What lessons do the first Nationally Determined Contribution (NDC) formulation process and implementation outcome provide to the enhanced/updated NDC? A reality check from Nepal

Can the Framing of Climate Mitigation Actions into Government Policies Lead to Delivering Them? - Insights from Nepal's Experience

Many low-income countries (LICs), including Nepal, endeavour to deliver climate mitigation by reducing greenhouse gas (GHG) emissions and achieving more sustainable resource consumption. However, their prospects of delivering on such goals alongside the rapid structural changes in the economy prevalent in the LICs are not clear. This research aims to better understand the underlying complexity in the linkage between the framing of climate mitigation actions into government policies and the prospects for their delivery. We use critical discourse analysis, post-structural discourse analysis, and thematic analysis of textual data corpus generated from government policies (n = 12) and semi-structured interviews (n = 12) with policy actors, such as government policymakers and private sector and non-government organisations' representatives. We also develop energy and material consumption and GHG emissions models to predict their values up to 2050 via the R tools and machine learning algorithms that validate the accuracy of models. Our findings suggest that the social context of policymaking creates a knowledge structure on climate mitigation which is reflected in government policies. The policy actors and their institutions exchange their ideas and interests in a deliberative and collaborative environment to prioritise policies for the energy, forest, and transport sectors to deliver climate mitigation actions in Nepal. However, the energy sector, together with the agriculture sector, has insufficient climate mitigation actions. Reflecting on the high proportion of biomass in the energy mix and the rapid rise in fossil fuel and energy consumption per capita-both of which are driven by the remittance inflows-this research suggests measures to reduce these in an absolute sense.

How much do we know about trade-offs in ecosystem services? A systematic review of empirical research observations

As an important domain of sustainability science, trade-offs in ecosystem services (ES) is crucial for spatial planning to sustainably manage natural resources while satisfying the needs of local and non-local beneficiaries. However, there is still a growing debate in understanding, characterization, and visualization of the trade-off relationships. This paper systematically reviews a total of 473 articles, published in the last 16 years (2005-2020) through 135 academic journals, based on empirical studies conducted in over 80 countries, and led by the researcher from over 50 countries. Trade-off relationships are often visualized as spatial associations of ES, but very few articles have characterized trade-offs as the causal interaction among ES. More than two-thirds of the studies were carried out in temperate and sub-tropical regions, but we depicted an under-representation of the critical ecosystems in tropics. About 90% of the articles were based on funded research but the involvement of government institutions was very low (<10%). Trade-off analysis was based only on biophysical constraints of the ecosystem, as observed in more than 80% of the selected articles, without due regards of the divergence in utility functions of different stakeholders and ecosystem beneficiaries. This study identifies a total of 198 pairs of conflicting ES, of which the trade-off between crop production and carbon/climate services has the highest records of observation (i.e., as identified by 20% of the total studies). Further, this study identifies the major drivers (i.e., ecological and social) and stakeholders (i.e., land users and government agencies) of trade-off in ES, and major gaps in the analytical approach to understand the trade-off relationships. Based on our findings, we have discussed and recommended a number of research trajectories, including trans-disciplinary research considering both biophysical constraints and utility functions, in order to guide the future direction of sustainability science through the creation of win-win scenarios.

COVID-19 lockdown and the forestry sector: Insight from Gandaki province of Nepal

Almost all countries have imposed large-scale mobility restrictions (or lockdown) to stop the spreading of the novel coronavirus (COVID-19). The mobility restriction has disrupted all types of business; causing a devastating impact on countries' economies; and pushing millions of people into extreme poverty. Scientists have been assessing the impact of COVID-19 lockdown on various fronts but there is limited scholarship in the forestry sector. We navigated the impact of COVID-19 lockdown on the forestry sector by taking Gandaki Province (21,974 km²) of Nepal as a case. Employing semi-structured interviews (n = 62) with all ten stakeholder groups, literature review and media analysis, our study revealed that the COVID-19 lockdown suspended all types of forestry and ecotourism businesses; obstructed research and monitoring activities; halted capacity development and extension services; impacted forest development work; and increased incidences of illegal logging and poaching and trafficking of wildlife. Because of the complete shutdown of businesses, the forestry sector of Gandaki province lost 9.6 million USD and 3.2 million man-days of employment during the lockdown period. The economic cost of the lockdown was 1.73 million USD for NTFPs traders, 1.26 million USD for ecotourism entrepreneurs, 0.55 million USD for the community forest user groups and 0.24 million USD for the smallholder or private forest owner. We suggested four post-COVID recovery pathways, including sustainable forest management, nature-based tourism, improvement of forest products value chain and community-based natural resource management to bounce back from the loss. As the current pandemic is most likely to derail the Sustainable Development Pathways of several countries, including Nepal and necessitates the need for an immediate response, the finding and recommendation of our study may inform decision-makers to reimage post-pandemic recovery and leverage sustainable development.

Strategic Pathways to Scale Up Forest and Landscape Restoration: Insights from Nepal’s Tarai

Deforestation and forest degradation mostly caused by human interventions affect the capacity of the forest ecosystem to provide ecosystem services and livelihood benefits. Forest and landscape restoration (FLR) is an emerging concept that focuses on the improvement of the ecosystem as well as the livelihood of the people at the landscape level. Nepal has successfully recovered degraded forest land mainly from the hilly region through forest restoration initiatives, especially community-based forestry. However, the Tarai region is still experiencing deforestation and forest degradation. This study navigated the gaps related to forest restoration in the existing policies and practices and revealed that the persistence of deforestation and forest degradation in Tarai is a result of a complex socioeconomic structure, the limitations of the government in implementing appropriate management modality, unplanned infrastructure, and urban development. We suggest that forest restoration should focus on ecological and social wellbeing pathways at the landscape level to reverse the trend of deforestation and forest degradation in the Tarai regions of Nepal. The study provides critical insight to the policymakers and practitioners of Nepal and other countries (with similar context) who are engaged in forest/ecosystem restoration enterprise.
