Assessing Progress Towards SDGs Implementation Using Multiple Reference Point Based Multicriteria Methods: The Case Study of the European Countries

Progress on SDG 7 achieved by EU countries in relation to the target year 2030: A multidimensional indicator analysis using dynamic relative taxonomy

In 2015, 193 UN members adopted the resolution "Transforming our world: the 2030 Agenda for Sustainable Development", which set out 17 Sustainable Development Goals to be achieved by 2030. The aim of the study is to assess progress towards meeting SDG 7 "Ensure access to affordable, reliable, sustainable and modern energy for all" by individual EU countries in 2010-2021 and to determine their distance in relation to the target set for 2030. Eurostat monitors and assesses progress towards SDG 7 using seven indicators. These indicators were used to create an aggregate index. In order to limit the impact of the compensation effect on the ranking of EU countries, we applied dynamic relative taxonomy with the geometric mean to create an aggregate measure that takes into account target values for the indicators with adjusted data. The study reveals systematic progress towards reaching the EU's SDG 7 in the period 2010-2021, with differences between individual EU countries clearly decreasing. The smallest distance in relation to the target set for SDG 7 can be observed for Sweden, Denmark, Estonia, and Austria. By far the greatest progress in period 2010-2021 has been achieved by Malta, and significant for Cyprus, Latvia, Belgium, Ireland, and Poland.

COVID-19 resilience index in European Union countries based on their risk and readiness scale

Addressing risks and pandemics at a country level is a complex task that requires transdisciplinary approaches. The paper aims to identify groups of the European Union countries characterized by a similar COVID-19 Resilience Index (CRI). Developed in the paper CRI index reflects the countries' COVID-19 risk and their readiness for a crisis situation, including a pandemic. Moreover, the study detects the factors that significantly differentiate the distinguished groups. According to our research, Bulgaria, Hungary, Malta, and Poland have the lowest COVID-19 Resilience Index score, with Croatia, Greece, Czechia, and Slovakia following close. At the same time, Ireland and Scandinavian countries occupy the top of the leader board, followed by Luxemburg. The Kruskal-Wallis test results indicate four COVID-19 risk indicators that significantly differentiate the countries in the first year of the COVID-19 pandemic. Among the significant factors are not only COVID-19-related factors, i.e., the changes in residential human mobility, the stringency of anti-COVID-19 policy, but also strictly environmental factors, namely pollution and material footprint. It indicates that the most critical global environmental issues might be crucial in the phase of a future pandemic. Moreover, we detect eight readiness factors that significantly differentiate the analysed country groups. Among the significant factors are the economic indicators such as GDP per capita and labour markets, the governance indicators such as Rule of Law, Access to Information, Implementation and Adaptability measures, and social indicators such as Tertiary Attainment and Research, Innovation, and Infrastructure.

Impact of economic and green growth on poverty, income inequalities, and environmental degradation: a case of South Asian economies

This study aims to investigate the impacts of traditional and green economic growth on poverty, income inequalities, and environmental degradation in the case of South Asian economies. In this regard, the study collects data for the period 2000 to 2018 from five South Asian economies (Pakistan, India, Sri Lanka, Nepal, and Bangladesh) from world development indicators (WDI). The study applies second-generation unit root test and co-integration technique, CIPS unit root and Westerlund co-integration tests, to establish the stationarity of the series and co-integration relationship among variables. Furthermore, this study utilized dynamic ordinary least square (DOLS) and fully modified ordinary least square (FMOLS) models to investigate the long-run empirical estimates. The study finds that both traditional economic growth (GDP) and green economic growth (GGDP) have a negative impact on poverty and inequality; however, GGDP contributes more than traditional GDP to reducing poverty and inequality. Moreover, the study shows that economic growth has a positive long-run impact on environmental degradation while GGDP has a negative and significant long-run association with environmental degradation. The study recommends that policymakers should develop policies to develop green economic growth to save the environment and for the reduction in poverty and income inequalities in south Asian economies.

Measuring Progress towards Sustainability in the European Union within the 2030 Agenda Framework

The adoption of the 2030 Agenda and its 17 Sustainable Development Goals (SDGs) revived the challenge to efficiently address economic prosperity, environmental quality and social welfare goals. To fulfill such purposes, policymakers need to measure and monitor the global progress made by countries towards the achievement of the SDGs. Composite indicators have frequently been used for sustainability performance assessment in a range of areas related to Sustainable Development and recently some attempts have been made to analyze trends within the 2030 Agenda framework. The objective of this study is to propose a novel composite indicator approach to assess sustainability performance and evaluate whether progress is being made towards the SDGs. Some distinguishing features of the proposed approach involve the computation of weights for the indicators and the use of geometric average at the overall aggregation stage. The approach is applied to the evaluation of the SDGs in EU27 during the period 2010–2020 using the Eurostat SDG dataset. The results obtained suggest that all 27 Member States have progressed favorably, albeit not to the same extent, and differences between countries seem to be decreasing over the years.

Towards the 2030 Agenda: Measuring the Progress of the European Union Countries through the SDGs Achievement Index

The 2030 Agenda and Sustainable Development Goals were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity. The success or failure in their implementation largely depends on the national implementation effort, measured within wide and compound indicator frameworks. Due to such complexity, providing a simple but comprehensive view on the progress to achieve the SDGs is a priority. Moreover, the measure of the progress allows the consistency among the different dimensions of sustainable development to be assessed. The purpose of this work is to evaluate the results accomplished by European Union Countries in achieving SDGs. In particular, the paper proposed the SDGs achievement index (SDG-AI), a multicriteria-based index, including six different dimensions and applied to EU countries. The SDG-AI allows the differences across the EU countries to be highlighted, and also assesses the contribution of the different dimensions to the final result. The use of such an index will also be useful to understand the effect of the pandemic on the development.
