Agency-driven and community-driven impact in livelihood recovery: Beneficiaries stories

The effectiveness of agency-driven and community-driven recovery approaches is a discoursive material that appeals to many disaster management practitioners, scholars, international donors or governments. Meanwhile, the community has never been part of this discourse as beneficiaries to obtain its perspective on both approaches. Loli Dondo village, which received agency-driven and community-driven livelihood recovery after the 2018 Central Sulawesi Tsunami, was purposively selected as the site of investigation. This study aims to explore how both the approaches were perceived by the community. A qualitative research method involving focus group interviews (FGI), interviews and participatory rural appraisal (PRA) was used to explore and capture community narratives and collective storytelling to produce a visual analysis of the community's problem-solving strategy and management. Based on the results, the community-driven recovery approach fulfilled the community standards and provided more impact than its counterpart. Several essential viewpoints were underlined for all approaches as follows: (1) the agency's transparency to the community about financial conditions, (2) communication and active community involvement and (3) preciseness of the aid to community needs. These elements are expected to improve the implementation of such recovery programmes, thereby increasing quality and accessibility. The insightful community storylines, experiences and reflection support in building a better practice of livelihood recovery approaches for beneficiaries and also contribute widely to their implementation according to the community's perspective.

CONTRIBUTION

These findings highlight the key elements of recovery implementation based on community perspectives to achieve impact of livelihood recovery.

Increasing the Local Relevance of Epidemiological Research: Situated Knowledge of Cattle Disease Among Basongora Pastoralists in Uganda

Cattle disease can have severe negative impacts on the livelihoods of the poor, but still, animal disease management and outreach often remain suboptimal in low-income settings. In a study on Basongora pastoralists in Uganda, we examined local priorities, perceptions and practices regarding cattle disease, in order to improve outreach and disease control advisory work in such contexts. We also investigated how participatory epidemiology can be better equipped for gathering situated knowledge. Empirical material obtained in focus group discussions, interviews, participatory mapping, and wealth-ranking was used to perform a thematic, bottom-up analysis. The concepts of situated knowledge and embodied objectivity and insights from participatory research and interdisciplinary dialogue were applied to better embrace local perspectives. Cowdriosis, trypanosomosis, contagious bovine pleuropneumonia, East Coast fever and anthrax were high-priority diseases for participants. Lack of control over the animal health situation and money invested in treatments that did not guarantee recovery were of general importance for disease prioritization. Participants' descriptions of diseases sometimes diverged from textbook definitions. Co-infections, chronic and recurring infections and lack of access to formal knowledge were identified as important factors for differences between formal and situated knowledge. Paying attention to situated knowledge and particular context-specific issues such as proximity to a national park proved to be of special relevance for local understanding and experiences with disease. Another factor was the local importance ascribed to number of cattle, rather than production levels. These factors need to be taken into consideration when formulating disease control advice, as does the complex disease landscape. The results reveal the importance of moving research and advice beyond curing “knowledge-gaps” and creating different ways of understanding disease so that situated knowledge can be considered, and disease control improved.

Knowledge, Attitudes and Practices Related to African Swine Fever Within Smallholder Pig Production in Northern Uganda

Uganda is a low-income country with the largest pig population in East Africa. Pig keeping has a large potential, commercially and as a tool for poverty reduction, but African swine fever (ASF) is a major hurdle for development of the sector. The objective of this study was to evaluate knowledge, attitudes and practices related to ASF in the smallholder pig production value chain in northern Uganda. The study included three separate series of participatory rural appraisals (PRA), comprising purposively selected farmers and other actors in the pig production value chain. In the PRAs, various participatory epidemiology tools were used. A total of 49 PRAs and 574 participants, representing 64 different villages, were included. The results indicate that participants were well aware of the clinical signs of ASF, routes for disease spread and measures for disease control. However, awareness of the control measures did not guarantee their implementation. A majority of middlemen and butchers acknowledged having sold live pigs, carcasses or pork they believed infected with ASF. Outbreaks of ASF had a strong negative impact on participants' socio-economic status with loss of revenue and reversal into more severe poverty. In conclusion, lack of knowledge is not what is driving the continuous circulation of ASF virus in this setting. To control ASF and reduce its impact, initiatives that stimulate changes in management are needed. Because the behaviour of all actors in the value chain is largely influenced by the deep rural poverty in the region, this needs to be combined with efforts to reduce rural poverty.

Ethnopharmacological survey of medicinal plants in Jeju Island, Korea

BACKGROUND

This study aims to analyze and record orally transmitted knowledge of medicinal plants from the indigenous people living in Hallasan National Park of Korea.

METHODS

Data was collected through the participatory rural appraisal method involving interviews, informal meetings, open and group discussions, and overt observations with semi-structured questionnaires.

RESULTS

In this study, a total of 68 families, 141 genera, and 171 species of plants that showed 777 ways of usage were recorded. Looking into the distribution of the families, 14 species of Asteraceae occupied 11.1% of the total followed by 13 species of Rosaceae, 10 species of Rutaceae, and nine species of Apiaceae which occupied 5.0%, 7.1% and 3.0% of the whole, respectively. 32 kinds of plant-parts were used for 47 various medicinal purposes. Values for the informant consensus factor regarding the ailment categories were for birth related disorders (0.92), followed by respiratory system disorders (0.90), skin disease and disorders (0.89), genitourinary system disorders (0.87), physical pain (0.87), and other conditions. According to fidelity levels, 36 plant species resulted in fidelity levels of 100%.

CONCLUSION

Consequently, results of this study will legally utilize to provide preparatory measures against the Nagoya Protocol (2010) about benefit-sharing for traditional knowledge of genetic resources.

A multidimensional approach to measure poverty in rural Bangladesh

Poverty is increasingly being understood as a multidimensional phenomenon. Other than income-consumption, which has been extensively studied in the past, health, education, shelter, and social involvement are among the most important dimensions of poverty. The present study attempts to develop a simple tool to measure poverty in its multidimensionality where it views poverty as an inadequate fulfillment of basic needs, such as food, clothing, shelter, health, education, and social involvement. The scale score ranges between 72 and 24 and is constructed in such a way that the score increases with increasing level of poverty. Using various techniques, the study evaluates the poverty-measurement tool and provides evidence for its reliability and validity by administering it in various areas of rural Bangladesh. The reliability coefficients, such as test-retest coefficient (0.85) and Cronbach's alpha (0.80) of the tool, were satisfactorily high. Based on the socioeconomic status defined by the participatory rural appraisal (PRA) exercise, the level of poverty identified by the scale was 33% in Chakaria, 26% in Matlab, and 32% in other rural areas of the country. The validity of these results was tested against some traditional methods of identifying the poor, and the association of the scores with that of the traditional indicators, such as ownership of land and occupation, asset index (r=0.72), and the wealth ranking obtained from the PRA exercise, was consistent. A statistically significant inverse relationship of the poverty scores with the socioeconomic status was observed in all cases. The scale also allowed the absolute level of poverty to be measured, and in the present study, the highest percentage of absolute poor was found in terms of health (44.2% in Chakaria, 36.4% in Matlab, and 39.1% in other rural areas), followed by social exclusion (35.7% in Chakaria, 28.5% in Matlab, and 22.3% in other rural areas), clothing (6.2% in Chakaria, 8.3% in Matlab, and 20% in other rural areas), education (14.7% in Chakaria, 8% in Matlab, and 16.8% in other rural areas), food (7.8% in Chakaria, 2.9% in Matlab and 3% in other rural areas), and shelter (0.8% in Chakaria, 1.4% in Matlab, and 3.7% in other rural areas). This instrument will also prove itself invaluable in assessing the individual effects of poverty-alleviation programmes or policies on all these different dimensions.
