Co-creating local socioeconomic pathways for achieving the sustainable development goals

Creating an indicator system for the United Nations Sustainable Development Goals in communities and municipalities: Application and analysis in an Austrian case study

Sustainability indicators should implement the United Nations Sustainable Development Goals (UN SDGs). Indicators in literature often consider large sets of actions and are thus complex in application. Therefore, this work derives energy- and resource-related SDG indicators for communities and municipalities with low complexity. Moreover, this work analyzes three different policy paths to promote SDG contribution. The policy paths consider SDG target settings and two different incentive schemes in the form of penalties and investment subsidies. The indicators and policy actions are applied in two case studies for communities and municipalities in Austria. Therefore, an optimization model that considers the case study setups, SDG targets and policy actions is developed. The modeling approach shows applicability and positive contribution to sustainable development by indicators. Moreover, the results show the applicability of the three policy paths. Implementing the target-setting path directly leads to the desired SDG targets and provides insights into the costs for target achievement. The incentive scheme paths also lead to selected targets, but they require a cost assessment of the provided incentive schemes. A combination of both incentive schemes leads to the lowest costs. However, policymakers should implement a workflow that considers all three policy paths for policy action settings.

Complexity and diversity of nexuses: A review of the nexus approach in the sustainability context

Achieving global sustainability is a coupled human-environment system issue that requires resource planning and management that goes beyond siloed thinking. As such, there has been a growing interest in nexus thinking as a way to address global sustainability challenges in an integrated manner. In general, the nexus approach serves as a tool for systems integration, a platform for stakeholder engagement, and a method for exploring development pathways. This review traces the historical origin and progress of the nexus approach and examines the changes in the complexity and diversity of nexuses over time. Since its emergence in the early 1980s, the nexus approach has undergone several phases of development, resulting in more complex and diverse nexuses, whose components can be resource sectors/systems and/or specific social-ecological issues. This progress is favorable for the sustainable development agenda because the more components involved in a nexus, the greater the reality that can be potentially captured. Currently, however, there is still no consensus with regards to the key nexus components that could potentially cover all of the sustainable development goals. The development of frameworks for implementing the nexus approach and the identification of relevant indicators and target values to be used for assessing trade-offs and synergies are among the current issues with regards to the use of the nexus approach in the sustainability context.

A Technology Assessment Approach for Achieving Sustainable Communities: An Energy Master Plan for a New Urban Development

In the era of climate change and rapid urbanisation, communities and infrastructures need to be planned and designed in a way that promotes sustainable living. The provision of clean and affordable energy is a key to this aim. This paper proposes a technology assessment approach that is based on the triple bottom line (environmental, social and economic) sustainability framework. This approach can be employed in the technology screening that is involved in the early stages of the energy master planning process and can be applied to different community typologies in various locations and climates. The developed approach is demonstrated through a new urban renewal project case study in Fishermans Bend, Melbourne, in which a set of technological options were screened according to the project’s goals. The connection between the energy master plan and local and global sustainable development goals is discussed and policy interventions are proposed. The results show that the proposed approach could effectively enable the evaluation of the technological sustainability performance of the community by demonstrating the design trade-offs and the implementation of the sustainability objectives during the energy master planning process. Moreover, the proposed approach could provide guidance for effective policy making. It was found that government energy policies, regulations and incentives play a vital role in the feasibility of an energy master plan. Lastly, the proposed approach could facilitate the achievement of local and international targets, such as the UN SDGs, by 2050.

The role of universities in SDGs solution co-creation and implementation: a human-centered design and shared-action learning process

Successful implementation of solutions to reach the UN Sustainable Development Goals (SDGs) depends on harnessing synergistic interactions among SDGs and effective engagement among a diverse group of societal stakeholders. This paper presents a framework and case study for a design and engagement process in which the university takes the lead in the co-creation of SDG solutions. The model supports university-led efforts by leveraging three elements: (i) inherent synergies across SDGs, (ii) modes of solution identification, design, and implementation, and (iii) modes of stakeholder involvement and interactions. Using an integration of human-centered design (HCD) and shared-action learning (SAL), we document a case led by a large, public, research-oriented university on how different stakeholders participated in the co-creation process to find solutions. Based on the experience of about 50 students over 4 years in support of SDG implementation in Indonesia, the initiative leveraged synergies within SDG 1, 2, and 5 (related to increasing income-generating power for women and indigenous people) and SDG 7 (use of solar energy for fish preservation and crop processing). Throughout the process, interactions with stakeholders took place during design workshop courses, community consultations, mentoring and internships programs, partnering with companies and local universities and government, site visits, and immersions in local communities. The HCD-SAL model established a system for monitoring impacts across all stakeholders, particularly how the projects helped increase communities' economic well-being. This model provides guidance for universities to develop genuine stakeholder engagement and support for finding and continuously improving SDG solutions.

Territorializing and Monitoring of Sustainable Development Goals in Italy: An Overview

The 2030 Agenda defined 17 Sustainable Development Goals (SDGs) divided into 169 targets, applicable everywhere and based on the “No one left behind” principle. Goals and indicators to measure the achievement of the 2030 Agenda have to be localized. The paper presents the Italian current evolution of the territorialization of the SDGs, starting from the global level up to the local one, and wonders if the implementation of the 2030 Agenda takes concrete form with the quantitative monitoring of the SDGs at the local level (municipalities and not only capitals). A comparison among indicators proposed at different levels is set by using an ad hoc comparative reading grid. The analysis highlights that, in Italy, the principle barriers in the territorialization of the SDGs are the lack of data open sources, the proposal of new not adequately validated metrics by institutional/non-institutional subjects and the progressive loss of relationship with Global indicator framework and targets of the 2030 Agenda. The strategies needed to reach sustainable development are obviously site-specific, but we need to maintain common metrics in measuring performances in relation to the 2030 Agenda. In the Global indicator framework for the Sustainable Development Goals and targets of the 2030 Agenda for Sustainable Development, it is possible to find indicators suitable to measure performances at the local level—albeit in a smaller numbers—but in Italy, there is no awareness about this. Italy is completely losing both the opportunity to compare the results of the effort performed by the Municipalities in a rigorous way and the possibility to use strong metrics to support decision-makers’ policies for the future.

Assessing potential ecosystem service dynamics driven by urbanization in the Yangtze River Economic Belt, China

Ecosystem services (ESs) link natural and social processes and play an important role in sustaining ecological security, human well-being, and sustainable development. However, uncertainties in future socioeconomic land use drivers may result in very different land use dynamics and consequences for land-based ESs. In this study, land use transitions in the Yangtze River Economic Belt (YREB) were simulated in the short term (2018-2030), medium term (2030-2040), and long term (2040-2050) using the future land use simulation (FLUS) model based on the local shared socioeconomic pathways (SSPs). According to the projected land use types, six ESs were quantified and assessed regarding how they would evolve under particular land use changes. The results of land use simulations showed that the main features were urban sprawl and a decrease in cropland. In particular, intensive urban sprawl occurred around existing urban areas, and a large amount of cultivated land was converted into urban land. In the YREB, urban land will increase from 88,441 km² in 2018 to 156,173-192,900 km² in 2050, while the cropland area will decrease from 607,131 km² in 2018 to 500,183-596,313 km² in 2050. As a consequence of urban expansion, all ESs exhibited decreasing trends, except for several services under SSP1. Food production (FP), carbon storage (CS), water conservation (WC), soil retention (SR), air purification (AP), and habitat quality (HQ) will decline by 8.98-21.4%, 1.95-6.781%, 2.97-6.5%, 0.9-1.7%, 1.20-5.15%, and 6.11-12.86%, respectively. The ES integrative assessment indicated distinct provincial differences. Developed eastern provinces have higher populations and urbanization; however, these traits result in greater ES losses. We suggest that future land management should control the blind expansion of urban land and enhance the protection of cropland and natural habitats to reduce ES losses.
