Strategies for Obtaining Access to Secretive or Guarded Organizations

Organised food crime: an analysis of the involvements of organised crime groups in the food sector in England and Italy

The food sector is subject to illegal practices of various types such as adulteration or exploitation of labour. In the media and public discourse, this phenomenon is often associated to activities by organised crime groups. Drawing on a socio-legal empirical study on the perception and conceptualisation of food crime in English and Italian public institutions, this paper unpacks the involvement of organised crime and mafia-type actors in the food sector. Considering data collected through in-depth interviews with representatives of law enforcement and other public authorities, supported by documentary sources, this research points out that, from both an institutional perspective that narrowly conceptualises as food crime as food fraud, as well as from a wider perspective that addresses other practices happening in the food sector, organised crime is involved in food crime. By referring to the English and Italian cases, and by merging different bodies of literature, such as green criminology and enterprise theory, this article advocates for conceptual clarity when referring to the involvement of corporate crime, organised crime and mafia-type groups active in the food sector. In so doing, it presents and reflects upon 'organised food crime' as a new socio-legal category and highlights its policy outcomes.

The securitized workplace: document protection, insider threats and emerging ethnographic barriers in a South Korean organization

Purpose

The purpose of this paper is to demonstrate how document protection has become a key object of concern for organizations, how the threat of leaks has led to an increase in security technologies and policies and how these developments present new and emergent ethnographic challenges for researchers. Through a study of a South Korean organization, the paper aims to demonstrate the ways workplace documents are figured into wider legal, regulatory and cyber security concerns.

Design/methodology/approach

The research is based on 12 months of intensive embedded fieldwork in a South Korean firm from 2014 to 2015 and follow-up interviews in 2018. The author followed an immersive and inductive approach to collecting ethnographic data in situ. The author was hired as an intern in a Korean conglomerate known as the Sangdo Group where he worked alongside Human Resources managers to understand their work practices. The present article reflects difficulties in his original research design and an attempt to analyze the barriers themselves. His analysis combines ideas from theories of securitization and document studies to understand how the idea of protection is reshaping workplaces in South Korea and elsewhere.

Findings

The paper highlights three findings first that South Korean workplaces have robust socio-material infrastructures around document protection and security, reflecting that security around document leaks is becoming integrated into normal organizational life. Second, the securitization of document leaks is shifting from treating document leaks as a threat to organizational existence, to a crime by individual actors that organizations track. Third, that even potential document leaks can have transitive effects on teams and managers.

Originality/value

Organizational security practices and their integration into workplace life have rarely been examined together. This paper connects Weber's insights on bureaucratization with the concept of securitization to examine the rise of document security practices and policies in a South Korean organization. The evidence from South Korea is valuable because technological developments around security coupled with organizational complexities portend issues for other organizational environments around the world.

Science, technology, security: Towards critical collaboration

Science and technology play a central role in the contemporary governance of security, both as tools for the production of security and as objects of security concern. Scholars are increasingly seeking to not only critically reflect on the interplays between science, technology and security, but also engage with the practices of security communities that shape and are shaped by science and technology. To further help this growth of interest in security topics within science and technology studies (STS), we explore possible modes of socio-technical collaboration with security communities of practice. Bringing together literatures from STS and critical security studies, we identify several key challenges to critical social engagement of STS scholars in security-related issues. We then demonstrate how these challenges played out over the course of three case studies from our own experience in engaging security communities of practice. We use these vignettes to show that there is a rich vein of developments in both theory and practice that STS scholars can pursue by attending to the interplay of science, technology and security.

The health impacts of extractive industry transnational corporations: a study of Rio Tinto in Australia and Southern Africa

BACKGROUND

Operations of transnational corporations (TNCs) affect population health through production methods, shaping social determinants of health, or by influencing regulation of their activities. Research on community exposures to TNC practices and policies has been limited. Our research on extractive industries examined Rio Tinto in Australia and Southern Africa to test methods for assessing the health impacts of corporates in high and middle income jurisdictions with different regulatory frameworks.

METHODS

We adapted existing Health Impact Assessment methods. Data identifying potential impacts were sourced through media analysis, document analysis, company literature and semi-structured interviews. The data were mapped against a corporate health impact assessment framework (CHIA) which included Rio Tinto's political and business practices; productions; and workforce, social, environmental and economic conditions.

RESULTS

Both positive and detrimental aspects of Rio Tinto's operations were identified. Requirements imposed by Rio Tinto on its global supply chain are likely to have positive health impacts for workers. However, political lobbying and membership of representative organisations can influence government policy in ways that are unfavourable to health and equity. Positive impacts include provision of direct employment under decent working conditions, but countered by an increase in precariousness of employment. Commitments to upholding sustainable development principles are undermined by limited site remediation and other environmental impacts. Positive contributions are made to national and local economies but then undermined by business strategies that include tax minimisation.

CONCLUSION

Our study confirmed that it is possible to undertake a CHIA on an extractive industry TNC. The different methods provided sufficient information to understand the need to strengthen regulations that are conducive to health; the opportunity for Rio Tinto to extend corporate responsibility initiatives and support their social licence to operate; and for civil society actors to inform their advocacy towards improving health and equity outcomes from TNC operations.

Ethics review and freedom of information requests in qualitative research

Freedom of information (FOI) requests are increasingly used in sociology, criminology and other social science disciplines to examine government practices and processes. University ethical review boards (ERBs) in Canada have not typically subjected researchers’ FOI requests to independent review, although this may be changing in the United Kingdom and Australia, reflective of what Haggerty calls ‘ethics creep’. Here we present four arguments for why FOI requests in the social sciences should not be subject to formal ethical review by ERBs. These four arguments are: existing, rigorous bureaucratic vetting; double jeopardy; infringement of citizenship rights; and unsuitable ethics paradigm. In the discussion, we reflect on the implications of our analysis for literature on ethical review and qualitative research, and for literature on FOI and government transparency.

Finding the way into a global industry

Purpose

Gatekeepers in social research are regularly taken for granted in the associated methods literature, yet they constitute an interesting social phenomenon in themselves as powerful and normally unpaid agents of research access. Questions relating to the recruitment of potential gatekeepers and to the nature of the rewards that they might seek are under-considered and locating key gatekeepers is often characterised (perhaps inadvertently) as a matter of luck or happenstance. The paper aims to discuss these issues.

Design/methodology/approach

This paper is a multi-sited ethnography based on maritime industry conferences held annually in Europe and Asia. The two authors attended 18 of these conferences either as regular delegate or as a speaker. In these conferences, they maintained fieldnotes and formally and informally interviewed participants both face to face and e-mail.

Findings

Every year executives come together at commercially organised conferences focussed upon human resource management in the shipping industry. At these events, major global players discuss a programme of issues related to the business of recruiting and training seafarers. However, these international conferences are both much more and much less than they seem. They are crucial in establishing reputational capital and provide researchers with key venues for negotiating research access.

Originality/value

This paper argues that unlike most conferences, these can only be seen as “field configuring events” to a very limited extent but that they nonetheless serve an important purpose in securing symbolic, and more significantly reputational, capital for both individual delegates and interested academics. The paper further argues that resourceful researchers can mobilise such capital in their favour in negotiating research access contributing new ideas to the literature on gatekeepers and on research access.

Knowledge of practice: A multi-sited event ethnography of border security fairs in Europe and North America

This article takes the reader inside four border security fairs in Europe and North America to examine the knowledge practices of border security professionals. Building on the border security as practice research agenda, the analysis focuses on the production, circulation, and consumption of scarce forms of knowledge. To explore situated knowledge of border security practices, I develop an approach to multi-sited event ethnography to observe and interpret knowledge that may be hard to access at the security fairs. The analysis focuses on mechanisms for disseminating and distributing scarce forms of knowledge, technological materializations of situated knowledge, expressions of transversal knowledge of security problems, how masculinities structure knowledge in gendered ways, and how unease is expressed through imagined futures in order to anticipate emergent solutions to proposed security problems. The article concludes by reflecting on the contradictions at play at fairs and how to address such contradictions through alternative knowledges and practices.

Risk and Emotion Among Healthy Volunteers in Clinical Trials

Theorized as objective or constructed, risk is recognized as unequally distributed across social hierarchies. Yet the process by which social forces shape risk and risk emotions remains unknown. The pharmaceutical industry depends on healthy individuals to voluntarily test early-stage, investigational drugs in exchange for financial compensation. Emblematic of risk in late modernity, Phase I testing is a rich site for examining how class and race shape configurations of emotion and risk. Using interview data from 178 healthy trial participants, this article examines emotion and risk as mutually constituting processes linked to biographical context and social structure. Biographical events like economic insecurity and incarceration influence how risk is felt by providing comparative experiences of felt risk and felt benefits. Such events, in turn, are structured by class-based and racial inequalities, linking class and race positions to primary emotional experiences of risk.

Feeding and Bleeding: The Institutional Banalization of Risk to Healthy Volunteers in Phase I Pharmaceutical Clinical Trials

Phase I clinical trials are the first stage of testing new pharmaceuticals in humans. The majority of these studies are conducted under controlled, inpatient conditions using healthy volunteers who are paid for their participation. This article draws on an ethnographic study of six phase I clinics in the United States, including 268 semistructured interviews with research staff and healthy volunteers. In it, I argue that an institutional banalization of risk structures the perceptions of research staff and healthy volunteers participating in the studies. For research staff, there are three mechanisms by which risk becomes banal: a perceived homogeneity of studies, Fordist work regimes, and data-centric discourse. For healthy volunteers, repeat study participation contributes to the institutional banalization of risk both through the process of desensitization to risk and the formation of trust in the clinics. I argue that the institutional banalization of risk also renders invisible ethical concerns about exploitation of underprivileged groups in pharmaceutical research.
