Crude oil exploration in Africa: socio-economic implications, environmental impacts, and mitigation strategies

Crude oil exploration is a source of significant revenue in Africa via trade and investment since its discovery in the mid-19th Century. Crude oil has bolstered the continent's economy and improved the wellbeing of the citizenry. Historically, Africa has suffered from conflicts due to uneven redistribution of crude oil revenue and severe environmental pollution. Advancements in geophysical survey techniques, such as magnetic and gravity methods, to seismic methods, have made the commercial exploration of crude oil possible for some other countries in Africa apart from Nigeria, Angola, Algeria, Libya, and Egypt. The occurrence of organic-rich, oil-prone Type I, II, and mixed II/III kerogens in sedimentary basins and entrapment within reservoir rocks with intrinsic petrophysical properties are majorly responsible for the large deposits of hydrocarbon in Africa. The unethical practices by some multinational oil corporations have resulted in social movements against them by host communities and human rights groups. The unscrupulous diversion of public funds, award of oil blocks, and production rights to certain individuals have impaired economic growth in Africa. The over-dependence on crude oil revenues has caused the economic recession in oil-producing countries due to plummeting oil prices and global pandemic. Most host communities of crude oil deposits suffer from a lack of infrastructure, arable soils, clean water, and their functioning capabilities are violated by crude oil exploratory activities, without adequate compensations and remedial actions taken by oil companies and the government. Thus, this review examines crude oil exploration in Africa and provides insight into the environmental and socio-economic implications of crude oil exploration in Africa. Furthermore, this report highlights some recommendations that may ensure ethical and sustainable practices toward minimizing negative impacts and improving the quality of life in affected communities.

Effects of petroleum exposure on birds: A review

Birds are vulnerable to petroleum pollution, and exposure has a range of negative effects resulting from plumage fouling, systemic toxicity, and embryotoxicity. Recent research has not been synthesized since Leighton's 1993 review despite the continued discharge of conventional petroleum, including high-volume oil spills and chronic oil pollution, as well as the emergence of understudied unconventional crude oil types. To address this, we reviewed the individual-level effects of crude oil and refined fuel exposure in avifauna with peer-reviewed articles published 1993-2020 to provide a critical synthesis of the state of the science. We also sought to answer how unconventional crude petroleum effects compare with conventional crude oil. Relevant knowledge gaps and research challenges were identified. The resulting review examines avian exposure to petroleum and synthesizes advances regarding the physical effects of oil hydrocarbons on feather structure and function, as well the toxic effects of inhaled or ingested oil, embryotoxicity, and how exposure affects broader scale endpoints related to behavior, reproduction, and survival. Another outcome of the review was the knowledge gaps and challenges identified. The first finding was a paucity of oil ingestion rate estimates in birds. Characterizing environmentally realistic exposure and ingestion rates is a higher research priority than additional conventional oral dosing experiments. Second, there is an absence of toxicity data for unconventional crude petroleum. Although the effects of air and water contamination in the Canadian oil sands region have received attention, toxicity data for direct exposure to unrefined bitumen produced there in high volumes and other such unconventional oil types are needed. Third, we encountered barriers to the interpretation, replication, broad relevance, and comparability of studies. We therefore propose best practices and promising technological advancements for researchers. This review consolidates our understanding of petroleum's effects on birds and points a way forward for researchers and resource managers.

Ultraviolet-assisted oiling assessment improves detection of oiled birds experiencing clinical signs of hemolytic anemia after exposure to the Deepwater Horizon oil spill

While large-scale oil spills can cause acute mortality events in birds, there is increasing evidence that sublethal oil exposure can trigger physiological changes that have implications for individual performance and survival. Therefore, improved methods for identifying small amounts of oil on birds are needed. Because ultraviolet (UV) light can be used to identify thin crude oil films in water and on substrate that are not visually apparent under normal lighting conditions, we hypothesized that UV light could be useful for detecting small amounts of oil present on the plumage of birds. We evaluated black skimmers (Rynchops niger), brown pelicans (Pelecanus occidentalis), clapper rails (Rallus crepitans), great egrets (Ardea alba), and seaside sparrows (Ammodramus maritimus) exposed to areas affected by the Deepwater Horizon oil spill in the Gulf of Mexico as well as from reference areas from 20 June, 2010 to 23 February, 2011. When visually assessed without UV light, 19.6% of birds evaluated from areas affected by the spill were determined to be oiled (previously published data), whereas when examined under UV light, 56.3% of the same birds were determined to have oil exposure. Of 705 individuals examined in areas potentially impacted by the spill, we found that fluorescence under UV light assessment identified 259 oiled birds that appeared to be oil-free on visual exam, supporting its utility as a simple tool for improving detection of modestly oiled birds in the field. Further, UV assessment revealed an increase in qualitative severity of oiling (approximate % of body surface oiled) in 40% of birds compared to what was determined on visual exam. Additionally, black skimmers, brown pelicans, and great egrets exposed to oil as determined using UV light experienced oxidative injury to erythrocytes, had decreased numbers of circulating erythrocytes, and showed evidence of a regenerative hematological response in the form of increased reticulocytes. This evidence of adverse effects was similar to changes identified in birds with oil exposure as determined by visual examination without UV light, and is consistent with hemolytic anemia likely caused by oil exposure. Thus, UV assessment proved useful for enhancing detection of birds exposed to oil, but did not increase detection of birds experiencing clinical signs of anemia compared to standard visual oiling assessment. We conclude that UV light evaluation can help identify oil exposure in many birds that would otherwise be identified visually as unexposed during oil spill events.

Effects of sublethal application of Deepwater Horizon oil to bird eggs on embryonic heart and metabolic rate

Following large crude oil spills, oil from feathers of brooding birds and oiled nesting material can transfer to eggs, resulting in reduced embryonic viability for heavily oiled eggs. Eggs may also be subjected to trace or light oiling, but functional teratogenic effects from sublethal crude oil exposure have not been examined. We assessed whether sublethal application of weathered Deepwater Horizon crude oil to the eggshell surface alters heart rate and metabolic rate in Zebra Finch (Taeniopygia guttata) embryos. We first determined sublethal applications with a dosing experiment. Embryo viability for eggs exposed to 5 μL or more of crude oil decreased significantly. We conducted a second experiment to measure heart rate and metabolic rate (CO₂ production) 5 and 9 d after 1 sublethal application of crude oil to eggshells on day 3 of incubation. One application of 1.0 or 2.5 µL of crude oil reduced embryonic heart rate and metabolic rate on day 12 of incubation. Using unfertilized eggs, we measured the transfer of polycyclic aromatic hydrocarbons (PAHs) from the eggshell surface to egg contents 9 d after a single application of sublethal crude oil. Our results suggest avian eggs externally exposed to small amounts of crude oil may exhibit protracted embryonic development and impaired postnatal cardiac performance.

Post-release breeding success of oil-rehabilitated and non-rehabilitated little blue penguins, Eudyptula minor, following the M/V Rena oil spill, New Zealand

During the 2011 M/V Rena oil spill in Tauranga, New Zealand, 383 little blue penguins (LBP, Eudyptula minor) were oiled, rescued and rehabilitated, with 90.6% surviving to be released back to the wild. We monitored the post-release breeding success of rehabilitated LBPs to assess the effectiveness of the rehabilitation process. Breeding success was monitored during the first breeding season post-release (2012-13) to assess productivity for both rehabilitated and control penguins (breeding pairs of rehabilitated or non-oiled (control) birds). Egg laying, hatching and fledging success rates for pairs of rehabilitated and control penguins were both within ranges reported for other LBP colonies in Australia and New Zealand. The only significant difference between rehabilitated and control pairs was that hatching success was reduced in the first season after release for rehabilitated pairs. Overall, rehabilitation appeared to reverse most potential negative effects of oiling on the post-release breeding success of rehabilitated LBP.

Survival rates of oil-rehabilitated and non-rehabilitated little penguins after the C/V Rena oil spill, New Zealand

We monitored the post-release survival of little penguins (Eudyptula minor) rehabilitated after the 2011 C/V Rena oil spill in New Zealand to assess the effectiveness of the rehabilitation process. Surveys were conducted over a 23-month period after the spill to assess whether survival differed between rehabilitated and control penguins. Survival probabilities from mark-recapture analyses were lower for both oiled and control penguins in the first six months of the study (monthly probability 0.92) but increased and remained high thereafter (monthly probabilities 0.97-1.0). Importantly, survival did not differ significantly between oiled and control birds throughout the study. Post-release survival of rehabilitated birds was not influenced by the degree of oiling, body mass (at admission or release), blood parameters (admission packed cell volume, total protein or blood glucose) or the duration of captivity. Rehabilitation therefore appeared to successfully reverse the negative effects of oiling on the post-release survival of treated penguins.

Use of plumage and gular pouch color to evaluate condition of oil spill rehabilitated California brown pelicans (Pelecanus occidentalis californicus) post-release

Sublethal effects of oil spills may dampen seabird rehabilitation success due to lingering negative impacts of contamination and stress on reproduction and long-term survival. These effects can be difficult to measure while birds are in care as well as once birds are released. Expression of sexually selected traits that are sensitive to condition can provide information on physiological status of birds. We evaluated plumage molt and gular pouch skin color of California brown pelicans (Pelecanus occidentalis californicus) following oil contamination and rehabilitation to test for differences between previously oiled and rehabilitated (post-spill) and presumably uncontaminated pelicans. Post-spill pelicans released with either color leg bands alone, or bands plus harness-mounted satellite GPS tags, were relocated and visually assessed in the field at non-breeding communal roosts and compared to surrounding unmarked pelicans in the general population. Non-oiled pelicans bearing GPS tags were also included in the study. Post-spill pelicans lagged the general population in molt of ornamental yellow crown feathers but hind neck transition into white plumage was not significantly different. Both post-spill and non-oiled pelicans wearing GPS tags had lower gular redness scores than the unmarked, non-oiled population. Pre-breeding gular pouch redness of post-spill pelicans was more strongly influenced by wearing of a GPS tag than a history of oil contamination and rehabilitation. Gular pouch redness of post-spill pelicans in the first 18 months after release was positively correlated with long term survivorship. If gular pouch color is a condition-dependent sexual signal and overall health influences plumage molt progression, our results indicate that many post-spill pelicans marked with bands alone were in relatively good condition going into the next breeding season, but those released with electronic tags experienced additional stress due to wearing the equipment, introducing a confounding variable to the post-release study.

The influence of petroleum oil films on the feather structure of tropical and temperate seabird species

Feather fouling is a primary cause of seabird mortality during marine hydrocarbon oil spills. Understanding how oils interact with feathers is an important step in mitigating this threat. Seabird feathers from 12 taxa, representing most seabird families from the tropics and southern latitudes, were exposed to crude and condensate oil films under laboratory settings. Feathers were measured for changes in mass proportional to feather size, and for barbule clumping. Seabird feathers from six distinct families exposed to very thin oil sheens (<0.3 μm) showed no significant change in proportional mass relative to control treatments, and 10 of the 12 species exposed to these films revealed no significant difference in barbule clumping. By contrast, exposure to both crude and condensate oil films ≥3 μm resulted in significant increases in feather mass and clumping. Our findings highlight the importance of considering the influence of oil on feather structure when compiling threat assessments involving seabirds.

Life and Death: How Should We Respond to Oiled Wildlife?

There is ongoing public debate about the best course of action to take when wildlife are affected by oil spills. Critics of wildlife rehabilitation suggest that the cleaning and release of oiled animals is a waste of resources focused on individual animals (not populations); thus, the most responsible course of action is to immediately euthanize affected animals. These critics claim that survival of rehabilitated animals is poor, and that the funds spent on rehabilitation would benefit wildlife more if spent on other conservation efforts. In this opinion piece, with a focus on birds, we review reasons for engaging in a coordinated response to oiled wildlife that includes cleaning and rehabilitation. The reasons for responding to oiled wildlife in any capacity include ethical, human safety, and legal aspects. Our rationale for proposing that responders attempt to rehabilitate wildlife, rather than planning on immediate euthanasia, includes financial, scientific, and additional ethical reasons. Financially, costs for wildlife rehabilitation are typically a very small portion of overall oil-spill response costs, and are typically independent of postspill enforcement and funds used to restore injured natural resources. Scientifically, we review recent studies that have shown that animals cleaned and rehabilitated after oil spills can often survive as well as nonoiled control animals. Ethically, some people would consider individual animals to have intrinsic value and that we, as consumers of petroleum products, have an obligation to reduce suffering and mitigate injuries associated with such accidents. For these reasons, we suggest that, although humane euthanasia should always be considered as an option for animals unlikely to return to normal function after rehabilitation, response to oil spills should include a coordinated effort to attempt wildlife rehabilitation.

1H-NMR metabolomic study of whole blood from hatchling loggerhead sea turtles (Caretta caretta) exposed to crude oil and/or Corexit

We used proton nuclear magnetic resonance spectroscopy (1H-NMR) to evaluate metabolic impacts of environmentally relevant crude oil and Corexit exposures on the physiology of hatchling loggerhead sea turtles (Caretta caretta). Sample extraction and data acquisition methods for very small volume whole blood samples and sources of variation between individual hatchlings were assessed. Sixteen unclotted, whole blood samples were obtained from 7-day-old hatchlings after a 4-day cutaneous exposure to either control seawater, crude oil, Corexit 9500A or a combination of crude oil and Corexit 9500A. After extraction, one- and two-dimensional 1H-NMR spectra of the samples were obtained, and 17 metabolites were identified and confirmed in the whole blood spectra. Variation among samples due to the concentrations of metabolites 3-hydroxybutyrate, lactate, trimethylamine oxide and propylene glycol did not statistically correlate with treatment group. However, the characterization of the hatchling loggerhead whole blood metabolome provides a foundation for future metabolomic research with sea turtles and a basis for the study of tissues from exposed hatchling sea turtles.

Fish oil disrupts seabird feather microstructure and waterproofing

Seabirds and other aquatic avifauna are highly sensitive to exposure to petroleum oils. A small amount of oil is sufficient to break down the feather barrier that is necessary to prevent water penetration and hypothermia. Far less attention has been paid to potential effects on aquatic birds of so called 'edible oils', non-petroleum oils such as vegetable and fish oils. In response to a sardine oil discharge by a vessel off the coast of British Columbia, we conducted an experiment to assess if feather exposure to sheens of sardine oil (ranging from 0.04 to 3 μm in thickness) resulted in measurable oil and water uptake and significant feather microstructure disruption. We designed the experiment based on a previous experiment on effects of petroleum oils on seabird feathers. Feathers exposed to the thinnest fish oil sheens (0.04 μm) resulted in measurable feather weight gain (from oil and water uptake) and significant feather microstructure disruption. Both feather weight gain and microstructure disruption increased with increasing fish oil thickness. Because of the absence of primary research on effects of edible oils on sea birds, we conducted interviews with wildlife rehabilitation professionals with experience rehabilitating sea birds after edible oil exposure. The consensus from interviews and our experiment indicated that physical contact with fish and other 'edible oils' in the marine environment is at least as harmful to seabirds as petroleum oils.

Endocrine status of a migratory bird potentially exposed to the Deepwater Horizon oil spill: a case study of northern gannets breeding on Bonaventure Island, Eastern Canada

The Deepwater Horizon oil spill caused the death of a large number of seabirds in the Gulf of Mexico in 2010. However, the long term consequences of oil exposure on migratory birds overwintering in this area have received limited attention. The present study aimed to investigate the impact of oil contamination (e.g., polycyclic aromatic hydrocarbons (PAHs)) on the circulating status of prolactin and corticosterone, two hormones that influence reproductive success in birds, in Northern gannets (Morus bassanus) breeding on Bonaventure Island, Eastern Canada. Using light-based geolocators, it was found that 23.5% of Northern gannets from Bonaventure Island overwintered in the Gulf of Mexico in 2010-2011; the remainder of this population overwintered along the Atlantic Coast of the United States. PAH concentrations (eight compounds) in gannet blood cells were all found to be under the method limits of quantification, which could be the result of the ability of seabirds to metabolize these compounds and the time elapsed between oil exposure and blood sampling. Corticosterone and prolactin levels as well as body mass did not differ between the two major birds' wintering sites. Moreover, levels of both these hormones did not vary from early to late incubation period. Present results suggest that if Bonaventure Island-breeding Northern gannets had been exposed to oil in the Gulf of Mexico in the aftermath of this historical spill, this exposure could not be associated with changes in hormonal status and body mass in breeding individuals.

Survival and movements of Magellanic penguins rehabilitated from oil fouling along the coast of South America, 2000-2010

Oil pollution is a significant conservation concern. We examined data from six institutions along the coast of South America: Emergency Relief Team of the International Fund for Animal Welfare, Fundación Mundo Marino, Centro de Recuperação de Animais Marinhos, Natura Patagonia, Associação R3 Animal, and Mar del Plata Aquarium and data from resightings in Argentina, Brazil, Chile and Falkland/Malvinas Islands. From 2000 to 2010, 2183 oiled Magellanic penguins were rehabilitated as part of the routine activities of these institutions or during emergency responses to eight oil spills in which they were involved; all rehabilitated penguins were flipper banded and released. Since their release, 41 penguins were resighted until 31 December 2011. The results demonstrate that, when combined with other prevention strategies, the rehabilitation of Magellanic penguins is a strategy that contributes to the mitigation of adverse effects of oil spills and chronic pollution to the species.

Fate of wild-caught Antechinus flavipes released after physiological experiments

Animals may be released into the wild for introduction, translocation or rehabilitation programs. Often, released animals do not survive or reproduce as well as wild conspecifics. Another circumstance whereby animals may be released is the return to the wild of research subjects, and although these animals may be expected to fare better than those from introduction, translocation or rehabilitation programs, there is little information regarding their subsequent survival and reproduction. We examine here the survivorship and reproductive success of five (one male, four female) yellow-footed antechinus (Antechinus flavipes) released back into the wild after being held in captivity for approximately one week for physiological experiments. Three of the four female Antechinus were recaptured after release and, on inspection, all three had 10 pouch young. Survivorship after release of antechinus held in captivity (0.75) was not different from the population as a whole, which ranged between 0.5 and 1.0. We therefore present unequivocal evidence that Antechinus released into the wild after physiological experiments can successfully survive and reproduce. This information is important for wildlife managers and animal ethics committees when considering the fate of ex-research animals.
