Narrativization of human population genetics: Two cases in Iceland and Russia

Using the two cases of the Icelandic Health Sector Database and Russian initiatives in biobanking, the article criticizes the view of narratives and imaginaries as a sufficient and unproblematic means of shaping public understanding of genetics and justifying population-wide projects. Narrative representations of national biobanking engage particular imaginaries that are not bound by the universal normative framework of human rights, promote affective thinking, distract the public from recognizing and discussing tangible ethical and socioeconomic issues, and harm trust in science and technology. In the Icelandic case, the presentation of the project in association with national imaginaries concealed its market identity and could lead to the commodification of biodata. In the Russian case, framing in terms of "genetic sovereignty" and "civilizational code" offers pretexts for state securitization. Adherence to normative framework of human rights and public discussion of genetics in an argumentative and factual mode can counter these trends.

Imagining the model citizen: A comparison between public understanding of science, public engagement in science, and citizen science

This article examines the visions of citizens' ideal practices regarding technoscientific affairs in a democratic society, namely "imaginaries of model citizens," that underlie three science and public initiatives: public understanding of science, public engagement in science, and citizen science. While imaginaries of citizens are performative and necessary to these initiatives, they are often relegated to the background. I argue that such imaginaries are the result of a complex of perceptions on the nature of science, the role of democracy in scientific activities, and the form of "democratizing" science. The imaginary of model citizens in public understanding of science is of literate citizens who should know science sufficiently, use it in daily life, and support science; in public engagement in science, the model citizen is a responsible one who should engage in the governance of technoscientific issues; and in citizen science, a contributive one who should partake in and enjoy creating scientific knowledge.

Embodied sociotechnical imaginaries: how donor-conceived people imagine identity, family and reprodigital futures beyond regulation

Sociological scholarship has begun to explore imaginaries of family and reproduction, yet less work has focused on the emerging social form of the donor family. In this article, we consider the embodied sociotechnical imaginaries of donor-conceived people, exploring their reflections, judgements, hopes, and predictions regarding donor conception. Combining reflexive thematic analysis of free-text survey responses from sperm donor-conceived (n = 90) and egg donor-conceived (n = 1) and data from semi-structured interviews with sperm donor-conceived people (n = 28), conceived in both clinical and non-clinical contexts in Australia, we analyse donor-conceived people's imaginings of family, identity, and the practice of donor conception in the digital age. Our analysis centres the donor-conceived body that imagines, and in doing so, highlights the entanglements of reproductive and digital technologies, and the humans and institutions that drive their uptake. We argue that leveraging the imaginative and political capacities of donor-conceived people is a productive approach that illuminates possible (re)directions of the assisted reproduction industry as well as illustrating potential policy futures.

Imaginaries of omniscience: Automating intelligence in the US Department of Defense

The current reanimation of artificial intelligence includes a resurgence of investment in automating military intelligence on the part of the US Department of Defense. A series of programs set forth a technopolitical imaginary of fully integrated, comprehensive and real-time 'situational awareness' across US theaters of operation. Locating this imaginary within the history of 'closed world' discourse, I offer a critical reading of dominant scholarship within military circles that sets out the military's cybernetic model of situational awareness in the form of the widely referenced Observe, Orient, Decide, Act or OODA Loop. I argue that the loop's promise of dynamic homeostasis is held in place by the enduring premise of objectivist knowledge, enabled through a war apparatus that treats the contingencies and ambiguities of relations on the ground as noise from which a stable and unambiguous signal can be extracted. In contrast, recent challenges to the closed-world imaginary, based on critical scholarship and investigative journalism, suggest that the aspiration to closure is an engine for the continued destructiveness of US interventions and the associated regeneration of enmity. To challenge these technopolitics of violence we need a radically different kind of situational awareness, one that recognizes the place of ignorance in perpetuating the project of militarism. Only that kind of awareness can inform the public debate required to re-envision a future place for the US in the world, founded in alternative investments in demilitarization and commitments to our collective security.

Imaginaries of a laparoscope: power, convenience, and sterilization in rural India

Laparoscopic tubal ligation is the most prevalent method of contraception amongst India's rural and urban poor. Drawing on 18 months of ethnographic fieldwork in rural Rajasthan in 2012-2013, this paper investigates how rural women's perceptions of a biomedical instrument-the laparoscope-influence their perceptions of sterilization, a procedure often entrenched in coercive, target- and incentive-driven population control programme. By investigating how a laparoscope is entangled in global exchanges, national policies, institutional arrangements, and local moral worlds, this paper demonstrates that while wider biomedical discourses perpetuate the narrative of safety and convenience, people's everyday lives inform their understandings of technology that is widely known but rarely seen.

Cyberdelics in context: On the prospects and challenges of mind-manifesting technologies

The concept of cyberdelics emerged in the 1980s and 1990s as an umbrella term denoting the nexus connecting cybernetic (digital) technologies and psychedelic (mind manifesting) drugs. Cyberdelic technologies, in particular the then newly emerging field of virtual reality, were touted by psychedelic cultural icons including Timothy Leary and Terence McKenna as auguring a new era of digital mind-expansion where psychedelic experiences will be recreated online inside virtual worlds. Cyberdelic culture waned in the 2000s. However, recent years have seen the return of the cyberdelic imaginary, following on the heels of a psychedelic resurgence and a renewed interest in virtual reality technologies and their use in therapy. Cyberdelic advocates speak of the necessity of creating transformative technologies that steer humanity away from mindless consumerism and distractedness, and towards expanded states of awe, presence, and transcendence. Nevertheless, much like psychedelics, cyberdelic technologies are seen as running against the grain of current sociocultural arrangements and economic models which threaten to quell their transformative potential. Research on psychedelics within the humanities over the past decade has emphasized the role of cultural set and setting: the significance of the cultural embeddedness of these psychoactive agents and the dependence of their effects on surrounding sociocultural conditions. Building on the notion of information technologies as mind-manifesting technologies, this paper sets out to consider what psychedelics can teach us about cyberdelics: how the principles of set and setting and current discussions within the psychedelic humanities can inform our understanding of the resurgence of interest in cyberdelic media, its prospects, and challenges.

Construing and constructing the South China Sea beyond state-led environmentalism: Vernacularizing geographical, geopolitical and sociotechnical imaginaries of territory

During the 2010s, the South China Sea (SCS) became a geopolitical flashpoint over the sovereignty of the Paracels and Spratlys. China envisioned its transformation of coral reefs into military bases and island cities as an SCS 'green construction' project. This article analyses how the SCS is discursively construed and practically constructed as maritime national territory, by mobilizing fishing legacies and extending state limits through 'state-led environmentalism' rhetoric. Drawing on ethnographic fieldwork in China, I show that state-led environmentalism is a hierarchical process that intermittently co-opts and excludes local populations to advance the state's territorial ambitions, which are anchored in geographical, geopolitical and socio-technical imaginaries of 'maritime civilization'. Yet, I also show that in this process, the SCS emerges as spaces of vernacularized political claims. Thus, I argue that territory is not only a political technology of control but also vernacular practice through which universalizing discourses- whether on the Exclusive Economic Zone regime, sovereignty or nature-are adapted and modified.

Cryptography as information control

In 1976, two researchers declared a revolution in cryptography: With the invention of public key encryption, cryptography could be used not only to share secret messages, but to secure and authenticate communications networks, and, eventually, to enable radically new kinds of social relationships facilitated by networked communication technology. This article explores a series of transformations in the meaning of cryptography in the 1960s and 1970s that led to the declaration of a revolution. Drawing on archival materials, the article considers how public key cryptography was the product of an emerging consensus among cryptographers of the importance of privacy in the wake of abuses of surveillance powers by government agencies. Shaped by a changing technological and political environment, it situates cryptography at the center of a focused effort to assert control over information in an era of sociopolitical upheaval, concluding that the invention of public key encryption both marked a change in the imaginary surrounding cryptography and offered a technical solution that foreclosed other approaches to addressing the problem of surveillance.

Expectations as techniques of legitimation? Imagined futures through global bioethics standards for health research

I argue that expectations or strong beliefs about what can occur, and the imaginaries they construct, can be shaped by organizations and used by them as techniques for public legitimation of their governance and regulatory activities. I advance this argument by reference to the International Council on Harmonisation of Technical Requirements for Registration of Pharmaceuticals for Human Use (ICH). The expectations and imaginary flowing from the ICH's mission and framing, 'harmonisation for better health', support a focus on technological development for the production of safe, quality, and effective pharmaceuticals and individual ethical conduct to achieve it. The expectations also marginalize wider systemic issues relating to social justice, particularly those affecting the global South. The central role of scientific-technical knowledge and expertise to harmonization abets the latter by minimizing the value to governance of public knowledges on systemic issues. Instead of ensuring the contribution of these knowledges to governance through public participation, there is an attempt to bolster legitimation through communication of expectations and transparency to show practices are in accordance with them (ie expectations are met).

Framing and legitimating EU legal regulation of human gene-editing technologies: key facets and functions of an imaginary

Gene-editing technologies, ie those able to make changes in the DNA of an organism, are the object of global competition and a regulatory race between countries and regions. There is an attempt to craft legal frameworks protective enough for users, but flexible enough for developers of gene-editing technologies. This article examines the imaginary built into the framing of EU-level legal regulation of human gene-editing technologies and identifies its three key related facets: the tension around naturalness; safeguarding morality and ethics; and the pursuit of medical objectives for the protection of human health. Concerns around the use of gene-editing technologies in relation to eugenics and human enhancement have produced a multifaceted imaginary. We argue that this imaginary not only places a limit on EU-level regulation, despite a strong EU competence in respect of the internal market, but also seeks to ensure its legitimation.

Reimagining disability: the screening of donor gametes and embryos in IVF

In this article, we examine how disability is figured in the imaginaries that are given shape by the reproductive projects and parental desires facilitated by the bio-medical techniques and practices of assisted reproductive technologies (ARTs) that involve selection and screening for disability. We investigate how some users of ARTs understand and deploy these imaginaries in ways that are both concordant with and resistant to the understanding of disability embedded within the broader sociotechnical and social imaginaries. It is through users' deliberations, choices, responses, and expectations that we come to understand how these imaginaries are perpetuated and resisted, and how maintaining them is also dependent upon the individual actions and actors who have internalized them. Our examination is grounded in a close analysis of a small selection of interviews drawn from data gathered during a 4-year project funded by the Australian Research Council exploring the Australian experience of cross border reproductive treatment, looking particularly at surrogacy, and gamete and embryo donation. Our interviewees were individuals or couples who used gamete or embryo donation, coupled at times with surrogacy in attempting to have a child. Participants discussed their views on testing, screening, and future disability.

Imagining sustainable energy and mobility transitions: Valence, temporality, and radicalism in 38 visions of a low-carbon future

Based on an extensive synthesis of semi-structured interviews, media content analysis, and reviews, this article conducts a qualitative meta-analysis of more than 560 sources of evidence to identify 38 visions associated with seven different low-carbon innovations - automated mobility, electric vehicles, smart meters, nuclear power, shale gas, hydrogen, and the fossil fuel divestment movement - playing a key role in current deliberations about mobility or low-carbon energy supply and use. From this material, it analyzes such visions based on rhetorical features such as common problems and functions, storylines, discursive struggles, and rhetorical effectiveness. It also analyzes visions based on typologies or degrees of valence (utopian vs. dystopian), temporality (proximal vs. distant), and radicalism (incremental vs. transformative). The article is motivated by the premise that tackling climate change via low-carbon energy systems (and practices) is one of the most significant challenges of the twenty-first century, and that effective decarbonization will require not only new energy technologies, but also new ways of understanding language, visions, and discursive politics surrounding emerging innovations and transitions.

Promissory and protective imaginaries of regenerative medicine: Expectations work and scenario maintenance of disease research charities in the United Kingdom

This article draws upon recent scholarship on technoscientific imaginaries and the sociology of technology expectations to reveal the mediating roles played by a number of disease-focused research charities in the United Kingdom. We examine the expectations they deal with about regenerative medicine research, and how they develop strategies to support and 'protect' potential medical scenarios for new therapies for dread diseases. In so doing, we develop and detail a concept of scenario maintenance to denote the strategic discursive and practical work of preserving stakeholders' faith in specific disease research pathways in the face of obstacles. Semi-structured in-depth interviews (N = 10) of research managers at nine research charities were qualitatively analysed, alongside a variety of charities' documentary data. Our analysis yielded three themes: managing and moderating media expectations; specifying expectations about disease-specific appropriateness of regenerative medicine; and maintaining scenarios of possible pathways for future success taking challenges into account.

Gene drives as a response to infection and resistance

Vector-borne infectious diseases continue to be a major threat to public health. Although some prevention and treatment modalities exist for these diseases, resistance to such modalities, exacerbated by global climate change, remains a fundamental challenge. Developments in genomic engineering technologies present a new front in battling vector-borne illnesses; however, there is a lack of consensus over the scope and consequences of these approaches. In this article, we use malaria as a case study to address the developments and controversies surrounding gene drives, a novel genomic engineering technology. We draw attention to the themes of infection control, resistance, and reversibility using a science and technology studies framework. Unlike other current prevention and treatment modalities, gene drives have the capacity to alter not only single organisms but also entire species and ecologies. Therefore, broader public and scientific engagement is needed to inform a more inclusive discussion between clinicians, researchers, policy makers, and society.

Gendered imaginaries: situating knowledge of epigenetic programming of health

Our paper explores the value-laden and epistemic resources that scientists working in epigenetics and developmental programming of health and disease (DOHaD) mobilise to produce scientific representations of pregnancy and parenthood, which in turn imagine norms, values, and responsibilities for the protection of future generations. In order to do so, we first describe the place of questions regarding the relative weight of paternal and maternal influences on the health of the offspring in the discursive formalisation of this research in scientific publications. This enables us to identify the mutual constitution of 'prototypes' (i.e. experimental designs, settings, techniques) and 'stereotypes' (i.e. social meanings, beliefs, norms and values) of parental roles in DOHaD and epigenetic biomedical sciences, by means of a specific gendered figuration of paternal influences: the 'father-as-sperm'. Second, and drawing from a set of interviews (N = 15), we describe a tension between this dominant, objectifying molecular discourse and the perspective of individual scientists. The situated perspective of individual researchers provides in fact evidence for a conflictual (moral and epistemic) economy of gendered engagements with parental figurations in DOHaD and epigenetic research, and consequently suggests a more fine-grained, as well as conflictual web of socio-political positioning of this 'knowledge' in its societal circulation.

Societal Sentience: Constructions of the Public in Animal Research Policy and Practice

The use of nonhuman animals as models in research and drug testing is a key route through which contemporary scientific knowledge is certified. Given ethical concerns, regulation of animal research promotes the use of less "sentient" animals. This paper draws on a documentary analysis of legal documents and qualitative interviews with Named Veterinary Surgeons and others at a commercial laboratory in the UK. Its key claim is that the concept of animal sentience is entangled with a particular imaginary of how the general public or wider society views animals. We call this imaginary societal sentience. Against a backdrop of increasing ethnographic work on care encounters in the laboratory, this concept helps to stress the wider context within which such encounters take place. We conclude that societal sentience has potential purchase beyond the animal research field, in helping to highlight the affective dimension of public imaginaries and their ethical consequences. Researching and critiquing societal sentience, we argue, may ultimately have more impact on the fate of humans and nonhumans in the laboratory than focusing wholly on ethics as situated practice.

Children's Imaginaries of Human-Robot Interaction in Healthcare

This paper analyzes children’s imaginaries of Human-Robots Interaction (HRI) in the context of social robots in healthcare, and it explores ethical and social issues when designing a social robot for a children’s hospital. Based on approaches that emphasize the reciprocal relationship between society and technology, the analytical force of imaginaries lies in their capacity to be embedded in practices and interactions as well as to affect the construction and applications of surrounding technologies. The study is based on a participatory process carried out with six-year-old children for the design of a robot. Imaginaries of HRI are analyzed from a care-centered approach focusing on children’s values and practices as related to their representation of care. The conceptualization of HRI as an assemblage of interactions, the prospective bidirectional care relationships with robots, and the engagement with the robot as an entity of multiple potential robots are the major findings of this study. The study shows the potential of studying imaginaries of HRI, and it concludes that their integration in the final design of robots is a way of including ethical values in it.

Scrutinizing the epigenetics revolution

Epigenetics is one of the most rapidly expanding fields in the life sciences. Its rise is frequently framed as a revolutionary turn that heralds a new epoch both for gene-based epistemology and for the wider discourse on life that pervades knowledge-intensive societies of the molecular age. The fundamentals of this revolution remain however to be scrutinized, and indeed the very contours of what counts as 'epigenetic' are often blurred. This is reflected also in the mounting discourse on the societal implications of epigenetics, in which vast expectations coexist with significant uncertainty about what aspects of this science are most relevant for politics or policy alike. This is therefore a suitable time to reflect on the directions that social theory could most productively take in the scrutiny of this revolution. Here we take this opportunity in both its scholarly and normative dimension, that is, proposing a roadmap for social theorizing on epigenetics that does not shy away from, and indeed hopefully guides, the framing of its most socially relevant outputs. To this end, we start with an epistemological reappraisal of epigenetic discourse that valorizes the blurring of meanings as a critical asset for the field and privileged analytical entry point. We then propose three paths of investigation. The first looks at the structuring elements of controversies and visions around epigenetics. The second probes the mutual constitution between the epigenetic reordering of living phenomena and the normative settlements that orient individual and collective responsibilities. The third highlights the material import of epigenetics and the molecularization of culture that it mediates. We suggest that these complementary strands provide both an epistemically and socially self-reflective framework to advance the study of epigenetics as a molecular juncture between nature and nurture and thus as the new critical frontier in the social studies of the life sciences.
