New developments to support decision-making in contaminated inhabited areas following incidents involving a release of radioactivity to the environment

Radiocesium concentration in indoor air during residential house cleaning in Fukushima Dai-ichi nuclear power plant evacuation areas

After the Fukushima Dai-ichi Nuclear Power Plant (FDNPP) accident, outdoor decontamination was conducted by the Japanese Government, whereas indoor contamination was the responsibility of individual residents. However, no data exist regarding ¹³⁷Cs exposure during indoor cleaning. Therefore, indoor ¹³⁷Cs radioactivity concentrations in indoor air were determined during cleaning in 60 houses within the evacuation area near the FDNPP, Fukushima Prefecture, Japan. Radiocesium activity concentrations per cubic meter of indoor air during dusting (mean ± SD (median)) was 6.8 ± 7.9 (4.7) and 1.6 ± 2.7 (0.78) Bq/m³ for all aerodynamic diameter of aerosol particle and PM2.5, respectively. Radiocesium activity concentrations in indoor air decreased with decreasing the aerodynamic diameter of aerosol particles (mean: 0.099, 0.22, 0.41, 0.92, 2.2, and 2.9 Bq/m³ for the aerodynamic diameter of <0.25, 0.25-0.5, 0.5-1.0, 1.0-2.5, 2.5-6.6, and >6.6 μm, respectively) and was inversely proportional to the square of the distance from the FDNPP. Indoor ¹³⁷Cs radioactivity concentrations were significantly higher during dusting than during vacuuming with either a cyclone handy cleaner or a normal vacuum cleaner. The mean deposited activities in tracheobronchial and alveolar regions was estimated to be 1.9 and 2.8 Bq, respectively, during a 2-h dusting period in the studied houses. For values below the detection limit, half of the detection limit was used for calculating the means and SDs.

European decision support modelling of long-term external doses received in inhabited areas contaminated by a nuclear power plant accident - 1: Initial relative dose rate contributions from different contaminated outdoor surfaces

Dose prediction tools making use of existing knowledge on the environmental behaviour of radiocontaminants are essential for justification and optimisation of recovery countermeasure strategies for contaminated inhabited areas. In this context, one necessary requirement is to estimate the relative initial contaminant distribution on different types of surfaces in the environment and the resultant initial dose rates to humans staying in the environment. This paper reports on the latest parametric refinements in this context for use in the ERMIN inhabited area dose model, which is an integral part of the European emergency management decision support systems ARGOS and RODOS.

European decision support modelling of long-term external doses received in inhabited areas contaminated by a nuclear power plant accident - 2: Post deposition contaminant mobility on outdoor surfaces

To enable estimation of time-integrated external doses to persons staying in an inhabited area radioactively contaminated by aerosols and gases released in connection with a large nuclear power plant accident, additional knowledge to that described in the first part of this paper is needed on the post-deposition migration of different types of contaminants on the various relevant types of environmental surface. This part of the paper describes how the migration processes are modelled dynamically in the European standard inhabited area dose model, ERMIN, and presents the newest parametric datasets. It is explained how the total information in both parts of the paper may be used to estimate doses received over time by populations in radioactively contaminated inhabited areas.

Radiocesium contamination in house dust within evacuation areas close to the Fukushima Daiichi nuclear power plant

Outdoor decontamination efforts have been ongoing since the Fukushima Daiichi nuclear power plant (FDNPP) accident; however, little is known about indoor contamination. Therefore, house dust was sampled based on particle size in 21 wooden buildings (19 residential houses and 2 community centers) within the evacuation area close to the FDNPP, Fukushima Prefecture, Japan. Activities of radiocesium (¹³⁷Cs) per gram of house dust increased with decreasing particle size (mean: 6.1 × 10³, 2.6 × 10³, 1.6 × 10³, 7.5 × 10², 5.0 × 10², and 4.6 × 10² Bq/g for <4-20, 20-63, 63-180, 180-500, 500-1000, and 1000-2000 μm, respectively). The ¹³⁷Cs concentrations in house dust were inversely related to the square of distance from the FDNPP for <4-1000 μm particles. From the results of the multiple linear regression analysis, distance from the FDNPP and direction from the FDNPP (northwest) were significantly related to the radioactivity of house dust. It was found that 19%, 33%, and 48% of ¹³⁷Cs in house dust were extracted in water, 1 M HCl, and not extracted, respectively. Considering the bioaccessibility and assuming a 20 mg/day daily intake of house dust, the daily doses would be 7.2 Bq/day (mean) and 18 Bq/day (95th percent quantile). These results provide valuable insight into indoor radioactive Cs contamination in the area around the FDNPP and possible oral exposure to indoor radioactive Cs after returning home.

Revision of deposition and weathering parameters for the ingestion dose module (ECOSYS) of the ARGOS and RODOS decision support systems

The ECOSYS model is the ingestion dose model integrated in the ARGOS and RODOS decision support systems for nuclear emergency management. The parameters used in this model have however not been updated in recent years, where the level of knowledge on various environmental processes has increased considerably. A Nordic work group has carried out a series of evaluations of the general validity of current ECOSYS default parameters. This paper specifically discusses the parameter revisions required with respect to the modelling of deposition and natural weathering of contaminants on agricultural crops, to enable the trustworthy prognostic modelling that is essential to ensure justification and optimisation of countermeasure strategies. New modelling approaches are outlined, since it was found that current ECOSYS approaches for deposition and natural weathering could lead to large prognostic errors.

Requirements for estimation of doses from contaminants dispersed by a 'dirty bomb' explosion in an urban area

The ARGOS decision support system is currently being extended to enable estimation of the consequences of terror attacks involving chemical, biological, nuclear and radiological substances. This paper presents elements of the framework that will be applied in ARGOS to calculate the dose contributions from contaminants dispersed in the atmosphere after a 'dirty bomb' explosion. Conceptual methodologies are presented which describe the various dose components on the basis of knowledge of time-integrated contaminant air concentrations. Also the aerosolisation and atmospheric dispersion in a city of different types of conceivable contaminants from a 'dirty bomb' are discussed.

Modelling remediation options for urban contamination situations

The impact on a population from an event resulting in dispersal and deposition of radionuclides in an urban area could be significant, in terms of both the number of people affected and the economic costs of recovery. The use of computer models for assessment of urban contamination situations and remedial options enables the evaluation of a variety of situations or alternative recovery strategies in contexts of preparedness or decision-making. At present a number of models and modelling approaches are available for different purposes. This paper summarizes the available modelling approaches, approaches for modelling countermeasure effectiveness, and current sources of information on parameters related to countermeasure effectiveness. Countermeasure information must be applied with careful thought as to its applicability for the specific situation being modelled. Much of the current information base comes from the Chernobyl experience and would not be applicable for all types of situations.

Estimation of health hazards resulting from a radiological terrorist attack in a city

In recent years, the concern for protection of urban populations against terror attacks involving radiological, biological or chemical substances has attracted increasing attention. It sets new demands to decision support and consequence assessment tools, where the focus has traditionally been on accidental exposure. The aim of the present study was to illustrate issues that need to be considered in evaluating the radiological consequences of a 'dirty bomb' explosion. This is done through a worked example of simplified calculations of relative dose contributions for a specific 'dirty bomb' scenario leading to atmospheric dispersion of 90Sr contamination over a city area. Also, the requirements of atmospheric dispersion models for such scenarios are discussed.
