Consequences of Family Member Incarceration: Impacts on Civic Participation and Perceptions of the Legitimacy and Fairness of Government

"The Glass is Half Full": Narratives from Young Adults on Parental Incarceration and Emerging Adulthood

Prior literature highlights that children of incarcerated parents are more likely to endure negative life outcomes. Yet, this discussion is mainly centered on the immediate impacts of parental incarceration during childhood and adolescent years, with less focus on the longer-term consequences as these children emerge into adulthood. This study examined how young adults interpreted their experience of parental incarceration. Semi-structured interviews were conducted with 19 young adults to understand their interpretations of parental incarceration as a turning point in specific transitions to adulthood: education and employment, intimate relationships, living independently, and parenthood. Findings demonstrate that, for some respondents, this experience created negative turning points, for example, by limiting their academic opportunities due to financial strain or a lack of support, hindering their trust in romantic partners, keeping them from living independently due to feelings of responsibility for the remaining parent, or by creating a fear of repeating the cycle with their own children. For other respondents, this experience created positive impacts on their lives because it provided a motivational push towards acquiring an education, accelerated them into becoming independent, or encouraged their desire to become a good parent and provide stability for their own children. There were also respondents who believed that the experience had no effects on certain life domains. These findings add to the growing body of research by providing support that parental incarceration can influence avenues for success and alter navigations into emerging adulthood.

Parental Incarceration, Child Adversity, and Child Health: A Strategic Comparison Approach

Background: Research points to parental incarceration as an important social determinant of child health. Even so, studies examining the health impact of parental incarceration in the context of diverse childhood stressors and adversities are lacking. Methods: The present study uses a large, nationally representative sample to compare U.S. children who were exposed to parental incarceration to a strategic comparison group of U.S. children who were not exposed to parental incarceration, but were nonetheless exposed to alternative family stressors and adversities. Results: The initial findings generally reveal worse health among children exposed to parental incarceration compared to those who are not exposed. Even so, these differences were partially or completely attenuated when comparing the incarceration-exposed group to more comparable groups of children exposed to a varying degree of alternative stressors/adversities. Conclusions: Programmatic efforts targeting parental incarceration as a means of promoting child health may be enhanced by adequately addressing co-occurring family stressors and child adversities.

The long reach of parental incarceration: The case of institutional engagement

Vast surveillance, especially of those with criminal justice contact, is a key feature of contemporary societies. As a consequence of this surveillance, formerly incarcerated individuals both avoid and are excluded from institutions, and this dampened institutional engagement may extend to offspring of the incarcerated. Using the National Longitudinal Study of Adolescent to Adult Health, we examine the relationship between parental incarceration and young adult institutional engagement in different settings, including financial institutions, medical institutions, school and work, volunteer organizations, and religious institutions. We find parental incarceration is associated with diminished institutional engagement in young adulthood. This association is partially explained by reduced parental institutional engagement during adolescence in addition to young adult's impaired health, lack of trust in government, and criminal justice contact. Our findings highlight a subtle and pervasive way that parental incarceration influences the transition to adulthood.

Mass incarceration, race inequality, and health: Expanding concepts and assessing impacts on well-being

We explore race differences in how individuals experience mass incarceration, as well as in mass incarceration's impacts on measures of well-being that are recognized as major social determinants of health. We draw on baseline data from a sample of 302 men and women recently released from prison/jail or placed directly onto probation in New Haven, Connecticut (CT) for drug related offenses and followed at 6-month intervals for two years (2011-2014). We describe race differences in experiences of mass incarceration and in its impacts on well-being; and we conduct mediation analyses to analyze relationships among race, mass incarceration, and well-being. Blacks reported fewer adult convictions than whites, but an average of 2.5 more adult incarcerations. Blacks were more likely to have been incarcerated as a juvenile, spent time in a juvenile facility and in an adult facility as a juvenile, been on parole, and experienced multiple forms of surveillance. Whites were more likely to report being caught by the police doing something illegal but let go. Blacks were more likely to report any impact of incarceration on education, and dropping out of school, leaving a job, leaving their longest job, and becoming estranged from a family member due to incarceration. Whites were more likely to avoid getting needed health or social services for fear of arrest. Overall, Blacks reported a larger number of impacts of criminal justice involvement on well-being than whites. Number of adult incarcerations and of surveillance types, and being incarcerated as a juvenile, each mediated the relationship among race, mass incarceration, and well-being. Though more research is necessary, experiences of mass incarceration appear to vary by race and these differences, in turn, have implications for interventions aimed at addressing the impacts of mass incarceration on health and well-being.

Mass Incarceration and Racial Inequality

Despite two decades of declining crime rates, the United States continues to incarcerate a historically and comparatively large segment of the population. Moreover, incarceration and other forms of criminal justice contact ranging from police stops to community supervision are disproportionately concentrated among African American and Latino men. Mass incarceration, and other ways in which the criminal justice system infiltrates the lives of families, has critical implications for inequality. Differential rates of incarceration damage the social and emotional development of children whose parents are in custody or under community supervision. The removal through incarceration of a large segment of earners reinforces existing income and wealth disparities. Patterns of incarceration and felony convictions have devastating effects on the level of voting, political engagement, and overall trust in the legal system within communities. Incarceration also has damaging effects on the health of families and communities. In short, the costs of mass incarceration are not simply collateral consequences for individuals but are borne collectively, most notably by African Americans living in acutely disadvantaged communities that experience high levels of policing and surveillance. In this article, we review racial and ethnic differences in exposure to the criminal justice system and its collective consequences.

Social Exclusion and Parental Incarceration Impacts on Adolescents' Networks and School Engagement

Although prior research links parental incarceration to deleterious outcomes for children over the life-course, few studies have examined whether such incarceration affects the social exclusion of children during adolescence. Drawing on several lines of scholarship, we examine whether adolescents with incarcerated parents have fewer or lower quality relationships, participate in more antisocial peer networks, and feel less integrated or engaged in school. The study applies propensity score matching to survey and network data from a national sample of youth. Analyses indicated that children with incarcerated parents have more antisocial peers; we found limited evidence, though, that parental incarceration adversely impacts peer networks and school integration domains. Generally, the results suggested that the impacts of parental incarceration on adolescents' social lives have less to do with isolation than with the types of peers adolescents befriend. Findings provide support for the idea that parental incarceration may adversely affect children's social exclusion.

Stuck between a rock and a hard place: The relationship between Latino/a's personal connections to immigrants and issue salience and presidential approval

The Obama administration has simultaneously marketed the prospect of providing undocumented immigrants a pathway to citizenship through comprehensive immigration reform and overseen mass deportations of mostly Latino immigrants. While it is clear that immigration policy was highly influential to Latino voters in 2012, it remains unclear how this political hypocrisy is being interpreted by Latino voters. As deportations have risen steadily during the Obama administration, there has been little research on how deportations and personal connections to undocumented immigrants have influenced the political attitudes of the Latino/a electorate. Using a nationally representative survey of 800 registered Latino/a voters administered in 2013, we explore the relationships between personal connections to undocumented immigrants and issue salience among Latinos as well as Latinos' views of President Obama. This study finds that registered Latino voters who know deportees and undocumented immigrants are more likely to report that they think the President and Congress should act on immigration policy versus all other policies. Moreover, Latino voters who know someone who is undocumented are less likely to have favorable views towards President Obama. This study has implications for our collective knowledge of how direct and indirect connections to policy outcomes influences the political behavior of the highly influential Latino/a electorate and how political and policy outcomes will be influenced in the future when a much higher proportion of the electorate have such connections.
