African swine fever outbreak on a medium-sized farm in Uganda: biosecurity breaches and within-farm virus contamination

Actions and perceived impact of African swine fever control measures along the smallholder pig value chain in Uganda

Pig production in Uganda is constrained by African swine fever (ASF) which is endemic in the country. Current measures taken by the Government of Uganda in controlling ASF outbreaks include trade and livestock movement restrictions, called "quarantine." Little is known about the actions of, and impact of value chain actors in response to ASF quarantines. This study describes actions that different stakeholders in the smallholder pig value chain took, and the perceived economic impact, during ASF quarantines. Data was collected in ten focus group discussions (FGD) using participatory epidemiology tools and two key informants' (KIs) interviews with District Veterinary Officers (DVOs) of Kisoro and Moyo districts in Uganda. The results show that during ASF quarantine, pig value chain actors shifted their activities from formal places such as livestock markets, slaughter slabs, pork butcheries and pork joints to informal places such as farmers' homesteads. Farmers were perceived the most economically affected stakeholder group with forgone income due to unsold pigs, costs for implementing biosecurity measures and extra costs for feeding unsold pigs being the major perceived causes of the losses. The continued trade in pigs and pig products in informal marketplaces suggests that quarantine might not be effective for hindering activities that might spread ASF in these settings. The perceived economic losses provide an insight into the negative economic impact of the quarantine for the different stakeholders.

A survey of biosecurity practices of pig farmers in selected districts affected by African swine fever in Uganda

Introduction

In Uganda, pig production is an important source of livelihood for many people and contributes to food security. African swine fever (ASF) is a major constraint to pig production in Uganda, threatening the food supply and sustainable livelihoods. Prevention of ASF primarily relies on good biosecurity practices along the pig value chain. Previous studies showed that biosecurity along the pig value chain and on farms in Uganda is poor. However, the biosecurity practices of pig farmers in ASF affected areas of Uganda and their opinions on on-farm ASF morbidity and mortality were previously not comprehensively characterized. The objectives of this study were to document pig farmers' experiences with ASF in their farms and to describe the pig biosecurity practices in districts of Uganda that were highly affected by ASF.

Methods

A total of 99 farmers were interviewed in five districts. Data were collected by way of triangulation through farmer interviews, field observations during the farmer interviews, and a survey of key informants. However, farmer interviews were considered the primary source of data for this study. Farmers' biosecurity practices were scored using a biosecurity scoring algorithm.

Results

Forty-one out of 96 (42.7%) farmers reported having pigs with ASF in the past 12 months. The level of pig farming experience (p = 0.0083) and herd size (p < 0.0001) were significantly associated with the reported occurrence of ASF. Overall, the biosecurity scores for the respondents were considered poor with 99% (98/99) scoring <70% and just one farmer obtaining a fair score of 72.2%. District (p = 0.0481), type of husbandry system (p = 0.014), and type of pig breed raised (p = 0.004) were significantly associated with farmer's biosecurity score.

Conclusion

Continued farmer education on ASF and the importance of good biosecurity practices is necessary. More in-depth scientific inquiry into the factors influencing the biosecurity practices among pig farmers in Uganda is necessary.

Whole Genome Sequencing Shows that African Swine Fever Virus Genotype IX Is Still Circulating in Domestic Pigs in All Regions of Uganda

Blood samples were collected from pigs at six abattoirs in the Kampala, Uganda metropolitan area from May 2021 through June 2022, and tested for African swine fever virus. Thirty-one samples with cycle threshold values < 26 from pigs with different geographic origins, clinical and pathologic signs, and Ornithodoros moubata exposure underwent whole genome sequencing. The p72 gene was used to genotype the isolates, and all were found to be genotype IX; whole genome sequences to previous genotype IX isolates confirmed their similarity. Six of the isolates had enough coverage to evaluate single nucleotide polymorphisms (SNPs). Five of the isolates differed from historic regional isolates, but had similar SNPs to one another, and the sixth isolate also differed from historic regional isolates, but also differed from the other five isolates, even though they are all genotype IX. Whole genome sequencing data provide additional detail on viral evolution that can be useful for molecular epidemiology, and understanding the impact of changes in genes to disease phenotypes, and may be needed for vaccine targeting should a commercial vaccine become available. More sequencing of African swine fever virus isolates is needed in Uganda to understand how and when the virus is changing.

Economic losses associated with respiratory and helminth infections in domestic pigs in Lira district, Northern Uganda

This study sought to quantify direct economic losses due to respiratory and gastrointestinal (GI) helminth infections in domestic pigs in Uganda. In a longitudinal study design with repeated measures, farm visits were made at 2 month intervals from October 2018 to September 2019. Weaner and grower pigs (n = 288) aged 2-6  months from 94 farms were sampled. The pigs were monitored for growth and screened for exposure to four important respiratory pathogens: porcine circovirus type 2 (PCV2), porcine reproductive and respiratory syndrome virus (PRRSv), Mycoplasma hyopneumoniae (M. hyo), Actinobacillus pleuropneumoniae (App) using ELISA tests. Farm management practices were recorded and used to generate management level scores. Treatment expenses incurred were recorded throughout the study. A mixed effects model was fitted to quantify effects of respiratory and helminth infections on average daily weight gains (ADGs), with farm and pig as random effects. Analysis of variance (ANOVA) was used to determine differences in mean treatment costs by farm management standard. Financial losses were estimated from average carcass dressing percentage, ADG reductions during fattening (200  days). Results showed a grower pig in a given farm exposed to PRRSv and Ascaris spp. had significantly lower ADG by 17.10 gr/day and 16.80 grams/day respectively, compared to a similar unexposed pig (p < 0.05). Mean treatment costs per pig declined significantly with increase in management standard scores (MSS), from USD 1.13 per pig in MSS 1 (poor management) farms to USD 0.95 for MSS 3 (better management) farms (p < 0.05). We show that monetary losses due to PRRSv and Ascaris spp. infection amounted to USD 6.6 ± 2.7 and 6.50 ± 3.2 (Mean ± SEM) per pig, respectively during 200 days of fattening. This study strengthens evidence that improving management practices to reduce infections mitigates economic losses. To guide interventions, further studies are required to unravel the full extent of indirect economic losses.

Co-created community contracts support biosecurity changes in a region where African swine fever is endemic – Part II: Implementation of biosecurity measures

Smallholder subsistence pig production is common in Uganda and African swine fever (ASF) is endemic in the country, with its spread driven by human activities along the smallholder value chain. Previous research in the study area has revealed that many stakeholders are aware of how ASF is spread, its prevention and control, and have a generally positive attitude towards biosecurity. Despite this, even basic biosecurity is largely lacking. Costs, as well as a lack of adaptation to the local context, culture and traditions have been identified as factors hindering biosecurity implementation. Community engagement and local ownership of disease problems are increasingly recognised as important for improving disease prevention and control. The objective of this study was to investigate the capacity of participatory action at community level with broad inclusion of stakeholders to improve biosecurity in the smallholder pig value chain. Specific attention was paid to participants' perceptions and experiences of implementing the biosecurity measures included in their co-created community contracts. The study was conducted in Northern Uganda in villages purposively selected on the basis of previous occurrences of ASF. In each village, farmers and traders were also purposively selected. At a first meeting, basic information about ASF was shared and participants presented with a list of biosecurity measures adapted for farmers and traders respectively. Participants discussed each measure in farmer and trader subgroups, decided on the measures to implement for one year, and signed a community contract to this effect. The following year, interviews were again undertaken and implementation support given. Interview data were coded and thematically analysed. Each subgroup chose a minimum of three and a maximum of nine measures, with wide variations between villages in their selection of measures. At the follow-ups, none of the subgroups had fully implemented what had been agreed in their contract, but all had changed some of their biosecurity routines. Some frequently recommended biosecurity measures, such as not borrowing breeding boars, were not considered feasible. Relatively simple and cheap biosecurity measures were rejected for reasons of cost, highlighting the participants' general level of poverty and the relevance of poverty as a specific factor governing disease control results. The participatory methodology allowing for discussions, co-creation and the option to refuse measures seemed to facilitate the implementation of measures that had initially been thought to be controversial. The broad community approach was deemed to be positive for strengthening community identity, cooperation and implementation.

Co-created community contracts support biosecurity changes in a region where African swine fever is endemic - Part I: The methodology

In Northern Uganda more people live in poverty than elsewhere in the country. Small-scale pig-keeping is common and African swine fever (ASF) is endemic, spreading along the smallholder value chain. Biosecurity measures remain the only way to prevent and control the spread of ASF in this context. Previous research in the study area has shown that many stakeholders are aware of ASF, how it is spread and methods for prevention and control, but biosecurity implementation remains limited. Participatory approaches have been suggested in order to increase community engagement in relation to animal disease control, ensuring that disease prevention or control actions are guided by local people's priorities and the promotion of local ownership of disease control. The objective of this study was to investigate the capacity of participatory action at community level with a broad inclusion of stakeholders to initiate change and greater stakeholder ownership to improve biosecurity in the smallholder pig value chain. Specific attention was paid to the feasibility of co-created community contracts for this purpose. The study was carried out in Northern Uganda in six purposively selected villages and included both farmers and traders. Centred on co-created community contracts on biosecurity, the study comprised repeated group discussions, semi-structured and structured group and individual interviews, as well as field observations. At the first meeting, participants were presented with suggested biosecurity measures adapted for farmers and traders respectively. Participants discussed each measure, agreed which ones to implement for one year, and co-created a community contract to this effect. During the study period, repeated interviews were undertaken and implementation support was provided. Interview data was coded and thematically analysed. Great diversity was observed between communities with regard to which and how many measures were selected, illustrating heterogeneity in the possibilities of biosecurity implementation and the complexity of livelihood challenges. The methodology appeared to be effective at instigating change, with all the communities changing some of their biosecurity behaviour during the study period. The intensified communication and cooperation around pigs in the communities reinforced the sense of group identity and the capacity-building offered at the first meeting supported implementation and appeared to be more important than the physical contract. Participants reported feeling empowered and described how they shared their knowledge, educated their peers and acted as catalysts for wider biosecurity change in their communities. These are promising results and indicate a positive attitude to both the agreed measures and the methodology.

Prioritisation of Provinces for African Swine Fever Intervention in South Africa through Decision Matrix Analysis

South Africa has experienced an increase in the number of African swine fever (ASF) outbreaks in domestic pigs in the last ten years. Intervention will be needed in the form of control and prevention strategies to minimise the impact of this disease in the country. The aim of this study is to prioritise which provinces resources should be allocated to for ASF intervention strategies, based on the risk factors identified as pertinent in South Africa. A multi-criteria decision analysis approach was followed using an analytic hierarchy process (AHP) method to determine the perceived risk of ASF outbreaks in domestic pigs per province. Nine risk factors applicable to the South African context were identified from literature. Data on the presence of these risk factors per province were collected from records and by means of a questionnaire. The risk factors were weighted by means of an AHP. The decision matrix determined that ASF intervention and prevention resources should be focused on Mpumalanga, Free State and Gauteng provinces in South Africa. Specific intervention strategies should be focused on the confinement of pigs, swill-feeding of pigs and buying/selling of pigs at auctions through a participatory approach with stakeholders.

Genotyping of African Swine Fever Virus (ASFV) Isolates in Romania with the First Report of Genotype II in Symptomatic Pigs

The World Organisation for Animal Health has listed African swine fever as the most important deadly disease in domestic swine around the world. The virus was recently brought from South-East Africa to Georgia in 2007, and it has since expanded to Russia, Eastern Europe, China, and Southeast Asia, having a devastating impact on the global swine industry and economy. In this study, we report for the first time the molecular characterization of nine African swine fever virus (ASFV) isolates obtained from domestic pigs in Mureş County, Romania. All nine Romanian samples clustered within p72 genotype II and showed 100% identity with all compared isolates from Georgia, Armenia, Russia, Azerbaijan, Ukraine, Belarus, Lithuania, and Poland. This is the first report of ASFV genotype II in the country.

African Swine Fever Virus (ASFV): Biology, Genomics and Genotypes Circulating in Sub-Saharan Africa

African swine fever (ASF) is a highly infectious and fatal haemorrhagic disease of pigs that is caused by a complex DNA virus of the genus Asfivirus and Asfarviridae African suids family. The disease is among the most devastating pig diseases worldwide including Africa. Although the disease was first reported in the 19th century, it has continued to spread in Africa and other parts of the world. Globally, the rising demand for pork and concomitant increase in transboundary movements of pigs and pork products is likely to increase the risk of transmission and spread of ASF and pose a major challenge to the pig industry. Different genotypes of the ASF virus (ASFV) with varying virulence have been associated with different outbreaks in several countries in sub-Saharan Africa (SSA) and worldwide, and understanding genotype circulation will be important for ASF prevention and control strategies. ASFV genotypes unique to Africa have also been reported in SSA. This review briefly recounts the biology, genomics and genotyping of ASFV and provides an account of the different genotypes circulating in SSA. The review also highlights prevention, control and progress on vaccine development and identifies gaps in knowledge of ASFV genotype circulation in SSA that need to be addressed.

The Context of Application of Biosecurity for Control of African Swine Fever in Smallholder Pig Systems: Current Gaps and Recommendations

African swine fever (ASF) is a highly fatal disease of pigs. It is a threat to the pig industry as it lowers production and significantly impacts on livelihoods. ASF has no cure and a vaccine against it is yet to be developed. Outbreaks continue to be reported in Africa and Asia, where the setting of the pig value chain (farm, market, and slaughter practices) coupled with the risky behaviors of actors, contribute to persistence of the virus in pig populations. The role of these factors in the epidemiology of the disease is reviewed with a focus on smallholder pig systems in Africa. Biosecurity at the farm level is particularly emphasized, and factors influencing its adoption highlighted. Socio-cultural factors and weaknesses at the disease control policy level are critical and should not be ignored. Gender and equity are important aspects and ought to be considered in discussions to improve the sector. The findings are expected to define priorities for interventions to improve pig productivity (as these regions wait for the vaccine to be developed).

Perceptions of pastoralist problems: A participatory study on animal management, disease spectrum and animal health priorities of small ruminant pastoralists in Georgia

Small ruminants support the livelihoods of millions of poor pastoralist and sedentary households around the world. While pastoralists are generally not amongst the poorest in terms of assets, they are frequently marginalised in terms of their access to political power, health and education. This study was undertaken among pastoralist households keeping small ruminants in four regions of the country of Georgia. Small ruminants are an important cultural, social and economic asset in Georgia and are mainly managed in a transhumant pastoralist system. Georgia suffered its first, and so far only outbreak of peste des petits ruminants (PPR) in 2016. This qualitative interview study was designed to acquire contextual understanding of local small ruminant husbandry and the livelihood situations of the participating pastoralists, and to detect historical, unreported PPR outbreaks. Focus group discussions comprising participatory epidemiology tools and other forms of interviews were used to explore small ruminant management, disease spectrum and management, and animal health priorities. The participants had experienced a wide variety of animal health constraints, with intestinal worms, braxy, piroplasmosis, pasture-related problems, predators and lameness emerging as priorities. No historic, unreported PPR outbreak was detected in this study, and PPR was not a priority for participants. Instead, the day-to-day reality of animal health for the pastoralists was characterised by co-infections of mainly endemic pathogens, and problems related to other challenges such as access to land, feed and genetic resources. The rationale behind the participants' prioritisation of animal health problems was supported by the need to pay extra attention to animals in order to avoid risk factors, keep animals healthy and minimise the negative impact of diseases or management problems; the various epidemiological and clinical parameters of the prioritised diseases; the economic impact of the specific problems and the zoonotic potential of diseases and predation. Even within regions, and within seemingly socially and culturally homogenous groups, there were important local differences in the problems faced by pastoralists that affect their livestock management. This study underlines the importance of a contextualised understanding of the local disease panorama and complexities in the livelihood situations of rural people when designing actions to improve animal health in general or, more specifically, passive surveillance as well as prevention or control measures. Finally, it is concluded that to achieve such an understanding, there is a need for participatory, scoping-style studies that specifically acknowledge diversity and power relations.

An outbreak of African swine fever in small-scale pigs, Gauteng, South Africa, July 2020

OBJECTIVES

Since 2012, outbreaks of African swine fever (ASF) in domestic pigs have increased outside of South Africa's ASF control zone. This study describes the epidemiological investigation and findings of an ASF outbreak in a small-scale pig unit in Gauteng Province and makes recommendations to prevent future outbreaks.

METHODS

PCR testing and molecular analysis were performed on pig tissue samples. Veterinary services conducted epidemiological investigations, forward and backward tracing, and surveillance. Farm management and biosecurity practices were assessed. Quarantine, culling, carcass disposal, and disinfection were implemented.

RESULTS

ASF virus genotype I was detected. A concurrent ASF outbreak in neighbouring Mpumalanga Province was identified as a possible source. Inadequate biosecurity measures probably facilitated viral transmission. Potential mechanisms for the introduction of the ASF virus include swill feeding practices, free roaming of pigs, scavenging, illegal slaughter, and trade of pig products within the community.

CONCLUSIONS

Molecular typing of the ASF virus linked the outbreak to an ongoing ASF outbreak in Mpumalanga Province. Pig enterprises with poor biosecurity practices may face greater risk of ASF introduction. Small-scale pig keepers should be targeted for ASF awareness and education campaigns. Innovative and cost-effective biosecurity solutions are needed in this resource-poor setting.

Animal health beyond the single disease approach - A role for veterinary herd health management in low-income countries?

In order to identify and evaluate health related constraints faced by Ugandan pig farmers, a veterinary herd health management approach (VHHM) was applied in 20 randomly selected pig farms in the Lira district, Uganda. Regular herd visits were conducted between July 2018 and June 2019, using e.g. interviews, observations, clinical examinations and laboratory analyzes to gather qualitative and quantitative data on relevant aspects of the production. The pig farmers kept on average 18.6 pigs, including 2.6 sows/year. The production figures varied considerably but were generally poor. The sows produced 1.6 litters/year and 8.2 piglets born alive per litter, the average daily gain was 101 g/day, and the mortality in growers was 9.7%. Four major constraints were identified; poor nutrition, infectious diseases, inferior biosecurity, and poor reproductive management. The quantity and quality of feed was suboptimal. Endo- and ectoparasites were very common, causing diarrhea, bronchitis, pneumonia, skin lesions and pruritus. Post-weaning diarrhea associated with enterotoxigenic Escherichia coli was important in the two largest herds, and parvoviral antibodies were found in seven herds, two experiencing problems with mummified fetuses. Biosecurity practices were insufficient and inconsistent, with free-ranging pigs and the use of village boars being the major risks. Reproductive figures were affected by poor estrus detection and service management. Overall, farmers lacked important knowledge on good management practices. In conclusion, the VHHM identified several important constraints that should be addressed in order to increase the productivity of Ugandan pig herds.

African Swine Fever Epidemiology and Control

African swine fever is a devastating disease that can result in death in almost all infected pigs. The continuing spread of African swine fever from Africa to Europe and recently to the high-pig production countries of China and others in Southeast Asia threatens global pork production and food security. The African swine fever virus is an unusual complex DNA virus and is not related to other viruses. This has presented challenges for vaccine development, and currently none is available. The virus is extremely well adapted to replicate in its hosts in the sylvatic cycle in East and South Africa. Its spread to other regions, with different wildlife hosts, climatic conditions, and pig production systems, has revealed unexpected epidemiological scenarios and different challenges for control. Here we review the epidemiology of African swine fever in these different scenarios and methods used for control. We also discuss progress toward vaccine development and research priorities to better understand this complex disease and improve control.

Investigation into eradication of African swine fever in domestic pigs from a previous outbreak (2016/17) area of South Africa

A serological survey was conducted to evaluate the eradication of African swine fever (ASF) infection eighteen months after clinical surveillance and selective culling had been completed during domestic cycle outbreaks in parts of South Africa in 2016/17. Three hundred and twenty-two serum samples from 85 pig keepers were collected in the study area and tested for the presence of antibodies against the ASF virus (ASFV). None of the samples contained detectable levels of antibodies against ASFV. These results together with the findings from clinical surveillance following culling activities suggest that the disease had been eradicated from the domestic pig population in this area following the outbreaks. Questionnaire responses from the pig keepers in this area highlighted the need to implement basic biosecurity measures in smallholder pig keepers to prevent outbreaks of ASF in South Africa.

Investigation of African swine fever outbreaks in pigs outside the controlled areas of South Africa, 2012-2017

South Africa historically experienced sporadic African swine fever (ASF) outbreaks in domestic pigs in the northern parts of the country. This was subsequently indicated to be because of spillover from the sylvatic cycle of ASF between warthog and tampans (soft ticks) in the area. South Africa declared this area an ASF-controlled area in 1935, and the area is still controlled in terms of the Animal Diseases Act, 1984 (Act 35 of 1984). Two main epidemics of ASF in domestic pigs were identified outside of the South African ASF-controlled area. The first occurred in 2012 with outbreaks in Gauteng and Mpumalanga provinces, and the second occurred in 2016-2017 with outbreaks in the North West, Free State and Northern Cape provinces. These were the first ASF epidemics in South Africa associated with transmission of the disease via a domestic cycle. This study found that the spread of ASF in these epidemics was mainly via auctions, swill feeding and scavenging. These three aspects need to be addressed in terms of awareness and education on the disease including implementation of biosecurity measures in order to prevent future ASF outbreaks in South Africa. Specific biosecurity measures should be implemented in the semi-commercial sector to prevent ASF-infected pigs and pig products from being moved to naïve pigs and therefore spreading the disease.

Spatio-Temporal Analysis of the Spread of ASF in the Russian Federation in 2017-2019

Currently, African swine fever (ASF) is one of the biggest global economic challenges in Europe and Asia. Despite all the efforts done to understand the mechanism of spread, presence and maintenance of ASF in domestic pigs and wild boar, there are still many gaps in the knowledge on its epidemiology.

This study aims to describe spatial and temporal patterns of ASF spread in wild boar and domestic pigs in the country during the last three years. Methods of Spatio-temporal scanning statistics of Kulldorff (SatScan) and Mann-Kendell statistics (space-time cube) were used to identify potential clusters of outbreaks and the presence of hot spots (areas of active flare clusters), respectively. The results showed that ASF in the country has a local epidemic pattern of spread (11 explicit clusters in wild boar and 16 epizootic clusters were detected in the domestic pig population: 11 in the European part and 5 in the Asian part), and only six of them are overlapped suggesting that ASF epidemics in domestic pigs and wild boar are two separate processes. In the Nizhny Novgorod, Vladimir, Ivanovo, Novgorod, Pskov, Leningrad regions, the clusters identified are characterized as sporadic epidemics clusters, while in the Ulyanovsk region, Primorsky Territory, and the Jewish Autonomous Region the clusters are consistent. Considering the low biosecurity level of pig holdings in the far east and its close economic and cultural connections with China as well as other potential risk factors, it can be expected that the epidemic will be present in the region for a long time. The disease has spread in the country since 2007, and now it is reoccurring in some of the previously affected regions. Outbreaks in the domestic pig sector can be localized easily (no pattern detected), while the presence of the virus in wildlife (several consecutive hot spots detected) hampers its complete eradication. Although the disease has different patterns of spread over the country its driving forces remain the same (human-mediated spread and wild boar domestic-pigs mutual spillover). The results indicate that despite all efforts taken since 2007, the policy of eradication of the disease needs to be reviewed, especially measures in wildlife.

Transboundary Animal Diseases (TADs) affecting domestic and wild African ungulates: African swine fever, foot and mouth disease, Rift Valley fever (1996-2018)

Transboundary Animal Diseases (TADs) affecting ungulates are potentially epidemic diseases that are contagious or transmissible, and a concern for humans worldwide. While globalization has led to increased containment efforts at a global scale, additional local attention is needed as well for vulnerable pastoralist communities that are in close proximity to livestock. We reviewed and then summarized outbreaks, cases, and deaths for 3 TADs (African Swine Fever (ASF), Foot and Mouth Disease (FMD), and Rift Valley Fever (RVF)) affecting domestic and wild ungulates for all African countries from 1996 to 2018 by compiling data from two World Organization for Animal Health databases. For ASF, 22 countries had no data. Countries with the most ASF case were Benin, Democratic Republic of Congo, Madagascar, Malawi, and Nigeria. Greatest reported ASF cases in a year was Benin in 1997 (387,808), Madagascar in 1998 (153,229), and Democratic Republic of Congo in 2011 (112,775). For FMD, 10 countries had no data. Countries with the most FMD cases were Burkina Faso, Tanzania, Zambia, Ethiopia, and Benin. Greatest reported FMD cases in a year was Zambia in 2004 (150,000). For RVF, 34 countries had no data. Countries with the most RVF were Tanzania, South Africa, Rwanda, Mauritania, and Kenya. Greatest reported RVF cases in a single year was Tanzania in 2007 (32,128) and South Africa in 2010 (12,569). Our spatio-temporal summary of these TADs can inform global containment strategies and prioritize local education efforts. Combined, this review enhances global awareness of TAD trends while facilitating education at the local level to prevent the risk of animal-to-human zoonosis through animal handling and management decisions.

Evaluation of the Efficiency of Active and Passive Surveillance in the Detection of African Swine Fever in Wild Boar

African swine fever (ASF) is one of the most severe diseases of pigs and has a drastic impact on pig industry. Wild boar populations play the role of ASF genotype II virus epidemiological reservoir. Disease surveillance in wild boar is carried out either by testing all the wild boar found sick or dead for virus detection (passive surveillance) or by testing for virus (and antibodies) all hunted wild boar (active surveillance). When virus prevalence and wild boar density are low as it happens close to eradication, the question on which kind of surveillance is more efficient in detecting the virus is still open. We built a simulation model to mimic the evolution of the host-parasite interaction in the European wild boar and to assess the efficiency of different surveillance strategies. We constructed a deterministic SIR model, which estimated the probability to detect the virus during the 8 years following its introduction, using both passive and active surveillance. Overall, passive surveillance provided a much larger number of ASF detections than active surveillance during the first year. During subsequent years, both active and passive surveillance exhibited a decrease in their probability to detect ASF. Such decrease, though, was more pronounced for passive surveillance. Under the assumption of 50% of carcasses detection, active surveillance became the best detection method when the endemic disease prevalence was lower than 1.5%, when hunting rate was >60% and when population density was lower than 0.1 individuals/km2. In such a situation, though, the absolute probability to detect the disease was very low with both methods, and finding almost every carcass is the only way to ensure virus detection. The sensitivity analysis shows that carcass search effort is the sole parameter that increases proportionally the chance of ASF virus detection. Therefore, an effort should be made to promote active search of dead wild boar also in endemic areas, since reporting wild boar carcasses is crucial to understand the epidemiological situation in any of the different phases of ASF infection at any wild boar density.

African Swine Fever in a Bulgarian Backyard Farm-A Case Report

African swine fever (ASF) is one of the most threatening diseases for the pig farming sector worldwide. As an effective vaccine is lacking, strict application of control measures is the only way to fight the disease in both industrial farms and backyard holdings. With generally low biosecurity standards, the latter are at particular risk for disease introduction and offer challenging conditions for disease control. In the following case report, we describe the overall course of an ASF outbreak in a Bulgarian backyard farm and the implemented control measures. Farm facilities and available data have been investigated to estimate the possible source, spread and time point of virus introduction. Contact with contaminated fomites entering the stable via human activities was regarded to be the most likely introduction route. The slow disease spread within the farm contributes to the hypothesis of a moderate contagiosity. As no further ASF outbreaks have been detected in domestic pig farms in the region, it could be demonstrated that successful disease control in small-scale farms can be reached. Thus, the report contributes to a better understanding of ASF in the backyard sector.

Presence and survival of African swine fever virus in leeches

This research is focused on the study of African swine fever virus (ASFV) survival in the leech Hirudo medicinalis. To detect the infection route of the virus in leeches, two introduction methods were used: blood-feeding from infected swine hosts and exposure to ASFV-contaminated water (leeches cultivated with ASFV). This study found that the survival of ASFV in leeches was much longer than that in leech-free medium. The persistent presence of the virus in leeches and leech excretion was detected in both groups. The virus excreted from both groups of leeches in the terminal stages of the experiment was able to induce productive infection in porcine alveolar macrophages. In an attempt to understand ASFV, transmission to pigs was conducted through the ingestion of leech-cultivated water and leeches that had fed on ASFV-infected animals or that were cultivated environmentally with the virus. The ingestion of some samples at 60-80 days after cultivation demonstrated successful ASFV transmission via per os infection. In conclusion, leeches can serve as a possible reservoirs for ASFV in the absence of its main hosts - pigs and some ticks of the genus Ornithodoros.

Lack of evidence for long term carriers of African swine fever virus - a systematic review

African swine fever (ASF) was first described in 1921 as a highly fatal and contagious disease which caused severe outbreaks among settlers' pigs in British East Africa. Since then the disease has expanded its geographical distribution and is currently present in large parts of Africa, Europe and Asia and considered a global threat. Although ASF is typically associated with very high case fatality rates, a certain proportion of infected animals will recover from the infection and survive. Early on it was speculated that such survivors may act as carriers of the virus, and the importance of such carries for disease persistence and spread has since then almost become an established truth. However, the scientific basis for such a role of carriers may be questioned. With this in mind, the objective of this study was to review the available literature in a systematic way and to evaluate the available scientific evidence. The selection of publications for the review was based on a database search, followed by a stepwise screening process in order to exclude duplicates and non-relevant publications based on pre-defined exclusion criteria. By this process the number of publications finally included was reduced from the 3664 hits identified in the initial database search to 39 publications, from which data was then extracted and analysed. Based on this it was clear that a definition of an ASF virus carrier is lacking, and that in general any survivor or seropositive animal has been referred to as carrier. It was also clear that evidence of any significant role of such a carrier is absent. Two types of "survivors" could be defined: 1) pigs that do not die but develop a persistent infection, characterised by periodic viraemia and often but not always accompanied by some signs of subacute to chronic disease, and 2) pigs which clear the infection independently of virulence of the virus, and which are not persistently infected and will not present with prolonged virus excretion. There is no evidence that suggests that any of these categories of survivors can be considered as "healthy" carriers, i.e. pigs that show no sign of disease but can transmit the virus to in-contact pigs. However, localized virus persistence in lymphoid tissues may occur to some extent in any of the categories of survivors, which in theory may cause infection after oral uptake. To what extent this is relevant in reality, however, can be questioned given the virus dose generally needed for oral infection.

Smallholders' perceptions on biosecurity and disease control in relation to African swine fever in an endemically infected area in Northern Uganda

In Africa, intensified pig production is frequently accompanied by increased occurrence of African swine fever (ASF) outbreaks, leading to high case fatality rates and socio-economic impact for the farmers. ASF control relies on prevention of disease transmission and control of outbreaks. The aim of this study was to increase the understanding on how the knowledge of ASF epidemiology and control can be transferred into successfully implemented biosecurity interventions on farm and community level. Structured interviews with 200 randomly selected, pig-keeping households in northern Uganda were undertaken three times. Perceptions related to general biosecurity and hypothetical control interventions and attitudes towards pig farming were investigated by measuring the agreement to statements using a Likert scale.

RESULTS

Respondents generally conveyed positivism towards pig farming, biosecurity, and the potential of biosecurity for preventing ASF outbreaks. These positive attitudes, as well as the will to invest in biosecurity, were reduced in households that had experienced ASF outbreaks. Among the control interventions change of boots before entering the pig stable was highly accepted and seasonal adaptation of pig rearing times accepted on medium level. Statements on preventive sales of healthy pigs in connection with outbreaks and on buying pork products from slaughter operations receiving ASF-contact pigs received low acceptance, increasing, however, for households that had experienced ASF outbreaks. Consumption of pork from ASF infected pigs was generally not accepted, medium level of agreement was expressed for statements on the zoonotic potential of ASF and for neutralizing ASF by cooking.

CONCLUSIONS

To gain in-depth understanding of the complexity of people's behaviour, reasoning and decision-making processes, deeper involvement of the social sciences and a qualitative research approach might be used for further studies. Communicating information regarding the ASF not being zoonotic, and how the virus is neutralized will be important for increasing acceptance and enhancing implementation for the hypothetical control interventions preventive sales, safe slaughter, and consumption of processed and safe pork. Likewise, participatory development to adopt any control interventions to the local context on community level will be necessary for successful implementation.

African swine fever: Update on Eastern, Central and Southern Africa

Control of African swine fever (ASF) in countries in Eastern, Central and Southern Africa (ECSA) is particularly complex owing to the presence of all three known epidemiological cycles of maintenance of the virus, namely an ancient sylvatic cycle involving the natural hosts and vectors of the disease as well as domestic cycles with and without involvement of natural vectors. While the situation is well documented in some of the countries, for others very little information is available. In spite of the unfavourable ASF situation, the pig population in the sub-region has grown exponentially in recent decades and is likely to continue to grow in response to rapid urban growth resulting in increasing demand for animal protein by populations that are no longer engaged in livestock production. Better management of ASF will be essential to permit the pig sector to reach its full potential as a supplier of high quality protein and a source of income to improve livelihoods and create wealth. No vaccine is currently available and it is likely that, in the near future, the sub-region will continue to rely on the implementation of preventive measures, based on the epidemiology of the disease, to avoid both the devastating losses that outbreaks can cause and the risk the sub-region poses to other parts of Africa and the world. The current situation in the ECSA sub-region is reviewed and gaps in knowledge are identified in order to support ongoing strategy development for managing ASF in endemic areas.

Molecular Characterization of African Swine Fever Viruses from Outbreaks in Peri-Urban Kampala, Uganda

African swine fever (ASF) is an infectious transboundary disease of domestic pigs and wild swine and is currently the most serious constraint to piggery in Uganda. The causative agent of ASF is a large double-stranded linear DNA virus with a complex structure. There are twenty-four ASFV genotypes described to date; however, in Uganda, only genotypes IX and X have been previously described. Inadequate ASF outbreak investigation has contributed to the delayed establishment of effective interventions to aid the control of ASF. Continuous virus characterization enhances the understanding of ASF epidemiology in terms of viral genome variations, extent, severity, and the potential source of the viruses responsible for outbreaks. We collected samples from pigs that had died of a hemorrhagic disease indicative of ASF. DNA was extracted from all samples and screened with the OIE recommended diagnostic PCR for ASF. Partial B646L (p72), full-length E183L (p54) genes, and CVR region of the P72 gene were amplified, purified, and sequenced. Web-based BLAST and MEGA X software were used for sequence analysis. ASF was confirmed in 10 of the 15 suspected pig samples. Phylogenetic analysis confirmed circulation of genotype IX by both full-length E183 (p54) and partial B646L (p72) gene sequencing. Intragenotypic resolution of the CVR region revealed major deletions in the virus genome, in some isolates of this study. The marked reduction in the number of tetrameric tandem repeats in some isolates of this study could potentially play a role in influencing the virulence of this particular genotype IX in Uganda.

Epidemiological considerations on African swine fever in Europe 2014-2018

In 2007 African swine fever (ASF) arrived at a Black Sea harbour in Georgia and in 2014 the infection reached the European Union (EU), where it still expands its territory. ASF is a fatal viral disease affecting domestic pigs and wild boar of all ages with clinical presentations ranging from per-acute to chronic disease, including apparently asymptomatic courses. Until the detection of the first case inside the EU, infections in the current epidemic were mainly seen among pig farms with generally low biosecurity, and with incidental spill over to the wild boar population. In the EU, however, the infection survived locally in the wild boar population independently from outbreaks in domestic pigs, with a steady and low prevalence. Apart from the wild boar population and the habitat, the current epidemic recognizes humans as the main responsible for both long distance transmission and virus introduction in the domestic pig farms. This underlines the importance to include social science when planning ASF-prevention, -control, or -eradication measures. Based on experiences, knowledge and data gained from the current epidemic this review highlights some recent developments in the epidemiological understanding of ASF, especially concerning the role of wild boar and their habitats in ASF epidemiology. In this regard, the qualities of three epidemiological traits: contagiousity, tenacity, and case fatality rate, and their impact on ASF persistence and transmission are especially discussed.

Rural veterinarian's perception and practices in terms of biosecurity across three European countries

The implementation of biosecurity measures in the animal health and production context is quite broad and aims at limiting the risk of introduction and spread of diseases. Veterinarians play a major role in biosecurity as key informants on the subject for cattle holders, key players in terms of disease prevention/control and eradication programs, as well as key risk factor in terms of disease dissemination. Many biosecurity studies have highlighted professional visitors such as veterinary practitioners as representing a high-risk factor in terms of disease introduction in animal facilities but, to date, very few studies have focused on the implementation level of biosecurity measures by veterinarians. An online survey was implemented in three European countries (Belgium, France and Spain) to assess the behaviour of rural veterinarians towards biosecurity, as well as their implementation level of the biosecurity measures. A descriptive analysis of data and a scoring system were applied to assess the implementation level of measures. The influence of different factors on the implementation level of biosecurity measures was investigated through a negative binomial regression model. The study identified different strengths, weaknesses, possible constraints and solutions in terms of veterinary perspectives. Veterinarians are considered as key informants by the farmers and could therefore play a more active role in terms of guidance and improvement of biosecurity at farm level. Based on the survey outcomes, two factors seemed to influence significantly the implementation level of measures: the country where he/she practices and the veterinarian's perception level of biosecurity. The biosecurity stages with the lowest application level, therefore representing the biggest threats, were bio-exclusion (increasing the risk of disease introduction) and biocontainment (increasing the risk of inter-herd transmission).
