Abstract
Background As the impact of COVID-19 on normal production and living conditions diminishes, this serious emergency is come to an end. China's policy framework has facilitated positive adjustment over the past 3 years by timely modifying its emergency response to changes in viruses and epidemics. This paper aims to explore the logic of China's policy framework that promoted policy adjustment through crisis learning during COVID-19. Methods By gathering and classifying China's epidemic prevention policies throughout the past 3 years, integrating policy texts, and analyzing key events, this article examines the process of supporting policy adjustment through crisis learning in the policy system during COVID-19. Results The Chinese government's COVID-19 policy adjustment process can be divided into four stages, namely 'The period of stress response', 'The period of COVID-19 prevention and control', 'The period of regular prevention and control', and 'The period of overall adjustment'. The policy adjustments in each stage demonstrate the logic and effectiveness of crisis learning in the promotion policy adjustment. The study has determined that the motivational logic comprises three crucial elements: security requirements, accountability pressure, and reputation management. The institutional logic encompasses both the organizational and resourceful environments, and the institutional and cultural environment. Additionally, the behavioral logic of policy adaptation aligns with the strategy of crisis learning. Meanwhile, the logical framework of 'crisis learning-policy adjustment' can be verified using the Chinese government's policy adjustment in COVID-19 as an example. Conclusion Establishing an effective post-crisis learning system is crucial to improving the effectiveness of crisis response. There is a logical link between crisis learning and policy adjustment. The implementation of policy adjustment needs to be based on the results of crisis learning. Government departments are essential for crisis learning and policy adjustment.

Abstract
Communities affected by cumulative trauma can experience negative psychological reactions but also posttraumatic growth and community resilience, which promote adaptation and preparation for future traumatic events. This study aims to investigate the mechanisms that mediate the relationship between traumatic events and perceived community resilience. Participants were 118 Italian adults who experienced cumulative trauma and were recruited to complete an online survey. A serial multiple mediation model was estimated to assess whether the impact of the Morandi bridge collapse and posttraumatic growth mediated the relationship between the psychological impact of the Covid-19 pandemic and perceived community resilience. The impact of the collapsed bridge and posttraumatic growth in serial partially mediated the relationship between the impact of the Covid-19 pandemic and perceived community resilience. The impact of cumulative trauma can be considered through an ecological perspective that considers the consequences of these events in relation to community resilience.

Abstract
BACKGROUND The COVID-19 pandemic was an international systemic crisis which required an unprecedented response to quickly drive the digital transformation of hospitals and health care systems to support high quality health care while adhering to contagion management protocols. OBJECTIVE To identify and assess the best practices during the COVID-19 pandemic by Chief Information Officers (CIOs) about how to build resilient healthcare IT (HIT) to improve pandemic preparedness and response across global settings and to develop recommendations for future pandemics. METHODS We conducted a qualitative, interview-based study to sample CIOs in hospitals. We interviewed 16 CIOs from hospitals and health systems in the United States and Abu Dhabi, United Arab Emirates. We used in-depth interviews to capture their perspectives of the preparedness of hospitals' information technology departments for the pandemic and how they lead their IT department out of the pandemic. RESULTS Results showed that healthcare CIOs were ambidextrous IT leaders who built resilient HIT by rapidly improving existing digital business practices and creating innovative IT solutions. Ambidextrous IT leadership involved exploiting existing IT resources as well as exploring and innovating for continuous growth. IT resiliency focused on four inter-related capabilities: ambidextrous leadership, governance, innovation and learning, and HIT infrastructure. CONCLUSIONS We propose conceptual frameworks to guide the development of healthcare IT resilience and highlight the importance of organizational learning as an integral component of HIT resiliency.

Abstract
The COVID-19 pandemic has had far-reaching impacts on every aspect of human life since the first confirmed case in December 2019. Costa Rica reported its first case of COVID-19 in March 2020, coinciding with a notable correlation between the occurrence of disaster events at the municipal scale over the past five decades. In Costa Rica, over 90% of disasters are hydrometeorological in nature, while geological disasters have caused significant economic and human losses throughout the country's history. To analyze the relationship between COVID-19 cases and disaster events in Costa Rica, two Generalized Linear Models (GLMs) were used to statistically evaluate the influence of socio-environmental parameters such as population density, social development index, road density, and non-forested areas. The results showed that population and road density are the most critical factors in explaining the spread of COVID-19, while population density and social development index can provide insights into disaster events at the municipal level in Costa Rica. This study provides valuable information for understanding municipal vulnerability and exposure to disasters in Costa Rica and can serve as a model for other countries to assess disaster risk.

Abstract
Can messaging that emphasizes the costs of COVID-19 increase popular support for more proactive public health policies? People who experience disasters often become more supportive of policies to address their underlying causes, and the pandemic may have similar spillover effects for public opinion. To test this idea, the study implements a survey experiment in Italy, Germany, and the United States in which half of the respondents were randomly assigned to a prime about the impact of the pandemic prior to answering questions about their support for public health policies. The results show that respondents who received the prime became more favorable toward increased government spending on domestic and foreign public health programs alike. These treatment effects were consistent across countries, across two different surveys in the United States conducted at different points in time, and across partisan subgroups. However, the treatment did not consistently increase support for more active and intrusive government policies to address specific public health challenges like smoking or HIV/AIDS. The results suggest that public health advocates may benefit from messaging that connects COVID-19 to the need for public health funding beyond the context of the pandemic.

Abstract
This paper examines how firms have transformed and executed IT-enabled remote work initiatives during the COVID-19 pandemic. After examining archival data on a sample of 100 firms in Spain, we discover three types of IT-enabled remote work firm's strategies: leader, agile, and survival. Leader companies have a competitive advantage over agile companies, which in turn have a competitive advantage over survival organizations. We find that firm size was crucial to executing remote work firm's initiatives as a leader or survival. The industry significantly affected the implementation of remote work firm's initiatives during the three pivotal periods in the telecommunications industry.

Abstract
The uncertain world has seen increasing emergencies, crises and disasters (ECDs), such as the COVID-19 pandemic, hurricane Ian, global financial inflation and recession, misinformation disaster, and cyberattacks. AI for smart disaster resilience (AISDR) transforms classic reactive and scripted disaster management to digital proactive and intelligent resilience across ECD ecosystems. A systematic overview of diverse ECDs, classic ECD management, ECD data complexities, and an AISDR research landscape are presented in this article. Translational disaster AI is essential to enable smart disaster resilience.

Abstract
The COVID-19 pandemic forced sociotechnical systems (STS) to highly integrate remote work. Large-scale analyses show that the positivity of tweets about work from home decreased until COVID-19 was declared a pandemic by the WHO and re-increased in the weeks that followed. Nevertheless, it is unclear if this reaction is due to personal and organizational developments or if it mirrors the realignment of entire STS. The present study uses Q methodology to identify differences in how STS realign to the externally enforced integration of remote work. Only STS that reach a state of high alignment to remote work conditions by successfully shifting communication and procedures to digital spheres can be considered resilient. The results show that employees describe their personal experiences with remote work as more positive the higher their level of sociotechnical realignment. Furthermore, personal digital resilience is correlated to successful STS realignment as well. The results confirm the importance of realigning not only the technical and social components of STS but above all their sociotechnical interaction. Negative sentiments relate in particular to the low realization of humanistic objectives in STS.

Abstract
INTRODUCTION Immunization rates for seasonal and non-seasonal vaccines dropped during the COVID-19 pandemic. Little is known about the extent to which community pharmacies in the USA continued to serve as immunization sites during the pandemic. This study compared 1) the types and perceived changes in non-COVID-19 vaccine doses administered at rural community pharmacies in 2020 (during the pandemic) to 2019 (pre-pandemic) and 2) the delivery of non-COVID-19 immunization services in 2020 to 2019. METHODS A mixed-mode (paper/electronic) survey of a convenience sample of 385 community pharmacies operating in rural settings and have administered ≥1 vaccine in 2019 and 2020 was distributed in May-August 2021. Survey development was informed by relevant literature, pre-tested with three individuals, and pilot-tested with 20 pharmacists. Non-response bias was assessed, and survey responses were analyzed using descriptive and bivariate statistics. RESULTS Of the 385 community pharmacies, 86 qualified pharmacies completed the survey (Response Rate = 23.8%). The percentage of pharmacies offering a given vaccine in 2019 and 2020 were similar; with one exception, a higher percentage of pharmacies reported having MMR administered for adults in the pharmacy in 2020 (McNemar's test; p-value = 0.0253). For each given vaccine, the majority of respondents did not perceive a change in the number of doses administered in 2020 compared to 2019. Further, the majority reported no difference in how they delivered immunization services during and pre-pandemic. However, a small percentage of respondents (6.0-22.0%) adapted their services by adopting several measures to ensure the safety and continuity of immunizations during the pandemic. CONCLUSION Findings highlight the importance of community pharmacies as immunization sites during the pandemic. Community pharmacies continued immunization delivery at community pharmacies during the pandemic with almost no noticeable change to types and doses of vaccines compared to pre-pandemic nor the process of vaccine delivery.

Abstract
With the global prevalence of COVID-19 disease, the concept of urban resilience against pandemics has drawn the attention of a wide range of researchers, urban planners, and policymakers. This study aims to identify the major dimensions and principles of urban resilience to pandemics through a systematic review focused on lessons learned from the COVID-19 pandemic and comparing different perspectives regarding resilient urban environments to such diseases. Based on the findings, the study proposes a conceptual framework and a series of principles of urban resilience to pandemics, consisting of four spatial levels: housing, neighborhoods, city, and the regional and national scales, and three dimensions of pandemic resilience: pandemic-related health requirements, environmental psychological principles, and general resilience principles. The findings show that resilient cities should be able to implement the pandemic-related health requirements, the psychological principles of the environment to reduce the stresses caused by the pandemic, and the general principles of resilience in the smart city context. This framework provides scholars and policymakers with a comprehensive understanding of resilience on different scales and assists them in making better-informed decisions.

Abstract
OBJECTIVE Railway workers have provided an essential service throughout the COVID-19 pandemic. This study explored the effects of COVID-19 on the mental well-being of railway workers (N = 906) in the United Kingdom during the third lockdown period. METHOD The online survey included measures of COVID-19-related risk factors (perceived risk, stress, burnout, trauma) and protective factors (resilience coping, team resilience, general help seeking) associated with mental well-being. Responses were analyzed using multiple regression and content analysis. RESULTS COVID-19-related risk factors negatively predicted well-being. Higher scores on adaptive resilience, intentions to seek help, and team resilience significantly predicted higher mental well-being scores. Mental health decline throughout the COVID-19 pandemic and concerns for the future were reported. CONCLUSIONS Building a resilient railway workforce requires attention to staff mental well-being and to ensuring that support systems are robust and accessible.

Abstract
This paper aims to understand the different resilience pathways local governments may take during moments of crisis, specifically focusing on the COVID-19 pandemic. Through survey responses from local administrations in Wallonia, Belgium, we consider how varied contexts led to different strategic resilience pathways. These pathways range from static (i.e., no strategy) to innovative change. Our findings highlight that digital technology solutions may play a role in supporting resilience across the different pathways. Therefore, we adapt strategic public management literature to suggest propositions for future research to test the specific role that digital technologies play in supporting resilience within local administrations.

BACKGROUND Varied populations may react differently to similar crises, depending on their social, cultural, and personal backgrounds; conversely, the same populations may respond differently to varied adversities. The current study aimed to examine three types of resilience (individual, community, and societal resilience) predicting six coping mechanisms (sense of danger, anxiety and depressive symptoms, well-being, hope, and morale) among the same sample of people that faced across two different adversities-COVID-19 and an armed conflict. METHODS Two repeated measurements of the same Israeli sample (N = 593) were employed, through an internet panel. The research variables were examined through a structured, quantitative questionnaire that consisted of nine scales, based on validated and reliable questionnaires. RESULTS Results indicated that: (a) respondents reported more difficulties in coping with the COVID-19 crisis, compared to the armed conflict, in all variables but morale. (b) similar patterns of correlations among the study variables were found in both measurements. (c) path's analysis indicated similar patterns of prediction of distress and well-being by individual and societal resilience. Use of the coping mechanism varied depending on the perception of the threat: COVID -19 is perceived as a less familiar and predictable adversity, which is harder to cope with, compared with the more familiar risk - an armed conflict, which is a recurrent threat in Israel. The correlations between the investigated psychological responses and the impacts of resilience on the coping and distress mechanism were similar in both adversities. CONCLUSIONS The results indicate that respondents tend to react in a similar pattern of associations among resilience, distress, and well-being across different adversities, such as COVID and armed conflict. However, individuals tend to regard unfamiliar, less predictable adversities as more complex to cope with, compared to better-known crises. Furthermore, respondents tend to underestimate the risks of potential familiar adversities. Healthcare professionals must be aware of and understand the coping mechanisms of individuals during adversities, to appropriately design policies for the provision of medical and psychological care during varied emergencies.

Abstract
Based on the perspectives of social risk amplification and the knowledge-attitudes-practice model, this study aimed to test how the level of knowledge about COVID-19 and information sources can predict people's behavioral changes and to examine the effect mechanisms through the mediating roles of attitude, risk perception, and negative emotions in a survey of 498 older Chinese adults. The results showed that (1) older people had a lower level of factual knowledge regarding the variant strains and vaccines; (2) in the information sources-behavior, information sources had a critical influence on elderly individuals' coping behaviors; and (3) in the knowledge-behavior, factual knowledge had a significant effect on elderly individuals' coping behaviors. Specifically, for prevention behaviors, both risk perception and negative emotions played full mediating roles. The findings have significant implications for the development of an effective COVID-19 prevention program to older adults coping with pandemic conditions.

Abstract
The COVID-19 outbreak in 2019 and the challenges it posed to communities around the world, demonstrated the necessity of enhancing the resilience of communities to pandemics. In this regard, assessment frameworks can play an essential role and guide resilience-building efforts. However, the lack of a comprehensive assessment framework has led to a focus on sectoral evaluation. This study aims to propose an integrated framework for assessing the pandemic resilience of communities. For this purpose, we rely on a systematic review of literature indexed in major academic databases. We have thoroughly analyzed a total number of 115 related documents to extract relevant criteria. Findings show that many criteria and factors affect community resilience to pandemics. By inductive content coding in MAXQDA software, we have categorized these criteria into five dimensions of Institutional, Social, Economic, Infrastructural, and Demographic. Good leadership and management, insurance and governmental support, planning and preparation, expertise and labor, and available equipment and technologies are the most important institutional criteria. Communication and collective identity, mutual support, public safety and protection, public awareness, and social justice are the influential social criteria. Economic sustainability and resource availability are criteria of economic resilience. Sufficiency of services, public spaces, housing tenure, and transportation system are the main criteria related to the built environment and infrastructural dimension. Finally, demographic resilience includes physical health, psychological well-being, life quality, and hygiene. Based on these criteria, this study develops an integrated evaluation framework that researchers can implement along with conventional assessment and ranking methods to determine the level of community resilience to pandemics.

Abstract
The unprecedented impact of COVID-19 on the global economy as well as on the academic literature. Since early 2020, management researchers have made exceptional efforts to extend our understanding of the pandemic's effect on consumption, sourcing, the workplace, and corporate strategies. The present study uses a bibliometric design to analyze the extensive database of COVID-19 studies in management literature generated over a 2-year period. The analysis focused on the performance of research constituents, thematic analysis of the literature, categorization of the themes at a societal, organizational, and individual level, and finally, a deep analysis of future research calls in the body of literature.

Abstract
Agile development is known for efficient software development practices that enable teams to quickly develop software to cope with changing requirements. Although there is evidence that agile practices are helpful in such environments, the literature does not inform us as to whether agile practices can also be beneficial in hyper-agile environments. Such environments are characterized by an extremely fast pace of change with fluid requirements. COVID-19 vaccine distribution is one such problem that governments have had to deal with. To solve this problem, governments need to come up with robust responses by formulating teams that have the capability to provide software solutions enabling information visibility into the vaccine distribution process. Such emergent teams need to quickly understand the distribution process, oftentimes define the process itself because it might be non-existent, and build software systems to solve the problem in a matter of days. Not much is known about how systems can be developed at such a fast pace. We adopt a clinical research methodology and employ agile software development practices to develop such a mission-critical system. In the process of building the system, we learn important lessons that can be used to adapt and extend agile methodologies to be used in hyper-agile development environments. We offer these lessons as important first steps to understanding the best practices needed to develop software systems that have the capability to provide visibility into the unprecedented health challenge of distribution of life-saving COVID-19 vaccine.

Abstract
For construction projects, resilience is the process of resisting and recovering from adversity. With the global economic and social environment constantly changing, improving the resilience of construction projects has become a research hotspot in the field of project management. On the basis of social capital theory, this study constructs a construction project organization resilience evaluation system from two dimensions of bonding and bridging social capitals. Then, a new theoretical framework is proposed: the network dynamic evaluation model of project resilience based on the resource conservation strategy. Using survey data of 247 construction engineering practitioners, this study considers the emergence of organization resilience in the three phases of adversity. The results reveal that when the construction project is hit by adversity, the investment capital will increase but decrease in the recovery phase. Protective capital demonstrates the opposite. However, both types of capital finally reach a higher level than before the adversity, thus forming an emergence curve of project resilience. This study helps to understand the emergence process of the construction project resilience, provides a feasible method to calculate the resilience and social capital of construction projects in different phases of disasters, and improves the risk response ability of construction projects.

Abstract
A sustainable and resilient local community requires a learning culture that allows them to evolve over time. Disaster education in this context is expected to be an important element for local communities. Conventionally, disaster education in Japan is provided in elementary and junior high school as an evacuation drill. After that age, the attachment with the local community becomes relatively low, which we call the black box of disaster education. This paper reports on a practical research project in Muroran City, Japan. It aimed to use digital technology to involve high school students in a disaster education program. Officials in Muroran City have been struggling with collecting young people to participate in a community leader development program for disaster risk reduction (DRR). The research project employed a cloud-based learning platform in order to appeal to high school students. A set of three workshops was conducted from November to December 2021. Three out of the five categories of DRR consciousness increased after the workshop, namely, imagination, mutual aid and interest. We observed that participants’ mindsets and behaviors changed during the workshop activities. Digital technology can contribute to context-specific disaster risk education, which we believe is important in designing a sustainable and resilient local community for the 2030s.

Abstract
We analyze the smartphone usage behavior of individuals against the background of the spread of the coronavirus disease (COVID-19) to classify usage behaviors and examine the factors that lead to change. Specifically, we examine the differences in smartphone usage between the first wave and the second wave of the epidemic in Japan. On average, the frequency of use increased, especially during the first wave of the epidemic. Next, we classify the changes in usage behavior and examine the differences between individuals whose smartphone usage time increased and those whose usage time decreased. Our analysis using personal characteristics as explanatory variables suggests that demographic variables may explain behavioral changes. We were able to classify the factors into three categories: positive factors that promote an increase in usage time, negative factors that promote a decrease, and variation factors that promote fluctuations.

Abstract
The world is witnessing a difficult time trying to circumscribe the spread of COVID-19 pandemic. The situation has become even more challenging as several natural disasters and emergencies coincided with this pandemic and created a situation of concurrent emergency. Effectively managing concurrent emergencies are extremely challenging. Only by utilizing and applying the knowledge gathered while combating a real-life concurrent emergency, one can further be prepared to face such emergencies. Hence, this study intends to identify the critical success factors (CSFs) having a major role in effective management of concurrent emergencies and evaluate the indispensable links among the factors. Twelve CSFs are identified from Pareto analysis, for which feedback from 46 experts involved in the management of emergencies is utilized. In addition, the revised rough-decision making trial and evaluation laboratory (rough-DEMATEL) approach is suggested to analyze the indispensable links among the CSFs and further, these factors are ranked based on the average vector length. The recent case of concurrent emergency in Bangladesh- floods amid a pandemic is considered to establish the applicability of this method. The findings of this research reveal that to handle concurrent emergencies 'Incremental improvement of proactive measures', 'Resilient supply chain and logistics network', and 'Government leadership and military cooperation' are the most critical factors to concurrent emergency management (CEM). These CSFs play a major role in ensuring the effectiveness of CEM. Thus, this study can be a building block in developing an effective CEM plan for the policymakers, managers, and practitioners.

Abstract
This research analyzes how the concepts of agility and resilience are treated in IS literature. While agility has been an object of study in IS research for many decades, resilience is a fairly new topic. Both are gaining strategic importance in a firm’s sustainability and growth, especially given the remarkable changes in the landscape that the firm operates in. It is thus important to understand what agility and resilience mean in IS research. Our paper is a first attempt to study IS literature and provide a thematic analysis of facets of each concept. In doing so, we identify aspects that are common to both agility and resilience and those that are unique to each. The results of this study can be used for an empirical examination of the two constructs and a validation of how they can be measured in firms. IS researchers and industrial practitioners can benefit from a deeper understanding of agility and resilience.

Abstract
The conducted qualitative research was aimed at capturing the biggest challenges related to the beginning of the COVID-19 pandemic. The interviews were carried out in March-June (five stages of the research) and in October (the 6th stage of the research). A total of 115 in-depth individual interviews were conducted online with 20 respondents, in 6 stages. The results of the analysis showed that for all respondents the greatest challenges and the source of the greatest suffering were: a) limitation of direct contact with people; b) restrictions on movement and travel; c) necessary changes in active lifestyle; d) boredom and monotony; and e) uncertainty about the future.

Abstract
The research carried out on human information behavior (HIB) during the Covid-19 health crisis was reviewed, with the premise that HIB and information practices allow humans to adapt to the changing circumstances of existence. A literature search was run on the LISTA and Google Scholar databases from middle March 2020 up to the end of March 2021. After filtering retrieved results, 52 studies were selected. Results are summarized into seven main themes, including the use of traditional and social media, infoveillance of search engines and social media activity, misinformation, disinformation and infodemics, and uncertainty and emotions. Results point to the need to carry out additional research in specific contexts and addressing vulnerable and marginalized groups. Further areas of inquiry include the interplay of emotions, knowledge and behaviors during the information seeking process, a better understanding of local knowledge and experiential knowledge, and the need to comprehend the limitations of ICT.

Since the COVID -19 pandemic, the open literature presents plenty of discussions on how individuals have adopted being forced to work from home (WFH). Nevertheless, there hasn't been much information on how individuals perceive WFM is affecting their daily work routine in the pandemic. By applying the stressors-strain-outcome (SSO) framework, the current study develops and tests a model that explains how misinformation and COVID-19 threat triggered the anxiety and social media fatigue of WFH employees and affected their work-related response. This study collected diary data for ten consecutive days from 56 WFH employees. Results widely supported the hypothesized model. Specifically, findings revealed that misinformation and COVID-19 threat increase anxiety and social media fatigue among these employees, resulting in a lower level of work engagement. This study also found that resilience as a coping mechanism reduces the adverse effects of anxiety on work engagement. The results have significant, timely implications for policy and research.

Abstract
Purpose
The purpose of this paper is to present a spatial decision support system (SDSS) to be used by the local authorities of a city in the planning and response phase of a disaster. The SDSS focuses on the management of public spaces as a resource to increase a vulnerable population’s accessibility to essential goods and services. Using a web-based platform, the SDSS would support data-driven decisions, especially for cases such as the COVID-19 pandemic which requires special care in quarantine situations (which imply walking access instead of by other means of transport).
Design/methodology/approach
This paper proposes a methodology to create a web-SDSS to manage public spaces in the planning and response phase of a disaster to increase the access to essential goods and services. Using a regular polygon grid, a city is partitioned into spatial units that aggregate spatial data from open and proprietary sources. The polygon grid is then used to compute accessibility, vulnerability and population density indicators using spatial analysis. Finally, a facility location problem is formulated and solved to provide decision-makers with an adaptive selection of public spaces given their indicators of choice.
Findings
The design and implementation of the methodology resulted in a granular representation of the city of Lima, Peru, in terms of population density, accessibility and vulnerability. Using these indicators, the SDSS was deployed as a web application that allowed decision-makers to explore different solutions to a facility location model within their districts, as well as visualizing the indicators computed for the hexagons that covered the district’s area. By performing tests with different local authorities, improvements were suggested to support a more general set of decisions and the key indicators to use in the SDSS were determined.
Originality/value
This paper, following the literature gap, is the first of its kind that presents an SDSS focused on increasing access to essential goods and services using public spaces and has had a successful response from local authorities with different backgrounds regarding the integration into their decision-making process.

Abstract
BACKGROUND The Chinese government's early handling of COVID-19 has been perceived as aggressive and oppressive. Many of the most radical measures were adopted in Henan province, immediately north of Hubei, the pandemic's epicentre in China. However, little is known about how rural residents-a group systematically disadvantaged in Chinese society-responded to authorities' draconian restrictions. METHODS To understand the lockdown measures and rural community responses at the grassroots level, face-to-face interviewers were conducted with both village cadres and villagers from two Henan villages in May and June 2020. The interviews were analysed with qualitative content analysis methods, with the coding process guided by the concepts of resilience, vulnerability and adaptability from the literature on disaster risk reduction. RESULTS We found that the lockdown measures were indeed radical and disproportionate relative to the level of risk presented; however, they were largely accepted by villagers. This contradiction can be explained by two key contributing factors: (i) shared interests of individual villagers and the converged goal of government and civil society, and (ii) tacit flexibility in COVID-19 adaption strategies to tackle conflict resulting from goal diversion between citizens and local governments. CONCLUSIONS These findings highlight the nuances of ground-level politics. Despite their 'radical' nature, the lockdown measures were not implemented as simple top-down coercion. Instead, they involved, importantly, the bottom-up, localised response of villagers, and they were negotiated and adapted according to local circumstances.
