Abstract
Using the two cases of the Icelandic Health Sector Database and Russian initiatives in biobanking, the article criticizes the view of narratives and imaginaries as a sufficient and unproblematic means of shaping public understanding of genetics and justifying population-wide projects. Narrative representations of national biobanking engage particular imaginaries that are not bound by the universal normative framework of human rights, promote affective thinking, distract the public from recognizing and discussing tangible ethical and socioeconomic issues, and harm trust in science and technology. In the Icelandic case, the presentation of the project in association with national imaginaries concealed its market identity and could lead to the commodification of biodata. In the Russian case, framing in terms of "genetic sovereignty" and "civilizational code" offers pretexts for state securitization. Adherence to normative framework of human rights and public discussion of genetics in an argumentative and factual mode can counter these trends.

Abstract
There is a growing trend of nation states invoking national security and emergency declarations to build state-sponsored infrastructure projects for border defense, energy production, and transportation. Established laws, regulations, and agreements for the protection of nature and cultural heritage within and between countries are becoming secondary to national security, compromising the function of protected areas, such as national parks, wilderness areas, and biosphere reserves that safeguard biodiversity, climate, and human health. We considered cases where decades-long multinational cross-border endangered species recovery programs have been jeopardized by waivers of environmental protection laws to facilitate rapid construction of border barriers that impede the movement and migration of animals, such as at the US-Mexico and Poland-Belarus borders. Renewable energy megaprojects, such as the Pinacate solar plant in Mexico, coupled with power transmission lines and road networks likewise cast a large footprint on the land and are being carried out with minimal to no environmental compliance under the guise of national security. National sovereignty likewise has been used as justification for bypassing laws to proceed with similar projects, such as Mexico's Dos Bocas refinery and Poland's Vistula Spit canal. Emphasis on security is also apparent in increasing military expenditure by the world's largest economies, which has created a mismatch with improvement in environmental policy stringency. Decisions to prioritize security can undermine democratic principles and environmental review protocols, trivialize humanity's dependence on functioning ecosystems, and contradict the United Nation's resolution on the human right to a healthy environment. Framing infrastructure projects as matters of national security also foments civil and political unrest by the labeling and casting of dissenters, including conservation scientists and environmental defenders, as antinational. World leaders must refrain from misusing extraordinary powers, adhere to laws and international agreements, and consult experts and local people before taking unilateral action on projects that affect ecological and human communities.

Abstract
This article explores the discursive politics of intimate partner violence during the first COVID-19 lockdown in Israel. It asks how, despite greater awareness and recognition, intimate violence disappeared from the mindset of those managing the pandemic, even as it soars. The analysis traces the conditions that enable the dialectic of presence-disappearance, by reading the ideological prescriptions in policy papers, parliamentary debates, court appeals, and media debates. I argue that disregard of intimate violence is made possible by the idealization of home and family as spaces of security and protection, coupled with the mobilization of militaristic measures and discourses.

Abstract
In the wake of the COVID-19 pandemic, the United States is actively reshaping parts of its national security enterprise. This article explores the underlying politics, with a specific interest in the context of biosecurity, biodefense, and bioterrorism strategy, programs, and response, as the United States responds to the most significant outbreak of an emerging infectious disease in over a century. How the implicit or tacit failure to recognize the political will and political decision-making connected to warfare and conflict for biological weapons programs in these trends is explored. Securitization of public health has been a focus of the literature over the past half century. This recent trend may represent something of an inverse: an attempt to treat national security interests as public health problems. A hypothesis is that the most significant underrecognized problem associated with COVID-19 is disinformation and the weakening of confidence in institutions, including governments, and how adversaries may exploit that blind spot.

Abstract
This paper offers a multi-dimensional analysis of the ways and extent to which the US president and UK prime minister have securitized the Covid-19 pandemic in their public speeches. This assessment rests on, and illustrates the merits of, both an overdue theoretical consolidation of Securitization Theory's (ST) conceptualization of securitizing language, and a new methodological blueprint for the study of 'securitizing semantic repertoire'. Comparing and contrasting the two leaders' respective securitizing semantic repertoires adopted in the early months of the coronavirus outbreak shows that securitizing language, while very limited, has been more intense in the UK, whose repertoire was structured by a biopolitical imperative to 'save lives' in contrast to the US repertoire centred on the 'war' metaphor.

Abstract
Militaries are commonly deployed in response to domestic disasters. However, our understanding of this phenomenon remains incomplete, partly because the particulars of disasters make it hard to generalize about deployments used in response. This article leverages the COVID-19 pandemic's global reach to systematically evaluate common hypotheses about when and how militaries are used to respond to domestic disasters. It presents original global data about domestic military deployments in pandemic response and uses it to assess common theoretical expectations about what shapes whether and how militaries are used in such contexts. The results suggest that decisions about whether to deploy militaries stem from the securitization of domestic disaster relief rather than being responses to specific disaster-related features, state capacity shortcomings, or other social or political factors, even as some of these elements shaped how militaries were used. The article concludes by outlining some hypotheses for future research about the impact of this securitization on civil-military relations.

Abstract
Facemasks have been proven an effective non-pharmaceutical measure against coronavirus disease-19. Against the backdrop of global mask shortages, Taiwan distinguished herself from other countries in that Taiwan took a whole-of-nation approach to masks and mobilized the society quickly to become self-sufficient in masks. This paper argues that successful virus securitization as a threat to national security was what enabled Taiwan to effectively mobilize the private sector to carry out the state's will in ensuring adequate mask supply. Moreover, Taiwan securitized the virus more successfully than many other countries because the virus was connected to China, the nation's existing security threat.

Abstract
The UK government's 'Prevent' counter-extremism policy was placed on a statutory footing in 2015, requiring specified authorities including NHS providers by law to work to 'prevent people being drawn into terrorism', leading to calls for a boycott on ethical grounds. Since 2016, mental health professionals have been embedded within counterterrorism police units in 'Vulnerability Support Hubs', to assist in the management of individuals referred to Prevent perceived to have vulnerabilities related to mental health. Drawing on data obtained through Freedom of Information requests, this paper examines these hubs in the context of Prevent's racial politics. It examines the pseudo-scientific concept of radicalization through the lens of racialization theory and explores the whitewashing and colourblindness endemic to most research and practice at the nexus of counterterrorism and mental health. Four ethical issues arising from the hubs are highlighted: (a) the securitization of care, including the way counterterrorism concerns appear to influence medical treatment regimes; (b) harm, including potential criminalization; (c) the erosion of patient agency and confidentiality; and (d) the pathologization of political dissent. It is argued that due to the UK's status as a leading innovator in the field of counter-radicalization, all of these highly racialized phenomena hold wider relevance and augur a troubling direction of travel for counterterrorism's turn towards mental health.

Abstract
Current policies to manage ethnic minority unrest in Xinjiang are not working, and do not address the core root causes behind ethnic tensions. Drawing upon lessons learned from global approaches to improving inter-ethnic relations, and factoring in China's institutional behaviour and norms, this essay looks at policy responses that could be entertained by the state to improve the conditions of ethnic minorities in Xinjiang. It suggests that in the short-term (under a year) the state could be more responsible in using the big data it collects for targeted surveillance, in tandem with a community engagement approach. In the medium-term (one to three years), the state could employ practices to reduce ethnic prejudice by encouraging increased meaningful intergroup contact, and promoting a positive media portrayal of ethnic minorities. In the long-term (three years plus), improving the relative socioeconomic ethnic inequalities is paramount.

Abstract
Through a case study on Za'atari, the largest Syrian refugee camp in Jordan, this paper critically explores a contemporary example of intersection between local and global humanitarian and securitization processes in refugee governance. The paper argues that Syrian refugees have been subjected to humanitarian care and securitized treatment, with their construction in terms of potential threat to State security interests spiking in correlation with insecurities over the expansion of the "Islamic State" (IS). The paper tracks the suit of measures implemented by the host Jordanian State, with the support of the United Nations High Commissioner for Refugees (UNHCR), to produce docile refugee subjects of "humanitarian government" in a closed camp. It notes how the UNHCR invariably augments and extends the remit of Jordanian State power at the expense of refugee rights, in the name of ensuring refugee and aid worker security and the effectiveness of the aid operation. The camp plays a critical role in a performative politics of containment targeting local and global audiences.

Abstract
With a focus on responses to coronavirus disease 2019 (COVID-19) in Ethiopia and on political developments that have occurred in the country during the pandemic, this article contributes to the existing scholarship that explores the relationship between health and politics. Drawing on qualitative data from the project ‘COVID-19 Impact Tracing in Ethiopia: Social, Economic, Political, and Security Ramifications’, carried out in the Tigray, Amhara and Oromia Regional States (RS) from June to September 2020, we offer new empirical and theoretical perspectives that shed light on the political status of health and health policies in Ethiopia and beyond. In all the three regions, COVID-19 and the government’s pandemic response was subject to politicization and securitization. The degree of securitization and politicization differed between the regions and fluctuated over time; in areas with strong opposition to political authorities, the COVID-19 mitigating efforts were—during the first phase of the pandemic—more politicized and securitized than in areas with less opposition. Yet, as the political opposition and instability increased, threatening national security and Prime Minister Abiy Ahmed’s political project, the authorities and the public paid increasingly less attention to the pandemic and the mitigating policies. In our analysis of these dynamics, we draw on a classic distinction that scholars of global public health have borrowed from political science: that of ‘low’ and ‘high’ politics. We argue that a contextually situated use of the high/low distinction allows us to recognize the fleeting and context-dependent nature of health’s political status, providing valuable insights that help us understand the ways that health emerges and disappears as high politics. The temporal and inter-regional shifts that appeared in, and as a response to, Ethiopia’s pandemic policies illustrate the importance of a continuous analysis of the relationships between health and politics at national as well as at sub-national levels.

Abstract
The article reports initial attempts to evaluate a new positive psychological approach to bolster resilience among Muslims in the Netherlands. The approach uses Quranic texts and principles from mental contrasting and implementation intentions (MCII) to encourage Muslims in the Netherlands to reflect in groups on appropriate responses to challenges they are facing. The participants are inspired by Quranic texts and encouraged to write responses to specific challenges in the form of IF-THEN rules and to practice these IF-THEN rules for several weeks. Two studies indicate that this approach increases personal growth initiative. The implications of these findings for the MCII literature and prevention/countering violent extremism are discussed.

Abstract
This article examines how judicial human rights in Europe have adopted the security politics that have swept across Europe in recent years and how, through the European Court of Human Rights' (ECtHR)decision-making over the veil they have contributed to the precarity of the Muslim woman's body. While suffering from stigmatization through securitization of the veil (I am using 'veil' to describe various garments such as the hijab, niqab and burqa. For the purposes of this article, this is a useful shorthand), covered Muslim women's (The concept of Muslim women is a misnomer because it suggests that Muslim women constitute a homogeneous group when they are not. Without denying their heterogeneity, its use here is suggestive of the way it is used by securitizing agents and narratives) attempts at strategic human rights litigation against bans on their clothing, including landmark cases such as SAS v. France, have failed. Institutional human rights in Europe have hijacked national governments' security narratives and thus been complicit in furthering the bodily vulnerability of covered Muslim women by sanctioning the public stripping of their clothing. This transgresses human rights' fundamental, normative, commitment to preventing bodily wounding. It exposes the conditionality and limitation of judicial human rights and endorses an idealized version of the exposed woman as free and equal. Moreover, by abandoning its role as neutral arbiter or audience, the ECtHR exposes human rights' ongoing link with neo-colonialism. The Court's decision-making raises the question of how veiled women might mobilize to desecuritize the veil. I suggest a return to the politics of rights combined with the "rebellious cosmopolitanism" resonant with Camus' politics to mount relentless protests against governance feminism and the Eurocentrism of institutional human rights for a return to "normal politics".

Abstract
Security responses increasingly involve the delegation of security roles from state actors, such as the police and the military, to a plurality of public and private institutions. This article focuses on the emergence of a modular governance logic in security provision, in which urban security is diffused into differing modules - security actors, performances, technologies and practices - which can be enlisted, deployed, instructed, entwined, detached and withdrawn at will. This article identifies three features of urban modular security provision: the heterogeneity of its public and private components, the development of reserved capacities, and the differential multifacetedness of its performances and practices. These are explored through the case study of East Jerusalem, in which a modular security provision emerged where previously undefined and ad-hoc security arrangements became cohesive, normalized and codified through practice and law. In tracing the flows of security authorities, personnel and knowledge produced within a modular security assemblage, this article proposes that the modular assembly of security actors complements policing institutions by providing other informal disciplinary, punitive and statecrafting powers, in a manner which obfuscates controversial state policies and unequally distributes rights and resources.

Abstract
This contribution offers the first steps in a novel conceptualization of how international relations and security studies can provide an analytics of silence. Starting with an analysis of a paradigmatic use of silence in the field, Lene Hansen's 'Little Mermaid', the contribution shows the limitations and issues with an analytics that concentrates on the meaning behind silences. Silence as meaning is problematic because analytically what is offered solely is the overinvestment of the analyst's 'horizon of expectation' upon a sign that is not generally meant to be one. Mobilizing a feminist reading of pornography as speech act, the contribution shows how silence may also be performative, in the sense that it does something to a specific logocentric order at the heart of our analysis of the international or security. The contribution finally offers a possible way of thinking about silence as doing rather than meaning and shows how this can be a possible analytical path to invert our analytics of the international and security from the perspective of the state/the powerful to that of the subaltern.

Abstract
This paper takes a closer look at those parts of the European Commission's Capital Market Union (CMU) that bear upon the attempt to set up a new market for securitizations, called 'simple, transparent and standardized securitizations', in brief STS-securitization. The 'puzzle' at its heart is the discrepancy between narratives and content. While the narrative is about the construction of a US-style market-based financial system to overcome the problems of Europe's bank-based system and help medium-sized enterprises, the first legal initiative aims to create a European market for securitizations, which are a source of funding for large (mortgage) banks and as such are squarely at odds with the headline goals of the Capital Market Union. The paper discusses in detail key passages from the proposal to tease out the discrepancy between story and fact and ventures an explanation based on the identification of the interest coalitions behind the package.

Abstract
Background Over the past decades global environmental change, globalization, urbanization, and the rise in movement of people have increased the risk for pandemic disease outbreaks. As environmental exposures do not respect state borders, a globalist concept of global health response has developed, which requires transparency and cooperation for coordinated responses to disease outbreaks. Countries that avoid cooperation on health issues for social or political reasons can endanger the global community. Objectives The aim of this study was to examine the rapid change in China's infectious disease policy between 2000 and 2013, from actively rejecting the assistance of international health experts during the HIV/AIDS and severe acute respiratory syndrome crises to following best-practice disease response policies and cooperating with international health actors during the 2013 avian influenza outbreak. Methods Using international relations theory, I examined whether international political factors had a major influence on this change. Using the case studies of international reputation, socialization with international organizations, and the securitization of infectious disease, this study examined the influence of international and domestic pressures on Chinese infectious disease policy. Findings Although international relations theory, especially theories popular in global health diplomacy literature, provide valuable insight into the role of international factors and foreign policy interests in China's changing approach to infectious disease control, it cannot provide viable explanations without considering the domestic interests of the Chinese government. Conclusion Analysis of state responses to infectious disease using international relations theories must consider domestic political factors.

Abstract
Geoengineering technologies aim to make large-scale and deliberate interventions in the climate system possible. A typical framing is that researchers are exploring a 'Plan B' in case mitigation fails to avert dangerous climate change. Some options are thought to have the potential to alter the politics of climate change dramatically, yet in evaluating whether they might ultimately reduce climate risks, their political and security implications have so far not been given adequate prominence. This article puts forward what it calls the 'security hazard' and argues that this could be a crucial factor in determining whether a technology is able, ultimately, to reduce climate risks. Ideas about global governance of geoengineering rely on heroic assumptions about state rationality and a generally pacific international system. Moreover, if in a climate engineered world weather events become something certain states can be made directly responsible for, this may also negatively affect prospects for 'Plan A', i.e. an effective global agreement on mitigation.

Abstract
A recent wave of scholarship has drawn attention to the need for further engagement with the role of 'the audience' in securitization 'games'. This article contributes to this discussion both theoretically and empirically by exploring the types of question an audience may ask of a securitizing actor before a securitizing act meets with success or failure. To do this, it offers a discursive analysis of all 27 UK parliamentary debates on the extension of proscription powers to additional terrorist organizations between 2002 and 2014. We argue first that these debates are characterized by a wide range of questions relating to the timing, criteria, mechanics, consequences and exclusions of proscription; and second, that these questions function as demands upon the executive to variously justify, explain, clarify, elaborate and defend decisions to extend the UK's list of designated groups. Taking these questions seriously, we suggest, therefore allows insight into a variety of ways in which audiences might participate in security politics that are not adequately captured by notions of consent or resistance, or success or failure. This has empirical and theoretical value for understanding proscription, parliamentary discourse and securitization alike.

Abstract
Focusing on the region surrounding the Maroni River, which forms the border between Suriname and French Guiana, we examine how relations between different state and non-state social groups are articulated in terms of security. The region is characterised by multiple "borders" and frontiers of various kinds, the state boundary having the features of an interface or contact zone. Several key collectivities meet in this border zone: native Amazonians, tribal Maroon peoples, migrant Brazilian gold prospectors, and metropolitan French state functionaries. We explore the relationships between these different sets of actors and describe how their mutual encounters center on discourses of human and state security, thus challenging the commonly held view of the region as a stateless zone and showing that the "human security" of citizens from the perspective of the state may compete with locally salient ideas or experiences of well-being.

Abstract
Due to the terrorist attacks of 9/11 and the anthrax letters of a few weeks later, the concept of dual use has spread widely in the life sciences during the past decade. This article is aimed at a clarification of the dual use concept and its scope of application for the life sciences. Such a clarification would greatly facilitate the work of policymakers seeking to ensure security while avoiding undesirable interventions of government in the conduct of science. The article starts with an overview of the main developments in life sciences in relation to dual use. This is illustrated by discussions on synthetic biology and dual use. The findings lead to a reconsideration of the dual use concept. An area in need of further attention is to what extent threats and intentions should have impact on the definition of dual use. Possible threats are analyzed against the background of the phenomenon of securitization of health care and life sciences: considering these sectors of society in security terms. Some caveats that should be taken into account in a dual use policy are described. An acceptable, adequate and applicable definition of the dual use concept could help researchers, universities, companies and policy makers. Such a definition should build upon, but go beyond, the view developed in the influential Fink-report, which concentrates on the so-called 'experiments of concern', e.g. experiments that enhance the virulence of pathogens (National Research Council of the National Academies 2004) It will be argued that-in addition to these more technical aspects-a definition of dual use should include the aspect of threats and intentions.
