Migration and the public sector: a survey

"A review of the existing literature on human migration reveals relatively few studies that explicitly examine the relationships between public policy decisions and human migration flows. The surveyed literature includes studies of national policies, such as defence spending, migration subsidies and intergovernmental transfers, as well as sub-national policies, such as welfare and unemployment benefits, state and local taxes, education and other public services. Suggestions for incorporating public sector information into existing migration analysis frameworks and further areas of research are provided." The geographical focus is on developed countries. Migration stock and the issue of competing and complementary flows in United States interstate migration

"The purpose of this paper is to study the determinants of interstate migration in the United States from 1965-1970 when a new change in direction of migration has started, and to examine the flow creation or flow diversion that results from migration to some appealing regions. Several related variables have been selected and tested for gross interstate migration flows. The results show that overall both push and pull factors have not been important.... Distance was not found to act as a significant deterrence to migration, whereas population density of origin and destination was significant. Previous migration was found to have a very strong effect on migration. The results of the study also suggested that there has been a major change in the location of growth areas in the United States during 1955-1970."

Can economic incentives explain the recent population movements to nonmetropolitan areas?

Factors affecting migration from metropolitan to nonmetropolitan areas of the United States are explored using a time-series model of annual net migration in Minnesota for the period 1951 to 1978. The importance of economic factors is emphasized. The authors "also found support for the null hypothesis of exogeneity of nonmetropolitan unemployment, the economic influence on migration that is most likely to be endogenous. The results of Chow Tests indicate that changes in the portion of migration behavior...investigated reflect stable responses to changes in economic incentives."
