Institutional, policy and farmer responses to drought: El Niño events and rice in the Philippines

Well water sources simultaneous contamination with Cryptosporidium and Acanthamoeba in East-Southeast Asia and Acanthamoeba spp. in biofilms in the Philippines

Cryptosporidium is the leading agent of waterborne parasitic protozoan outbreaks and is the second leading cause of infant mortality due to diarrhoea worldwide. Acanthamoeba spp. causes Acanthamoeba keratitis (AK) and a life-threatening condition known as granulomatous amoebic encephalitis (GAE). The present study aimed to assess the water quality of an indigenous and a rural community for waterborne parasitic protozoan contamination. Aquatic samples (n = 22) were processed by filtration of 500 mL portion through a 1.2 μm pore size glass microfiber filter and eluted for light microscopy, culture in non-nutrient agar, and PCR analysis. Overall, 36% (8/22) of the investigated aquatic samples were positive for either Cryptosporidium spp. oocysts (13%; 3/22) or Acanthamoeba spp., (36%; 8/22) or both (13%; 3/22). Cryptosporidium spp. oocysts were detected in 27% (3/11) of wet season samples only while Acanthamoeba spp. were detected in 18% (2/11) and 55% (6/11) of wet and dry season samples, respectively. Subsequently, molecular detection for Acanthamoeba species identified A. lenticulata and A. hatchetti with 98-99% BLAST similarity. This is the first report on the simultaneous contamination of Cryptosporidium and Acanthamoeba in well water sources in East-Southeast Asia, the first detection of Acanthamoeba spp. in biofilms in the Philippines, and the longest viability demonstrated for A. lenticulata in two-year-old water samples stored at room temperature.

Disentangling Challenges to Scaling Alternate Wetting and Drying Technology for Rice Cultivation: Distilling Lessons From 20 Years of Experience in the Philippines

Alternate wetting and drying (AWD) is a low-cost innovation that enables farmers to adapt to increasingly water scarcity conditions (such as drought), increase overall farm production efficiency, and mitigate greenhouse gas (GHG) emissions. It is seen as a pathway for transforming agri-food systems into more resilient, productive, biologically diverse, and equitable forms, ensuring our commitments to the UN Sustainable Development Goals (SDGs). This paper uses scaling up and innovation uncertainty frameworks to review the success and challenges of AWD's 20-year scaling trajectory in the Philippines and explain the key factors that have influenced its outcomes. The framework adapted for this study is also used to examine the fitness between the scaling context and requirements, organizational mission, and corresponding capabilities. Findings show the innovation platform that vertically integrated key actors and locally adapted AWD has helped foster essential breakthroughs in creating an enabling environment that took AWD to national policy adoption in the Philippines. However, the dominant focus on technology transfer, product focus, and preference for controlled environments in the scaling practice has neglected many important contextual factors, allowing mismatches in enabling policy incentives, institutions, and scale to diminish the impacts of AWD in gravity-based systems. Our findings suggest that rethinking and re-envisioning the ways in which the impact can be scaled in irrigation rice systems using AWD is critical to sustaining food security and making the agriculture sector more resilient to climate change.

Farmers’ Net Income Distribution and Regional Vulnerability to Climate Change: An Empirical Study of Bangladesh

Widespread poverty is the most serious threat and social problem that Bangladesh faces. Regional vulnerability to climate change threatens to escalate the magnitude of poverty. It is essential that poverty projections be estimated while bearing in mind the effects of climate change. The main purpose of this paper is to perform an agrarian sub-national regional analysis of climate change vulnerability in Bangladesh under various climate change scenarios and evaluate its potential impact on poverty. This study is relevant to socio-economic research on climate change vulnerability and agriculture risk management and has the potential to contribute new insights to the complex interactions between household income and climate change risks to agricultural communities in Bangladesh and South Asia. This study uses analysis of variance, cluster analysis, decomposition of variance and log-normal distribution to estimate the parameters of income variability that can be used to ascertain vulnerability levels and help us to understand the poverty levels that climate change could potentially generate. It is found that the levels and sources of income vary greatly among regions of Bangladesh. The variance decomposition of income showed that agricultural income in Mymensingh and Rangpur is the main cause of the total income difference among all sources of income. Moreover, a large variance in agricultural income among regions is induced by the gross income from rice production. Additionally, even in the long run the gradual, constant reduction of rice yield due to climate change in Bangladesh is not a severe problem for farmers. However, extreme events such as floods, flash floods, droughts, sea level rise and greenhouse gas emissions, based on Representative concentration pathways (RCPs), could increase the poverty rates in Mymensingh, Rajshahi, Barisal and Khulna—regions that would be greatly affected by unexpected yield losses due to extreme climatic events. Therefore, research into and development of adaptation measures to climate change in regions where farmers are largely dependent on agricultural income are important.

Extreme weather events and related disasters in the Philippines, 2004-08: a sign of what climate change will mean?

Being an archipelagic nation, the Philippines is susceptible and vulnerable to the ill-effects of weather-related hazards. Extreme weather events, which include tropical cyclones, monsoon rains and dry spells, have triggered hazards (such as floods and landslides) that have turned into disasters. Financial resources that were meant for development and social services have had to be diverted in response, addressing the destruction caused by calamities that beset different regions of the country. Changing climatic patterns and weather-related occurrences over the past five years (2004-08) may serve as an indicator of what climate change will mean for the country. Early recognition of this possibility and the implementation of appropriate action and measures, through disaster risk management, are important if loss of life and property is to be minimised, if not totally eradicated. This is a matter of urgent concern given the geographical location and geological characteristics of the Philippines.
