Approaches to providing missing transfer parameter values in the ERICA Tool--how well do they work?

Transfer of radionuclides through ecological systems: Lessons learned from 10 years of research within CERAD CoE

Norway's Centre of Excellence for Environmental Radioactivity (CERAD) research programme included studies on transfer of radionuclides in various ecosystems within the context of environmental risk assessment. This article provides highlights from 10 years of research within this topic and summarises lessons learnt from the process. The scope has been extensive, involving laboratory-based experiments, field studies and the implementation of transfer models quantifying radionuclide uptake directly from the surrounding environment and via food chains. Field studies have had a global span and have, inter alia, covered sites contaminated with radionuclides associated with particles, ranging from nanoparticles to fragments, due to nuclear accidents (e.g., Chornobyl and Fukushima accidents) along with sites having enhanced levels of naturally occurring radioactive materials (e.g., Fen Complex in Norway and Taboshar in Tajikistan). Focus has been put on speciation and kinetics in determining radionuclide behavior and fate as well as on the influence of environmental factors that are potentially critical for the transfer of radionuclides. In particular, seasonal factors have been shown to greatly affect the dynamics of 137Cs and 90Sr bioaccumulation and loss in freshwater fish. The work has led to the collation of organism-specific (i) parameters important for kinetic models, i.e., uptake and depuration rates, and (ii) steady-state concentration ratios, CRs, where the use of stable analogue CRs as proxies for radionuclides has been brought into question. Dynamic models have been developed and applied for radiocaesium transfer to reindeer, radionuclide transfer in Arctic marine systems, transfer to fish via water and feed and commonly used agricultural food-chain transfer models applied in the context of nuclear emergency preparedness. The CERAD programme should contribute substantially to the scientific community's understanding of radionuclide transfer in environmental systems.

Impact of medical radionuclide discharges on people and the environment

We present a novel methodology to dynamically calculate dose rates to people and wildlife from hospital-released radionuclides reaching the environment through water treatment plants (WTPs), using the biokinetic model D-DAT for aquatic wildlife, applied to 18F, 123I, 131I, 153Sm, 99mTc and 201Tl. We have also developed a method to calculate doses to WTP workers and to farmers from agricultural practices. This proof-of-concept study simulates a generic source term of radionuclide levels in the Belgian Molse Nete River during the year 2018, chosen because the river flow was very low during that year, which constitutes a very conservative, bounding case. The dose rates to wildlife calculated for this hypothetical scenario under conservative assumptions, are well below the ERICA predicted no effects dose rate to wildlife of 10 μGy h-1. Human exposures are also very low, in most cases not exceeding 10 μSv y-1. This work identifies important data gaps and areas of uncertainty in the assessment of radiopharmaceutical effluents. The study, which is part of the EC project SINFONIA, paves the way for a dynamic screening assessment methodology able to perform consistently assessments of the impact of radiopharmaceuticals on people and wildlife. This is particularly relevant since discharges of radiopharmaceuticals in rivers are on the increase and it is necessary to explicitly demonstrate that people and the environment are adequately protected.

90Sr and stable element levels in bones of brown bears: long-term trends in bear populations from Croatia and Poland

The aim of this study was to investigate the temporal trends and geographical differences in ⁹⁰Sr and stable element (Ba, Ca, Mn, Sr, Pb, Zn) levels in the bones of Croatian and Polish brown bear (Ursus arctos) populations. Experimental data suggest that in the decades after nuclear weapon tests and the Chernobyl accident, ⁹⁰Sr bone activity concentrations decreased from 352 to 11 Bq kg^-1 in the Croatian bear population (period 1982-2015) and from 831 to 27 Bq kg^-1 in Polish bears (period 1962-2020). Calculated effective and ecological half-lives were 9 and 13 years for Croatian bears, and 15 and 31 years for Polish bears, respectively. Different temporal trends were noted in levels of Ba, Mn, Pb and Zn between the two countries with majority of bones having lower Pb, Sr and Zn in Croatian than in Polish bears. Estimated values for the soil-to-bear transfer of ⁹⁰Sr were the same order of magnitude in the studied populations. Contrary to this, the estimated transfer of stable Sr was an order of magnitude lower for the Croatian bear population compared to Polish bears. The observed differences in soil-to-bear transfer between stable Sr and ⁹⁰Sr found for Croatian bears might suggest the need for careful consideration on the use of stable Sr data as an analogue for ⁹⁰Sr. To our knowledge, this is the first study that analysed ⁹⁰Sr activity in tissue of brown bears. As such, it provides insight into the fate and behaviour of one of the most relevant anthropogenic radionuclides at the top of the food chain.

Ensuring robust radiological risk assessment for wildlife: insights from the International Atomic Energy Agency EMRAS and MODARIA programmes

In response to changing international recommendations and national requirements, a number of assessment approaches, and associated tools and models, have been developed over the last circa 20 years to assess radiological risk to wildlife. In this paper, we summarise international intercomparison exercises and scenario applications of available radiological assessment models for wildlife to aid future model users and those such as regulators who interpret assessments. Through our studies, we have assessed the fitness for purpose of various models and tools, identified the major sources of uncertainty and made recommendations on how the models and tools can best be applied to suit the purposes of an assessment. We conclude that the commonly used tiered or graded assessment tools are generally fit for purpose for conducting screening-level assessments of radiological impacts to wildlife. Radiological protection of the environment (or wildlife) is still a relatively new development within the overall system of radiation protection and environmental assessment approaches are continuing to develop. Given that some new/developing approaches differ considerably from the more established models/tools and there is an increasing international interest in developing approaches that support the effective regulation of multiple stressors (including radiation), we recommend the continuation of coordinated international programmes for model development, intercomparison and scenario testing.

Bounding uncertainties around the conceptual representation of species in radiological assessment in the context of routine atmospheric release

Wildlife protection has become of regulatory interest since the International Commission on Radiological Protection (ICRP) developed an approach to assess the level of radiological protection specifically for animals and plants. For the purpose of demonstrating compliance with regulation to protect the environment against routine authorised discharges from nuclear facilities, the wide variety of biota inhabiting an ecosystem needs to be condensed to a limited set of representative organisms, as proposed by the ICRP with a set of 'reference animals and plants' which can be considered representative of many other species. It is now recommended in the International Atomic Energy Agency Safety Standards, and internationally accepted, that the use of such a limited number of organisms to represent a pool of species is adequate for radiation protection purposes, particularly in planned exposure situations. Adding site-specific species to that set of surrogate species can respond to various interests, such as ensuring a site-specific context to the assessment that addresses stakeholder interests and can aid in stakeholder consultation and risk communication. Moreover, there is a need to question whether the use of the set of surrogate organisms is conservative enough to cover a wider range of biodiversity. Previous studies partially answered this question and this paper adds a range of test cases. A selection of hypothetical representations of possible site-specific species are assessed on the basis of possible variations in size (mass) and occupancy habits. Dose rates are evaluated to determine the greatest difference between hypothetical organisms and those for reference organisms (ROs), considering radionuclides (RNs) potentially discharged in atmospheric routine release from different nuclear facilities. Differences observed in the results between hypothetical organisms and ROs were less than one order of magnitude in all cases, the difference being dependent on the RNs considered. These findings do not preclude the inclusion of site-specific species in environmental radiological assessments if it is considered necessary, but they provide reassurance that using ROs for radiological impact assessments in the case of routine atmospheric discharges is sufficient.

Current understanding and research needs for ecological risk assessments of naturally occurring radioactive materials (NORM) in subsea oil and gas pipelines

Thousands of offshore oil and gas facilities are coming to the end of their life in jurisdictions worldwide and will require decommissioning. In-situ decommissioning, where the subsea components of that infrastructure are left in the marine environment following the end of its productive life, has been proposed as an option that delivers net benefits, including from: ecological benefits from the establishment of artificial reefs, economic benefits from associated fisheries, reduced costs and improved human safety outcomes for operators. However, potential negative impacts, such as the ecological risk of residual contaminants, are not well understood. Naturally occurring radioactive materials (NORM) are a class of contaminants found in some oil and gas infrastructure (e.g. pipelines) and includes radionuclides of uranium, thorium, radium, radon, lead, and polonium. NORM are ubiquitous in oil and gas reservoirs around the world and may form contamination products including scales and sludges in subsea infrastructure due to their chemistries and the physical processes of oil and gas extraction. The risk that NORM from these sources pose to marine ecosystems is not yet understood meaning that decisions made about decommissioning may not deliver the best outcomes for environments. In this review, we consider the life of NORM-contamination products in oil and gas systems, their expected exposure pathways in the marine environment, and possible ecological impacts following release. These are accompanied by the key research priorities that need to better describe risk associated with decommissioning options.

LEVELS OF NATURAL AND ANTHROPOGENIC RADIONUCLIDES IN SEDIMENTS OF SOME MOROCCAN COASTAL AREAS AND DOSE ASSESSMENT BASED ON ERICA TOOL

In this work, we considered the concentrations of natural and anthropogenic radionuclides (namely the 40K, 210Pb, 226Ra, 137Cs, 234Th, 228Th and 228Ra) in sediments from Moroccan coast areas by considering estuaries (Sebou and Loukkos) and marine ecosystems (M'diq Bay and three Lagoons: Moulay Bousselham, Sidi Moussa and Oualidia). Sediment samples were analyzed using Gamma spectrometry. The objective was to establish radioactivity levels in Moroccan coastal areas as well as radiological risk assessment by using the ERICA tool. The software allows the estimation of dose rates to biota (a set of reference organisms by default). The highest activity concentrations were found in sediment samples of Sidi Moussa Lagoon, possibly due to the anthropogenic activities, while the lowest levels were reported in Sebou estuary, attributed most probably to a flooding event that occurred in the same year of sampling. Also, 210Pb and 40K have the most significant concentrations, while 137Cs has the lowest concentrations with a great resemblance with similar works. The World Wide Average concentration of 226Ra was exceeded in the three lagoons and that of 40K only exceeded at Sidi Moussa Lagoon. The application of ERICA tool allowed the assessment of total dose rates that are mainly due to internal exposure with strong contribution of 226Ra mainly for phytoplankton in the case of marine ecosystems and insect larvae, mollusc-bivalve, mollusc-gastropod and zooplankton for estuary ecosystems. The total dose rates were far lesser than the admissible dose rate proposed by ERICA tool (10 μGy h-1) and, therefore, unlikely to cause harmful effects to organisms.

Distribution and transfer of naturally occurring radionuclides and 137Cs in the freshwater system of the Plitvice Lakes, Croatia, and related dose assessment to wildlife by ERICA Tool

The aim of this study was to investigate the natural radioactivity of Plitvice Lakes, under the assumption that due to its status as a National Park, the area can be considered an example of a natural freshwater system. Also, considering the transfer parameter data as the largest source of uncertainty in radiological risk assessments, the impact of site-specific data on dose rate assessment, as opposed to currently available data, was investigated. The study included gamma and alpha spectrometric measurements of ²³⁸U, ²²⁶Ra, ²¹⁰Pb, ²²⁸Ra, and ⁴⁰K in water, sediment, and fish samples, as well as ¹³⁷Cs due to the coinciding of the study with the Fukushima accident. The content of naturally occurring radionuclides significantly varied in sediments of different Lakes, probably as a reflection of the different underlying geology of the area. Also, the ²¹⁰Pb distribution in sediments indicated an up to 312 Bq kg^-1 of the allochthonous contribution of this radionuclide at the beginning of the Lake's watercourse, which probably entered into the lake system by the major inlet river with its steady decrease along downstream lakes. Low ⁴⁰K activity concentrations (27.5 ± 20.1 mBq L^-1) in the Lake's waters might be one of the causes of increased ¹³⁷Cs activity concentrations in fish samples (1.5 ± 0.4 Bq kg^-1), which was found to be an order of magnitude higher than average values for different fish species from other Croatian freshwater systems (0.2 ± 0.1 Bq kg^-1). A temporary increase of ¹³⁷Cs activity concentrations was measured in water samples collected immediately after the Fukushima accident. Calculated site-specific sediment/water distribution coefficients and fish/water concentration ratios for radium and caesium were on average lower than generic ones found in the literature. Background dose rate assessments performed by the ERICA Tool indicated a profound impact of different input data on assessment results with water activity concentrations resulting in significantly higher dose rates (0.1-67 μGy h^-1) in comparison to sediment activity concentrations (0.03-9 μGy h^-1). An incremental dose rate due to ¹³⁷Cs was found to be in the range of < 0.001-0.023 μGy h^-1 which, in comparison to background dose rates, can be considered negligible.

Radiocesium concentrations and GPS-coupled dosimetry in Fukushima snakes

One of the largest releases of radioactive contamination in history occurred at Japan's Fukushima Daiichi Nuclear Power Plant (FDNPP). Although the accident happened in 2011, questions still persist regarding its ecological impacts. For example, relatively little is known about radiocesium accumulation in snakes, despite their high trophic status, limited home range sizes, and close association with soil where many radionuclides accumulate. This study presents one of the most comprehensive radioecological studies of snakes published to date using a combination of whole-body radiocesium analyses, GPS transmitters, and optically stimulated luminescence (OSL) dosimeters. The objectives were to: 1) quantify whole-body radiocesium activity concentrations and internal dose rates among several common species of snakes within and around the Fukushima Exclusion Zone (FEZ), 2) determine effects of species, sex, and body size on radiocesium activity concentrations, 3) measure external dose rates using GPS-coupled dosimeters deployed on free-ranging snakes, 4) compare field-derived empirical dose rates to those generated by computer simulation software (i.e., the ERICA tool), and 5) determine if incorporating snake behavior into computer models improve simulated estimates of external dose. Whole-body radiocesium levels for snakes were highly variable among individuals (16 to 25,000 Bq/kg, FW), but were influenced more by levels of local contamination than species, sex, or size. Doses recorded by OSL dosimeters on snakes, as well as modeling in ERICA, suggest that individual movements and behavior have a substantial influence on dose rates to snakes. However, dose estimates produced with ERICA were comparable to dose received by tracked snakes. The average external plus internal dose rate for snakes captured in the FEZ was 3.6-3.9 μGy/h, with external dose contributing 80% to the total. Further research regarding reptile-specific benchmark dose rates would improve risk assessment for reptiles in radiologically contaminated areas.

Environmental radiological risk assessment of a coal ash and slag disposal site with the use of the ERICA Tool

The aim of this study was to assess the environmental radiological risk of coal ash and slag to terrestrial wildlife. The research site used in this study was a disposal site of coal ash and slag with enhaced content of uranium decay chain radionuclides. With the use of the ERICA Tool, total dose rates to wildlife and risk of resultant radiobiological effects were estimated. As input data for the assessment, experimental activity concentrations of ²³⁸U, ²²⁶Ra and ²¹⁰Pb in coal ash and slag and best estimates of activity concentrations for related daughter radionuclides and ²³⁵U decay chain were used. Where possible, the experimental data for activity concentrations of ²³⁸U, ²²⁶Ra and ²¹⁰Pb in plants and related concentration ratios were used. Results were compared to background dose rates, also estimated by the Tool. The Tool's assessment data indicated internal exposure as the prevalent exposure pathway with ²²⁶Ra and ²¹⁰Po as the main dose contributors. Also, the contribution of ²³⁵U decay chain to the total dose rate was not negligible since for some organisms it represented up to 11% of the total dose rate. The risk of an occurrence of radiobiological effects in plants on the coal ash and slag disposal site can be considered negligible since the estimated total dose rates were below the screening dose of 10 μGyh^-1 and near the dose rates estimated for plants in the control area. However, the estimated dose rates for reference animals and Lichen & Bryophytes were above the screening dose rate for most organisms and on average 13 times higher than the estimated background dose rates. At the given dose rates, an occurrence of different radiobiological effects could not be excluded for animals in close contact with coal ash and slag such as earthworms and small burrowing mammals. A separate assessment performed on an example of reference plants showed that the use of activity concentrations in organisms as input data can result in an order of magnitude smaller estimates of dose rates in comparison to activity concentration in coal and ash as input data. Our study highlighted the need for experimental data in radiological risk assessments to mitigate the conservatism of the ERICA Tool and its tendency to overestimate dose rates.

Moving radiation protection on from the limitations of empirical concentration ratios

Radionuclide activity concentrations in food crops and wildlife are most often predicted using empirical concentration ratios (CRs). The CR approach is simple to apply and some data exist with which to parameterise models. However, the parameter is highly variable leading to considerable uncertainty in predictions. Furthermore, for both crops and wildlife we have no, or few, data for many radionuclides and realistically, we are never going to have specific data for every radionuclide - wildlife/crop combination. In this paper, we present an alternative approach using residual maximum likelihood (REML) fitting of a linear mixed effects model; the model output is an estimate of the rank-order of relative values. This methodology gives a less uncertain approach than the CR approach, as it takes into account the effect of site; it also gives a scientifically based extrapolation approach. We demonstrate the approach using the examples of Cs for plants and Pb for terrestrial wildlife. This is the first published application of the REML approach to terrestrial wildlife (previous applications being limited to the consideration of plants). The model presented gives reasonable predictions for a blind test dataset.

Exploring taxonomic and phylogenetic relationships to predict radiocaesium transfer to marine biota

One potentially useful approach to fill data gaps for concentration ratios, CRs, is based upon the hypothesis that an underlying taxonomic and/or phylogenetic relationship exists for radionuclide transfer. The objective of this study was to explore whether these relationships could be used to explain variation in the transfer of radiocaesium to a wide range of marine organisms. CR data for ¹³⁷Cs were classified in relation to taxonomic family, order, class and phylum. A Residual Maximum Likelihood (REML) mixed-model regression modelling approach was adopted. The existence of any patterns were then explored using phylogenetic trees constructed with mitochondrial COI gene sequences from various biota groups and mapping the REML residual means onto these trees. A comparison of the predictions made using REML with blind datasets allowed the efficacy of the procedure to be tested. The only significant correlation between predicted and measured activity concentrations was revealed at the taxonomic level of order when comparing REML analysis output with data from the Barents Sea Region. For this single case a correlation 0.80 (Spearman rank) was derived which was significant at the 0.01 level (1-tailed test) although this was not the case once a (Bonferroni) correction was applied. The application of the REML approach to marine datasets has met with limited success, and the phylogenetic trees illustrate complications of using predictions based on values from different levels of taxonomic organization, where predicted values for the order level can mask the values at lower taxonomic levels. Any influence of taxonomy and phylogeny on transfer is not immediately conspicuous and categorizing marine organisms in this way is limited in providing a potentially robust prognostic extrapolation tool. Other factors may plausibly affect transfer to a much greater degree in marine systems, such as quite diverse life histories and different diets, which may confound any phylogenetic pattern.

ALLIANCE perspectives on integration of humans and the environment into the system of radiological protection

Risks posed by the presence of radionuclides in the environment require an efficient, balanced, and adaptable assessment for protecting exposed humans and wildlife, and managing the associated radiological risk. Exposure of humans and wildlife originate from the same sources releasing radionuclides to the environment. Environmental concentrations of radionuclides serve as inputs to estimate the dose to man, fauna, and flora, with transfer processes being, in essence, similar, which calls for a common use of transport models. Dose estimates are compared with the radiological protection criteria for humans and wildlife, such as those developed by the International Commission on Radiological Protection. This indicates a similarity in the approaches for impact assessment in humans and wildlife, although some elements are different (e.g. the protection endpoint for humans is stochastic effects on individuals, whereas for wildlife, it is deterministic effects on species and ecosystems). Human and environmental assessments are consistent and complementary in terms of how they are conducted and in terms of the underlying databases (where appropriate). Not having an integrated approach may cause difficulties for operators and regulators, for communication to stakeholders, and may even hamper decision making. For optimised risk assessment and management, the impact from non-radiation contaminants and stressors should also be considered. Both in terms of the underlying philosophy and the application via appropriate tools, the European Radioecology Alliance (ALLIANCE) upholds that integration of human and ecological impact and risk assessment is recommended from several perspectives (e.g. chemical/radiological risks).

Environmental risks of radioactive discharges from a low-level radioactive waste disposal site at Dessel, Belgium

The potential radiological impact of releases from a low-level radioactive waste (Category A waste) repository in Dessel, Belgium on the local fauna and flora was assessed under a reference scenario for gradual leaching. The potential impact situations for terrestrial and aquatic fauna and flora considered in this study were soil contamination due to irrigation with contaminated groundwater from a well at 70 m from the repository, contamination of the local wetlands receiving the highest radionuclide flux after migration through the aquifer and contamination of the local river receiving the highest radionuclide flux after migration through the aquifer. In addition, an exploratory study was carried out for biota residing in the groundwater. All impact assessments were performed using the Environmental Risk from Ionising Contaminants: Assessment and Management (ERICA) tool. For all scenarios considered, absorbed dose rates to biota were found to be well below the ERICA 10 μGy h^-1 screening value. The highest dose rates were observed for the scenario where soil was irrigated with groundwater from the vicinity of the repository. For biota residing in the groundwater well, a few dose rates were slightly above the screening level but significantly below the dose rates at which the smallest effects are observed for those relevant species or groups of species. Given the conservative nature of the assessment, it can be concluded that manmade radionuclides deposited into the environment by the near surface disposal of category A waste at Dessel do not have a significant radiological impact to wildlife.

Radiation dose estimation for marine mussels following exposure to tritium: Best practice for use of the ERICA tool in ecotoxicological studies

Accurate dosimetry is critically important for ecotoxicological and radioecological studies on the potential effects of environmentally relevant radionuclides, such as tritium ((3)H). Previous studies have used basic dosimetric equations to estimate dose from (3)H exposure in ecologically important organisms, such as marine mussels. This study compares four different methods of estimating dose to adult mussels exposed to 1 or 15 MBq L(-1) tritiated water (HTO) under laboratory conditions. These methods were (1) an equation converting seawater activity concentrations to dose rate with fixed parameters; (2) input into the ERICA tool of seawater activity concentrations only; (3) input into the ERICA tool of estimated whole organism concentrations (woTACs), comprising dry activity plus estimated tissue free water tritium (TFWT) activity (TFWT volume × seawater activity concentration); and (4) input into the ERICA tool of measured whole organism activity concentrations, comprising dry activity plus measured TFWT activity (TFWT volume × TFWT activity concentration). Methods 3 and 4 are recommended for future ecotoxicological experiments as they produce values for individual animals and are not reliant on transfer predictions (estimation of concentration ratio). Method 1 may be suitable if measured whole organism concentrations are not available, as it produced results between 3 and 4. As there are technical complications to accurately measuring TFWT, we recommend that future radiotoxicological studies on mussels or other aquatic invertebrates measure whole organism activity in non-dried tissues (i.e. incorporating TFWT and dry activity as one, rather than as separate fractions) and input this data into the ERICA tool.

The transfer of (137)Cs, Pu isotopes and (90)Sr to bird, bat and ground-dwelling small mammal species within the Chernobyl exclusion zone

Protected species are the focus of many radiological environmental assessments. However, the lack of radioecological data for many protected species presents a significant international challenge. Furthermore, there are legislative restrictions on destructive sampling of protected species to obtain such data. Where data are not available, extrapolations are often made from 'similar' species but there has been little attempt to validate this approach. In this paper we present what, to our knowledge, is the first study purposefully designed to test the hypothesis that radioecological data for unprotected species can be used to estimate conservative radioecolgical parameters for protected species; conservatism being necessary to ensure that there is no significant impact. The study was conducted in the Chernobyl Exclusion Zone. Consequently, we are able to present data for Pu isotopes in terrestrial wildlife. There has been limited research on Pu transfer to terrestrial wildlife which contrasts with the need to assess radiation exposure of wildlife to Pu isotopes around many nuclear facilities internationally. Our results provide overall support for the hypothesis that data for unprotected species can be used to adequately assess the impacts for ionising radiation on protected species. This is demonstrated for a range of mammalian and avian species. However, we identify one case, the shrew, for which data from other ground-dwelling small mammals would not lead to an appropriately conservative assessment of radiation impact. This indicates the need to further test our hypothesis across a range of species and ecosystems, and/or ensure adequate conservatism within assessments. The data presented are of value to those trying to more accurately estimate the radiation dose to wildlife in the Chernobyl Exclusion Zone, helping to reduce the considerable uncertainty in studies reporting dose-effect relationships for wildlife. A new version of the ERICA tool to facilitate impact assessments of radioactivity on wild plants and animals

A new version of the ERICA Tool (version 1.2) was released in November 2014; this constitutes the first major update of the Tool since release in 2007. The key features of the update are presented in this article. Of particular note are new transfer databases extracted from an international compilation of concentration ratios (CRwo-media) and the modification of 'extrapolation' approaches used to select transfer data in cases where information is not available. Bayesian updating approaches have been used in some cases to draw on relevant information that would otherwise have been excluded in the process of deriving CRwo-media statistics. All of these efforts have in turn led to the requirement to update Environmental Media Concentration Limits (EMCLs) used in Tier 1 assessments. Some of the significant changes with regard to EMCLs are highlighted.

Making the most of what we have: application of extrapolation approaches in radioecological wildlife transfer models

We will never have data to populate all of the potential radioecological modelling parameters required for wildlife assessments. Therefore, we need robust extrapolation approaches which allow us to make best use of our available knowledge. This paper reviews and, in some cases, develops, tests and validates some of the suggested extrapolation approaches. The concentration ratio (CRproduct-diet or CRwo-diet) is shown to be a generic (trans-species) parameter which should enable the more abundant data for farm animals to be applied to wild species. An allometric model for predicting the biological half-life of radionuclides in vertebrates is further tested and generally shown to perform acceptably. However, to fully exploit allometry we need to understand why some elements do not scale to expected values. For aquatic ecosystems, the relationship between log10(a) (a parameter from the allometric relationship for the organism-water concentration ratio) and log(Kd) presents a potential opportunity to estimate concentration ratios using Kd values. An alternative approach to the CRwo-media model proposed for estimating the transfer of radionuclides to freshwater fish is used to satisfactorily predict activity concentrations in fish of different species from three lakes. We recommend that this approach (REML modelling) be further investigated and developed for other radionuclides and across a wider range of organisms and ecosystems. Ecological stoichiometry shows potential as an extrapolation method in radioecology, either from one element to another or from one species to another. Although some of the approaches considered require further development and testing, we demonstrate the potential to significantly improve predictions of radionuclide transfer to wildlife by making better use of available data.

Should we ignore U-235 series contribution to dose?

Environmental Risk Assessment (ERA) methodology for radioactive substances is an important regulatory tool for assessing the safety of licensed nuclear facilities for wildlife, and the environment as a whole. ERAs are therefore expected to be both fit for purpose and conservative. When uranium isotopes are assessed, there are many radioactive decay products which could be considered. However, risk assessors usually assume (235)U and its daughters contribute negligibly to radiological dose. The validity of this assumption has not been tested: what might the (235)U family contribution be and how does the estimate depend on the assumptions applied? In this paper we address this question by considering aquatic wildlife in Canadian lakes exposed to historic uranium mining practices. A full theoretical approach was used, in parallel to a more realistic assessment based on measurements of several elements of the U decay chains. The (235)U family contribution varied between about 4% and 75% of the total dose rate depending on the assumptions of the equilibrium state of the decay chains. Hence, ignoring the (235)U series will not result in conservative dose assessments for wildlife. These arguments provide a strong case for more in situ measurements of the important members of the (235)U chain and for its consideration in dose assessments.

Radiological dose reconstruction for birds reconciles outcomes of Fukushima with knowledge of dose-effect relationships

We reconstructed the radiological dose for birds observed at 300 census sites in the 50-km northwest area affected by the accident at the Fukushima Daiichi nuclear power plant over 2011–2014. Substituting the ambient dose rate measured at the census points (from 0.16 to 31 μGy h⁻¹) with the dose rate reconstructed for adult birds of each species (from 0.3 to 97 μGy h⁻¹), we confirmed that the overall bird abundance at Fukushima decreased with increasing total doses. This relationship was directly consistent with exposure levels found in the literature to induce physiological disturbances in birds. Among the 57 species constituting the observed bird community, we found that 90% were likely chronically exposed at a dose rate that could potentially affect their reproductive success. We quantified a loss of 22.6% of the total number of individuals per increment of one unit log₁₀-tansformed total dose (in Gy), over the four-year post-accident period in the explored area. We estimated that a total dose of 0.55 Gy reduced by 50% the total number of birds in the study area over 2011–2014. The data also suggest a significant positive relationship between total dose and species diversity.

Fukushima nuclear accident: preliminary assessment of the risks to non-human biota

This study assesses the 'radio-ecological' impacts of Fukushima nuclear accident on non-human biota using the ERICA Tool, which adopts an internationally verified methodology. The paper estimates the impacts of the accident on terrestrial and marine biota based on the environmental data reported in literature for Japan, China, South Korea and the USA. Discernible impacts have been detected in the marine biota around Fukushima Daiichi nuclear power plant. This study confirms that the Fukushima accident had caused heavier damage to marine bionts compared with terrestrial flora and fauna, in Japan.

Transfer parameters for ICRP reference animals and plants collected from a forest ecosystem

The International Commission on Radiological Protection (ICRP) have suggested the identification of a series of terrestrial, marine and freshwater sites from which samples of each Reference animal and plant (RAP) could be systematically collected and analysed. We describe the first such study in which six of the eight terrestrial RAPs, and associated soil samples, were collected from a site located in a managed coniferous forestry plantation in north-west England. Adult life stages of species representing six of the terrestrial RAPs (Wild grass, Pine tree, Deer, Rat, Earthworm and Bee) were sampled and analysed to determine concentrations of 60 elements and gamma-emitting radionuclides. The resultant data have been used to derive concentration ratios (CR(wo-soil)) relating element/radionuclide concentrations in the RAPs to those in soil. This paper presents the first-reported transfer parameters for a number of the RAP-element combinations. Where possible, the derived CR(wo-soil) values are compared with the ICRPs-recommended values and any appreciable differences discussed.

Establishing a database of radionuclide transfer parameters for freshwater wildlife

Environmental assessments to evaluate potentials risks to humans and wildlife often involve modelling to predict contaminant exposure through key pathways. Such models require input of parameter values, including concentration ratios, to estimate contaminant concentrations in biota based on measurements or estimates of concentrations in environmental media, such as water. Due to the diversity of species and the range in physicochemical conditions in natural ecosystems, concentration ratios can vary by orders of magnitude, even within similar species. Therefore, to improve model input parameter values for application in aquatic systems, freshwater concentration ratios were collated or calculated from national grey literature, Russian language publications, and refereed papers. Collated data were then input into an international database that is being established by the International Atomic Energy Agency. The freshwater database enables entry of information for all radionuclides listed in ICRP (1983), in addition to the corresponding stable elements, and comprises a total of more than 16,500 concentration ratio (CRwo-water) values. Although data were available for all broad wildlife groups (with the exception of birds), data were sparse for many organism types. For example, zooplankton, crustaceans, insects and insect larvae, amphibians, and mammals, for which there were CRwo-water values for less than eight elements. Coverage was most comprehensive for fish, vascular plants, and molluscs. To our knowledge, the freshwater database that has now been established represents the most comprehensive set of CRwo-water values for freshwater species currently available for use in radiological environmental assessments.

Application of the Bayesian approach for derivation of PDFs for concentration ratio values

Concentration ratios (CRs) are used to derive activity concentrations in wild plants and animals. Usually, compilations of CR values encompass a wide range of element-organism combinations, extracted from different studies with statistical information reported at varying degrees of detail. To produce a more robust estimation of distribution parameters, data from different studies are normally pooled using classical statistical methods. However, there is inherent subjectivity involved in pooling CR data in the sense that there is a tacit assumption that the CRs under any arbitrarily defined biota category belong to the same population. Here, Bayesian inference has been introduced as an alternative way of making estimates of distribution parameters of CRs. This approach, in contrast to classical methods, is more flexible and also allows us to define the various assumptions required, when combining data, in a more explicit manner. Taking selected data from the recently compiled wildlife transfer database (http://www.wildlifetransferdatabase.org/) as a working example, attempts are made to refine the pooling approaches previously used and to consider situations when empirical data are limited.

An international database of radionuclide concentration ratios for wildlife: development and uses

A key element of most systems for assessing the impact of radionuclides on the environment is a means to estimate the transfer of radionuclides to organisms. To facilitate this, an international wildlife transfer database has been developed to provide an online, searchable compilation of transfer parameters in the form of equilibrium-based whole-organism to media concentration ratios. This paper describes the derivation of the wildlife transfer database, the key data sources it contains and highlights the applications for the data.

Exploring methods to prioritise concentration ratios when estimating weighted absorbed dose rates to terrestrial Reference Animals and Plants

The ICRP and IAEA have recently reported Concentration Ratio values (CRwo-media--equilibrium radionuclide activity concentration in whole organism divided by that in media) for Reference Animals and Plants (RAPs) and a wide range of organism groups, respectively, based on a common online database. Given the large number of data gaps in both publications, there is a need to develop methods for identifying the relative importance of improving currently available CR(wo-media) values. A simple, transparent approach involving the derivation and comparison of predicted internal and external weighted absorbed dose rates for radionuclides considered by ICRP (2009) for terrestrial RAPs is presented. Using the approach of applying a reference value of CR(wo-soil) = 1 or using the maximum reported values where CR(wo-soil) >1, we provisionally identify terrestrial radionuclide RAP combinations which could be considered low priority, notably: Ca, Cr and Ni consistently; Mn for all RAPs except Deer and Pine Tree; and Tc for all RAPs but Wild Grass. Equally, we can systematically identify high priority elements and radioisotopes, which largely, but not exclusively, consist of alpha-emitters (especially isotopes of Ra and Th, but also consistently Am, Cf, Cm, Np, Pa, Po, Pu, U). The analysis highlights the importance of the radiation weighting factor default assumption of 10 for alpha-emitters in the ERICA Tool when comparing the magnitude of the internal dose and trying to identify high priority RAP-isotope combinations. If the unweighted Dose Conversion Coefficient (DCC) values are considered, those for alpha-emitters are often one order of magnitude higher than those due to some beta-gamma emitters for terrestrial RAPs, whereas with the radiation weighting factor applied they are two orders of magnitude higher.

A new approach to predicting environmental transfer of radionuclides to wildlife: a demonstration for freshwater fish and caesium

The application of the concentration ratio (CR) to predict radionuclide activity concentrations in wildlife from those in soil or water has become the widely accepted approach for environmental assessments. Recently both the ICRP and IAEA have produced compilations of CR values for application in environmental assessment. However, the CR approach has many limitations, most notably, that the transfer of most radionuclides is largely determined by site-specific factors (e.g. water or soil chemistry). Furthermore, there are few, if any, CR values for many radionuclide-organism combinations. In this paper, we propose an alternative approach and, as an example, demonstrate and test this for caesium and freshwater fish. Using a Residual Maximum Likelihood (REML) mixed-model regression we analysed a dataset comprising 597 entries for 53 freshwater fish species from 67 sites. The REML analysis generated a mean value for each species on a common scale after REML adjustment taking account of the effect of the inter-site variation. Using an independent dataset, we subsequently test the hypothesis that the REML model outputs can be used to predict radionuclide, in this case radiocaesium, activity concentrations in unknown species from the results of a species which has been sampled at a specific site. The outputs of the REML analysis accurately predicted (137)Cs activity concentrations in different species of fish from 27 Finnish lakes; these data had not been used in our initial analyses. We recommend that this alternative approach be further investigated for other radionuclides and ecosystems.
