Abstract
To protect the safety of food bought from the online catering sector, the former State Food and Drug Administration of China issued two separate regulations in 2016 and 2017. Independently, the Shanghai government formulated local regulations, including the Shanghai Online Catering Service Supervision and Management Measures, to strengthen food safety supervision in this megacity with the largest catering sector in China. This study explored factors that influence consumer perceptions of the performance of online catering food safety regulations using survey data from 1050 respondents collected in 2019. The results indicate that consumers believe that Shanghai's online catering industry has improved by varying degrees in terms of food freshness, ingredient traceability, foreign matter control, food temperature control, internal packaging hygiene and environmental protection, and satisfaction with food safety. The factors that influenced the listed features include the number and effectiveness of government-issued regulations regarding the online catering sector, effectiveness of ordering platform food safety regulations, employee training frequency, employee food safety awareness, delivery box cleanliness and courier personal hygiene, consumer trust in ordering platform services, and consumer confidence in government supervision. These factors significantly and positively affected the consumers' perceptions of the performance of food safety regulations in the online catering sector.

Abstract
Improper food handler (FH) practices in food service areas, such as restaurants, can result in foodborne diseases (FBD). To reduce FBD cases, the food safety knowledge, attitudes, and practices (KAP) of FHs working in restaurants in Jeddah City and the correlation between their sociodemographic information and KAP scores were investigated in this study. A self-administered questionnaire comprising four parts (socioeconomic information and food safety KAP) was distributed among 389 FHs. Out of the FHs surveyed, 94.1% were male and 68% were certified. The average scores were 9.3 ± 1.8, 9.3 ± 1.3, and 8.9 ± 1.1 for KAP, respectively. Most FHs (82.2%) belonged to the good KAP group, and the rest (17.7%) were in the poor KAP group. FHs aged 50 years and above (9.6 ± 0.6), those with over 10 years of working experience (9.2 ± 0.9), and are married (9.1 ± 1.1) had the highest scores for practice compared with other FHs (p = 0.01 for all). Salary is directly correlated with food safety attitudes (p = 0.04). The findings confirmed a high score for KAP among FHs working in Jeddah. Nevertheless, more focus must be given to training younger, single, and less-experienced FHs, necessitating education courses with practical and theoretical aspects. Further studies from all regions of Saudi Arabia are necessary to generalize the study findings.

Abstract
The purpose of this study is to examine the relationship between professional competence and the training provided for canteen staff in Chinese universities. This study's methods included a survey questionnaire, and importance-performance analysis (IPA) was used for analysis. The questionnaire distributed to canteen staff in Chinese universities considered eight dimensions and 39 questions to evaluate the relationship between the staff's professional competence (performance level) and the training provided (importance level). "Focus on consumers", "Employee hygiene knowledge", and "Food quality" indicated poor professional competence for employees and insufficient training from the canteen. Our findings improve these circumstances by providing recommendations for future training. The research results provide guidance for managing and training university canteen employees and recommendations for improving the quality of catering.

Abstract
BACKGROUND The current study integrates brand management literature with food consumption research and develops an integrative framework by combining food safety trust, consumer perceived ethicality, brand evangelism, and brand passion into a single conceptual model. METHOD This quantitative study included 228 ready-to-eat consumers in China using purposive sampling. Data were collected at two periods in time, resulting in a time-lag study in which respondents provided data on independent and moderating variables at time 1 and mediating and dependent variables at time 2 with the same respondents from time 1. The hypothesized correlations were tested using SEM and PROCESS Macro techniques. RESULTS According to the findings, trust in food safety has a significant impact on brand evangelism and passion. Furthermore, consumer perceived ethicality (CPE) found to have a substantial moderating role between food safety-FS and brand passion. Moreover, we validated the brand passion role as a mediator between brand evangelism and food safety trust, and investigated whether consumer perceived ethicality conditionally affects the strength of the indirect relationship among food safety trust and brand evangelism through brand passion, indicating a moderated-mediation mechanism. ORIGINALITY Drawing on Sternberg theory of love, current study is the first of its kind to evaluate the boundary role as well as the conditional indirect influence of customer perceived ethicality among the study's variables and provides useful information for ready-to-eat food brand managers on how to keep them interested in their risk-free food products.

Abstract
Stable isotope and multi-element analytical techniques with chemometrics were developed to trace the origin authenticity of rice in China market. In the long-term study from 2017 to 2020, a total of 115 batches of rice samples from 8 main producing areas of 7 Asian countries were determined 5 stable isotope ratios and 18 elemental contents. One-way analysis of variance (ANOVA) and various multivariate modeling methods were performed for the origin discrimination. Supervised multivariate modeling including partial least squares discriminant analysis (PLS-DA) and linear discriminant analysis (LDA) can realize more satisfactory identification of 8 rice origins than ANOVA comparison and unsupervised methods, their leave-one-out cross-validation accuracies approach 85.0 % and 90.9 %, respectively. δ2H, δ13C, Ba, Al, Mg, δ34S, Pb and δ18O were screened as the most important variables for rice origin traceability (VIP > 1 or AUC > 0.5). This analytical strategy combining maybe promising to ensure the origin authenticity and combat illegal mislabeling in rice trade.

Abstract
Food safety related to drug residues in food has become a widespread public concern. Small-molecule drug residue analysis often relies on mass spectrometry, thin-layer chromatography, or enzyme-linked immunosorbent assays (ELISA). Some of these techniques have limited sensitivity and accuracy, while others are time-consuming, costly, and rely on specialized equipment that requires skilled operation. Therefore, the development of a sensitive, fast, and easy-to-operate biosensor could provide an accessible alternative to conventional small-molecule analysis. Here, we developed a nanocup array-enhanced metasurface plasmon resonance (MetaSPR) chip coupled with gold nanoparticles (AuNPs) (MSPRAN) to detect small molecules. As sulfamethazine drug residues in poultry eggs may cause health issues, we selected this as a model to evaluate the feasibility of using MSPRAN for small-molecule detection. The MSPRAN biosensor employed competitive immunoassay technology for sulfamethazine detection. The limit of detection was calculated as 73 pg/mL, with sensitivity approximately twice that of previously reported detection methods. Additionally, the recovery rate of the biosensor, tested in egg samples, was similar to that measured using ELISA. Overall, this newly developed MSPRAN biosensor platform for small-molecule detection provides fast and reliable results, facile operation, and is relatively cost-effective for application in food safety testing, environmental monitoring, or clinical diagnostics.

Abstract
Slaughterhouse and wet market wastes are pollutants that have been always neglected by society. According to the Food and Agriculture Organization of the United Nations, more than three billion and nineteen million livestock were consumed worldwide in 2018, which reflects the vast amount and the broad spectrum of the biowastes generated. Slaughterhouse biowastes are a significant volume of biohazards that poses a high risk of contamination to the environment, an outbreak of diseases, and insecure food safety. This work comprehensively reviewed existing biowaste disposal practices and revealed the limitations of technological advancements to eradicate the threat of possible harmful infectious agents from these wastes. Policies, including strict supervision and uniform minimum hygienic regulations at all raw food processing factories, should therefore be tightened to ensure the protection of the food supply. The vast quantity of biowastes also offers a zero-waste potential for a circular economy, but the incorporation of biowaste recycling, including composting, anaerobic digestion, and thermal treatment, nevertheless remains challenging.

Abstract
Free radicals, oxidative stress, and inflammation contribute to the etiology of most chronic diseases. Natural products can be incorporated into cosmetics, cosmeceuticals, and nutricosmetics to tackle inflammation-related diseases. The use of alternative green extraction solvents such as natural deep eutectic solvents and electrochemically reduced water is trending. Delivery systems are important for the enhancement of the bioavailability, stability, solubility, and controlled release profile of the bioactives.
Oxidative stress and inflammation mostly contribute to aging and age-related conditions including skin aging. The potential of natural products in the form of naturally-derived cosmetics, cosmeceuticals, and nutricosmetics have, however, not been fully harnessed. This review, thus, critically analyzes the potential roles of natural products in inflammation-related skin aging diseases due to the increasing consumers’ concerns and demands for efficacious, safe, natural, sustainable, and religiously permitted alternatives to synthetic products. The information and data were collated from various resources and literature databases such as PubMed, Science Direct, Wiley, Springer, Taylor and Francis, Scopus, Inflibnet, Google, and Google Scholar using relevant keywords and Medical Subject Headings (MeSH). The role of green extraction solvents as promising alternatives is also elucidated. The potential enhancements of the bioavailability, stability, solubility and controlled release profile of the bioactives using different delivery systems are also presented. The current potential global market value, motivators, drivers, trends, challenges, halal, and other regulatory certifications for cosmeceuticals and nutricosmetics are equally discussed. The adoption of the suggested extractions and delivery systems would enhance the stability, bioavailability, and target delivery of the bioactives.

Abstract
The new agricultural business entities are key carriers of modern agriculture in China, and increasing their willingness to engage in green production is critical to the country’s agricultural green transformation. The Economic and Social Man Hypothesis and Externality Theory are used to construct analysis models of the green production willingness of new agricultural business entities based on 106 survey data points from Shanghai to study the impact of benefit perception, environmental regulation, and their synergy on the green production willingness of new agricultural business entities. The results show that (1) benefit perception and environmental regulation can significantly improve the willingness of new agricultural business entities to engage in green production. Economic benefit perception, ecological benefit perception, guidance regulation, and restraint regulation are all important influencing factors. (2) There is a significant synergy between ecological benefit perception and environmental regulation in increasing the willingness of new agricultural business entities to engage in green production. Further research revealed that the synergistic item of ecological benefit perception and guidance regulation, as well as the synergistic item of ecological benefit perception and restraint regulation, significantly increases the willingness of new agricultural business entities to green production. The government should strengthen the perceptions of the economic and ecological benefit of new agricultural business entities to green production; change the incentive regulation and strengthen guidance regulation and restraint regulations; enhance the synergy between ecological benefit perception and guidance regulation; and enhance the synergy between ecological benefit perception and restraint regulation.

Abstract
Corporate social responsibility (CSR) in the food industry has received increasing attention in recent years. Many scholars have paid attention to case studies and other empirical analyses in this field, but there is no systematic or scientific literature review. The purpose of this study is to quantitatively evaluate the knowledge structure, research hotspots, and development history in CSR in the food industry. After searching, screening, and commenting, 498 articles were left for citation analysis, co-citation analysis, and co-word analysis. The main findings of the research are as follows: (1) The overall development status of the research in the field. The analysis of the three fields that constitute the knowledge structure. (2) Research in this field has become a hot spot, but the research is rather scattered, and the scholars and experts do not have a special research core. (3) The keywords’ cluster results in 9 clustering tags, which are further grouped into 7 groups. The research of the scholars focuses on the food supply chain, consumer perception, and social media communication. (4) The research topics in this field focus on environmental responsibility, nutrition and health, and food safety. The research results show that future research should be more in-depth and reflect the new characteristics of the Internet, digitalization, and big data.

Abstract
The ability of the food industry to practice a high degree of corporate social responsibility is related to whether national food safety can be effectively guaranteed. By taking the food enterprises in China’s A-share listed companies from 2009–2018, this paper probes into the influence of China’s macroeconomic policy uncertainty on corporate social responsibility, and depicts the differencent impact of enterprise’s practice of social responsibility under government association and market association, respectively. The results firstly show that, the uncertainty of economic policy has a negative effect on the social responsibility of food enterprises, with a regression coefficient of -0.013. Secondly, nonstate-owned enterprises are more vulnerable to macroeconomic fluctuations in the practice of social responsibility. Thirdly, in the case of greater economic policy uncertainty, enterprises with stronger market connections in the food industry tend to be more conservative in their CSR. The above research results not only verify the path of transmission of economic policy uncertainty to corporate social responsibility, but also provide important ideas and references for improving the level of corporate social responsibility in the food industry and ensuring food safety.

Abstract
Even during the continuing world pandemic of severe acute respiratory syndrome coronavirus 2 (SARS CoV-2), consumers remain exposed to the risk of getting infected by existing, emerging, or re-emerging foodborne and waterborne viruses. SARS-CoV-2 is different in that it is transmitted directly via the airborne route (droplets and aerosols) or indirect contact (surfaces contaminated with SARS-CoV-2). International food and health organizations and national regulatory bodies have provided guidance to protect individuals active in food premises from potential occupational exposure to SARS-CoV-2, and have recommended chemicals effective in controlling the virus. Additionally, to exclude transmission of foodborne and waterborne viruses, hygiene practices to remove viral contaminants from surfaces are applied in different stages of the food chain (e.g., food plants, food distribution, storage, retail sector, etc.), while new and enhanced measures effective in the control of all types of viruses are under development. This comprehensive review aims to analyze and compare efficacies of existing cleaning practices currently used in the food industry to remove pathogenic viruses from air, nonfood, and food contact surfaces, as well as from food surfaces. In addition, the classification, modes of transmission, and survival of food and waterborne viruses, as well as SARS-CoV-2 will be presented. The international guidelines and national regulations are summarized in terms of virucidal chemical agents and their applications.

Abstract
Food safety is one of the main challenges of the agri-food industry that is expected to be addressed in the current environment of tremendous technological progress, where consumers' lifestyles and preferences are in a constant state of flux. Food chain transparency and trust are drivers for food integrity control and for improvements in efficiency and economic growth. Similarly, the circular economy has great potential to reduce wastage and improve the efficiency of operations in multi-stakeholder ecosystems. Throughout the food chain cycle, all food commodities are exposed to multiple hazards, resulting in a high likelihood of contamination. Such biological or chemical hazards may be naturally present at any stage of food production, whether accidentally introduced or fraudulently imposed, risking consumers' health and their faith in the food industry. Nowadays, a massive amount of data is generated, not only from the next generation of food safety monitoring systems and along the entire food chain (primary production included) but also from the Internet of things, media, and other devices. These data should be used for the benefit of society, and the scientific field of data science should be a vital player in helping to make this possible.

Abstract
Food safety is a major public health issue worldwide, especially in heavily populated countries such as China. As in other countries, the predominant food safety issues in China are foodborne diseases caused by microbial pathogens. Hence, this review provides a systematic overview on microbial food safety in the past, present, and future in China. Management of microbial food safety in China is generally divided into three stages: Stage I before 2000, Stage II from 2000 to 2009, and Stage III from 2010 to present. At Stage I, China's main food concern gradually shifted from food security to food safety. At Stage II, foodborne pathogen surveillance was initiated and gradually became a focus of microbial food safety marked by the establishment of national food contamination monitoring system in 2000 and the promulgation of China Food Safety Law in 2009, although chemical food safety was considered a priority issue during this stage. At Stage III, microbial food safety was recognized as a high priority supported by many national food safety policies such as the launch of a national foodborne disease molecular tracing network in 2013 and the revision of China Food Safety Law in 2015. Advancement in food safety education and research support by central and local governments has also made significant contributions to tackling and solving microbial food safety problems. Management in the future should be focused on active involvement of food industries in mitigating microbial risks by introducing ISO 22000, regulatory enforcement to oversee compliances to standards and rules, and application of molecular tools for fast detection and source tracking to support decision-making. Future research efforts may include, but are not limited to, exploitation of interaction mechanisms among pathogenic bacteria, food and gut microbiota, smart traceability of microbial hazards, and development of novel antimicrobial strategies.

Abstract
Although the number of food governance-related studies increased rapidly in the recent decade, the current academic research still lacked systematic integration of food safety governance. To clarify the development trends of research therein, this study summarized research articles concerning food safety governance by the Web of Science Core Collection. An in-depth bibliometric analysis was then conducted through CiteSpace to summarize the current characters and hot spots of food safety governance research, and predicted future research trends. Results showed that food safety governance was multidisciplinary, which included environmental science, food science, economics, and agriculture. The United States had the largest number of relevant articles, and Wageningen University was the most influential scientific research institution. Among all the journals in this field, Food Policy ranked the first in publication volume and co-citation frequency. The development of food safety governance research was divided into three processes, namely the separate formulation of the standards for public and private sectors, the joint implementation of these standards, and co-governance by multiple sectors. The most popular research hot spots in this field were food safety policy integration and public-private partnership of food safety governance. Lower- and middle-income countries focused more on food supply and food system design, and regrettably not on food safety. Higher-income countries cared more about food safety and food nutrition. Besides, researchers of higher-income countries also concentrated on consumers' voices in participating in food safety governance. Food safety co-governance, online food governance, the willingness to buy safe food, and food safety governance under pandemics were considered as future research directions.

Abstract
In the last decade, vegetable safety issues have received growing attention from both consumers and public authorities in China, as vegetable safety hazards pose a serious threat to public health. In 2017, the Industry & Trade Bureau in China implemented a “Market Renovation Program”. This program includes the renovation of wholesale and wet markets, the formal registration of all stallholders in these markets and the introduction of a rapid test for pesticides residues. We apply the co-regulation framework to assess the implementation and results of the renovation program on the safety of vegetables. A mixed methods approach is used to investigate the effects of the renovation program. The qualitative study elaborates on the implementation of the renovation program and the behavioural changes of stakeholders in handling vegetables through interviews and field observations. The quantitative results confirm that the renovation program has a positive impact on vegetable safety. In conclusion, this study shows that the key factor for the success of the renovation program is the transition of authority from the local, public authority to the market management.

Abstract
Farmland abandonment has become relatively common in rural China. In the context of food security, the Chinese government has introduced policies for farmland abandonment supervision, but the effect of these policies has proven to be marginal. By constructing an evolutionary game model, our research explores the evolutionary logic during the supervision of farmland abandonment by governments and rural households. The results indicate that low food yield and high opportunity costs are the leading causes of farmland abandonment. The probable punishment administered by the central government for dereliction is a major motivation for the local government to practice farmland abandonment supervision. The low supervision avoidance cost for rural households leads local governments and households to form collaborations to jointly cope with central government supervision. When this occurs, local governments' supervision of farmland abandonment falls into a trap, as it leads to continued supervision practices that are costly and ineffective. Food security risk comes from the contradictory population and land resources demands. To improve food security while managing these contradictory demands, it is both necessary and feasible for the government to control population growth and focus on farmland protection, whereas it is unnecessary and unfeasible for the government to supervise whether or not farmland should be abandoned.

Abstract
The operating environment for food safety interventions in nations such as Saudi Arabia, with limited local agricultural productivity, high reliance on foreign food imports and observance of Islamic laws, is remarkably challenging for the national control and regulatory institutions, since compliance to the mandatory food safety regulations and the local religious Halal standards must be ensured. This review offers a comprehensive analysis of the recently restructured food safety governance in Saudi Arabia from the perspective of its food imports control. Specifically, the nature of the food imports, the organization of the food safety governance and the current control practices of imported food, in consideration of food safety and Halal requirements, are analyzed through a triangulation of data and information from secondary sources (academic literature review and gray literature search) and primary sources (direct consultation of field experts). Statistical trade data on imported food were also performed. Results revealed that the process of centralizing all the control and regulatory activities under a single agency, which the government started to strengthen the national food safety governance, has not been completed yet. The resulting overlap of legislative and monitoring tasks by multiple entities augments the challenge of ensuring the safety, quality, and authenticity of imported food and their compliance to Halal standards. The vulnerabilities and challenges still to be addressed by the local food industry and the public sector are discussed, with implications for national and international field practitioners and policymakers of countries facing similar challenges.

Abstract
Food safety and quality issues are becoming increasingly important and attract much attention, requiring the development of better analytical platforms. For example, high-resolution (especially Orbitrap) mass spectrometry simultaneously offers versatile functions such as targeted/non-targeted screening while providing qualitative and quantitative information on an almost unlimited number of analytes to facilitate routine analysis and even allows for official surveillance in the food field. This review covers the current state of Orbitrap mass spectrometry (OMS) usage in food analysis based on research reported in 2012-2019, particularly highlighting the technical aspects of OMS application and the achievement of OMS-based screening and quantitative analysis in the food field. The gained insights enhance our understanding of state-of-the-art high-resolution mass spectrometry and highlight the challenges and directions of future research.

Abstract
Foodborne diseases are a significant cause of morbidity and mortality worldwide. Studies have shown that the knowledge, attitude, and practices of food handlers are important factors in preventing foodborne illness. The purpose of this research is to assess the effects of training interventions on knowledge, attitude, and practice on food safety and hygiene among food handlers at different stages of the food supply chain. To this end, we conducted a systematic review and meta-analysis with close adherence to the PRISMA guidelines. We searched for training interventions among food handlers in five databases. Randomized control trials (RCT), quasi-RCTs, controlled before-after, and nonrandomized designs, including pre-post studies, were analyzed to allow a more comprehensive assessment. The meta-analysis was conducted using the random-effects model to calculate the effect sizes (Hedges's g) and 95% confidence interval (CI). Out of 1094 studies, 31 were included. Results showed an effect size of 1.24 (CI = 0.89-1.58) for knowledge, an attitude effect size of 0.28 (CI = 0.07-0.48), and an overall practice effect size of 0.65 (CI = 0.24-1.06). In addition, subgroups of self-reported practices and observed practices presented effect sizes of 0.80 (CI = 0.13-1.48) and 0.45 (CI = 0.15-0.76) respectively.

Abstract
China has experienced frequent food safety incidents that have undermined consumer trust in the food supply chain. To overcome this problem, China requalified the legislative framework and adopted a comprehensive food certification system over the years. Here, we investigated the influences of food traceability and Chinese certifications (QS/SC—food quality safety market access/production system, hazard-free, green, and organic) on Chinese consumer trust of food safety for different types of products: fish, meat, milk, eggs, and rice. Data were collected through face-to-face surveys conducted in rural and urban Chinese areas. With a sample of 757 questionnaires, we ran a logit model. The results show consumers’ uncertainty and skepticism of certifications guaranteeing food safety attributes, especially for animal-based products. We found that price is used as a cue of safety by Chinese consumers. Individuals with higher education seem less influenced by certifications and other cues included in the analysis. The findings demonstrate that Chinese policy makers should implement new strategies to enhance consumer food safety trust, and design policies by considering different categories (e.g., vegetables, meat, fish, etc.) of food.

Abstract
In many developing countries, the public is shifting its focus from economic growth to quality-of-life issues. As a result, there is extensive demand for better public administration of quality-of-life issues, ranging from air pollution to food safety problems, that threaten ordinary peoples’ health and daily lives. This article analyzes the determinants of public perceptions of food safety and the administrative effects of regional governance in different provinces with nationwide survey data. A two-level hierarchical linear regression model (HLM) with provincial factors as background-level variables and demographic factors as individual-level variables was developed to measure the influence of these factors on public perceptions of food safety. The results showed that female, young, and well-educated urban residents perceived greater risks to food safety than other groups. Administrative fiscal expenditures and local normative documents in different provinces did not have significant effects on public perceptions of food safety. However, food safety inspections weakened public perceptions of food safety. We thereby suggest that provincial governments invest in more efficient food safety projects and enhance the publicity of normative documents in popular media.

Abstract
Food safety is about everyone’s health. Through risk assessment and early warning of food safety, food-related safety issues can be identified as early as possible and take timely precautions. However, the detection data of food safety are complex and non-linear, so it is necessary to find the relationship and hierarchical representation of factors affecting food safety. This paper presents an improved entropy weight based on Hasse diagram technology (HDT) method to analyze the influencing factors of food safety. The entropy weight method was used to calculate the weight of each factor index, and the relationship matrix was obtained. Then, the data of infant milk powder in China were analyzed hierarchically by the HDT method. Thus, we can obtain the multi-level structure that affects food safety. It provides an effective basis for early warning of food safety, can help government regulators to strengthen management, and urge enterprises to produce food safely.

Abstract
The food control and regulatory system in China is beset by several challenges. While firms have to reduce their costs in pursuit of benefits, customers are increasingly focusing on safety and quality of food products. Although the Chinese government has developed more stringent regulatory measures, food safety incidents still occur, including abuse of food additives, adulterated products as well as contamination by pathogenic microorganisms, pesticides, veterinary drug residues, and heavy metals, and use of substandard materials. A national food safety strategy has been proposed to assure food safety from "farm to table." This paper begins with the analysis of current food regulatory systems and then discusses cogovernance of food safety management in China. We explore the practice in the city of Shenzhen where government intervention has strengthened food control, thereby creating an opportunity to form a coregulatory system. The review highlights that the current food safety regulatory system of multi-agency structure can inevitably lead to insufficient incentives for business entities. Due to asymmetric information, lack of regulatory resources, and consumer advocacy, coregulation has been developed and is increasingly being promoted as an important instrument of food regulation.

Abstract
Need—National legislative health and safety (H&S) frameworks impose requirements but grant self-management to organisations. Consequently variability arises in management systems, and some organisations struggle to achieve successful implementation. The risk assessment process is key to the H&S management system, and could benefit from greater consistency and better external alignment with the legislative framework of the jurisdiction. Approach—The harm categories in the New Zealand (NZ) Act were adapted into a consequence scale. A non-linear scale was developed for the consequence axis to represent the disproportional nature of catastrophic harm outcomes compared to minor injuries. A hazard assessment process was devised based on systems engineering methods. Organisational decision-criteria were derived from the communications requirement in the Act, and these thresholds linked to expected treatments. Originality—A method is providing for aligning risk assessments with a national legislative framework, and integrating the technical aspects of risk assessment with the management processes. The approach also more explicitly includes recovery actions in contrast to existing methods where prevention dominates. Regarding the management aspects, it shows how thresholds may be defined relative to the legislation, to give clear expectations regarding treatment and internal communication, thereby assisting executives (‘officers’ in terms of the NZ Act) meet their duties.

Abstract
Linguistic preference relations are widely used by decision makers to elicit their preferences over alternatives in the Group Decision Making (GDM) process. Recent studies have shown that self-confidence, as an important human psychological behavior, has an important influence on decision-making results. However, multiple self-confidence levels of decision makers are seldom considered in the linguistic preference relation. Meanwhile many real-word decision-making problems are analyzed in a hierarchical structure, in which a complicated problem can be divided into several easier comprehended sub-problems. Hence, this paper aims at designing a linguistic hierarchy model with self-confidence preference relation (LHM-SCPR) to discuss complex GDM problems in a hierarchical structure. In the SC-LPR, each element contains two components, the first one is the preference value between pairs of alternatives, and the second one that is defined on a linguistic term set represents decision maker's self-confidence level associated to the first component. Meanwhile, a nonlinear programming model is proposed to derive individual preference vector from SC-LPR. Then, we apply LHM-SCPR in co-regulation of food safety to present the validity of this method, and find that improving the participation skills regarding co-regulation of food safety is the most pressing task. Finally, detailed comparative analysis and discussion are presented to verify the validity of the proposal.
