Hunter perceptions toward chronic wasting disease: Implications for harvest and management

The economic costs of chronic wasting disease in the United States

Cervids are economically important to a wide range of stakeholders and rights holders in the United States. The continued expansion of chronic wasting disease (CWD), a fatal neurodegenerative disease affecting wild and farmed cervids, poses a direct and indirect threat to state and federal government agency operations and cervid related economic activity. However, the scale of this disease's direct economic costs is largely unknown. I synthesized existing publicly available data and stakeholder-provided data to estimate CWD's costs within the continental United States. Federal government agencies collectively spent over $284.1 million on CWD-related efforts between 2000 and 2021, with $203.6 million of this total being spent by the U.S. Department of Agriculture's Animal and Plant Health Inspection Service. In fiscal year 2020, state natural resources agencies and state agriculture/animal health agencies spent over $25.5 million and $2.9 million, respectively, on CWD-related work. Natural resources agencies in states with known CWD cases spent over 8 times as much on CWD as agencies from states with no known cases. The farmed cervid industry spent at least $307,950 on CWD sampling in 2020, though a lack of available data prevented a complete assessment of costs to this industry. Based on limited data, CWD's economic effects on the hunting industry (i.e., outfitters and guides, companies leasing land to cervid hunters), may be negligible at this time. Overall, however, the realized economic costs of CWD appear considerable, and it is likely that the number of stakeholders financially affected by this disease and regulations meant to stem its spread will continue to grow. By understanding the current economic impacts of CWD, we are better positioned to assess the costs and benefits of investments in management and research and to understand the magnitude of this disease's broader societal impacts.

A call to action: Standardizing white-tailed deer harvest data in the Midwestern United States and implications for quantitative analysis and disease management

Recreational hunting has been the dominant game management and conservation mechanism in the United States for the past century. However, there are numerous modern-day issues that reduce the viability and efficacy of hunting-based management, such as fewer hunters, overabundant wildlife populations, limited access, and emerging infectious diseases in wildlife. Quantifying the drivers of recreational harvest by hunters could inform potential management actions to address these issues, but this is seldom comprehensively accomplished because data collection practices limit some analytical applications (e.g., differing spatial scales of harvest regulations and harvest data). Additionally, managing large-scale issues, such as infectious diseases, requires collaborations across management agencies, which is challenging or impossible if data are not standardized. Here we discuss modern issues with the prevailing wildlife management framework in the United States from an analytical point of view with a case study of white-tailed deer (Odocoileus virginianus) in the Midwest. We have four aims: (1) describe the interrelated processes that comprise hunting and suggest improvements to current data collections systems, (2) summarize data collection systems employed by state wildlife management agencies in the Midwestern United States and discuss potential for large-scale data standardization, (3) assess how aims 1 and 2 influence managing infectious diseases in hunted wildlife, and (4) suggest actionable steps to help guide data collection standards and management practices. To achieve these goals, Wisconsin Department of Natural Resources disseminated a questionnaire to state wildlife agencies (Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Missouri, Ohio, Wisconsin), and we report and compare their harvest management structures, data collection practices, and responses to chronic wasting disease. We hope our “call to action” encourages re-evaluation, coordination, and improvement of harvest and management data collection practices with the goal of improving the analytical potential of these data. A deeper understanding of the strengths and deficiencies of our current management systems in relation to harvest and management data collection methods could benefit the future development of comprehensive and collaborative management and research initiatives (e.g., adaptive management) for wildlife and their diseases.

Disentangling Individual Phases in the Hunted vs. Farmed Meat Supply Chain: Exploring Hunters' Perceptions in Italy

The growing body of literature concerning the hunted wild game meat (HWGM) supply chain is mainly focused on the final consumer, while little is known about upstream production processes. Even though the hunter plays a central role here, it is not well understood how hunters themselves perceive their role in the various phases of the production process. The present study explores Italian hunters’ perception of the HWGM supply chain and compares it to their perception towards the conventional farmed meat supply chain. We distinguish several phases of this production process and find that the final phase related to on-site game dressing is considered problematic, perhaps because hunters perceive themselves as less skilled than professional butchers. The results, in fact, show that hunters prefer hunted products over farmed meat, but that they consider hunted wild boar meat less safe compared to farmed pork. Findings from this study provide a rare glimpse from the inside of the supply chain and reveals the needs for a broad risk assessment analysis on the Italian game meat supply chain. Considering the development of the Italian emerging market of the HWGM, our results also highlight the relevance of training activities on hunters in order to increase the safety and quality of the final product.

Revisiting Hunter Perceptions toward Chronic Wasting Disease: Changes in Behavior over Time

Simple Summary

Hunters play a vital role in the management of wildlife diseases such as Chronic Wasting Disease, but their harvest rates may change based on their perception of disease risk. Our objective was to estimate how hunter harvest may change over time based on perception of disease and proximity to disease location. We found that hunters harvested fewer deer in the 4 years following disease discovery but that in the next 4-year period harvest rates increased to be similar to those from before the discovery of the disease. This indicates that changes in behavior due to disease presence may diminish over time. Understanding how hunters’ change their behavior in relation to disease presence will aid wildlife managers in creating plans to manage wildlife populations and diseases.

Abstract

Hunter behavior varies in relation to perceived risk of Chronic Wasting Disease (CWD) and changes in perceptions of CWD will lead to changes in behavior over time. During 2018, we surveyed deer (Odocoileus virginianus or Cervus nippon) hunters from Maryland, USA, regarding behavioral changes due to CWD. We matched 477 respondents to their harvest record and created two geographical groups based on harvest history in counties closest to disease presence. We compared the proportion of hunters who claimed to have changed their behavior in each group and estimated the effects of CWD on harvest rate for the 4 years immediately after the discovery of CWD and the following 4-year period. We found no difference between the groups in the proportion of hunters who changed their behavior due to CWD. We found a significant decline in harvest rate for hunters who claimed to change their behavior in the group closest to CWD presence during the period immediately after the discovery of CWD; however, these same hunters increased their harvest rates in the next time period to pre-CWD levels. Overall, we found that time alleviates some perceived risk of CWD and that this is reflected in hunting behavior.

Perceptions of Hunting and Hunters by U.S. Respondents

Public acceptance of hunting and hunting practices is an important human dimension of wildlife management in the United States. Researchers surveyed 825 U.S. residents in an online questionnaire about their views of hunting, hunters, and hunting practices. Eighty-seven percent of respondents from the national survey agreed that it was acceptable to hunt for food whereas 37% agreed that it was acceptable to hunt for a trophy. Over one-quarter of respondents did not know enough about hunting over bait, trapping, and captive hunts to form an opinion about whether the practice reduced animal welfare. Chi-square tests were used to explore relationships between perceptions of hunters and hunting practices and demographics. Those who knew hunters, participated in hunting-related activities, visited fairs or livestock operations, or were males who had more favorable opinions on hunting. A logistic regression model showed that not knowing a hunter was a statistically significant negative predictor of finding it acceptable to hunt; owning a pet was statistically significant and negative for approving of hunting for a trophy.
