Effects of Human Activities on Evapotranspiration and Its Components in Arid Areas

With the increasing impact of human activities on the environment, evapotranspiration (ET) has changed in arid areas, which further affects the water resources availability in the region. Therefore, understanding the impact of human activities on ET and its components is helpful to the management of water resources in arid areas. This study verified the accuracy of Fisher's model (PT-JPL model) for ET estimation in southern Xinjiang, China by using the evaporation complementarity theory dataset (AET dataset). The ET and the evapotranspiration components (T:E) of six land-use types were estimated in southern Xinjiang from 1982 to 2015, and the impact of human activities on ET was analyzed. In addition, the impact of four environmental factors (temperature (Temp), net radiation (Rn), relative humidity (RH), and NDVI) on ET were evaluated. The results showed that the calculated ET values of the PT-JPL model were close to the ET values of the AET dataset. The correlation coefficient (R2) was more than 0.8, and the NSE was close to 1. In grassland, water area, urban industrial and mining land, forest land, and cultivated land, the ET values were high, and in unused land types, the ET values were the lowest. The T:E values varied greatly in urban industrial and mining land, forest land, and cultivated land, which was due to the intensification of human activities, and the values were close to 1 in summer in recent years. Among the four environmental factors, temperature largely influenced the monthly ET. These findings suggest that human activities have significantly reduced soil evaporation and improved water use efficiency. The impact of human activities on environmental factors has caused changes in ET and its components, and appropriate oasis expansion is more conducive to regional sustainable development.

Performance Evaluation Method of Public Administration Department Based on Improved DEA Algorithm

This paper proposes a performance evaluation method of public administration departments based on the improved DEA algorithm, which solves the quality problem of performance evaluation of public administration departments and lays a foundation for the long-term development and performance improvement of public administration departments. The DEA model is the core to sort out the performance evaluation methods of public administration departments. From the perspective of DEA algorithm, whether DEA is effective is an important content that public administration departments must consider when carrying out performance administration, and public service satisfaction is the core parameter obtained by DEA algorithm. That is to say, by optimizing public services and improving service satisfaction, the public administration department can further improve the quality of performance evaluation. Therefore, we can carry out performance evaluation of public administration departments from the satisfaction of public services. The empirical research conclusion shows that according to the effective judgment theorem of DEA, it can be concluded that among the eight social security departments, there are five departments that can achieve DEA effectiveness, namely department 2, department 3, department 4, department 5, and department 6. There are three non-DEA valid ones, namely, department 1, department 7 and department 8. The public satisfaction and the total service cost will affect the performance quality to a certain extent, and only by balancing various influencing factors can the performance evaluation quality of the public administration department be maximized.

The Use of Internet of Things and Cloud Computing Technology in the Performance Appraisal Management of Innovation Capability of University Scientific Research Team

This study aims to speed up the progress of scientific research projects in colleges and universities, continuously improve the innovation ability of scientific research teams in colleges and universities, and optimize the current management methods of performance appraisal of college innovation ability. Firstly, the needs of the innovation performance evaluation system are analyzed, and the corresponding innovation performance evaluation index system of scientific research team is constructed. Secondly, the Internet of Things (IoT) combines the Field Programmable Gate Array (FPGA) to build an innovation capability performance appraisal management terminal. Thirdly, the lightweight deep network has been built into the innovation ability performance assessment management network of university scientific research teams, which relates to the innovation performance assessment index system of scientific research teams. Finally, the system performance is tested. The results show that the proposed method has different degrees of compression for MobileNet, which can significantly reduce the network computation and retain the original recognition ability. Models whose Floating-Point Operations (FLOPs) are reduced by 70% to 90% have 3.6 to 14.3 times fewer parameters. Under different pruning rates, the proposed model has higher model compression rate and recognition accuracy than other models. The results also show that the output of the results is closely related to the interests of the research team. The academic influence score of Team 1 is 0.17, which is the highest among the six groups in this experimental study, indicating that Team 1 has the most significant academic influence. These results provide certain data support and method reference for evaluating the innovation ability of scientific research teams in colleges and universities and contribute to the comprehensive development of efficient scientific research teams.

Energy-Based Approaches in Estimating Actual Evapotranspiration Focusing on Land Surface Temperature: A Review of Methods, Concepts, and Challenges

The surface energy balance (SEB) model is a physically based approach in which aerodynamic principles and bulk transfer theory are used to estimate actual evapotranspiration. A wide range of different methods have been developed to parameterize the SEB equation; however, few studies addressed solutions to the SEB considering the land surface temperature (LST). Therefore, in the current review, a clear and comprehensive classification is provided for energy-based approaches considering the key role of LST in solving the energy budget. In this regard, three general approaches are presented using LSTs derived by climate and land surface models (LSMs), satellite-based data, and energy balance closure. In addition, this review surveys the concepts, required inputs, and assumptions of energy-based LSMs and SEB algorithms in detail. The limitations and challenges of aforementioned approaches including land surface temperature, surface energy imbalance, and calculation of surface and aerodynamic resistance network are also assessed. According to the results, since the accuracy of resulting LSTs are affected by weather conditions, surface energy closure, and use of vegetation/meteorological information, all approaches are faced with uncertainties in determining ET. In addition, for further study, an interactive evaluation of water and energy conservation laws is recommended to improve the ET estimation accuracy.
