Current Status of Air Toxics Management and Its Strategies for Controlling Emissions in Taiwan

Urban air pollution control policies and strategies: a systematic review

A wide range of policies, strategies, and interventions have been implemented to improve air quality all over the world. This systematic review comprehensively appraises the policies and strategies on air pollutants controls enacted in different countries, worldwide. Three databases, Web of Science, PubMed and Scopus, were used for the search. After screening, a total of 114 eligible manuscripts were selected from 2219 documents for further analysis. Selected articles were divided into two categories: (1) articles focusing on introducing the policies and strategies enacted for controlling air pollution in different countries, and (2) articles which focused on different policies and strategies to control one or more specific pollutants. In the former one, urban air pollution control strategies and policies were divided into four categories, namely, general strategies and policies, transportation, energy, and industry. In case of latter category, policies and strategies focused on controlling six pollutants (PM, SO₂, NO₂, VOC_S, O₃ and photochemical smog). The results indicated that, the most common policies and strategies enacted in most countries are pertinent to the transportation sector. Changing energy sources, in particular elimination or limited use of solid fuels, was reported as an effective action by governments to reduce air pollution. Overall, most policies enacted by governments can be divided into three general categories: (a) incentive policies such as implementing a free public transportation program to use fewer private cars, (b) supportive policies such as paying subsidies to change household fuels, and (c) punitive policies such as collecting tolls for cars to enter the congestion charging areas. Depending on the circumstances, these policies are implemented alone or jointly. In addition to the acceptance of international agreements to reduce air pollution by governments, greater use of renewable energy, clean fuels, and low-pollution or no-pollution vehicles such as electric vehicles play an important role in reducing air pollution.

Associations of Reduced Ambient PM2.5 Level With Lower Plasma Glucose Concentration and Decreased Risk of Type 2 Diabetes in Adults: A Longitudinal Cohort Study

It remains unknown whether reduced air pollution levels can prevent type 2 diabetes mellitus. In this study, we investigated the associations between dynamic changes in long-term exposure to ambient fine particulate matter, defined as particulate matter with an aerodynamic diameter ≤2.5 μm (PM2.5), and changes in fasting plasma glucose (FPG) levels and incidence of type 2 diabetes. A total of 151,398 adults (ages ≥18 years) were recruited in Taiwan between 2001 and 2014. All participants were followed up for a mean duration of 5.0 years. Change in PM2.5 (ΔPM2.5) was defined as the value at a follow-up visit minus the corresponding value at the immediately preceding visit. The PM2.5 concentration in Taiwan increased during 2002-2004 and began to decrease in 2005. Compared with participants with little or no change in PM2.5 exposure, those with the largest decrease in PM2.5 had a decreased FPG level (β = -0.39, 95% confidence interval: -0.47, -0.32) and lower risk of type 2 diabetes (hazard ratio = 0.86, 95% confidence interval: 0.80, 0.93). The sensitivity analysis and analyses stratified by sex, age, body mass index, smoking, alcohol drinking, and hypertension generally yielded similar results. Improved PM2.5 air quality is associated with a better FPG level and a decreased risk of type 2 diabetes development.

Long-term variations in PM2.5 concentrations under changing meteorological conditions in Taiwan

With emission control efforts, the PM_2.5 concentrations and PM_2.5 exceedance days (daily mean PM_2.5 concentrations >35 µg m⁻³) show an apparent declining trend from 2006–2017. The PM_2.5 concentrations increase from the northern to southern part of western Taiwan, and reductions in the PM_2.5 concentration generally decrease from northern to southern part of western Taiwan. Thus, mitigation of the PM_2.5 problem is less effective in southwestern Taiwan than in other regions in Taiwan. Analysis of a 39-year ERA-interim reanalysis dataset (1979–2017) reveals a weakening of the East Asian winter monsoon, a reduction in northeasterly (NE) monsoonal flow, and a tendency of enhanced stably stratified atmospheric structures in Taiwan and the surrounding area. The observed surface wind speed also presents a long-term decline. We can conclude that the long-term PM_2.5 variations in Taiwan are mainly associated with changes in local anthropogenic emissions and modulated by short-term yearly variations due to strong haze events in China. In southwestern Taiwan, the long-term trend of PM_2.5 reductions is possibly offset by worsening weather conditions, as this region is situated on the leeside of the mountains and often subject to stagnant wind when under the influence of NE monsoonal flow.

Carcinogens that induce the A:T > T:A nucleotide substitutions in the genome

Recently, Ng et al. reported that the A:T > T:A substitutions, proposed to be a signature of aristolochic acid (AA) exposure, were detected in 76/98 (78%) of patients with hepatocellular carcinoma (HCC) from the Taiwan Province of China, and 47% to 1.7% of HCCs from the Chinese mainland and other countries harbored the nucleotide changes. However, other carcinogens, e.g., tobacco carcinogens 4-aminobiphenyl and 1,3-butadiene, air toxic vinyl chloride and its reactive metabolites chloroethylene oxide, melphalan and chlorambucil, also cause this signature in the genome. Since tobacco smoke is a worldwide public health threat and vinyl chloride distributes globally and is an air pollutant in Taiwan Province, the estimation of the patients' exposure history is the key to determine the "culprit" of the A:T > T:A mutations. Apparently, without estimation of the patients' exposure history, the conclusion of Ng et al. is unpersuasive and misleading.

A review of odour impact criteria in selected countries around the world

Exposure to environmental odour can result in annoyance, health effects and depreciation of property values. Therefore, many jurisdictions classify odour as an atmospheric pollutant and regulate emissions and/or impacts from odour generating activities at a national, state or municipal level. In this work, a critical review of odour regulations in selected jurisdictions of 28 countries is presented. Individual approaches were identified as: comparing ambient air odour concentration and individual chemicals statistics against impact criteria (maximum impact standard); using fixed and variable separation distances (separation distance standard); maximum emission rate for mixtures of odorants and individual chemical species (maximum emission standard); number of complaints received or annoyance level determined via community surveys (maximum annoyance standard); and requiring use of best available technologies (BAT) to minimize odour emissions (technology standard). The comparison of model-predicted odour concentration statistics against odour impact criteria (OIC) is identified as one of the most common tools used by regulators to evaluate the risk of odour impacts in planning stage assessments and is also used to inform assessment of odour impacts of existing facilities. Special emphasis is given to summarizing OIC (concentration percentile and threshold) and the manner in which they are applied. The way short term odour peak to model time-step mean (peak-to-mean) effects is also captured. Furthermore, the fundamentals of odorant properties, dimensions of nuisance odour, odour sampling and analysis methods and dispersion modelling guidance are provided. Common elements of mature and effective odour regulation frameworks are identified and an integrated multi-tool strategy is recommended.
