Study of ecological compensation in complex river networks based on a mathematical model

Transboundary water pollution has resulted in increasing conflicts between upstream and downstream administrative districts. Ecological compensation is an efficient means of restricting pollutant discharge and achieving sustainable utilization of water resources. The tri-provincial region of Taihu Basin is a typical river networks area. Pollutant flux across provincial boundaries in the Taihu Basin is hard to determine due to complex hydrologic and hydrodynamic conditions. In this study, ecological compensation estimation for the tri-provincial area based on a mathematical model is investigated for better environmental management. River discharge and water quality are predicted with the one-dimensional mathematical model and validated with field measurements. Different ecological compensation criteria are identified considering the notable regional discrepancy in sewage treatment costs. Finally, the total compensation payment is estimated. Our study indicates that Shanghai should be the receiver of payment from both Jiangsu and Zhenjiang in 2013, with 305 million and 300 million CNY, respectively. Zhejiang also contributes more pollutants to Jiangsu, and the compensation to Jiangsu is estimated as 9.3 million CNY. The proposed ecological compensation method provides an efficient way for solving the transboundary conflicts in a complex river networks area and is instructive for future policy-making.

Allocation of marine environmental carrying capacity in the Xiamen Bay

Three optimization methods are employed to allocate Marine Environmental Carrying Capacity (MECC) in the Xiamen Bay. The hydrodynamic and pollutant fields are first simulated by the Princeton Ocean Model. Taking phosphorus as an index of the water quality, the response fields are then calculated. These response fields represent the relationship between the concentration of the sea zone and the pollution sources. Finally, MECC is optimized and distributed in the Xiamen Bay by three optimization methods. The results show classical linear optimization can only maximize the satisfaction level for one of the stake holders', e.g., dischargers or environmental protection bureau, satisfaction level. However, the fuzzy and grey fuzzy optimizations can provide a compromise, and therefore a fairer result, by incorporating the conflicting goals of all of the different stakeholders. Compared with fuzzy optimization, the grey fuzzy optimization provides a more flexible choice for the decision-makers.

Influence of changes in hydrodynamic conditions on cadmium transport in tidal river network of the Pearl River Delta, China

With rapid economic development, the Pearl River Delta (PRD) of China has experienced a series of serious heavy metal pollution events. Considering complex hydrodynamic and pollutants transport process, one-dimensional hydrodynamic model and heavy metal transport model were developed for tidal river network of the PRD. Then, several pollution emergency scenarios were designed by combining with the upper inflow, water quality and the lower tide level boundary conditions. Using this set of models, the temporal and spatial change process of cadmium (Cd) concentration was simulated. The influence of change in hydrodynamic conditions on Cd transport in tidal river network was assessed, and its transport laws were summarized. The result showed the following: Flow changes in the tidal river network were influenced remarkably by tidal backwater action, which further influenced the transport process of heavy metals; Cd concentrations in most sections while encountering high tide were far greater than those while encountering middle or low tides; and increased inflows from upper reaches could intensify water pollution in the West River (while encountering high tide) or the North River (while encountering middle or low tides).
