incidents. Veterinarians who did not practise early neutering neutered mostly (81 per cent) kittens from four to six months of age. CONCLUSION In conclusion, early neutering is still not a common practice among French veterinarians. Opinions differed as to its advantages and disadvantages, although reported incidents were scarce. Veterinarians who do not perform early neutering reported a lack of interest in this practice rather than reluctance.

Abstract
OBJECTIVES The aim of this study was to analyse cat breeders' application of and opinions concerning early-age (ie, <16 weeks old) neutering in cats in France. METHODS This study analysed a retrospective cohort. A web survey was designed for French cat breeders and was published in June 2017 on the Facebook page of Livre Officiel des Origines Félines, the official feline studbook for purebred cats born in France. The early-age cat neutering habits, opinions and expectations of breeders were collected. RESULTS A total of 999 breeders returned the questionnaire. Almost half of the breeders (49%) reported consistently requesting neutering of kittens before selling them, 32% claimed that they never requested it and the remaining 19% reported that they inconsistently requested it. When performed, 83% of breeders had kittens neutered at 12 weeks of age; for a large majority of these breeders (94%), the neutering was undertaken on their own initiative. Various reasons for neutering were provided, including the prevention of uncontrolled breeding, short- and long-term welfare benefits for neutered cats, and practical and economic reasons. Reported incidents related to early-age neutering were scarce. Nearly half of breeders who did not apply early-age neutering to their kittens cited a veterinarian's unwillingness to perform the surgery as a cause. CONCLUSIONS AND RELEVANCE A large majority of surveyed French cat breeders supported early-age neutering that would occur before kittens were sold, most of the time at the age of 3 months. These breeders reported high satisfaction with early-age neutered cats, with a low number of incidents and accidents reported.

Abstract
Cats are prolific breeders, and if most cats were desexed prior to puberty, numbers of unwanted cats and kittens, and hence numbers entering shelters, would be expected to decline. Although traditionally in Australia it has been reported that 90% of veterinary clients' cats are desexed, there are still hundreds of cats and kittens that end up unwanted and in shelter care annually. In this study, we surveyed Queensland veterinary practices to describe ages that veterinarians are recommending cats should be desexed at, ages at which desexing actually occurs, what veterinary practices are doing to promote desexing of cats, and what veterinarians see as the barriers to desexing of cats before puberty. A questionnaire was developed and sent to all veterinary practices in Queensland. The response rate was 50%. Almost 45% of respondents recommended desexing at the traditional age of 6 months, which is later than puberty in most cats; for more than 56% of practices, the actual average age at which desexing occurred was at least 6 months; and in a substantial proportion of practices, when desexed, high percentages of cats had already had litters. Most practices took steps to encourage their clients to have their cats desexed, and most thought these steps were effective. The results from this study suggest that although veterinarians generally agree that cats should be desexed prior to having their first litter, recommended and actual desexing ages are commonly too late to ensure this is achieved. Better understanding is required about both the likely impact of more veterinary practices recommending and conducting desexing before puberty on numbers of unwanted cats and numbers surrendered to shelters, and the drivers of age at which cats are desexed. This could inform strategies to reduce numbers of unwanted cats.

Abstract
Although desexing surgeries are considered a core clinical skill for small animal veterinary practice, it can be challenging for veterinary schools to provide students with adequate training opportunities in the traditional curriculum. At the Massey University School of Veterinary Science, we recently established an innovative extracurricular volunteer program designed to have students teaching other students how to perform different elements of desexing procedures as they progress through their degree. This program includes administrative and assistant roles for first-year students (responsible for client communication, patient restraint, and medical record keeping), physical exam and recovery roles for second-year students (responsible for assessing patient fitness for surgery, drawing up anesthetic drugs, and monitoring patients in recovery), anesthesia and neuter surgeon roles for third-year students (responsible for inducing, preparing, and monitoring spay patients and performing cat neuter surgeries), and spay surgeon roles for fourth- and fifth-year students (responsible for performing cat spay surgeries, discharging patients, and following up with clients to monitor recovery). This program has been successful in improving student confidence and competence while also providing a valuable low-cost desexing service to the community. In this article, we discuss the practical considerations and processes involved in implementing this program, including mapping the existing surgical curriculum, recruiting patients, setting up the surgical facilities, purchasing equipment and supplies, establishing standard operating procedures, developing training materials, maintaining clinic records, and monitoring program outcomes. These resources can serve as guidelines for other veterinary schools looking to expand desexing surgery training opportunities for students.

Abstract
Prepubertal desexing (neutering) has been a legal requirement for all cats and dogs in the Australian Capital Territory since 2001. All cats have to be desexed by 3 months of age, and all dogs are required to be desexed by 6 months of age. The role of veterinary attitudes and behaviors in the implementation of mandatory prepubertal desexing in the Australian Capital Territory is explored in this paper. An online survey was sent to all veterinarians registered in the Australian Capital Territory via the Veterinary Surgeons Board (VSB). The survey was designed as a cross-sectional study, hosted using the software REDcap® and analyzed using statistical program R®. A response rate of 14.9% (52/350) of registered veterinarians was achieved. Only 10% of respondents (5/52) recommended that clients have their cat desexed at 3 months of age, the legal maximum age for desexing in the jurisdiction. However, 40% of veterinarians (21/52) thought prepubertal desexing was an appropriate management strategy of cats to prevent overpopulation. Just over one-third of all veterinarians who responded (18/52; 35%) were not aware that prepubertal desexing was mandatory in the Australian Capital Territory. We conclude that prepubertal desexing might be poorly supported by veterinarians in the Australian Capital Territory, even though pets are legally required to undergo prepubertal desexing. As a result, veterinarians may unintentionally be limiting access to this procedure. This has wider policy consequences for Australian and overseas jurisdictions which are considering introducing mandatory prepubertal desexing.

Abstract
Trap, neuter and return (TNR) is a non-lethal approach to urban cat management used effectively internationally to decrease urban cat numbers, but deemed illegal in Australia. We investigated perceived support and opposition to TNR experienced by respondents involved in TNR activities, as individuals or through organizations. TNR was initiated to reduce cat numbers, as a humane way to manage community cats, and to improve cat welfare. Many respondents sought permission from local authorities, and all received verbal permission. Perceived attitudes of stakeholders, for example authorities and neighbors, were polarized, with some supporting it and others antagonistic and threatening legal action. Respondents generally managed the colony themselves or with assistance from friends or family, and half obtained aid from a cat welfare agency. Some respondents received cash or food from stakeholders, subsidies for desexing and education on trapping. Complaints were most common from neighbors, and less from those working and living nearby the colony. Resolution was attempted with varying success, by face-to-meetings with complainants, educational flyers, cat deterrents, or relocating cats. Supportive stakeholders had similar motives to the respondents for supporting TNR, namely to reduce cat populations and improve cat welfare. These findings are important because they demonstrate the difficulty faced by individuals and organizations undertaking TNR in Australia. Given the reported effectiveness of well-managed TNR programs, and the lack of other acceptable methods for managing urban stray cats at a city level, it is recommended that TNR be legalized in Australia in urban and periurban areas to facilitate its implementation.

However, its effective use is hampered by widely held views that it should occur at around six months of age, whereas female cats can breed from four months of age. As a result, many cats may have an unplanned litter before they are desexed. In Australia, increasing numbers of municipalities are mandating desexing of cats by three months of age, before the traditional age of 4–6 months. Achieving this goal requires support from veterinary professionals, so we used online and face-to-face surveys to determine the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented information provided about desexing cats. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats (especially females) after four months because of concerns about anaesthetic risk. Over half of surveyed websites provided no information about desexing cats or offered desexing without explaining why it was necessary or when to perform it. In Australia, the preferences and practices of some current/future veterinary professionals do not match changing cat legislation. Abstract Surgical desexing of cats is typically carried out after six months of age (Mature Age Desexing, MAD); between 4–6 months (Traditional Age Desexing, TAD); or before four months (Early Age Desexing, EAD). We complemented existing surveys of veterinarians’ acceptance of EAD with online and face-to-face surveys, to ascertain the preferred desexing ages for cats and rationale of 957 Australian veterinarians, veterinary nurses, veterinary science students, and veterinary nursing students. A complementary survey of 299 veterinary practice websites across Australia documented any information provided about desexing cats. The most common reason for preferred desexing ages was reducing stray cat populations (30%); 78% of these respondents chose ages aligning with EAD. Vet nurses and nursing students were more conservative than vets or vet students, preferring to desex cats >4 months. Perceived anaesthetic risk was a major motivation, especially for nurses ≤5 years’ experience. Across 299 urban practices in Australian capital cities, 55% of surveyed websites provided no information about desexing cats or listed desexing without explaining why it was necessary, or when to perform it. Increasingly, Australian legislatures mandate desexing of cats by three months of age, so the practices of some current/future veterinary professionals do not match changing legislation.

Abstract
Benefits and risks of spaying on the behaviour of female dogs are controversially discussed. Increased aggressiveness and male urinary behaviour were postulated to be the consequence of masculinization after spaying in some female dogs. To investigate if spaying or its timing relative to the onset of puberty may have a masculinization effect, urinary behaviour, that is, frequency of urination, urinary posture and ground scratching after urination were recorded in 58 female Labrador Retrievers during 15 min of a daily walk with their owners. General behaviour of the dogs during the walks was assessed using an owner questionnaire. Data were analysed for age, reproductive status, lifetime of ovary exposure and/or time interval since spaying. Urinary behaviour of intact females (n = 12) and dogs spayed before (n = 17) or after (n = 29) puberty was similar and not influenced by age, lifetime of ovary exposure and/or time interval since spaying. Owners of spayed dogs described more frequent or more intense fear reaction in their animals in response to loud noises, unfamiliar objects approaching on or near the sidewalk, or if they were approached by unknown dogs barking, growling or jumping. In conclusion, we found no evidence of a masculinization effect after spaying on urinary behaviour in female Labrador Retrievers. In contrast to popular belief, gonadectomy did not inevitably result in a behaviourally more stable dog. Extrapolation of our findings from female Labrador Retrievers to other breeds should be performed with caution, as the effect of spaying on behaviour may differ among dog breeds.

Abstract
AIMS To describe the level of experience and confidence of veterinary students in performing canine and feline desexing procedures at the end of their final clinical year. METHOD A cross-sectional survey was conducted with veterinary students at Massey University in November 2017 after completion of their final clinical year. The questions included career plans after graduation, number of assisted and unassisted desexing procedures performed, approximate time to complete desexing surgeries, level of confidence with different aspects of desexing surgeries, what aspects of their desexing surgery training were most helpful, and what could be done to improve training in desexing surgical skills in veterinary school. RESULTS The survey was completed by 70/95 (74%) students in their final clinical year. Among respondents, 55/70 (70%) had performed >2 unassisted feline neuters before graduation. However 38/70 (54%) students had never performed an unassisted feline spay, 31/70 (44%) had never performed an unassisted canine neuter, and 44/70 (63%) students had never performed an unassisted canine spay. The median reported times to complete a feline neuter, feline spay, canine neuter, and canine spay were 9, 40, 30 and 60 minutes, respectively. The median level of confidence for these procedures were 9, 6, 7 and 5 (on a scale from 1=least confident to 10=most confident), respectively. The reported time to complete procedures and the confidence in performing procedures did not change markedly with increasing total number of procedures performed. Students were most concerned about their ability to perform the desexing procedures in a reasonable amount of time and to prevent post-operative bleeding from occurring. Students were least concerned with their ability to manage post-operative pain in patients and to select the appropriate suture material. Free-text comments revealed that 62/70 (89%) students wanted more hands-on surgical experience prior to graduation. CONCLUSION AND CLINICAL RELEVENCE Many students are currently completing veterinary school with limited experience and low confidence with performing routine canine and feline desexing procedures. Further research is needed to identify the most effective ways for addressing this issue within the constraints of the veterinary curriculum and teaching hospital resources.
