Abstract
Earth observation (EO) provides dynamic scientific methods for tracking and defining ecological parameters in mountainous regions. Open-source platforms are frequently utilized in this context to efficiently collect and evaluate spatial data. In this study, we used Collect Earth (CE), an open-source land monitoring platform, to reveal and assess land cover, land cover change, and relevant ecological parameters such as drought risk. Mountain ecosystems were subject to an evaluation for the first time by combining remote sensing with a hybridization of Decision-Making Trial and Evaluation Laboratory (DEMATEL), analytic hierarchy process (AHP), and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) for neutrosophic sets in risk assessment problems of several connected criteria. The high and dispersed high alpine environment of Türkiye accommodates land with relatively less human influence, making it suitable to observe climate change impacts. In the framework of the study, we evaluated more than two decades (2000-2022) of land use and land cover (LULC) changes in the mountain regions of the country. Using nine identified ecological parameters, we also evaluated drought risk. The parameters included were the LULC classes and their change, elevation, slope, aspect, precipitation, temperature, normalized difference vegetation index (NDVI), water deficit, and evapotranspiration (ET). The risk map we produced revealed a high to very high drought risk for almost throughout the Türkiye's mountainous areas. We concluded that integrating geospatial techniques with hybridization is promising for mapping drought risk, helping policymakers prepare effective drought mitigation measures to reasonably adapt to climate change impacts.

Abstract
Considering economic, environmental, and social issues, the sustainability of the supply chain has drawn considerable attention due to societal and environmental changes within the supply chain network. The strategic study of the entire supply chain process and maximizing an organization's competitive advantage depend heavily on supplier selection based on sustainable indicators. Selecting sustainable suppliers for the supply chain is challenging since it is a multi-criteria decision-making (MCDM) problem with significant uncertainty in the decision-making process. This study uses the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) technique and single-valued neutrosophic sets (SVNS) to deal with the challenge of choosing a sustainable supplier with insufficient information. This method reduces the influence of personal experience and preference on the final evaluation results and the problem of excessive individual regret caused by factor correlation and improves the consistency of evaluation results. Finally, the method's success and adaptability are demonstrated by sensitivity analysis and additional comparison analysis, and the benefits and drawbacks of the suggested framework are examined. Compared to other approaches, it can assist decision-makers in communicating fuzzy and uncertain information, offering a perspective and approach for MCDM in the face of such situations, and helping them select suppliers of high caliber and who practice sustainable business practices.

Abstract
Over the last two decades, auctions have become an integral part of e-commerce and a promising field for applying artificial intelligence technologies. The use of signals has been studied extensively in the existing auction literature. Specifically, it has been shown that when an external strategic entity (such as an information broker) is present, it can be beneficial to use signaling as a preliminary step before offering to sell information. However, these results apply only in cases where all auction participants are completely rational agents. However, in many real-life scenarios some of the participants are humans, and hence are easily affected by external factors, i.e., their rationality is bounded. In this paper, we offer a thorough investigation of a case in which the prospective information buyer is a human auctioneer. Using a set of MTurk-based experiments with people, we tested 10,000 independent auctions with diverse characteristics, and were able to identify a varied set of practical insights regarding human behavior. Real-life strategic information brokers could potentially use these insights to achieve a better understanding of how humans operate, paving the way for optimizing the benefit obtainable from the information they own.

Abstract
Single-valued neutrosophic sets (SVNSs) can effectively describe the multi-attribute decision-making (MADM) problems which are characterized by incompleteness and uncertainty. Aiming at the MADM problem of SVNSs, a series of methods are proposed to solve the problem, such as the TODIM and PROMETHEE methods. The main idea of the TODIM method is to establish a relative superiority function of scheme relative to other schemes based on the value function of prospect theory, and the ranking of alternatives is determined according to the obtained superiority. In the PROMETHEE method, the decision maker selects the preference function for each attribute according to their preference, and then calculates the priority index, inflow, outflow and net flow according to the difference of the attribute values of scheme, so as to determine the ranking of alternatives. In this paper, a new method based on PROMETHEE and TODIM is proposed to solve the MADM problem under the single-valued neutrosophic environment. Based on the calculation formula of inflow and outflow in PROMETHEE method, and the calculation formula of overall dominance in the TODIM method, a new integrated formula is obtained.

Abstract
The VIKOR model has been considered a viable tool for many decision-making applications in the past few years, given the advantages of considering the compromise between maximizing the utility of group and minimizing personal regrets. The q-rung interval-valued orthopair fuzzy set (q-RIVOFS) is a generalization of intuitionistic fuzzy set (IFS) and Pythagorean fuzzy set (PFS) and has emerged to solve more complex and uncertain decision making problems which IFS and PFS cannot handle. In this manuscript, the key innovation is to combine the traditional VIKOR model with q-RIVOFS to develop the q-rung interval-valued orthopair fuzzy VIKOR model. In the new developed model, to express more information, the attribute’s values in MAGDM problems are depicted by q-RIVOFNs. First of all, some basic theories and aggregation operators of q-RIVOFNs are simply introduced. Then we develop the origin VIKOR model to q-RIVOFS environment and briefly express the computing steps of this new established model. Thereafter, the effectiveness of the model is verified by an example of supplier selection of medical consumer products and through comparative analysis, the superiority of the new method is further illustrated.

Abstract
In this article, we expand the Muirhead mean (MM) operator and dual Muirhead mean (DMM) operator with single-valued neutrosophic 2-tuple linguistic numbers (SVN2TLNs) to propose the single-valued neutrosophic 2-tuple linguistic Muirhead mean (SVN2TLMM) operator, the single-valued neutrosophic 2-tuple linguistic weighted Muirhead mean (SVN2TLWMM) operator, the single-valued neutrosophic 2-tuple linguistic dual Muirhead mean (SVN2TLDMM) operator, and the single-valued neutrosophic 2-tuple linguistic weighted dual Muirhead mean (SVN2TLWDMM) operator. Multiple attribute decision making (MADM) methods are then proposed using these operators. Finally, we utilize an applicable example for green supplier selection in green supply chain management to prove the proposed methods.

Abstract
In this paper, the TODIM method is used to solve the multi-attribute decision-making problem with unknown attribute weight in venture capital, and the decision information is given in the form of single-valued neutrosophic numbers. In order to consider the objectivity and subjectivity of decision-making problems reasonably, the optimal weight is obtained by combining subjective weights and objective weights. Subjective weights are given directly by decision makers. Objective weights are obtained by establishing a weight optimization model with known decision information, then this method will compare with entropy weight method. These simulation results also validate the effectiveness and reasonableness of this proposed method.

Abstract
Fuzzy information in venture capital can be well expressed by neutrosophic numbers, and TODIM method is an effective tool for multi-attribute decision-making. The distance measure is an essential step in TODIM method. The keystone of this paper is to define several new distance measures, in particular the improved interval neutrosophic Euclidean distance, and these measures are applied in the TODIM method for multi-attribute decision-making. Firstly, the normalized generalized interval neutrosophic Hausdorff distance is defined and proved to be valid in this paper. Secondly, we define a weighted parameter interval neutrosophic distance and discuss whether different weight parameters affect the decision result based on TODIM method. Thirdly, considering the preference perspective of decision-makers in behavioral economics, we define the improved interval neutrosophic Euclidean distance with the known parameter of risk preference. Finally, an application example is given to compare the effects of different parameters on the result and discuss the feasibility of these two distance measures in TODIM method.

Abstract
In this article, we extend the original TODIM (Portuguese acronym for Interactive Multi-Criteria Decision Making) method to the 2-tuple linguistic neutrosophic fuzzy environment to propose the 2TLNNs TODIM method. In the extended method, we use 2-tuple linguistic neutrosophic numbers (2TLNNs) to present the criteria values in multiple attribute group decision making (MAGDM) problems. Firstly, we briefly introduce the definition, operational laws, some aggregation operators and the distance calculating method of 2TLNNs. Then, the calculation steps of the original TODIM model are presented in simplified form. Thereafter, we extend the original TODIM model to the 2TLNNs environment to build the 2TLNNs TODIM model, our proposed method, which is more reasonable and scientific in considering the subjectivity of DM’s behaviors and the dominance of each alternative over others. Finally, a numerical example for the safety assessment of a construction project is proposed to illustrate the new method, and some comparisons are also conducted to further illustrate the advantages of the new method.

Abstract
The objective of the paper is to introduce a new cross entropy measure in a neutrosophic cubic set (NCS) environment, which we call NC-cross entropy measure. We prove its basic properties. We also propose weighted NC-cross entropy and investigate its basic properties. We develop a novel multi attribute decision-making (MADM) strategy based on a weighted NC-cross entropy measure. To show the feasibility and applicability of the proposed multi attribute decision-making strategy, we solve an illustrative example of the multi attribute decision-making problem.

Abstract
A single-valued neutrosophic set has king power to express uncertainty characterized by indeterminacy, inconsistency and incompleteness. Most of the existing single-valued neutrosophic cross entropy bears an asymmetrical behavior and produces an undefined phenomenon in some situations. In order to deal with these disadvantages, we propose a new cross entropy measure under a single-valued neutrosophic set (SVNS) environment, namely NS-cross entropy, and prove its basic properties. Also we define weighted NS-cross entropy measure and investigate its basic properties. We develop a novel multi-attribute group decision-making (MAGDM) strategy that is free from the drawback of asymmetrical behavior and undefined phenomena. It is capable of dealing with an unknown weight of attributes and an unknown weight of decision-makers. Finally, a numerical example of multi-attribute group decision-making problem of investment potential is solved to show the feasibility, validity and efficiency of the proposed decision-making strategy.

Abstract
This paper introduces a novel soft computing technique, called the complex neutrosophic soft expert relation (CNSER), to evaluate the degree of interaction between two hybrid models called complex neutrosophic soft expert sets (CNSESs). CNSESs are used to represent two-dimensional data that are imprecise, uncertain, incomplete and indeterminate. Moreover, it has a mechanism to incorporate the parameter set and the opinions of all experts in one model, thus making it highly suitable for use in decision-making problems where the time factor plays a key role in determining the final decision. The complex neutrosophic soft expert set and complex neutrosophic soft expert relation are both defined. Utilizing the properties of CNSER introduced, an empirical study is conducted on the relationship between the variability of the currency exchange rate and Malaysian exports and the time frame (phase) of the interaction between these two variables. This study is supported further by an algorithm to determine the type and the degree of this relationship. A comparison between different existing relations and CNSER to show the ascendancy of our proposed CNSER is provided. Then, the notion of the inverse, complement and composition of CNSERs along with some related theorems and properties are introduced. Finally, we define the symmetry, transitivity and reflexivity of CNSERs, as well as the equivalence relation and equivalence classes on CNSESs. Some interesting properties are also obtained.

Abstract
A neutrosophic cubic set is the hybridization of the concept of a neutrosophic set and an interval neutrosophic set. A neutrosophic cubic set has the capacity to express the hybrid information of both the interval neutrosophic set and the single valued neutrosophic set simultaneously. As newly defined, little research on the operations and applications of neutrosophic cubic sets has been reported in the current literature. In the present paper, we propose the score and accuracy functions for neutrosophic cubic sets and prove their basic properties. We also develop a strategy for ranking of neutrosophic cubic numbers based on the score and accuracy functions. We firstly develop a TODIM (Tomada de decisao interativa e multicritévio) in the neutrosophic cubic set (NC) environment, which we call the NC-TODIM. We establish a new NC-TODIM strategy for solving multi attribute group decision making (MAGDM) in neutrosophic cubic set environment. We illustrate the proposed NC-TODIM strategy for solving a multi attribute group decision making problem to show the applicability and effectiveness of the developed strategy. We also conduct sensitivity analysis to show the impact of ranking order of the alternatives for different values of the attenuation factor of losses for multi-attribute group decision making strategies.
